The City of Angeles is one of the highly urbanized cities of the Philippines. Its proximity to Metro
Manila makes it an ideal location for factories and as a source of labor for the Metro Manila

During the pandemic, the City of Cabanatuan received xxx from the National Government. This
amount was distributed to xxx households in the 89 barangays of Cabanatuan (reference). More

Objectives
This study will evaluate the effectiveness of the SAP in the Cities of Angeles, Pampanga and
Cabanatuan, Nueva Ecija during the COVID-19 pandemic. In particular, it aims to address the
following questions:
1. How did the Cities of Angeles and Cabanatuan determine the beneficiaries of the SAP?
2. How did the SAP beneficiaries spend the money that was given by the government?
3. What are the shortcomings of the SAP in the Cities of Angeles and Cabanatuan?
Methodology
Descriptive Comparative. Interviews will be conducted by the barangay of the SAP beneficiaries
about the impact of SAP on them during the pandemic.

Analysis and Conclusion

The findings of this study will be used to make policy recommendations for future subsidy
programs of the city governments of Cabanatuan and Angeles, in the event of another crisis or
emergency.
