ABSTRACT

The report presented contains all the activities carried out during my three months period of
attachment at Trinity Geospatial Siaya, the office deals with all land transaction in Siaya county.
Within the ministry, there are four departments in the ministry of lands i.e Department of survey,
department of land, department of land adjudication and settlement and department of physical
planning. There is also department of valuation. I was attached at the department of survey.
There port includes the activities and challenges I faced and the recommendations for betterment
of the services. All these are discussed below. The attachment was such educative and
empowering.

1.0 CHAPTER ONE

1.1 INTRODUCTION
The field work was meant to facilitate me to apply what I had been taught in class to real
practical. It also made sure that I learn practical jobs that involved some office work, to make
sure that I have efficient professional skills that are required at work as a land surveyor. The

attachment also made me to get exposed to different people and how to handle land issues
efficiently. The following in the summary report of activities of the organization that were done
during the attachment period.

1.2 ORGANIZATION BACKGROUND


There are various departments which are involved in appropriate activities at Siaya. The
department of lands, survey, physical planning and housing under the dissolved system of
government, report includes mutation survey, boundary disputers solution hence search placing
use of hand held G.P.S in various ways, cartographic work and market survey office setup.

1.3 ORGANIZATION STRUCTURE

1.4HISTORICALBACKGROUND

The ministry of lands was formed in 1903. In 1905 survey and lands were separated to form two
different departments but both under the commission of lands. Laterin 1919 the departments
were combined including registrations (Ministry of lands, Housing and Urban Development).

Historically the ministry of lands was established as a department of land and later changed into
full ministry, which changed his name according to the functions within that period. In the new
structure, ministries that previously existed as single entities were emerged with big
responsibilities of providing policy, direction and coordination matters related to lands, housing
and urban development.

Trinity Geospatial play a big role in the social economic development of the county as it
contributes in planned settlements, housing development, and provision of tittle through
planning, surveying and registration of tittles for security of tenure.

2.0 CHAPTER TWO


The chapter shows the functions of four departments.

 Department of land

2.1 OPERATIONS

2.1.1 DEPARTMENT OF LAND ADJUDICATION AND SETTLEMENT


The department has the following roles.

 Update group member register


 Sole of case proceedings
 Incorporation of group responsibilities
 Preparation of legal documents for settlements scheme plot
 Filling of appeal to the minister
 Hear and determine objectives to the register
 Determination of objection cases against adjudication register
 Hear and determine land committee case

This department is always termed as themothero fall department sat the ministry of lands. It
comprise of adjudication surveyors whose work preliminarily is to ascertain land rights.

2.1.2 SURVEY DEPARTMENT


The following are some of the things done in the department:

 Survey general boundaries


 Process and sale of mutation
 Ensure effectiveness of boundary disputes (general boundaries)
 Give evidence in court
 Provision of technical advice
 Sale of maps
 Topographical survey
 Survey of new grant

2.1.3 LAND REGISTRATION DEPARTMENT
This is where all bond records are kept i.e ownership acre ages nature of the parcels and all
transactions has have been done on the respective parcels and headed by the county registrar who
works to:

 Formulate policy for management and administration of land


 Arrange and control land control board meetings
 Register new parcels on green cards after which they issue the parcel owners with tittle
deeds
 Carry out inspections for transfer forms, mutation, succession for approval
 Carry out valuation of land assets for various purposes
 Approves development application and extensive of lease
 Allocate government and trust lands for various purposes

2.1.4 DEPARTMENT OF PHYSICAL PLANNING


Range of services

Policy formulation for management arid administration of land preparation of national, regional
and local physical development plans provisions of advisory services an appropriate land use and
alienation of land. Execution of physical development control and preservation processing of
development application such as extension of lease, change of use and subdivision of schemes
collection of documentation and preservation of public utility land.

2.2 ACHIEVEMENTS AND STRENGTHS


During my attachment period I was able to identify the following strengths

3.0 CHAPTER THREE

3.1CHALLENGES FACED DURING ATTACHMENT


During the period of my attachment the following challenges were witnessed:

 The placement trouble; I experienced a great challenge to secure a chance for my


attachment. Most organizations preferred placement by the school, I had to try my luck in
various offices before being absorbed by the Trinity Geospatial Siaya
 Presence of weapons such as machete and pangas which people with interest didn’t want
to leave behind
 Slow pace in implementation of land adjudication process; although land adjudication ion
the trust land started before independence, only one third of the country has been
adjudicated. This has mainly been occasioned by numerous pending land disputes.
 Slow pace of preparation of physical development plans; this is manifested in conflicting
land uses, informal settlement, encroachment on fragile ecosystem and urban sprawl.
 Insecure land tenure; more than half of land in the country has not been registered thus
affecting optimal utilization
 Demand for land; the high population growth rate arid insatiable demand for land led to
frequent land related conflicts and encroachment on public utility land and protected
areas.
 Pending land and boundary dispute; this has been occasioned by back log and inadequate
resource.
 Unsustainable land use; land use practices are largely incongruent with the ecological
zones. Land parcels continue to be subdivided into uneconomical units in rural areas
while in urban areas informal settlement and urban sprawl are major challenges.
 Inadequate personnel; the country is developing haphazardly compared to the surveyors
in charge of the survey duties and mapping. Sometimes they had many duties to handle
like site visit, attending country meetings and other functions, this forces them to
sacrifice their time so as to have enough section with them for both practical and theory
part.
 Attachment issues; due to the increased number of learning institutions in the country
many students have encountered challenges when seeking for attachment institution.

 Application of software in the field; the department of building and civil engineering in
Siaya institute of technology depends much on
theorythanpracticalasaresultthestudentonattachmentconsumemostoftheirtimefamiliarizing
withtheirmachines.
 Unfavorable weather conditions at times.
 Language barrier making communication very difficult.
 Inadequate reference materials which costs inconsistently in information.

3.2 PROBLEMS FACED DURING ATTACHMENT


The problems identified include:

 Poor linkages between departments, weak linkages between field officers and
headquarters
 Uncoordinated and in coherent land laws and policies
 Inadequate human resource
 Poor work ethics
 Inadequate budgetary provision sand fairly large de–motivated staff
 Weak succession management strategy
 Scattered geospatial date

3.3OPPORTUNITIES
The opportunities include:

 Improved accessibility to do nor resources


 Increased demand for land services
 Enhanced land spatial information sharing and collaboration in east Africa region
 Politics and goodwill

3.4 SOLUTIONS
During the plan period, they should focus on the following key strategic areas:

 Provide appropriate guidelines for sustainable use of land

 Provide an appropriate policy and legal frame work for land administration and
management
 Provide a basis for investment and use of land in urban and rural areas
 Ensure security of tenure and facilitate investment
 Facilitate security of tenure by ascertaining and recording rights and interests on land
 Finalization and implementation of national land policy

3.5 CONCLUSION
During my period of attachment, I enjoyed my time because I learnt a lot of issuing including:-

 Interpreting maps to clients


 Printing of maps
 Checking mutation form whether complete before amendment
 Computationofdatapickedonthefieldthendrawingthemonthemutationform
 Filling and recording

The lessons learnt in the agency when combined with theory classwork broadened my skills and
therefore will make me offer my clients the best services and also leading them with total
intelligence.

Finally, I thank Trinity Geospatial management as a whole for having granted mean opportunity
to conduct this work activity under their management. May God bless them all.
