The Command Signal Battalion


“We do things Right”

The Command Signal Battalion, Army Signal Regiment is responsible for the
installation, operation, and maintenance of the Command and Control, Communications,
and Cyber System (C4S) facilities and equipment within the HPA Complex. The unit also
provides C4S services during Command Directed activities within the HPA Complex and
PA units within NCR. More than the equipment, this unit believes that the "men behind
the equipment" make the difference. Their talents, skills, dedication, and commitment to
doing their tasks outstandingly results in unit mission accomplishment.

Despite limited personnel and resources, the Unit managed to vigorously pursue
and continue providing Signal support operations through judicious management of
resources.

On Fixed Communications, the Unit maintained 24/7 operational status and


serviceability of Alcatel Omni PCX Enterprise (former Omni PCX 4400) Telephone
Private Automatic Branch Exchange (PABX) that provides telephone services to HPA
Offices, HHSG, Post Units, military quarters, and other camp establishments/facilities
with 2,816 subscribers; provided assistance to callers from various camps of the AFP to
include telephone call transfer to commercial landlines through the Bonifacio Telephone
Exchange (BONTEX) managed by console operators; Video Data Integration System
(VDSI) and Very Small Aperture Terminal (VSAT) that provides redundant
communications connectivity to other major camps of the Philippine Army are also
maintained by this Unit; the maintenance of BONTEX Lines within HPA’s 100 Hectares
retention area; and the Telephone Cable Facility (CAFAC) of Headquarters, Philippine
Army.

To maintain the BONTEX subscribers’ connectivity, the Unit implemented the


CAFAC rerouting to Cable 15 & 16 and Cable 5 & 6 that was affected by TIKAS Projects
of DPWH at Headquarters Philippine Army, Fort Bonifacio, Taguig City from 06 to 16
May 2022 and 14-28 June 2022 respectively. This project also refurbished the unstable
BONTEX line connectivity of HPA Offices, Post Units, Military Quarters, and facilities
since it is vital for them in transacting operational and administrative matters to Higher
Headquarters, PAMU, and offices of the Headquarters Philippine Army.

The Unit conducted a total of 315 telephone maintenance and installation


activities with the following breakdown:

As well, the unit also maintained the Line cards, house cables, and connectors of
the Private Automatic Branch Exchange (PABX) and Central Distribution Frame (CDF)
of the Central Office Terminal (COT) at the HPA Communication Center, HPAG6, and

ALDEC, TRADOC Remote Cabinets. This greatly prevented downtime and maintained
the integrity of the system.

On Tactical Communications, the unit operated one (1) Radio Repeater


(UHF/FM) at HPA ComCenter and two (2) HF Data Communication Systems at HPA
ComCenter, Army Operations Center (AOC), and Alternate AOC. Additionally, the TAC
CHAT connection was established as the alternate/standby communication means/link
between HPA, the different Philippine Army Major Units (Infantry Divisions), and AFP
Major Units and Unified Commands.

During the period, the unit technically planned, monitored, supervised, and
strategically deployed the Mobile Command Centers (MCC1, MCC2, MCC3, and MCC4)
to ensure effective and resilient Command and Control Communications support for
effective and redundant command and control, and administration of all Army Forces in
the conduct of various activities National events, Humanitarian Assistance and Disaster
Response (HADR) operations, Capability Demonstration, Communication Exercises
(COMMELEX), and other related exercises such as:

 Deployment of Mobile Command Center (MCC3 & 4) during the


PA-USARPAC BCT Signal (C4S) Operations Subject Matter Expert Exchange (SMEE)
and BALIKATAN CY 2022 at H7ID, PA, Fort Magsaysay, Palayan City, Nueva Ecija from
26 March to 09 April 2022.
 Deployment of Mobile Command Center 4 (MCC4) during the
Asian Defense and Security (ADAS) CY 2022 at the World Trade Center, Pasay, Metro
Manila, on the 27 -29 April 2022
 Deployment of Mobile Command Center 4 (MCC4) during the
Capability Demo in connection with the Philippine Army Show at the Borromeo Field,
PMA, Fort Gregorio del Pilar, Baguio City on 12 May 2022.
 Deployment of Mobile Command Center 1 (MCC1) to form part of
the PA mounted contingent ICOW the Full Honors and Civil-Military Parade for the
Inauguration Ceremony of President-elect Ferdinand R Marcos Jr (PEFRMJr) at
National Museum of the Philippines, Padre Burgos Drive, Metro Manila on 26-30 June
2022.
 Deployment of Mobile Command Center 4 (MCC4) and placed on
OPCON to JTF-NCR to provide C4S support to the Inauguration Security Task Force
(ISTF) during the Inauguration Ceremony of President-elect Ferdinand R Marcos Jr
(PEFRMJr) at National Museum of the Philippines, Padre Burgos Drive, Metro Manila on
29-30 June 2022.
 Deployment of Mobile Command Center 4 (MCC4) and placed on
TACON to JTF NCR to provide communication support during the 1st State of the Nation
Address (SONA) of President Ferdinand R Marcos Jr (PFRMJr) at House of
Representative, Batasan Hills, Quezon City on 24-25 July 2022.

Further, the unit deployed radio


operators that manned the Tactical Operations Center Deployable Signal Team (TOC
DST) to provide secured voice and data connectivity in support of the conduct of
Humanitarian Assistance and Disaster Response (HADR) operations and various major
activities such as:
 Deployment of Tactical Operation Center Deployable Signal Team
(TOC DST) composed of two (2) Squad Radio Operators during the Quarterly National
Simultaneous Earthquake Drill (NSED) from 2 nd and 3rd Quarter CY 2022 at HPA
Complex, FBMM; and

 Six (6) Radio Operators are attached to HHSG, PA to provide


Signal support during the National and Local Election 2022 (NLE 2022) from 01 May to
08 June 2022.

On Audio and Visual Systems (AVS), through proper programming and


allocation of resources, the Unit acquired the various AVS equipment and accessories.
The acquisition of this AVS equipment greatly contributed to the effective, efficient, and
timely provision of AVS support operations during command-directed activities at
different engagement areas within and outside Metro Manila.

In terms of Audio and Visual Systems coverage and engagements, the unit
technically managed and closely coordinated with Office and Unit Primary Responsible
(OPR's/UPRs) to provide the required C4S equipment and services to the command-
directed activities such as Wreath laying Ceremonies at LNMB, FBMM; Testimonial
Reviews and Change of Command Ceremonies at HPA Grandstand, FBMM; Seminars
and Workshop at PAOC, FBMM; Conferences at HPA Conference Room, FBMM;
Funeral services at Mortuary, LNMB, FBMM, and other activities requested by HPA
Offices, Post Units and among other stakeholders.

During the period, AVS Support we provided was appreciated and applauded by
high-ranking Military Officers and other Government and civilian dignitaries. Awards and
commendations were received as proof of their heartfelt appreciation.

On Information Systems, the unit regularly conducted routine and scheduled


ICT preventive maintenance and the installation of internet connections to address the
needs of the supported units. Likewise, provides information system support and
services including the fixed and mobile LED Wall during command-directed activities and
national and international engagements.

To improve camp security and situational awareness capability, the unit provides
technical support in establishing Close Circuit Television (CCTV) Systems of the HASR;
HHSG, PA; OAPM, PA; Transportation Company, HSBn, HHSG, PA; 15 th FSFO, FCPA;
FCPA; 1301st Dental Detachment; Army Intelligence Regiment (AIR); IMCOM (P), PA
and ASCOM, PA all of FBMM. The unit also provided technical assistance to Everlite
Company during the installation of the Centralized CCTV System of the HPA complex.

On Civil Military Operations (CMO), the unit engaged and partnered with PLDT
Telecommunications Company to ensure fast implementation and provision of internet
services to Offices, Units, and Households within the HPA Complex. Additionally, this
unit is unceasingly helping PLDT with the speedy Implementation of the Fiber to the Unit
(FTTU) Project HPA Complex, which started in CY 2020.

Likewise, the unit engaged with civilian counterparts and invite Subject Matter
Experts to conduct lectures on Operations and Maintenance of Audio and Visual
Systems which significantly increased the capability, skills, and knowledge of our
personnel.

The unit provided C4S support during the conduct of Disaster Relief and
Rehabilitation Operations spearheaded by Joint Task Force NCR and HHSG, PA, and
personnel during the repacking of relief goods for the victims of the COVID-19
pandemic.

For the period covered, the unit provided personnel in support to “Brigada
Eskwela CY 2022” held at Pinugay Elementary School, Brgy Pinugay, Baras, Rizal, and
Bloodletting activities of ASR and HHSG, PA in partnership with the Philippine Blood
Center. The unit also provided C4S support during Information Caravan,
cocktails/socials/parties, and other special occasions as requested by our stakeholders,
and during the daily live coverage for public viewing of Holy Masses held at Saint
Michael the Archangel Chapel, FBMM.

In general, the Command Signal Battalion, ASR C4S Service Support activities
have contributed significantly to the administrative efficiency and improved decision-
making capability for the command and control of the Headquarters Philippine Army,
Post Units, and other PA Units within NCR.
