RESOLUTION NO.

“RESOLUTION ADOPTING THE REGISTRY OF BARANGAY INHABITANTS AND


MIGRANTS (RBIM) FOR THE PURPOSES OF PLANNING, POLICY FORMULATION,
CONTACT TRACING AND TRACKING POPULATION MOVEMENT.”

WHEREAS, Republic Act (RA) 7160, or the Local Government Code of 1991 mandates
Local Government Units at all levels to provide programs and interventions that would
ensure the general welfare of its constituents and to manage the development of its
people and locality under its jurisdiction;

WHEREAS, Section 394, d (6) of RA 7160 mandated the Barangay Secretary to maintain,
update and keep records of inhabitants in the barangay containing the name, address,
place and date of birth, sex, civil status, citizenship, occupation, and such other items of
information as may be prescribed by law or ordinance;

WHEREAS, Memorandum Circular No. 2005-69 of the Department of the Interior and
Local Government provided that the maintenance and updating of the records of
inhabitants shall be done for the following purposes: (1) for easy identification of
inhabitants; (2) as a tool for planning; and, (3) as updated reference in the number of
inhabitants in a specific barangay;

WHEREAS, RA 7279, Article IX (Related Strategies), Section 37 (Population Movement)


provides that the Local Government Units (LGUs) shall set up an effective mechanism,
together with the appropriate agencies like the Commission on Population and
Development (CPD), the National Economic and Development Authority (NEDA), and
the Philippine Statistics Authority to monitor trends in the movements of population
from rural to urban, urban to urban and urban to rural areas;

WHEREAS, to efficiently track population movement within the localities, cities,


municipalities, and barangays may establish administrative data to generate near to
real-time data and information on people who are moving in and out of the locality. For
this purpose, LGUs may adopt the Registry of Barangay Inhabitants and Migrants
(RBIM) that POPCOM has developed and shall be used as a complement to the CBMS
and other existing databases;

WHEREAS, the Commission on Population and Development and Barangay Baybay of


the Municipality of Kolambugan, Lanao Del Norte entered into a Partnership Agreement
for the establishment of the Registry of Barangay Inhabitants and Migrants (RBIM);

NOW, THEREFORE, BE IT RESOLVED, to adopt the Registry of Barangay Inhabitants


and Migrants (RBIM) system as the official database and records of inhabitants and
migrants containing the demographic and socio-economic profile;
RESOLVED FURTHER, that the Barangay Secretary shall ensure to update the records
in the RBIM system annually as provided under DILG Circular No. 2005-69;

RESOLVED FURTHER, that the budget required in updating of the records shall be
included in the annual budget of the barangay to include among others:
1. Capacity building for enumerators and encoders
2. Reproduction of survey tool
3. Mobilization allowance of the enumerators and encoders
4. Maintenance of computer units
5. Coordination meetings

FINALLY RESOLVED, that a dedicated computer unit and data operator are assigned to
ensure confidentiality of all personal information of its inhabitants.
