Representative of the Landsraad Parliament of Nobles, and Lord of Visin

Humanity has spread to thousands of planets. Feudalism has returned—there is a place for everyone, and
everyone in their place. You are a Duke. Yours is the burden of command, yours the noble duty of rulership.
Dozens of lesser nobles owe fealty to you, ruling the planet and caring for the commoners. Similarly, you owe
fealty to other nobles, binding your world to the rest of the Empire. The bonds of fealty hold the Empire
together… but there is a flaw. House Corrino unbalances the system, dominating the other Houses with its vast
resources and terrifying, invincible Sardaukar legions.

The Landsraad is the alliance of the other noble Houses against the Corrinos, balancing the Empire. House
Corrino can destroy many Houses, but it must listen to the massed voices of dozens. The Landsraad has won
many concessions from the Corrinos, including the appointment of a Landsraad representative to this Council of
Change to help decide the fate of Arrakis. You are a voting member of the Council, and thus wield a great
amount of power.

Arrakis is the richest Fief in the Empire, the source of the life-giving spice. The House that wins it will have
tremendous influence. It is your duty to ensure that the winning House is not too closely linked to the Corrinos,
or so strong that it can act on its own. Arrakis must be tied to the Landsraad, not the Imperial House or the
Spacing Guild. Sell your vote dearly…

For security reasons, the identities of the other Voting members of this Council of Change
have been kept confidential, even from each other—if none comes forward during the
evening, nobody will know who the Judges are until the Imperial Legate summons them
together to hear the House claims and make the final vote.

Views of the Houses

Harkonnen: The current holders of Arrakis. They are far too close to the Imperial House to be allowed to retain
the fief. They must not win.
Atriedes: The Atreides are well respected in the Landsraad, but their forces have grown too powerful. They will
have little need for the Landsraad if they win.
Grumman: Barbarians from the rim. Untrustworthy.
Ordos: A weak House. They would be easy to control, but probably do not have the support needed to win the
Fief.
Daikita: A virtually unknown House. You had discounted them, but they have advanced
greatly in status of late…
