Executive Order No. 13

ORGANIZATION OF THE RETOOLED COMMUNITY SUPPORT PROGRAM (RCSP) TEAM

WHEREAS, on February 13, 2024, the Department of the Interior and Local Government (DILG)
Provincial Director had sent a letter addressed to the herein undersigned for the implementation of the
Retooled Community Support Program (RCSP), which is an inclusive program that aims to address
identified issues of the community by closing the governance and development gaps through provision
of needed government programs, projects and activities while ensuring that development is sustained
and peace is being promoted;

WHEREAS, said letter is in consonance with DILG Memorandum Circular No. 2023-046 which
substantially provides that LGUs, through their LCEs are hereby mandated to spearhead all RCSP
initiatives;

NOW THEREFORE, I, KIRK A. ASIS, Mayor of the City of Bayugan, Agusan del Sur, by virtue of
the powers vested in me by law, do hereby order:

SECTION 1. (a) Organization. The City Retooled Community Support Program (RCSP) Team and
RCSP Core Team are hereby organized to be composed of the following:

(d) The Peace, Law Enforcement and Development Support (PLEDS) Team is hereby

SECTION 2. (a) Functions. The City Mayor, being the head of the RCSP Team shall:
a. Pass an Executive Order for the creation of the RCSP Task Team and other related
issuances and thereafter organize and convene the RCSP Team;
b. Issue a Memorandum to Punong Barangays to create the RCSP Team in the
Barangay;
c. Issue directive to all its Department Heads to for the (1) collection and utilization of
pertinent data, information, and relevant barangay profiles and assist the RCSP
Team in the performance of its function, and (2) assist and work hand-in-hand with
the City RCSP Task Team for the validation of data and inputs from the dialogue
sessions and solution-seeking tables;
d. Prepare a send-off ceremony for the RCSP Team to be deployed for immersion in the
targeted barangay;
e. Lead the conduct of Local Serbisyo Caravan – a one-day activity to provide all
available government services by bringing it directly to the barangay where RCSP
immersion will take place; and
f. Oversee the operations of the RCSP Task Team during the entire period of
immersion and perform other related functions towards the successful conduct of
the RCSP.

(b) The Punong Barangay shall:

a. Assist the RCSP Team in the performance of its function and work together with the
City Mayor to ensure that the barangay and its communities are ready and safe for the
RCSP immersion;
b. Ensure the creation of the Barangay Development Council;
c. Represent the Barangay and mandate the attendance of members of the Barangay
Development Council in all the multi-sectoral meetings and dialogues, pulong-pulong
sessions, solution-seeking tables and other sectoral activities that are part of the RCSP
process;
d. Lead the crafting and development of the BDP and ensure that needed
programs/projects identified by the community are included and prioritized; and
e. Ensure the operationalization and maintain the level of functionality of all Barangay-
based institutions and carry-out necessary steps to sustain the same.

SECTION 3. Repealing Clause. All other existing orders or issuances inconsistent with this
Executive Order are hereby revoked and/or rescinded accordingly.

SECTION 4. Effectivity. This Order shall take effect immediately.
