BARANGAY EXECUTUVE ORDER NO. 12 – 2023

AN ORDER ESTABLISHING THE VAW DESK AND DESIGNATING A VAW DESK OFFICER.

WHEREAS, DILG Memorandum Circular No. 2013-61 dated July 8, 2013 pursuant to
Republic Act No. 10361 otherwise known as "Domestic Worker Act" or
"BatasKasambahay", mandates that all City or Municipal Mayors and Punong
Barangays are enjoined to initiate the conduct of the registration of all
Kasambahay within their jurisdictions and to require every employer to
register his or her domestic workers under his or her employment in the
KasambahayMasterlist (Registry of the Domestic Workers) in the barangay
where the employer's residence is located.

WHEREAS, to carry out the continuous registration of all kasambahay in the


barangay, the aforesaid law and circular further mandated that the Punong
Barangay, through an Executive Order, shall designate Kasambahay Desk
Officer who shall be tasked to manage the Kasambahay Desk

NOW THEREFORE,I, LIBRADO C. DE ROBLES, the Punong Barangay of Dakila, City


of Malolos, Bulacan, by virtue of the powers and authority vested in me by
law, do hereby order:

Section 1. Establishment of VAW Desk and designating LEONILA C. CABIGAO as


VAW Desk Officer.

Section 2. Functions of VAW Desk


1. Intake and Documentation: Receive complaints and reports of violence
against women, ensuring accurate and thorough documentation of each
case.
2. Case Tracking: Monitor the progress of each case, from initial report
through resolution, ensuring timely follow-up and updates.
3. Counseling: Provide emotional support and counseling services to
victims, either directly or by referral to qualified professionals.
4. Legal Assistance: Offer information and assistance regarding legal
rights, procedures for filing complaints, and obtaining protective
orders.
5. Medical Assistance: Facilitate access to medical examinations and
treatments for victims of physical or sexual violence.
6. Shelter and Protection: Coordinate with shelters and safe houses to
provide victims with immediate and safe accommodations.
7. Emergency Response: Act as a first responder in crisis situations,
coordinating with law enforcement and emergency services to ensure
victim safety.
8. 24/7 Helpline Management: Manage and respond to calls on dedicated
helplines for victims of violence.Intake and Documentation: Receive
complaints and reports of violence against women, ensuring accurate
and thorough documentation of each case.
9. Case Tracking: Monitor the progress of each case, from initial report
through resolution, ensuring timely follow-up and updates.
10. Counseling: Provide emotional support and counseling services to
victims, either directly or by referral to qualified professionals.

Section 3. Effectivity. The Executive Order shall take effect immediately.


Any other prior issuances inconsistent herewith are hereby repealed,
modified or amended accordingly.
