Capacity Assessment: What are the capabilities and capacities of the barangay?

I. Barangay Capacity Assessment and Evidences

1. Which disaster does the barangay experience the most? How does the barangay prepare itself for this
disaster / hazard?
Answer: Flooding is the most frequent disaster in Tiaong, and its seemingly only methods for disaster
preparations are emergency kits, DRRM school programs, and interim evacuation centers, as well as
degrees of participation of hpuseholds in the creation of a BDRRM Planning. Violent earthquakes and
volcanic eruptions have not affected Tiaong severely and neither did they happen near the barangay
itself. And despite one fire incident in one of its warehouses and two factories, fires are not a frequent
occurrence.

2. How does the barangay prepare the members of the community for hazards or disasters that they may
face? What do they post in their social media page in relation to preparing the community for possible
hazards? What are the programs and advocacies they push in preparation for disasters and
hazards? (What are the soft solutions that the barangay practice to prepare for disasters / hazards?)
Answer: The Tiaong National high school Cubs Emergency Response Team or TNHS -CERT, in the
2018-19 school year, conducted several programs and activities about disaster risk reduction
management. From seminars to earthquake/fire drills to workshops for volunteers to Rescuelympics.
Aside from that, the government followed the Guiguinto Comprehensive Land Use Plan for protecting
agriculture against flooding.

3. How is the barangay in terms of stocks ready for upcoming disasters / hazards? This may include funds
for disasters, relief goods in times of calamity, tools to be used in times of hazard or disaster (boats, life
vests, first aid kits, fire extinguishers, sandbags, or any tool that may apply.) (What are the hard
solutions that the barangay practice to prepare for disasters / hazards?)
Answer: The 2022 report states that most households in Tiaong only bring batteries, important
documents, and a first aid kit as part of their disaster preparedness kit, with only some of the
households bringing other essentials like food, money, infant needs, flashlight, etc. There were no
instances of boats being used during floods,

4. Does the barangay have an evacuation plan or evacuation center prepared for such hazards? What
hazards are included in the evacuation plan?
Answer: Since late 2020, when Typhoon Ulysees struck Bulacan, Tiaong Lawa Daycare Center
served as an evacuation center for 104 individuals, and so far, there are no posts about other
evacuation centers, but it is safe to say that there is always one in a disaster.

III. Discussion and Conclusion:

- Create a discussion from the data gathered. Start with the statement “I believe that the BDRRMC of
Barangay _____ performs its duties and responsibilities to build the capacities of the community in facing
Disasters / Hazards.” Or state the opposite should the you determine that the barangay lacks in capacity-
building.
Discussion / Conclusion: The BDRRMC of Barangay Tiaong is ill-equipped beyond its soft solutions.
The local government does not post anything about its flooding or anything about the disasters that
occurred in the barangay. Though I will argue that it all proved how well-prepared the barangay already
is at living with constant flooding and similar. Flooding is a constant event to occur in some parts in
Bulacan and therefore the local governments must have dealt with its own disasters well.
