AFFIDAVIT OF COMPLAINT

I, Walter Paganao, of legal age, Filipino, single, residing at yulo avenue calamba city, Philippines,
after having been duly sworn to in accordance of the law do hereby depose and say;

1. I am lodging this complaint against the town executive of Negros Occidental, as per the news
report on March 20,2024, for their alleged involvement in a hiring scam within the Philippine National
Police (PNP).

2. That the acts being were committed as follow:

That the town executive is accused of orchestrating a fraudulent scheme to exploit individuals
seeking employment in the PNP.

That the scam involved demanding significant sums of money from applicants in exchange for
guarantees of securing positions within the PNP.

That It is estimated that the total amount involved in this illicit activity reached P15-million.

That the victims, including myself, were promised entry into the PNP in exchange for payments,
which were made under false pretenses.

That I attest that the foregoing statements and the submitted supporting documents are true and
correct to the best of my knowledge and belief and I commit myself to be sable for perjury and/or
dishonesty as a result of any fraud, false or misrepresentation in this affidavit.
