chronological events of the unit’s participation and C4S Services support during the
yearly commemoration of the 126th Founding Anniversary from February 15 to March 22, 2023.
Consequently, this report includes comments and observations, as well as the unit’s
recommendation. Background: The Philippine Army recently conducted the yearly
commemoration of the 126th Founding Anniversary from February 15 to March 22, 2023, with
the theme "ARMY@126: Strong, United, and Reliable". The capstone event is the Philippine
Army Anniversary Program Proper and Parade of Colors with HIS EXCELLENCE
FERDINAND R MARCOS JUNIOR (HEFRMJr), President, Republic of the Philippines, as the
Guest of Honor and Speaker (GOHAS) and LTGEN ROMEO S BRAWNER JR, Commanding
General, Philippine Army (CGPA), as the Military Host on March 2, 2023, at the Headquarters
Philippine Army Grandstand, Fort Bonifacio, Metro Manila. For this year’s Army
Anniversary, the whole activity was conducted in a non-traditional role of the Army in nation-
building, anchored on the theme; Philippine Army @126: Strong, United, and Reliable". The
lined-up events were conducted in a hybrid form, utilizing the virtual platform and the actual
venues. The series of activities were witnessed by high-ranking officers of the Armed Forces of
the Philippines, AFP Major Units, PA Major Units, HPA Staff, and other civilian dignitaries,
both physically and virtually through social media platforms and the Zoom application. As the
working force of the Headquarters Philippine Army (HPA) when it comes to command and
control, communications, and cyber system (C4S) support services, this unit supported all the
activities by providing the required C4S equipment and services, which included the LED wall
support, live streaming, and video teleconference (VTC) system. NARRATIVE OF EVENTS:
OOA 061400 February 2023, Maj. Rey B. Tagura (SC) PA, Operations Officer of this Unit,
attended the Coordinating Conference on the CGPA's Time with the Media via Video
Teleconferencing (VTC) and was presided by the Chief, Media Affairs and Production Branch,
PA. OOA 070800H February 2023, CECo and CITCo personnel conducted inventory, repair,
and maintenance of AVS and ICT equipment in preparation for the 126th Philippine Army
Anniversary month-long series of activities at HCSBn, ASR, PA, and FBMM. The activity
ended at about 1400H on the same day. At 1800 HST on the same day, MAJ REY B. TAGURA
(SC) PA, together with CECo and CITCo personnel, proceeded to Ricarte Hall, PAOC, to test
and evaluate the whole system in preparation for the CGPA's Time with the Media on February
15, 2023. The said activity ended at about 2100H the same day. OOA 131400 March 2023, Maj.
Taura proceeded to the OG3 Conference Room to attend the final coordinating meeting of the
ICOW Retaking of Fort Bonifacio. OOA 140930, February 2023, the unit provided C4S support
during the rehearsal and walkthrough conducted by the Chief, Media Affairs and Production
Branch, with the participation of CPT MARAYAG (SC) PA, the designated Action Officer of
C4S support for the upcoming CGPA's time with media at the Ricarte Hall, PAOC, and FBMM.
OOA 141500 March 2023, this unit provided PAS support during rehearsals for the 78th
anniversary of retaking Fort Andres Bonifacio, the ICOW 126th PA Founding Anniversary, and
the HPA Grandstand, FBMM. The rehearsal ended at about 1700 H the same day. On OOA
151,200 February 2023, the CGPA's meet and greet with the press started. The activity
showcased the Army's fulfillment of its mandate to serve the people and secure the land,
capabilities upgrade, and modernization efforts, and recognized the contributions of stakeholders
in the attainment of the organization’s mission and vision. The said activity ended at
about 1700 H the same day. Likewise, LTC ROMMEL B JUNTILLA SC (GSC) PA, the
commanding officer of this unit, supervised the C4S operators of the said activity. The activity
ended at about 1500 H the same day. OOA 1500-800 February 2023, CPT PERDIZ (SC) PA, as
the action officer, with his CECo personnel, installed AVS equipment at HUNTERS ROTC
markers and the HPA grandstand, and at about 1500H the same day, CITCo personnel led by
CPT MARAYAG (SC) PA installed the LED wall at the HPA grandstand in preparation for the
78th Wreath-Laying Ceremony for the Retaking of Fort Andres Bonifacio. OOA 160600
February 2023, operators of CECo and CITCo personnel proceeded to HPA Grandstand and
HUNTERS ROTC Markers for the final set-up of C4S equipment under the supervision of CPT
PERDIZ (SC) PA, designated as the action officer for the activity. AA 0900H the same day, the
78th Wreath-laying Ceremony of the Retaking of Fort Andres Bonifacio officially started with
the arrival honors of USEC REYNALDO B MAPAGU (PVAO) as the Guest of Honor and
Speaker in front of the new Larangang HUNTERS-ROTC Marker, FBMM, and was followed by
the unveiling ceremony, wreath-laying, proper program at the HPA Grandstand, and the
departure honor. The said activity ended at about 1600 H on the same day. OOA 230900
February 2023, MAJ TAGURA (SC) PA, attended the conference through video
teleconferencing (VTC) with OG1, PA, to discuss the upcoming handover of the anniversary
package for the iCOW 126th PA Founding Anniversary. On February 26, 2023, under the
supervision of CPT Perdiz (SC) PA, designated as the action officer, CECo personnel installed
an audiovisual system in preparation for a two-day static display of engineering equipment and
HADR capabilities at the Pavilion PAOC, FBMM. OOA 270800 February 2023, the two (2)
days of a static display of engineering equipment and HADR capabilities officially started
ICOW's 126th Pennsylvania Founding Anniversary and were facilitated by OG4 in
Pennsylvania. This unit provided audio-visual system support for the activity at Pavilion PAOC,
FBMM. OOA 281700 February 2023, the activity ended. On February 27, 2023, CITCo
personnel, under the supervision of CPT Marayag (SC) PA, set up the LEDWall and VTC
requirements at HAIR, the Firing Range, and the HPA Firing Range for the C4S support for the
incoming 3rd LEG of the Game of the Generals, which will be hosted by the Philippine Army on
February 28, 2023. AA 1400H the same day, MAJ TAGURA (SC) PA attended a conference
presided over by the OG1, PA Army Fun Run, through video teleconferencing (VTC). The said
conference was to provide updates on the preparations for the Army Fun Run. The conference
ended at about 1500 H on the same day. OOA 280800 February 2023, the 3rd Leg of the Games
of Generals Shoot Fest activity, officially started and was hosted by the Philippine Army on the
126th PA Founding Anniversary. The said shoot fest was attended by high-ranking officials from
the Philippine Army, Philippine Navy, Philippine Air Force, and Philippine National Police. As
per the given task from the HPA directive, this unit provided C4S on the duration of the activity
held at AIR, the firing range, and the HPA firing range, FBMM. At about 1600 h the same day,
the activity ended with successful coverage. AA 280900, February 2023, MAJ TAGURA (SC)
PA, attended a conference presided by OG5 and HHSG for the 15th PA Senior Leaders
Conference at the OG5 Mini Conference Room. AA 1600H the same day, CPT PERDIZ (SC)
PA proceeded to HPA Grandstand and attended the dry run of the Army Fun Run presided by the
OG1 PA at the HPA Grandstand. The said dry run ended at about 1730 H the same day. AA
1800 H the same day, CITCo personnel installed the LED wall with the supervision of CPT
MARAYAG (SC) PA, and CECo personnel set up the audio-visual system with the supervision
of CPT PERDIZ (SC) PA at the HPA Grandstand, FBMM, in preparation for the Army Color
Fun Run Activity. The said installations ended at about 1930H the same day. OOA 010400
March 2023, CPT PERDIZ (SC) PA with the detailed duty operators proceeded to the HPA
Grandstand, and FBMM provided the C4S support during the activity of the Army Color Fun
Run ICOW 126th PA Founding Anniversary. The activity ended around 7:30 a.m. on the same
day. OOA 021500H March 2023, CITCo personnel led by TSg Legaspi (SC) PA and F/Sgt of
CITCo installed LEDWall and other ICT equipment, and CECo personnel led by TSG Asunsion
(SC) PA and F/Sgt of CECo also installed AVS equipment, as this unit’s role is to
provide C4S support for the PA Housing Caravan conducted by the Office of the Chief Housing
Philippine Army on March 3, 2023, at the HPA Grandstand, FBMM. OOA 030800 March 2023,
the PA Housing Caravan officially started the ICOW 126th Pennsylvania Founding Anniversary.
This unit provided C4S support under the supervision of CPT MAUNAHAN (SC) PA,
designated as an action officer for the C4S support. The activity ended at about 1700 H on the
same day. OOA 051600 March 2023, this unit provided C4S support during the rehearsal of the
ceremonial signing of the memorandum of partnership and the launch of the raise one million
fruit-bearing trees project at Kamayan SEBn, FBMM. OOA 060900 March 2023, CECo and
CITCo personnel, led by CPT PERDIZ (SC) PA, designated as the action officer, proceeded to
the HPA grandstand and attended the walkthrough for PA Health Service and Wellness Expo
Day on March 10, 2023. OOA 070900 March 2023, Maj. Taura proceeded to the OG3
Conference Room to attend the FGD on the proposed messaging for static and kinetic display
during the 126th PA Anniversary Program. Properly and facilitated by OG3, AA 1545H the
same day, IT personnel of this unit conducted a test internet connection for the ceremonial
signing of the memorandum of partnership and the launch of the raise one million fruit-bearing
trees project at Kamayan, SEBn, and FBMM. AA 1600H the same day, CITCo personnel led by
TSg Legaspi installed an LED wall and other ICT equipment in preparation for the upcoming
LTOPF caravan, which will be held at the HPA Grandstand, FBMM. OOA 080530 March 2023,
CITCo personnel installed a UTP cable for the internet connection use for the PNP Information
System and the Personal Account, and uploading terminals for the online registration during the
LTOPF Caravan. AA 0800H the same day, the LTOPF Caravan officially opened for the
registration of personal firearms, and it was facilitated by the OG2 and PA at the HPA
Grandstand, FBMM. The one-day LTOPF Caravan is intended to provide a venue and
opportunity for PA personnel, military dependents, and civilian human resources who wish to
procure or own personnel firearms to apply for LTOPF and encourage responsible gun
ownership. The activity ended at about 1700 H on the same day. AA 0900H the same day, MAJ
TAGURA attended the coordinating conference through video teleconferencing in preparation
for the PA Technology Day and C4SITAR Exhibit ICOW 126th PA Anniversary, facilitated by
OG6 in Pennsylvania. At about 1000 H, the conference ended. OOA 1600H the same day, IT
personnel led by TSg. Legaspi (SC) PA installed an LED wall at Kamayan SEBn, FBMM for the
preparation of the ceremonial signing of the Memorandum of Partnership and launch of the raise
to one million fruit-bearing trees project for the ICOW 126th PA Founding Anniversary on
March 9, 2023. OOA 090930 In March 2023, the ceremonial signing of the Memo of Partnership
and launch of the raising of one million fruit-bearing trees officially started at Kamayan SEBn,
FBMM. During the said ceremony, the unit provided C4S support under the supervision of CPT
Marayag as the C4S Action Officer. The activity ended at about 1100H the same day. OOA
109000 In March 2023, this unit provided C4S support during the PA Health Service and
Wellness Expo Day hosted by OACS, OACN, and OACDS. The activity highlighted the Mental
Health Program of the PA. CPT PERDIZ (SC) PA was designated as the action officer for the
C4S support that provided the whole duration of the activity at HPA Grandstand, FBMM. The
activity ended at about 1700 H on the same day. AA 1300H the same day, the C4S Action
Officer, CPT PERDIZ, with the detailed C4S operators of Ricarte Hall, PAOC, and FBMM,
provided C4S support during the connectivity test of VTC using Zoom Platform for the rehearsal
of the handover anniversary package facilitated by the OG1 and PA. The rehearsal ended at
1500H same day. AA 1400H the same day, Maj. Tarura proceeded to Lapu-lapu Hall, HHSG, to
attend the conference of Unit Tasking ICOW for the 126th PA Anniversary Program Proper by
OCS, HHSG. On March 20, 2023, OOA 110900, IT personnel led by CPT MARAYAG (SC) PA
conducted an internet connectivity test and evaluation for the upcoming 15th Senior Leaders
Conference and Ribbon Cutting Ceremony for PA Technology Day at Ricarte Hall, PAOC,
FBMM. On OOA 121800 March 2023, IT personnel installed an LED wall and other ICT
equipment at the HPA Grandstand for the preparation of the PA Reservist Caravan on OOA
130800 March 2023. OOA 130600 March 2023, CPT MARAYAG (SC) PA, an Action Officer,
together with PAS and ICT Operators, proceeded to the HPA Grandstand for the final test of
C4S equipment in prior time before the program of PA Reservists Caravan started. AA 0800H
same day, this unit provided C4S support during the PA Technology Day ICOW 126th PA
Founding Anniversary with a ribbon cutting ceremony with the CGPA as the Guest of Honor and
Speaker held at Ricarte Hall, PAOC, HPA, and FBMM. This is the event wherein selected ICT
companies are invited to showcase their latest technological innovations and services. The
activity ended at 1700H same day. AA 0900H the same day, the PA Reservists Caravan started
with the arrival with honors of the Senator of the Republic of the Philippines, Honorable Francis
N. Tolentino, as the Guest of Honor and Speaker. The caravan aims to showcase the capabilities
and equipment of the Army Reserves, condition the minds of the general public on the revival of
the Reserve Officers’ Training Course (ROTC) Program, and attract more applicants to
join the Reserve Force. This unit provided AVS and ICT support during the activity, with good
performance from C4S operators, and completed the duties. The activity ended at about 1630
hours on the same day. AA 1500H the same day, Maj. Taura proceeded to Ugnayan Hall, HHSG,
to attend the conference by OG4 and HHSG to discuss the upcoming blessing of the newly
repaired and enhanced SOQ, TOQ1, and HPA G7/G8 Building at HPA, FBMM. OOA 140800
March 2023, IT personnel led by CPT MARAYAG conducted an internet connectivity test and
evaluation with NETBn personnel at Ricarte Hall, PAOC, in preparation for the upcoming 15th
Senior Leaders Conference. At the same time, the NCO Leadership Forum officially started and
was facilitated by the Office of the Army Sergeant Major at the Santos Hall, PAOC, and FBMM
in commemoration of the 126th Pennsylvania Founding Anniversary. The NCO Leaders Forum
was attended by 450 selected PAMU members and their subordinate SMs and Chiefs, NCOs of
HPA General, Personnel, and Technical, through the VTC platform provided by this unit. The
said forum ended at about 1700 H the same day. AA 0900H the same day, this unit provided C4S
support during the ceremonial handover of the anniversary package at Ricarte Hall, FBMM,
facilitated by OG1-PA, concerning the series of pre-anniversary activities that will showcase the
transformation, highlight the accomplishments, and promote the camaraderie of the Philippine
Army. The said activity was attended by the subordinate units through VTC provided by this
unit. At about 1700H, the activity ended with OOA 150900 March 2023. CECo personnel led by
CPT PERDIZ installed Table Mic at Ricarte Hall in preparation for the upcoming 15th Senior
Leaders Conference. While other CECo personnel worked together, CITCo personnel conducted
repainting of the HPAG Pass booth and LED Wall baseplate and fixed the sagging PAS cables in
preparation for the upcoming 15th Senior Leaders Conference. AA 1400H the same day, Maj.
Tsurura attended the Final Coordinating Conference in preparation for the C4ISTAR Exhibit and
ICOW 126th PA Anniversary by OG6 and PA via video teleconferencing. OOA 160800 In
March 2023, the 15th Senior Leaders Conference of the ICOW 126th PA Founding Anniversary
started and was attended by the members of the Conference Group Alfa and PAMU
Commanders, while the rest of the participants attended virtually. The conference was held at
Ricarte Hall, PAOC, FBMM, and facilitated by OG5 in Pennsylvania. Likewise, LTC
JUNTILLA SC (GSC) PA attended the said activity and monitored the tasking of this unit as a
C4S support provider during the conduct of the said activity. AA 0800H the same day, CECo
and CITCo personnel led by CPT PERDIZ installed a mobile LED wall and PAS equipment for
the rehearsal of the C4ISTAR exhibit, facilitated by OG6 and PA at Pavilion Hall, PAOC, and
FBMM. AA 1300H the same day, the unit provides AVS and internet connection during the
meeting of MRS BRAWNER, wife of the CGPA, with MRS AO, wife of the former CGPA, at
the ICOW 126th PA Founding Anniversary at the VIP Lounge, HPA Grandstand, and FBMM.
AA 1400H the same day, SSgt Forro (SC) PA, OIC of the PA Mobile Command Center (PA
MCC1), proceeded to the HPA Parade Ground and prepositioned the said vehicle as part of the
kinetic display for the upcoming 126th PA Founding Anniversary and facilitated by OG4 PA.
The MCC1 returned to the station at about 1800 H that same day. Likewise, the C4S Tech
Support Team, led by MAJ TAGURA, proceeded to the HPA Grandstand, FBMM, and attended
the rehearsal and walkthrough for the deployment of C4S support equipment in preparation for
the upcoming 126th PA Founding Anniversary, facilitated by OG3 PA. Likewise, the unit
provides C4S support during the said rehearsal. The second day of the 15th Senior Leaders
Conference and ICOW 126th Pennsylvania Founding Anniversary began at OOA 170800 March
2023. Likewise, this unit continued to provide C4S support throughout the activity. The said
activity ended at about 1700 H on the same day. AA 1300H the same day, CPT MARAYAG and
his CITCO personnel proceeded to the HPA firing range and installed the LED wall and other
ICT equipment. While CPT Perdiza and his CECo personnel also installed PAS equipment in the
same venue. Subsequently, they conducted tests and evaluations of the said C4S equipment. The
said installation ended at about 2100H the same day. AA 1400H same day, MAJ TAGURA
attended the conference through video teleconferencing with OG7, PA, to discuss the Philippine
Army Bloodletting Activity ICOW of the 126th PA Founding Anniversary. OOA 180,600 March
2023 The PA Novelty Shoot officially started with LTGEN ROMEO S BRAWNER JR PA
CGPA, BGEN STEVE D CRESPILLO PA, VCPA, and MGEN POTENCIANO C CAMBA PA,
CSPA, with the different Philippine Army Major Unit Commanders and HPA Staff. This is a
pre-anniversary activity that aims to enhance and maintain marksmanship skills and foster
camaraderie among the participants. AA 1400H the same day, the said event ended with
successful coverage thanks to the C4S support from this unit throughout the activity. AA 0800H
the same day, MAJ TAGURA, the C4S support team, and the PA Mobile Command Center 1
(PA MCC1), led by SSgt Forro (SC) PA, the MCC1 NCOIC, proceeded to the HPA Grandstand
for the 2nd rehearsal and walkthrough in preparation for the upcoming 126th PA Day. The
rehearsal ended at about 1130 a.m. the same day. At 1430 H the same day, CITCo personnel led
by CPT Marayag dismantled the LED Wall after the PA Novelty Shoot program at the HPA
Firing Range, and they proceeded to the HPA Grandstand and installed the LED Wall in
preparation for the PA Bloodletting Activity. Likewise, CECo personnel, led by CPT Perdiza, set
up the AVS equipment. On March 20, 2023, the ICOW 126th PA Founding Anniversary and PA
Bloodletting Activity, officially dubbed; Dugong Alay Ko, Dugtong sa Buhay Mo," was held at
Ricarte Hall, PAOC, and HPA Grandstand, FBMM. The activity is a joint undertaking of the
Philippine Red Cross Rizal Chapter, the Philippine Army Officers Ladies Club, Inc., led by Mrs.
Brawner, together with the AFP Health Service Command, the Army General Hospital, and the
Lakambini Consumers Cooperative. Likewise, this unit provided C4S and technical support to
the activity under the supervision of CPT Perdiz for the AVS support and CPT Marayag for the
ICT support. The activity ended at about 1700 H on the same day. AA 1000H same day
supported AVS during the rehearsal of the Blessing of Newly Repaired and Enhanced Facilities
facilitated by OG4 and PA at HPA, FBMM. AA 1830 H the same day, CECo personnel
set  up an LED wall and other ICT equipment at the HPA Grandstand for the PA Day
Rehearsal. Subsequently, CPT Marayag conducted tests and evaluations of the installed ICT
equipment to ensure its effectiveness. While the PA MCC1 also participated in the rehearsal for
the PA Day Exhibit. OOA 2009-45 March 2023, the Blessings of Newly Repaired and Enhanced
Facilities officially started, and this unit provided AVS and four sets of PAS support at SOQ,
TOQ1, and HPA G7/G8 Building. The activity ended at about 1030 hrs. the same day. AA
0800H the same day, Maj. Tagura, with the C4S Operators, proceeded to HPA Grandstand,
FBMM, to attend and provide C4S support during the conduct of rehearsals for the PA Day
Program properly facilitated by OG3, PA. AA 210900 March 2023, this unit provided C4S
support during the interfaith service and wreath-laying ceremony to mark the 126th founding
anniversary of the Philippine Army at TUKS, LNMB, and FBMM. The activity ended at about
1000 H on the same day. AA 211045 March 2023, CITCo personnel led by TSg Legaspi
installed an LED wall and VTC equipment for the rehearsal of the simultaneous flag raising and
launch of ATR 2040, facilitated by the OG1, PA, and AGSMO, PA. The rehearsal ended at
about 1200 H the same day. AA 220400 March 2023, MAJ TAGURA, with the two (2) officers
and involved C4S operators, proceeded to HPA Grandstand and HPA Flagpole, conducting a
final check and test of the C4S equipment in the prior hour of the activity. At 0700 hours the
same day, the simultaneous flag raising with the reaffirmation of the oath of allegiance officially
started, and all Army units participated through video teleconferencing at the HPA Flagpole
FBMM. Afterward, at about 0900H, the proper program of PA Day finally started with the
arrival honors of His Excellency Ferdinand R. Marcos Junior (HERFRMJr), President of the
Republic of the Philippines, as the Guest of Honor and Speaker (GOHAS). Following that, it was
followed by viewing the PA Reading List, the Anniversary History Booklet, touring the Static
and Kinetic Display/Exhibit, and the Anniversary Program Proper. LTC Rommel B. JUNTILLA,
SC (GSC) PA, Commander Officer, attended the said activity, and Maj. Rey B. Tagura, SC (PA),
Operations Officer, supervised the involved C4S operators on the activity. At about 1600 h the
same day, the activity ended with the successful utilization of C4S through the effort and snappy
performance of the involved support personnel from this unit. AA 1700H the same day, all
available personnel of this unit recovered all installed C4S equipment without untoward
incidents. RESULT OF THE ACTIVITY: The unit has successfully provided the necessary
support for the month-long activities in commemoration of the 126th Philippine Army Founding
Anniversary. The C4S service support that the unit provided has made the following PA
activities a success: Comments and observations: The conduct of tests and evaluation of all ICT
requirements before the activity led to the successful implementation of C4S support for the
activity. Through a concerted effort, technical expertise, teamwork among our personnel, and the
timely deployment of ICT requirements, we contributed to the success of the 126th Philippine
Army Founding Anniversary. The utilization of UHF/FM radios plays a vital role considering the
