మల్ల న్నసాగర్ రిజర్వాయర్ భూ నిర్వాసితుల పునరుపాధి, పునరావాస సాయం పంపిణీ కార్యక్రమం

వందకు వంద శాతం యుద్ధ ప్రా తిపదికన పూర్తి చేయాలని ముఖ్యమంత్రి శ్రీ కె. చంద్రశేఖర్ రావు

అధికారులను ఆదేశించారు. నిర్వాసితులకు పరిహారం ఇచ్చే కార్యక్రమం చాలా వరకు పూర్తయిందని,

మిగిలిన కొద్ది పాటి ప్రక్రియను కొద్ది రోజుల్లో నే పూర్తి చేసి, ఈ నెల 11 వ తేదీలోగా హైకోర్టు కు నివేదిక

పంపాలని సీఎం సూచించారు. పరిహారం చెల్లింపు విషయంలో హైకోర్టు చేసిన వ్యాఖ్యల నేపథ్యంలో

ముఖ్యమంత్రి కేసీఆర్ వెంటనే స్పందించి, సీనియర్ అధికారులతో మాట్లా డారు. నిర్వాసితులను అన్ని

విధాలా ఆదుకునే విషయంలో ప్రభుత్వం ఎంతో చిత్త శుద్ధి తో, అత్యంత మానవత్వంతో వ్యవహరిస్తు న్న

విషయాన్ని సీఎం గుర్తు చేశారు. అయినప్పటికీ కోర్టు లు తరచూ జోక్యం చేసుకునే పరిస్థి తులు రావడం పట్ల

ముఖ్యమంత్రి తీవ్ర అసహనం వ్యక్తం చేశారు. నిర్వాసితులకు పరిహారం అందించే ప్రక్రియను వెంటనే

ముగించే కార్యక్రమాన్ని స్వయంగా పర్యవేక్షించాల్సిందిగా ప్రభుత్వ ప్రధాన కార్యదర్శి శ్రీ ఎస్.కె. జోషిని సీఎం

కోరారు. పరిహారం పంపిణీ కార్యక్రమాన్ని క్షేత్రస్థా యిలో నిర్వహించే బాధ్యతలను సీఎంవో కార్యదర్శి శ్రీమతి

స్మితా సభర్వాల్ కు ముఖ్యమంత్రి అప్పగించారు. మల్ల న్న సాగర్ భూ నిర్వాసితులకు పరిహారం పంపిణీ

కార్యక్రమం చేపట్టేందుకు గ్రా మాల వారీగా శిబిరాలు నిర్వహించాలని, ప్రత్యేక అధికారులను నియమించాలని

కేసీఆర్ ఆదేశించారు.

‘‘లక్ష కోట్ల రూపాయల వ్యయంతో తెలంగాణలో 40 లక్షలకు పైగా ఎకరాలకు సాగునీరు అందివ్వడానికి అతి

పెద్ద కాళేశ్వరం ప్రా జెక్టు నిర్మిస్తు న్నాం. అందులో భాగంగా 50 టిఎంసిల సామర్థ్యం కలిగిన మల్ల న్నసాగర్

రిజర్వాయర్ నిర్మిస్తు న్నాం. మల్ల న్నసాగర్ మొత్తం కాళేశ్వరం ప్రా జెక్టు కు గుండెకాయ లాంటిది. ఇంత పెద్ద

రిజర్వాయర్ నిర్మించే క్రమంలో కొద్ది మంది భూములు, ఇండ్లు కోల్పోతున్నారు. వారి విషయంలో ప్రభుత్వం

ఎంతో సానుభూతితో, మానవత్వంతో వ్యవహరిస్తు న్నది. నిర్వాసితులు మెరుగైన పునరుపాధి,

పునరావాసం పొందడానికి ప్రభుత్వం దేశానికే ఆదర్శంగా నిలిచే ప్యాకేజీని అందిస్తు న్నది. రూ. 800 కోట్ల ను

మల్ల న్నసాగర్ నిర్వాసితులకు పరిహారం, పునరావాస కార్యక్రమాల కోసమే ప్రభుత్వం ఖర్చు చేస్తు న్నది.

ప్రభుత్వం ఇంత చేసినా, కొద్ది మందికి సాయం అందించే విషయంలో జరిగిన జాప్యం వల్ల కోర్టు లు తరచూ

జోక్యం చేసుకోవాల్సి వస్తుంది. అది అత్యంత బాధాకరం. ఏనుగు ఎల్లింది, తోక మిగిలింది అనే చందంగా

మొత్తం ప్రక్రియలో కొద్ది పాటి పరిహారం ఇవ్వడమే మిగిలింది. దీనిని అలుసుగా తీసుకుని కొంత మంది

వ్యక్తు లు, ప్రగతి నిరోధక శక్తు లు ప్రా జెక్టు నే ఆపడానికి కుట్రలు చేస్తు న్నారు. పరిహారం పంపిణీ ప్రక్రియలో
మిగిలిన కొంచెం పనిని కూడా త్వరగా పూర్తి చేసి, చిల్ల ర పంచాయితీని వెంటనే ముగించాలి’’ అని

ముఖ్యమంత్రి చెప్పారు.

‘‘పరిహారం పంపిణీని యుద్ధ ప్రా తిపదికన ముగించి, కొండ పో చమ్మ సాగర్ రిజర్వాయర్ మాదిరిగానే

శరవేగంగా మల్ల న్నసాగర్ రిజర్వాయర్ నిర్మాణ పనులు చేపట్టా లి. యుద్ధం జరుగుతుందా అన్నట్లు గా

పనులు చేసి, ఆరేడు నెలల్లో నే మల్ల న్నసాగర్ నిర్మాణం పూర్తి చేయాలి. వచ్చే ఏడాది జూన్ లో రిజర్వాయర్

లో నీళ్లు నింపాలి’’ అని ముఖ్యమంత్రి స్పష్టమైన ఆదేశాలిచ్చారు.

నిర్వహిస్తు న్న ప్రభుత్వ ప్రధాన కార్యదర్శి ఎస్.కె. జోషి తన అమెరికా పర్యటనను రద్దు చేసుకుని,

ఉన్నతాధికారులతో సమీక్ష నిర్వహించారు. పరిహారం పంపిణీ ప్రక్రియను ముగించడానికి ప్రణాళిక

రూపొందించారు. సిద్దిపేట కలెక్టర్ కృష్ణ భాస్కర్, సిద్దిపేటలో గతంలో విధులు నిర్వహించిన సిరిసిల్ల కలెక్టర్

వెంకట్రా మ్ రెడ్డి తో సీఎంఓ కార్యదర్శి స్మితా సభర్వాల్ సమావేశమయ్యారు. ఇప్పటి వరకు అందిన పరిహారం

వివరాలు తెలుసుకుని, మిగిలి వారికి పరిహారం అందించే కార్యక్రమాన్ని ఖరారు చేశారు. మల్ల న్నసాగర్

పరిధిలోని 8 గ్రా మాల్లో ప్రత్యేక శిబిరాలు నిర్వహించి, నిర్వాసితులకు పరిహారం అందించాలని నిర్ణయించారు.

దీనికోసం ప్రత్యేక అధికారులను నియమించారు. రాంపూర్, లక్ష్మాపూర్, బ్రా హ్మణ బంజెరుపల్లి గ్రా మాలకు

ప్రా రంభమయిన పరిహారం పంపిణీ

సింగారం, రాంపూర్ గ్రా మాల్లో 800 మంది నిర్వాసితులకు చెక్కుల ద్వారా పరిహారం పంపిణీ కార్యక్రమం

శుక్రవారం ప్రా రంభమయింది. మిగతా గ్రా మాల్లో ప్రత్యేకాధికారుల సమక్షంలో శనివారం నుంచి చెక్కుల

పంపిణీ జరుగుతుంది. ఎవరైనా చెక్కులు తీసుకోవడానికి విముఖత చూపితే, వారి అభిప్రా యాన్ని వీడియో

తీయాలని అధికారులు నిర్ణయించారు.

నిర్వాసితులకు ప్రభుత్వం అందిస్తు న్న సాయం

ప్రా జెక్టు ల నిర్మాణంలో భూములు కోల్పోయిన వారికి దేశంలో కెల్లా అత్యంత మెరుగైన పునరావాస

ప్యాకేజిని ప్రభుత్వం అందించింది. రైతులు కోల్పోయిన భూములకు, వ్యవసాయ కొట్టా లకు, బావులకు, బో ర్

వెల్స్ కు, చెట్ల కు, తోటలకు, పైపులైన్ల కు సంబంధించి ఇప్పటికే ప్రభుత్వం పరిహారం అందించింది.

పునరుపాధి, పునరావాస ప్యాకేజి కింద ఈ క్రింది విధంగా సాయం అందిస్తు న్నది.

1. కేంద్ర చట్టం ఒక్కో ఇంటికి రూ.1.25 లక్షల వ్యయమయ్యే 60 గజాల స్థలంలో ఇందిరా ఆవాస్ యోజన

ఇల్లు మంజూరు చేయాలని చెబుతుంది. కానీ తెలంగాణ ప్రభుత్వం మల్ల న్న సాగర్ నిర్వాసితులకు

అంతకన్నా నాలుగు రెట్లు ఎక్కువగా, దేశంలో మరే రాష్ట్రంలో లేని విధంగా ఒక్కో ఇంటికోసం రూ.5.04

లక్షల విలువైన 560 అడుగుల డబుల్ బెడ్ రూమ్ ఇల్లు నిర్మిస్తు న్నది. ఈ ఇండ్ల ను కూడా ఎక్కడో

మారుమూల ప్రాంతంలో కాకుండా గజ్వేల్ మున్సిపాలిటీ పరిధిలోని ఎడ్యుకేషన్ హబ్ పక్కన 460 ఎకరాల

విస్తీ ర్ణంలో ప్రభుత్వమే నిర్మించి ఇస్తు న్నది. ఇల్లు వద్దు అనుకునే వారికి 250 గజాల ఇంటి స్థలం, రూ.5.04

లక్షల నగదు అందిస్తు న్నది.

2. ప్రస్తు తం ఉన్న ముంపు గ్రా మంలోని ఇంటి స్థలానికి గజం రూ. 1600 చొప్పున లెక్క గట్టి పరిహారం

చెల్లిస్తు న్నది.
3. కోల్పోయిన ఇంటికి కూడా శాస్త్రీయంగా లెక్కగట్టి పరిహారం చెల్లిస్తు న్నది.

4. ఒక్కో కుటుంబానికి రూ.7.50 లక్షల పునరావాస ప్యాకేజీ అదనంగా అందిస్తు న్నది.

5. 18 సంవత్సరాలు దాటిన అవివాహితులకు కూడా రూ.5 లక్షల పునరావాస సాయం, 250 గజాల ఇంటి

స్థలం ఇస్తు న్నది.

6. పునరావాస ప్యాకేజి కింద ప్రభుత్వం నిర్మించి ఇచ్చిన ఇంటికి ఆర్డీఓ సంతకంతో తహసీల్దా ర్ పట్టా జారీ

చేస్తా రు. అవసరమైన పక్షంలో ఈ ఇంటిని అమ్ముకోవడానికి, బహుమతిగా కుటుంబ సభ్యులకు

ఇవ్వడానికి అనుకూలంగా ఈ పట్టా లుంటాయి. మల్ల న్నసాగర్ నిర్వాసితులకు ప్రభుత్వం అందిస్తు న్న

పునరోపాధి, పునరావాస కార్యక్రమం కింద గరిష్టంగా దాదాపు కోటి రూపాయల వరకు సాయం

అందుతున్నది.

• ఒక్కో కుటుంబానికి అందే మొత్తం: రూ. 7.50 లక్షలు

• ఇద్దరు పెద్ద పిల్ల లుంటే అందే మొత్తం: రూ.10 లక్షలు

• కుటుంబానికి, పెద్ద పిల్ల లకు కలిపి వచ్చేవి మూడు ప్లా ట్లు (750 గజాలు): రూ.75 లక్షలు (ప్రస్తు త

మార్కెట్ విలువ ప్రకారం)

• కోల్పోయిన ఇంటికి, ఇంటి స్థలానికి పరిహారం: విస్తీ ర్ణా న్ని బట్టి

Hon'ble CM Sri K. Chandrashekar Rao has issued instructions to the officer concerned that
the reemployment, rehabilitation, and distribution of financial assistance program to the
displaced person’s who lost land under Mallanna Sagar reservoir shall be completed on a war
footing. He said that the compensation to the displaced person’s has been almost completed
and the remaining little bit shall be completed within few days and a report has to be sent to
High Court before 11th of this month. Responding to the issue of payment of compensation
and the observations made by the High Court, the CM discussed with the officers. CM
reminded about the Government’s commitment to providing relief to the displaced persons
with a humanitarian approach. The CM expressed his displeasure over circumstances leading
to frequent interferences of courts despite so much is being done. The CM has instructed
Chief Secretary Sri SK. Joshi to personally monitor and supervise the process of paying
compensation to the displaced person’s. Responsibilities of monitoring the distribution and
compensation payment program at the field level have been entrusted to CMO Secretary Ms.
Smita Sabharwal by the CM. The CM has instructed that for the distribution of compensation
to the displaced person's camps have to be organized village wise and for this special officers
are to be nominated.

“We are constructing the largest Kaleshwaram Project for providing water for irrigation in
Telangana for over 40 lakh acres with an estimated cost of one lakh crore. As part of this, we
are constructing the Mallanna Sagar Reservoir with 50 TMC capacity. Mallanna Sagar is like
the heart of the Kaleshwaram Project. During the process of constructing such a huge
reservoir, some people are losing their lands and houses. On this issue the Govt. is taking full
care with sympathy and on humanitarian grounds. For the provision of relief and
rehabilitation to the displaced person’s, with an excellent package, the Telangana Government
has been a role model for the entire country. About Rs. 800 Crore is being spent towards
compensation and rehabilitation for Mallanna Sagar displaced persons. It is unfortunate
despite so much is done circumstances leading to courts interference are happening This is an
unpleasant thing. In the entire process payment of only a small amount of compensation is
left out. Taking advantage of these few individuals and anti-progressive elements are making
attempts to stall the project itself. The remaining small payment of compensation and
distribution shall be completed soon and the dispute has to be settled forthwith” said the CM.

“Distribution of compensation shall be completed on a war footing and the works of

Mallanna Sagar Reservoir shall be taken up immediately and expedited like the Konda
Pochamma Sagar Reservoir. The reservoir work shall be completed on a war footing within 6
to 7 months. By the end of next June, the reservoir shall be filled with water” issued
instructions by the CM.

The official machinery has immediately plunged into action immediately after the CM KCR
issued an instruction that the Mallanna Sagar displaced person’s compensation shall be paid
on a war footing. CS SK Joshi, who is also handling the Irrigation Department, canceled his
proposed USA visit, held a high-level review meeting with top officials of Irrigation and
other concerned departments. They have drawn a plan of action for implementing the
compensation payment process. CMO Secretary Smita Sabharwal had a meeting with
Siddipet Collector Krishna Bhaskar and Sircilla Collector Venkat Rami Reddy who was
earlier the collector of Siddipet. She elicited the information about compensation payment
and distribution till now and firmed up payment to them. It has been decided to organize
special camps in 8 villages under Mallanna Sagar jurisdiction and provide compensation to
displaced person’s.

Further the special officers are nominated for Rampur, Laxmapur, Brahmana Banjerupally
villages DRO B Chandrashekhar, Siddipet RDO M Jayachandra Reddy, Pallepahad village
GADA special officer Muthyam Reddy, Siddipet RDO M Jayachandra Reddy, Hyderabad
RDO Srinivas Reddy for Etigadda Kistapur Villages GADA special officer Muthyam Reddy,
Siddipet RDO M Jayachandra Reddy, Sircilla RDO Srinivas, for Vemulaghat Village GADA
special officer Muthyam Reddy, Siddipet RDO M Jayachandra Reddy, Secunderabad RDO
Raja Goud, Husnabad RDO K Anantha Reddy, for Singaram village Gajwel RDO D
Vijayender Reddy, Malkajgiri RDO Madhusudhan, for Erravelli Village Gajwel RDO D
Vijeyender Reddy have been appointed as special officers.
For Singaram and Rampur villages distribution of cheques to 800 displaced person’s as
compensation has begun on Friday. In the rest of the villages under the supervision of a
special officer, the distribution of cheques will commence from Saturday. In case if anyone
refuses and denies accepting the cheque, their views will be video recorded.

The Telangana Government provided the best of the rehabilitation package to the displaced
persons who lost their lands during the construction of the project. For lands for agriculture
areas, for wells, for bore wells, for trees, for orchards, for pipelines, already the government
provided the compensation. Under the relief, reemployment and rehabilitation package
financial assistance is being provided.

1. The Central Act says that house under Indira Awas Yojana in 60 Square yards of an area at
an expenditure of Rs 1.25 lakhs has to be sanctioned. However, the Telangana government for
the Mallanna Sagar displaced person’s sanctioning 4 times more than that. Unlike anywhere
in the country, the two-bedroom house of 560 Square yards plinth area costing Rs 5.04 lakhs
is being given. These houses are being constructed and given to displaced persons by the
Govt., not at a faraway place but within the Municipal limits of Gajwel and adjoining the
educational hub in about 460 acres of area. For those who do not want a house, they are given
250 Sq. Yards of house site besides Rs. 5.04 lakh of cash.

2. For the house that the displaced persons lost in the submerged village, compensation is
paid at the rate of Rs.1600 per sq. Yards.
3. Even for the houses also compensation is paid based on scientific assessment.

4. In addition to the above, each family will get Rs. 7.50 lakh rehabilitation package.

5. Unmarried and above 18 years age will also get Rs. 5 Lakh rehabilitation assistance and
250 Sq. Yards of the house site.

6. Under the rehabilitation package for the house constructed by the Government, concerned
Tahsildar will issue the document with RDO signature. As and when required the allottee
may either sell or gift away the house. As part of relief and reemployment and rehabilitation,
the Mallanna Sagar displaced persons will get a maximum benefit of up to Rs. One Crore.

The details are, each family will get Rs. 7.5 lakh, if there are two major children it will be Rs.
10 Lakh, for them 3 Plots equivalent to 750 Sq. Yards amounting to Rs. 75 Lakh market value
besides compensation for house and house sites as per the area.
