This P/A/P is the Health Facilities Enhancement Program of the Department.

HFEP is mandated to support UHC through allocation of capital outlay and


procurement of health infrastructure, equipment and medical transport. The
main basis for the re-devolution of functions is the poverty incidence
classification of provinces, municipalities and cities from PSA. Poverty
Incidence is defined by PSA as the proportion of families/individuals with per
capita income/expenditure less than the per capita poverty threshold to the
total number of families/individuals.

The table in the slide summarizes the transition plan of HFEP for re-devolution
based on the poverty incidences:
● Beginning CY 2022, the HFEP will re-devolve the functions to LGUs to
provide funding support and procurement of health infrastructure,
equipment and medical transport to the provinces, cities and
municipalities with lowest poverty incidence under Phase I. The Phase
II for provinces, cities and municipalities with lower poverty incidence
will begin at CY 2023.
● Beginning CY 2024, HFEP will devolve the funding support and
procurement of health infrastructure, equipment and medical transport
to those provinces, municipalities and cities belonging to the middle
category of poverty incidence.
● Those provinces, cities, and municipalities with the highest poverty
concentration will be retained with DOH
In this slide, this is the detailed range of the poverty incidence rates per
province, municipality and city as basis for the devolution of function for the
next 3 years.

● starting CY 2022 - provinces with 4.93 to 9.88, municipalities with 1.90


to 4.38, and cities with 0.66 to 9.86 poverty incidence rates will be re-
devolve
● Followed by CY 2023 - provinces with up to 19.76, municipalities with
up to 8.75, and cities with up to 19.72 poverty incidence rates will be
added to the re-devolve LGU’s, and;
● Followed by CY 2024 - provinces with up to 31.59, municipalities with
up to 19.76, and cities with up to 37.16 poverty incidence rates will be
added to the re-devolve LGU’s,

The remaining bottom third will be retained to DOH


In this slide, this is the number of provinces, municipalities and cities as that
will be redevolved for the next 3 years.

● starting CY 2022 - 9 provinces, 142 municipalities, and 21 cities will be


re-devolve
● Followed by CY 2023 - additional 18 provinces, 354 municipalities, and
28 cities will be re-devolve, and;
● followed by CY 2024 - addition 27 provinces, 496 municipalities, and 48
cities will be re-devolve,

For this slide, the unbundling of function per level of government.
● The national policy and health facility standard technical assistance will
be retained to DOH
● The monitoring and evaluation of projects will be redevolve to the
respective provinces, cities and municipalities

For funding support and procurement of infrastructure, medical equipment,


and motor vehicles for the following facility types:

● The BHS under retained LGUs will be under DOH and for BHS under
the redevolve LGUs will be under the respective municipalities
● The RHU under retained LGUs will be under DOH and for RHU under
the redevolve LGUs will be under the respective Cities or municipalities
● The Polyclinic under retained LGUs will be under DOH and for
Polyclinic under the redevolve LGUs will be under the respective Cities
● The LGU Hospitals under retained LGUs will be under DOH and for
LGU Hospitals under the redevolve LGUs will be under the respective
Province, Cities or Municipalities
● The DOH Hospitals and other health care facilities will be retained
under DOH
HFEP is planning to conduct consultations and providing technical assistance
with the targeted LGUs starting Q3-Q4 of 2021 and on the following years to
ensure the transition of the LGUs in redevolution.
Here are the service delivery standard for HFEP. for Implementation of
Infrastructure Projects, Implementation of Equipment Projects, and
Implementation of Motor Vehicle Projects. We have Philippine Health Facility
Development Plan, AO 2021-0027 “Guidelines for the Implementation of
Projects Funded Under the Health Facilities Enhancement Program (HFEP)
FY 2021, and DOH Department Order No. 2018-0338: Guidelines on the
Distribution of Medical Transport Procured Under HFEP to the Respective
Recipients.
