Guidelines and Criteria for the Regional Search for Outstanding Local Civil
Registry Offices (Special Awards) for CY 2023

Objectives

The LCRO Awards aims to:

1. Encourage efficiency and productivity, innovativeness and creativity in the

LCROs;

2. Acknowledge the LCRO’s initiatives in supporting the programs and activities

relevant to the Civil Registration and Vital Statistics (CRVS);

3. Promote values of participation and cooperation; and

4. Align the incentive system with the results-based performance that delivered
timely, accurate, reliable products and efficient civil registration services.

Coverage

The Search for Outstanding LCRO Awardees for 2023 shall be rated on activities
undertaken during the period January to December 2023 on the basis of the submitted
NOMINATION FORMS and Civil Registry Documents/Narrative Reports to the PSA-
Provincial Offices and PSA-RSSO I.

Classifications

The LCROs will be classified based on the number of documents submitted to the Civil
Registration Services relative to the 2022 Search for Outstanding LCROs of PSA
Central Office. The classifications are as follows:

1. Extra Small – LCROs that submitted less than 500 documents

2. Small – LCROs that submitted 500 to 999 documents
3. Medium – LCROs that submitted 1,000 to 1,999 documents
4. Large – LCROs that submitted 2,000 to 2,999 documents
5. Extra-Large – LCROs that submitted 3,000 to 9,999 documents
6. Super Extra Large – LCROs that submitted 10,000 documents or more

Categories

For the Regional Search for Outstanding LCROs, the entries will be evaluated and
winners will be selected under the following special award categories:

1. Naimpusuan a Panagserbi Award (Most Citizen-focused LCRO) This is

conferred to an LCRO which successfully implemented the most citizen-
focused civil registration activity.

2. Natalged a Timpuyog Award (Most Collaborative LCRO). This is to be

conferred to an LCRO which successfully demonstrated the most collaborative
civil registration activities.

3. Naisangsangayan a Ganuat Award (Most Innovative LCRO). This is to be

conferred to an LCRO which successfully initiated the most innovative civil
registration activities.

4. Natulnog Award (Most Responsive and Compliant LCRO). To be conferred to

an LCRO which successfully submitted civil registry documents and CRS
requirement timely and accurately.

5. Outstanding Civil Registrars Association – to be conferred to the Provincial

Civil Registrars Association that most successfully implemented CRVS
activities

Below are the criteria of each of the special awards:

 Outstanding Civil Registrars Association

Participants

The Provincial Statistical Offices shall submit only ONE entry per classification per
category. While for the Search for Outstanding Civil Registrars Association, all of the
four provincial PACRs will be considered.

Evaluation

The entries will be evaluated based on the documentation reports submitted by the
PSOs to the PSA-RSSO I. Meanwhile, field validation will also be conducted by the
selection committee to be established by PSA-RSSO I. Deadline for submission of
entries will be on 15 May 2024.

Awarding of Winners

The winners will be announced during the awarding ceremony to be conducted during
the Regional Convention on CRVS in July 2024.
