BOEING RECOMMENDS THAT EACH OPERATOR EXAMINE THIS SERVICE BULLETIN IMMEDIATELY.

BACKGROUND
Accomplishment of the work in this service bulletin will make sure that any crack found on the lower skins of the
horizontal stabilizer is detected and repaired. If the work given in this service bulletin is not accomplished, a
crack in the lower skin of the horizontal stabilizer may go undetected and grow in length. An undetected crack
and continuous operation of the airplane will cause reduced local stiffness of the stabilizer which can cause
heavy vibration leading to loss of structural integrity.
Nearly ninety cracks have been reported in horizontal stabilizer lower skins with most of them occurring between
Stabilizer Station (SSTA) 111.10 and 166.30. Ten operators reported cracks on eighteen airplanes outside this
range with fourteen of them inboard of SSTA 111.10. The cracks range in length from 0.25 inch to 3.75 inch
and the airplanes had between 12,670 and 69,569 flight cycles. The cracks started on the outer surface of the
skin where the chem-mill edge aligns with the edge of the lower flange of the rear spar. The cracks grew parallel
to the rear spar. High secondary bending stresses due to compression buckling of the skins and sonic fatigue
can cause the cracks to grow. Cracks also start from the fastener line nearest the chem-mill step. The cracks
were discovered during regular, scheduled maintenance inspections. Installation of new, non-chem milled skin
panels and an external doubler section have been used successfully over a number of years without reports of
additional cracking.

Boeing Service Related Problem (SRP) 737-SRP-55-0014 and 737-SRP-55-0039 are related to this service
bulletin.

This table is provided to operators for planning purposes only. Refer to the applicable sections for more
information.
ACTION
Group 1, Configuration 1:
Do a detailed inspection of left and right side lower skins of the horizontal stabilizers between SSTA 83.50 and
SSTA 249.10 for any crack. If any crack is found between SSTA 83.50 and SSTA 180.00, do the skin splice
repair and end inspections or install a Structural Repair Manual (SRM) repair or an external repair doubler and
do post repair inspections. SRM repair installation is an option for any crack found between SSTA 83.50 and
SSTA 157.10. External repair doubler installation is an option for any crack found between SSTA 111.10 and
SSTA 166.30. If any crack is found between SSTA 180.00 and SSTA 249.10, contact The Boeing Company for
repair instructions and do the repair. If no crack is found, continue inspections until the skin splice repair is done
or do a preventive modification to end inspections between SSTA 83.50 and SSTA 101.90 only.
Group 1, Configuration 2:
Do post repair inspections of left and right side lower skins of the horizontal stabilizers between SSTA 83.50
and SSTA 249.10 for any crack. If any crack is found between SSTA 83.50 and SSTA 180.00, do the skin splice
repair and end inspections. If any crack is found between SSTA 180.00 and SSTA 249.10, contact The Boeing
Company for repair instructions and do the repair. If no crack is found between SSTA 83.50 and SSTA 180.00,
continue post repair inspections until the skin splice repair is done. If no crack is found between SSTA 180.00
and SSTA 249.10, repeat post repair inspections.
EFFECTIVITY
All 737-300/-400/-500 Airplanes. Refer to Paragraph 1.A.1., Airplanes, for the list of affected airplanes.
COMPLIANCE
The Federal Aviation Administration (FAA) will possibly release an Airworthiness Directive related to this service
bulletin. The Airworthiness Directive will make the compliance tasks and times given in this service bulletin
mandatory.
Boeing warranty remedies are not available for the inspection and repair procedures given in this service bulletin.
MANPOWER
MATERIAL INFORMATION
Operators are encouraged to complete the survey provided in APPENDIX G of this service bulletin to help Boeing
predict the quantity and timing of the Boeing Supplied Kits/Parts.

Group. The Variable Numbers and Group Information for the applicable airplanes is given below.

Number, and Serial Number data.
NOTE: Prior to the release date of SB 737-55-1059 Revision 1, if a Boeing ODA FAA Form
8100-9 approved skin splice repair was installed, and the splice and replaced segment
of skin is in the same location as the part 4, part 5, part 6, or part 7 skin splice repair
given in paragraph 3.B., Work Instructions of this service bulletin, then the corresponding
paragraph 3.A., General Information note regarding inspection termination applies.

F. Approval
This service bulletin was examined by the Federal Aviation Administration (FAA). The changes specified
in this service bulletin comply with the applicable regulations and are FAA approved, as well as European
Aviation Safety Agency (EASA)/Joint Aviation Authorities (JAA) approved for all EASA/JAA approved
airplanes listed in the service bulletin effectivity. This service bulletin and its approval were based on
the airplane in its original Boeing delivery configuration or as modified by other approved Boeing
changes.
If an airplane has a non-Boeing modification or repair that affects a component or system also affected
by this service bulletin, the operator is responsible for obtaining appropriate regulatory agency approval
before incorporating this service bulletin.
G. Manpower
The table below shows an estimate of the man-hours necessary to do this inspection, repair and
modification for each airplane. This estimate is for direct labor only, done by an experienced crew.
Adjust the estimate with operator man-hour data if necessary. The estimate does not include lost time.

3. ACCOMPLISHMENT INSTRUCTIONS
A. GENERAL INFORMATION
CAUTION: KEEP THE WORK AREA, WIRES AND ELECTRICAL BUNDLES CLEAN OF METAL
PARTICLES OR CONTAMINATION WHEN YOU USE TOOLS. UNWANTED MATERIAL,
METAL PARTICLES OR CONTAMINATION CAUGHT IN WIRE BUNDLES CAN CAUSE
DAMAGE TO THE BUNDLES. DAMAGED WIRE BUNDLES CAN CAUSE SPARKS OR
OTHER ELECTRICAL DAMAGE.
NOTE: 1. Manual titles are referred to by acronyms. Refer to Paragraph 1.J., References, for
definition of the acronyms.
2. Obey all of the warnings and cautions given in the specified manual sections.
4. Use the approved fastener, process and material substitutions in accordance with
SRM Chapter 51.
5. If the length of any fastener specified in this service bulletin does not meet installation
standards given in SRM Chapter 51, then a fastener of the same specification, or
an approved substitute, with a length which meets the installation standards given
in SRM Chapter 51 may be used. In addition, washers may be installed for fastener
grip length in accordance with SRM Chapter 51. Refer to SOPM 20-50-01 for alternate
full threaded fasteners (screws) needed for installation in this service bulletin.
9. The instructions in Paragraph 3.B., Work Instructions and the figures can include
operation of tools or test equipment. Boeing Engineering Tool Drawings, the Illustrated
Tool and Equipment Manual, and the Special Tool and Ground Handling Drawing
Index contain data on versions of the tools or test equipment that you can use. It is
permitted to use replaced tools. It is not permitted to use superseded tools.
10. If it is necessary to remove more parts for access, you can remove those parts. If
you can get access without removing identified parts, it is not necessary to remove
all of the identified parts. Jacking and shoring limitations must be observed.
11. Where the work instructions include installation of a kept part, a new or serviceable
part with the same part number can be installed as an alternative to the kept part.
12. When more than one OPTION is given for a CONDITION, do only one of the OPTION
numbers. When more than one ACTION is given for a CONDITION number or an
OPTION number, do all of the ACTION numbers for that CONDITION number or
OPTION number.
13. The compliance times for the actions in Paragraph 3.B., WORK INSTRUCTIONS
are in Paragraph 1.E., Compliance.
14. Refer to APPENDIX A and APPENDIX B for logic diagrams. Logic diagrams are
provided as an aid only. Information contained in Paragraph 1.E., Compliance is the

B. WORK INSTRUCTIONS
Group 1, Configuration 1:
WARNING: BEFORE MOVING HORIZONTAL STABILIZER, MAKE CERTAIN THAT AREAS AROUND
HORIZONTAL STABILIZER AND ELEVATORS ARE CLEAR OF PERSONNEL AND
EQUIPMENT AND THAT UPPER TAIL CONE DOORS ARE CLOSED. THE MOVEMENT
OF SURFACES CAN CAUSE INJURIES TO PERSONNEL AND DAMAGE TO
EQUIPMENT.
1. Remove the pressure from systems A and B for the rudder. Refer to 737-300/400/500 AMM
27-21-00 as an accepted procedure.
2. Remove the pressure from the elevators. Refer to 737-300/400/500 AMM 27-31-00 as an accepted
procedure.
5. Use the stabilizer trim wheel on the control stand to set the horizontal stabilizer at zero degrees
(3 units of trim).
6. Install the trim lock assembly, F71336-501, on the stabilizer trim wheel.
a. Turn the trim wheel to put the handle at the top of the wheel.
b. Adjust the height of the trim lock to set the trim wheel handle tightly in the bottom of the yoke.
c. Install the pin through the yoke and install the safety pin.
(2) OPTION 2: Do an external doubler repair in accordance with 737-300 SRM 55-10-01,
Repair 13 or 737-400 SRM 55-10-01, Repair 13 or 737-500 SRM 55-10-01, Repair 13.

NOTE: This option only applies for any crack found in ZONE-C or ZONE-D between
SSTA 105.70 and SSTA 157.10.
NOTE: This option only applies for any crack found in ZONE-C or ZONE-D between
SSTA 111.10 and SSTA 166.30.

10. Remove the DO-NOT-CLOSE tags and close the following circuit breakers.
11. Pressurize the elevator hydraulics. Refer to 737-300/400/500 AMM 27-31-00 as an accepted
procedure.
12. Pressurize the rudder hydraulics. Refer to 737-300/400/500 AMM 27-21-00 as an accepted
procedure.
Group 1, Configuration 2:

procedure.

NOTE: Prior to the release date of SB 737-55-1059 Revision 1, if a Boeing ODA FAA Form
8100-9 approved skin splice repair was installed, and the splice and replaced segment
of skin is in the same location as the part 4, part 5, part 6, or part 7 skin splice repair
given in paragraph 3.B., Work Instructions of this service bulletin, then the corresponding
paragraph 3.A., General Information note regarding inspection termination applies.
NOTE: Doublers installed with solid rivets do not need to be inspected for any loose or any
missing fasteners.

g. CONDITION 13: ANY LOOSE OR ANY MISSING FASTENER FOUND, NO CRACK FOUND
IN ZONE-A OR ZONE-B OR ZONE-C OR ZONE-D.
(1) Do PART 10: OPEN HOLE INSPECTION for any corrosion and any hole elongation and
for any crack.
NOTE: For repairs installed in accordance with an SRM, install new fastener
in accordance with 737-300 SRM 55-10-01, Repair 13 or 737-400 SRM
55-10-01, Repair 13 or 737-500 SRM 55-10-01, Repair 13. For repairs
installed in accordance with FIGURE 4 of this service bulletin, install
new fastener in accordance with FIGURE 4 of this service bulletin. Only
non-solid rivet repairs are being inspected.
NOTE: Doublers installed with solid rivets do not need to be inspected for any
loose or any missing fasteners.
(b) CONDITION 15: ANY CORROSION OR ANY HOLE ELONGATION OR ANY CRACK
FOUND IN ANY HOLE OF LOOSE OR MISSING FASTENERS IN REPAIRED
AREAS.
1) CONDITION 15 (ACTION 1): Contact The Boeing Company for repair instructions
and do the repair.
NOTE: Doublers installed with solid rivets do not need to be inspected for any
loose or any missing fasteners.

8. Remove the stabilizer trim lock assembly, F71336-501, from the stabilizer trim wheel.
10. Remove the DO-NOT-CLOSE tags and close the following circuit breakers.
11. Pressurize the elevator hydraulics. Refer to 737-300/400/500 AMM 27-31-00 as an accepted
procedure.
12. Pressurize the rudder hydraulics. Refer to 737-300/400/500 AMM 27-21-00 as an accepted
procedure.
Group 1, Configuration 1:
PART 1: DETAILED INSPECTION OF THE HORIZONTAL STABILIZER LOWER SKIN
1. Do a Detailed Inspection (DI) of the inspar lower skin of the horizontal stabilizer between SSTA
83.50 and 249.10 for any crack in accordance with the figures below.
Group 1, Configuration 1:
PART 2: PREVENTIVE MODIFICATION IN ZONE-A
a. OPTION 1: Remove the horizontal stabilizer and put it on a cradle. Refer to 737-300/400/500
AMM 27-41-11 as an accepted procedure.
NOTE: If PART 2: PREVENTIVE MODIFICATION IN ZONE-A is being done at the same time
as PART 6: SKIN SPLICE REPAIR IN ZONE-C or PART 7: SKIN SPLICE REPAIR IN
ZONE -D, do OPTION 1. If no other work is being done on the horizontal stabilizer, do
OPTION 1 or OPTION 2.
2. Make bonded skin assembly 692A5001-41 in accordance with Boeing drawing 692A5001.
3. Install made bonded skin assembly in accordance with Boeing drawing 692A5001-1.
5. If the airplane was jacked and shored, remove shoring supports and jacks in accordance with
APPENDIX D.
Group 1, Configuration 1:
PART 3: PREVENTIVE MODIFICATION IN ZONE-B
a. OPTION 1: Remove the horizontal stabilizer and put it on a cradle. Refer to 737-300/400/500
AMM 27-41-11 as an accepted procedure.
NOTE: If PART 3: PREVENTIVE MODIFICATION IN ZONE-B is being done at the same time
as PART 6: SKIN SPLICE REPAIR IN ZONE-C or PART 7: SKIN SPLICE REPAIR IN
ZONE -D, do OPTION 1. If no other work is being done on the horizontal stabilizer, do
OPTION 1 or OPTION 2.
2. Make bonded skin assembly 692A5001-42 in accordance with Boeing drawing 692A5001.
3. Install made bonded skin assembly in accordance with Boeing drawing 692A5001-2.
5. If the airplane was jacked and shored, remove shoring supports and jacks in accordance with
APPENDIX D.
a. OPTION 1: Remove the left side horizontal stabilizer and put it on a cradle. Refer to
737-300/400/500 AMM 27-41-11 as an accepted procedure.
CAUTION: DO NOT CUT INTO THE STRUCTURE BEHIND THE SKIN. USE CAUTION TO
PREVENT NICKS, GOUGES OR OTHER DAMAGE TO THE STRUCTURE. IF THE
STRUCTURE IS DAMAGED, MORE REPAIR WORK WILL BE NECESSARY.
2. Remove, make and install the made lower skin in accordance with Boeing drawing 692A5001-1.
4. If the airplane was jacked and shored, remove shoring supports and jacks in accordance with
APPENDIX D.
a. OPTION 1: Remove the right side horizontal stabilizer and put it on a cradle. Refer to
737-300/400/500 AMM 27-41-11 as an accepted procedure.
CAUTION: DO NOT CUT INTO THE STRUCTURE BEHIND THE SKIN. USE CAUTION TO
PREVENT NICKS, GOUGES OR OTHER DAMAGE TO THE STRUCTURE. IF THE
STRUCTURE IS DAMAGED, MORE REPAIR WORK WILL BE NECESSARY.
2. Remove, make and install the made lower skin in accordance with Boeing drawing 692A5001-2.
4. If the airplane was jacked and shored, remove shoring supports and jacks in accordance with
APPENDIX D.
a. OPTION 1: Remove the left side horizontal stabilizer and put it on a cradle. Refer to
737-300/400/500 AMM 27-41-11 as an accepted procedure.
CAUTION: DO NOT CUT INTO THE STRUCTURE BEHIND THE SKIN. USE CAUTION TO
PREVENT NICKS, GOUGES OR OTHER DAMAGE TO THE STRUCTURE. IF THE
STRUCTURE IS DAMAGED, MORE REPAIR WORK WILL BE NECESSARY.
2. Remove, make and install the made lower skin in accordance with Boeing drawing 692A5001-3.
4. If the airplane was jacked and shored, remove shoring supports and jacks in accordance with
APPENDIX F.
a. OPTION 1: Remove the right side horizontal stabilizer and put it on a cradle. Refer to
737-300/400/500 AMM 27-41-11 as an accepted procedure.
CAUTION: DO NOT CUT INTO THE STRUCTURE BEHIND THE SKIN. USE CAUTION TO
PREVENT NICKS, GOUGES OR OTHER DAMAGE TO THE STRUCTURE. IF THE
STRUCTURE IS DAMAGED, MORE REPAIR WORK WILL BE NECESSARY.
2. Remove, make and install the made lower skin in accordance with Boeing drawing 692A5001-4.
4. If the airplane was jacked and shored, remove shoring supports and jacks in accordance with
APPENDIX F.
Group 1, Configuration 1:
PART 8: EXTERNAL DOUBLER REPAIR
CAUTION: THE WEIGHT OF THE HORIZONTAL STABILIZER PRE-LOADS THE LOWER SKIN
RESULTING IN DEFLECTION OF THE SKIN SURFACE. OPTION 1: REMOVAL OF
THE HORIZONTAL STABILIZER IS THE PREFERRED METHOD FOR THIS REPAIR.
a. OPTION 1: Remove the horizontal stabilizer and put it on a cradle. Refer to 737-300/400/500
AMM 27-41-11 as an accepted procedure.
CAUTION: DO NOT NOTCH OR DRILL THROUGH THE REAR SPAR CHORD OR ADJACENT
STRUCTURE WHEN THE DAMAGED SKIN IS CUT OUT OR STOP DRILLED.
a. If the crack is further than 0.50 inch from the centerline of fastener(s), stop drill the crack in
accordance with FIGURE 3.
b. If the crack is 0.50 inch or closer from the centerline of fastener(s), cut out the damaged area
in accordance with FIGURE 9.
3. Install an external doubler in accordance with FIGURE 4. The repair is similar to 737-300 SRM
55-10-01 Repair 13, 737-400 SRM 55-10-01 Repair 13, 737-500 SRM 55-10-01 Repair 13.
5. If the airplane was jacked and shored, remove shoring and jacks in accordance with APPENDIX
D.
Group 1, Configuration 2:
PART 9: POST-REPAIR INSPECTION OF THE HORIZONTAL STABILIZER LOWER SKIN
1. Do a High Frequency Eddy Current (HFEC) inspection of the skin around any SRM repair or any
external doubler repair for any crack and a Detailed Inspection of repaired doublers for any loose
or any missing fastener in accordance with FIGURE 5.
NOTE: Doublers installed with solid rivets do not need to be inspected for any loose or any
missing fastener.
2. Do a Detailed Inspection of the inspar lower skin of the horizontal stabilizer in unrepaired areas
for any crack in accordance with the figures below:
3. Do a Low Frequency Eddy Current (LFEC) inspection of the forward fastener row of any external
doubler repair for any crack in accordance with FIGURE 8.
Group 1, Configuration 2:
PART 10: OPEN HOLE INSPECTION
4. Do a High Frequency Eddy Current (HFEC) inspection of open holes in accordance with 737 NDT
Manual Part 6, 51-00-00 Procedure 11 or Procedure 16 for any crack.

2. Install a Horizontal Stabilizer Supplementary Support at left horizontal SSTA 166.3. Refer to 737-300
SRM 51-50-02 or 737-400 SRM 51-50-02 or 737-500 SRM 51-50-02, Figure 3, Detail View II or
equivalent for an acceptable type support.
3. Install a Horizontal Stabilizer Supplementary Support at right horizontal SSTA 166.3. Refer to 737-300
