COMMITTEE: AIPPM
AGENDA: Citizenship policies in India: Analysing the implications of the citizenship
amendment act and national register of the citizens.

" CAA is a machine that produces Indian citizens"

Article 14, Constitution of India 1950 states - No person shall be deprived of his life or liberty
except according to procedure established by law, nor shall any person be denied equality
before the law or the equal protection of the law within the territory of India.’

Still, the Citizenship Amendment Act was passed which violates the secularism principles
of India.

CAA provides an accelerated pathway to Indian citizenship for persecuted religious minorities
from ONLY Afghanistan, Bangladesh, and Pakistan who are ONLY Hindu, Sikh, Buddhist, Jain,
Parsis, or Christians excluding other neighboring countries and Muslims.

It resulted in :
1. Unwanted Protests in India and some international cities
2. Falling Economy
3. Hard to distinguish between Illegal Migrants and those who are persecuted.
4. Worsening India's ties with other neighboring nations that have experienced religious
intolerance.
5. Office of the United Nations High Commissioner for human rights called it "
Fundamentally Discriminatory"
6. Creating India's bad image.

NRC's purpose was to document all the legal citizens of India so that the illegal immigrants
could be identified and deported. It has been implemented for the state of Assam starting in
2013–2014. The Government of India announced plans to implement it for the rest of the
country in 2021, but it has not yet been implemented. It will be very difficult to physically verify
all the members who are not on the list. It should be implemented all over India so that it would
be easy to distinguish between illegal immigrants and those who are persecuted. Still, No
decision has been taken yet on preparing a National Register of Indian Citizens (NRC) at
the national level.
