Executive Summary
1. INTRODUCTION

ArcelorMittal and Nippon Steel have established a joint venture (JV) company
named M/s. ArcelorMittal Nippon Steel India Limited (AM/NS India) in India.
AM/NS India has acquired a fully integrated steel plant at Hazira, Gujarat with a
capacity of 8.6 MTPA of finished flat products. Along with iron making and steel
making facilities, the Hazira Integrated Steel Plant (ISP) also consists of
downstream units, namely, cold rolling mill, galvanizing line, pre-coated facility,
steel processing facilities, extra wide plate mill and pipe mill. Additionally, AM/NS
India also owns significant iron ore beneficiation and Pelletization capacities
located in Eastern India, with direct access to the region’s rich iron ore reserves.

(i) Name of the project along with applicable schedule and category as per EIA,
2006:

Setting of Integrated Steel Plant for production of 7 MTPA Liquid steel by


ArcelorMittal Nippon Steel India - Paradeep facility, at Jagatsinghpur district,
Odisha. The Steel Plant will produce Long Steel products (Bars, Wire Rods,
medium sections & Rails).

As per the EIA notification 2006 & its subsequent amendments, the proposed project
is categorized under 1(d) Thermal Power Plant, 3(a) Metallurgical industries
(Ferrous and Non-ferrous) and 4 (b) Coke Oven. The project falls under Category
“A”.

(ii) Location and accessibility:

The proposed project site is located about 1.5 km south-west of Paradeep town,
Jagatsinghpur district, Odisha. On north side, Mahanadi River flows at 100m from
the proposed facility line of the project. On south side, an irrigation canal
(Taladanda canal) flows adjacent to the proposed plant boundary at 200m
distance.

The site is approachable from NH-53 connecting Chandikhol and Paradeep.


NH-53 is passing adjacent to the project site. Transportation of heavy equipment
from the manufacturer’s works to site shall be by road and railway network. The
nearest railway station is Paradeep at about 3.4 km, which is on the southern side
of project site. The railway siding takeoff point is proposed from Siju station. Biju
Patnaik International Airport, Bhubaneshwar is located at 113 km, western
direction from project site. Paradeep port is at 10 km, SE direction from the project
site.

2. PROJECT DESCRIPTION

(i) Resource requirement (land, water, fuel, manpower):

(a) Land requirement:

The total area of the proposed plant is admeasuring about 651.27 ha. Out of which
476.90 ha is under the possession of AM/NS India and 174.36 ha is under the
process of acquisition. Existing land break up is given below.

(b) Water requirement:

During construction:

The water requirement during construction period is 3000 KLD. The water will be
drawn from Taladanda canal, which is located at about 200 m from the project site.
No groundwater extraction is planned during the construction stage.

During operation:

The water requirement for the proposed project is estimated as 92064 m 3/day. The
same will be met from Taladanda canal. The permission for drawl of surface water
is obtained from Industrial Promotion & Investment Corporation of Odisha Limited
(IPICOL), vide letter no. CGM/SLNA/AMNS/-130/Vol-VI/3260, dated 12.09.2022
for 34.82 cusec and the High Level Clearance Authority (HLCA) of IPICOL
considered the drawl of additional 9.68 cusec surface water, vide Letter No.
SJ/HLCA-221/17-18/21, Dtd. 31.01.2023. The allotted water quantity is 108872
m3/day, which is higher than the daily water requirement of 92064 m3/day. No
groundwater extraction is planned during the operation stage.

(c) Raw material requirement:

For every tonne of steel produced in an integrated steel plant about 3 – 4 tonnes
of raw materials are consumed. Transportation cost of raw materials becomes,
therefore, a very important consideration while identifying the raw material source

with respect to the location of the steel plant. Further, the raw materials must fulfil
the quality requirement demanded by process, equipment and technological
parameters.

(d) Fuel requirement:

The following fuels will be used during operation stage, and the same are given
below:

(e) Power requirement:

The estimated power requirement for the project is 612 MW (678 MVA). Out of
which, 250 MW will be met from in house power generation through surplus gas-
based power plant, Waste Heat Recovery Boiler (WHRB), Top Recovery Turbine
(TRT) etc. The balance will be obtained from OPTCL. In addition, generation of
38.5 MW (i.e., 6.2% of total requirement) power is planned through roof top/floating
mounted type solar power.

The power from the OPTCL utility grid at 220kV level shall be received at MRSS
through four line feeders. 220kV GIS switchgear has been envisaged at MRSS to
feed power to the proposed facilities of Integrated Steel plant. The request letter
for allotment of above mentioned power was submitted to TP Central Odisha
Distribution Limited (TPCODL) vide ref. no. AMNS/BBSR/PDP/ISP/2023-101
dated 13.01.2023.

In addition to above, AM/NS India will explore the possibilities of planning wind
power plant as a renewable source of energy.

(f) Manpower:

About 600 direct and 20400 indirect employments would be generated during the
construction stage.

During the operation stage, the total employment likely to be generated due to the
proposed project is about 7000 personnel of different grades/categories. Out of
which, direct manpower is 2550 and contractual employment is 4450 nos.

(ii) Operational activity:

The capacity of the proposed plant is 7.0 MTPA. Based on the desk study on the
market analysis, a tentative product mix has been considered. The various
process steps involved in production of Long Steel Products of the desired
tonnages and quality, starting from the raw materials would be as follows.

➢ Production of hot metal for converting into liquid steel


➢ Production of liquid steel for casting into billets and blooms of desired quantity
and quality
➢ Production of bars from billets by rolling in a suitable bar mill

Effluent generated from the proposed units of the plant will be treated in suitable
treatment facilities and recycled back into the process to attain ‘zero’ discharge.
The designed treatment capacity of ETP is 430 m3/hr. Reject generated in the RO
plant will be fed to the evaporator-crystallizer to attain Zero Liquid Discharge / used
for Slag quenching. Sludge and salts generated in the ETP will be disposed at
CHWTSDF.

A Sewage Treatment Plant (STP) of about 280 m3/day is envisaged to treat the
sewage generated from the plant. The treated water of about 222 m3/day will be
used for green belt development to achieve Zero Liquid Discharge from the project
site.

3. BASELINE ENVIRONMENT STUDIES

(i) Ambient air quality:

To quantify the effects of proposed activities, it is necessary to initially evaluate


the existing air quality in and around the proposed plant. Present ambient air
quality has been determined quantitatively through a planned field monitoring.
The ambient air quality was evaluated at 12 locations in terms of Particulate
Matter (PM10, PM2.5), Sulphur-di-oxide (SO2), Oxides of Nitrogen (NO2), Carbon
Monoxide (CO), Ammonia, (NH3), Ozone (O3), Benzene (C6H6), Benzo-a-pyrene
(Bap), Lead (Pb), Nickel (Ni) and Arsenic (As). Chemical characterization of PM10
was also carried out for Cd, Cu, Cr, Zn, Fe & Mn concentrations.

It is observed that, the ambient air quality is well within the norms at all twelve (12)
monitoring locations in the study area for SO2, NO2, NH3, O3, Pb, As, benzene and
Benzo(a) Pyrene (BaP) as prescribed by NAAQS 2009 except for PM10 and PM2.5.

The value of PM10 in ambient air is found higher than the norms at all the locations.
In case of PM2.5 in ambient air, the value is found higher than the norms at seven
(07) locations (i.e., AAQ-1, 2, 5, 8, 9, 10 & 11) except other locations.

The reason for high concentration of PM10 and PM2.5 in ambient air quality is due
to industrial activities in the Paradeep Industrial Area (PIA) and Continuous
movement of vehicles transportation to and from Paradeep Port.

In addition to this, due to installation of the proposed 7 MTPA, Integrated Steel


Plant, increase in GLC values will be in the range of 2 to 3 µg/m3, which is
amounting to approximate 2% increase in present dust level. However, Odisha
State Govt. and Odisha State Pollution Control Board (OSPCB) are jointly taking
action to reduce the dust level in the Paradeep area to decrease the CEPI score
less than 60.

(ii) Ambient noise quality:

To have an idea of the present background noise level in the study area, hourly
noise levels were recorded continuously for 24 hours at eight (08) locations
covering residential, commercial, silence and industrial areas during baseline
monitoring season using integrated sound level meter.

All the measured noise levels are well within the daytime norms for industrial,
commercial, silence zone and residential areas prescribed by MoEF&CC. During
nighttime, the noise levels at four stations i.e., N2, N3, N4 and N6 are exceeding
marginally due to vehicle movements in the NH-53.

(iii) Traffic study:

To quantify the impact of the proposed project and allied activities on traffic, it is
necessary to evaluate the existing load of vehicular traffic near plant site. About
99.6% of raw materials are planned to be transported by rail and only about 0.4%
is planned by road. Similarly, finished products are planned to be shipped by rail.
The nearest approach road to site is only from NH-53, which is located at about
200m from project site in the southern direction.

Construction materials to site and manpower movement during construction &


operation phases is only through NH-53. Considering the above, one location has
been selected for traffic volume survey for 24 hrs, during monitoring period for both
weekdays and week-end and the results are as follows:

During weekdays, it is observed that the two wheelers is about 40% (5183 nos.),
39% (5041 nos.) of Light Motor Vehicles and 21% (2639 nos.) Heavy Motor
Vehicles.

During weekend, it is observed that the Light Motor Vehicles (LMV) is about 48%
(7551 nos.), 35% (5554 nos.) of two wheelers and 17% (2687 nos.) Heavy Motor
Vehicles.

Recommended design service volumes as per: IRC:106-1990 (PCU’s per hour)


for 4-lane divided (Two Way) is 3600. Maximum hourly PCU observed during 8
am to 9 am in weekdays is 894 nos. and Maximum hourly PCU observed during 8
am to 9 am in week end is 1204 nos. which is well within the allowable PCU’s as
per IRC.

(iv) Surface water quality:

Surface water quality monitoring was carried out at 8 locations during monitoring
period. The results of analysis of surface water is compared with CPCB norms of
surface water quality criteria and are as follows:

➢ The pH value of surface water samples is in the range of 6.23 to 7.75, which
are well within range. The dissolved oxygen varies from 5.1 to 6.2 mg/l. Total
coliform results of SW-6 is less than 500 MPN/100 ml & this falls under Class
B i.e., surface water which can be used as outdoor bathing (organised). In
the remaining sampling locations, the total coliform falls in Class C i.e.,
drinking water source after conventional treatment and dis-infection

➢ BOD results of all samples except at two locations i.e., SW-4 and SW-5 falls
under Class A, i.e., drinking water source without conventional treatment but
after dis-infection. SW-4 and SW-5 are falls under Class B

➢ As far as Electrical conductivity, at three locations i.e., SW-1, SW-4 and SW-
8 are high and not meeting class A to E. The reason for high electrical
conductivity may be due to coastal region. In case of SW-6, it falls in Class-
B and other locations are falls in Class-C

➢ SAR value of seven locations i.e., SW-1 to SW-7 falls under (Class C) i.e.,
surface water which can be used as drinking water source after conventional
treatment and disinfection. In SW-8 the SAR value is high and it is not
meeting any Class A, B, C, D & E Criteria and are falls under (Below E)

At most of monitoring locations, the surface water sampling results falls under
(Class C) i.e., surface water which can be used as drinking water source after
conventional treatment and disinfection.

(v) Groundwater quality:

Groundwater quality monitoring was carried out at 8 locations during monitoring


period. The results of analysis of groundwater is compared with IS:10500, 2012 –
second revision, Amendment No. 1, 2015 specification for drinking water and are
as follows:

In few stations, the parameters like Total Dissolved Solids, Aluminium, Chloride,
Fluoride, Magnesium, Manganese, Total alkalinity, Total Hardness, Lead, Nickel
and Total chromium are exceeding the acceptable limits but well within the
permissible limits.

Other parameters are well within the desirable limits when compared with IS:
10500-2012. Overall, the groundwater quality in the study area is observed to be
good and suitable for domestic consumption.

(vi) Soil quality:

To assess the physio-chemical characteristics of soil within the study area, soil
samples were collected at 8 representative locations during the monitoring period.
The results of the analyses conducted on representative samples collected from
the study area indicate that the soil is suitable for plantation, without any soil
amendments. Results did not indicate any characteristic, which may adversely
affect plant growth. The soil samples collected from agriculture and barren land
indicate that the soil is in good condition and is not affected by any type of pollutant,
though there are deviations from critical limits of micro-nutrients.

(vii) Biological environment:

Biological environment is classified as terrestrial and aquatic ecology. The


ecological survey has been carried out in the core zone as well buffer zone of
10 km radius during the monitoring period. The gist of the same is given below:

About 66 species of trees, 9 shrubs, 10 species of herbs, 7 species of climbers are


identified within the study area. Three reserve forest are located within the study
area & these forests are deciduous forests in nature. The principal crops grown
are Paddy, Mung, Beri, Ground-nut, Mustard, Sugarcane, Til and Spices.

In the study area of 10 km radius, about 21 species of mammals, 22 species of


reptiles, 83 avi-fauna have been reported as per Jagatsinghpur district forest
division working plan. Among these species, two avi-fauna, seven mammals,
fourteen reptiles fall under schedule I species. The details like mangroves, coral
reefs, Olive Ridley Turtle, horseshoe crab are covered in Chapter-3 of EIA/EMP
report.

A suitable Site-specific Wildlife Conservation Plan has been prepared by Divisional


Forest Officer, Mangrove Forest Division (Wildlife), Rajnagar and included in the
EIA/EMP report.

(viii) Land use studies:

The Land Use/Land Cover (LU/LC) study was carried out for the proposed plant to
prepare a detailed land use map of the project site and its study area. The LU/LC

(ix) Socio-economic environment:

The socio-economic survey of the study area was carried out during monitoring
period for assessing the socio-economic impacts on demographic profile,
agricultural situation, pattern of demand, consumption behavior, educational status
and people’s perception due to the proposed project. The details are covered in
Chapter-3 of EIA/EMP report.

Responses of 79 (79 households) were collected for impact assessment which in


fact, covers major 39 villages and on each village, minimum of two respondents
were identified. The people’s perception on the proposed project is given below:

4. ANTICIPATED IMPACTS

(i) Impact on ambient air quality:

The incremental GLC’s values of PM10 in the receptor locations during


construction due to the proposed project activities like site clearing, filling &
levelling and general construction are in the range of 0.11 to 1.51 µg/m 3.

During operation, three scenarios have been considered:

1) During normal operation (average values of entire monitoring period),


2) During abnormal operation (maximum of 24 hrs. average values),
3) During emergency condition (due to failure of pollution control equipment).

The predicted incremental GLC’s values in the receptor locations during normal
operation are in the range of 1.06 to 4.04 µg/m3, 0.82 to 3.10 µg/m3, 2.85 to 12.37
µg/m3, 1.51 to 8.66 µg/m3 for PM10, PM2.5, SO2 and NOx respectively. The predicted
incremental GLC’s values in the receptor locations during abnormal operation are
in the range of 3.9 to 11.9 µg/m3, 3.26 to 9.8 µg/m3, 8.08 to 34.93 µg/m3, 11.71 to
30.59 µg/m3 for PM10, PM2.5, SO2 and NOx respectively.

(ii) Impact on ambient noise quality:

Major sources of noise during the construction phase are from machinery within
the site, general construction activities and from movement of vehicles at site. It is
predicted that the noise levels in the surrounding environment due to construction
at a distance of 100m will be 70 dB(A) and at 500m will be 58 dB(A). It is also
predicted that the noise levels from these sources at 1500m distance will be 46
dB(A). Therefore, background noise levels in the nearest village i.e., Nuagarh,
which is located adjacent to project site is already 51.7 dB(A) which is 6.3 dB(A)
more than the background values of residential norms. The above prediction is for
worst scenario case like during construction if all the construction equipment is
working together, which is not likely to occur. Further, the above prediction is
without any attenuation factors like green belt, wind curtains etc.

During operation, the predicted noise levels at 100, 500 and 2000m will be about
75, 61 and 49 dB(A) respectively without any attenuation effect.

(iii) Impact on road and traffic:

With present level of traffic and the predicted increase in existing traffic due to the
project, adequacy of road during operational phase of the project has been
estimated by comparison with the recommendations stipulated by Indian Road
Congress (IRC). Thus, carrying capacity of NH-53 road was calculated to find out
whether the road infrastructure is adequate to handle the additional traffic load or
not. It is predicted that during the present carrying capacity, the level of service
falls in Category “B” i.e., Very Good. The changes in the level of service of the
existing roads due to the proposed project has been estimated and it is falls in
Category “D” i.e., Poor. Temporary stress on the road during the peak hours is
found at 8 am to 9 am and 5 pm to 6 pm.

(iv) Impact on surface water resource and quality:

Govt. of Odisha has sanctioned about 44.5 Cusec (108872 m3/day) from the
Taladanda canal. Groundwater withdrawal for the project is not proposed. Further,
recycling facilities and rainwater harvesting is proposed to be adopted to reduce
the freshwater consumption. Storm water ponds of suitable size is proposed to
reuse the harvested rainwater. The treated water from STP will be used for
horticulture and gardening activities. Zero Liquid Discharge (ZLD) concept is
envisaged in the project thereby no effluents/treated water is discharged from the
facilities to impact the existing surface water quality.

(v) Impact on groundwater resource and quality:

No groundwater withdrawal for the project is considered. Hence, impact on the


groundwater resource is not anticipated. Further, all the stockpiles will have RCC
flooring, proper garland drainage system and retaining wall to evacuate
groundwater & run-off water easily to avoid leaching of materials/contamination to
the ground water.

(vi) Impact on terrestrial and aquatic habitat:

List of trees enumerated in the proposed project area is 4256 trees. Out of which,
1427 trees will be cut due to the proposed project. In addition to this some shrubs
and marshy vegetation will also have to be cleared from the project area.

About 216.25 ha of land is proposed for greenbelt in the project site. Trees will be
planted @ 2500 trees/ha thus the total number of trees are 540625. Thus, loss in
green cover will be insignificant. Further, additional green belt of 43.74 ha (6.72%)
is identified in Govt. land towards north & south side outside of the plant boundary
which will be developed by AM/NS India under CSR foundation as part of their
CSR activities towards development of social forestry in Paradeep, which is
declared as Severely Polluted Area (SPA) - amounting to total area of 39.92% (~
40%) green belt area.

Since the plant will be working on a Zero Liquid Discharge (ZLD) basis, there shall
be no effluent discharge to any natural water body, i.e., aquatic ecology will not be
affected.

The proposed project site does not harbor many species of mammals and reptiles.
However, the proposed project site is the habitat of several species of birds,
especially those which prefer wetlands/marshy areas. These will be displaced by
the project. However, the two raw water reservoirs (spread over ~8.97 ha & ~9.42
ha) will provide some habitat to at least some of these birds. The extensive green
belt of the plant will provide habitat to birds, small mammals (squirrels, rats & mice,
mongooses, bats) and reptiles (snakes, garden lizards, skinks). The mangrove
forests which are the habitat of Saltwater Crocodiles and Fishing Cats are located
far away from site and hence not likely to be affected by the proposed project.

(vii) Impact on socio-economic environment:

Positive impacts due to the proposed project are increase in employment


opportunities, growth in industrial sector of local area, increase in land prices,
house rent rates and labour rate, improvement in transport, communication, health
and educational services, increase in trade and commerce and service sector etc.

Negative impacts are increase in pollution, population, increase in movement of


vehicles etc.

The overall impact on the socio economic environment will be beneficial.

5. ALTERNATIVE ANALYSIS

(i) Technology:

After analysis of various technologies, the recommended options for the proposed
7 MTPA integrated steel plant project is given below:

(ii) Site:

The land is under possession with AM/NS India at Paradeep. Previous


management (ESSAR) got the Environmental clearance for 6 MTPA ISP at this
location in 2008, but couldn’t be implemented due to financial constraints. Now
AM/NS India wants to review the project with latest technology and revised product
configurations suitable for the current market scenario. Since, Paradeep has
become a hub of industrial activities, setting up of ISP at Paradeep is more
favorable. In addition, iron ores mines are located nearby like Joda-Barbil, Koira
and Nayagarh mines region in Odisha is also one of the advantages for the site
selection. Thus, no alternative sites are considered for this project. The basis of
selecting the proposed site are as follows:

(i) Reviewing the old project with latest technology and revised product
configuration,
(ii) Paradeep is considered as hub of industrial activities,
(iii) Readily available land with common approach road, rail and sea
(iv) Availability of water at convenient distance,
(v) Availability of power at convenient distance,
(vi) Availability of road, rail and sea transport for bringing raw materials and
dispatching finished products,
(vii) Source of raw material at the existing mines resources,
(viii) Availability of manpower resources.

6. ENVIRONMENTAL MONITORING PROGRAM

Environmental monitoring plan will be prepared and implemented as per the


regulatory requirement to ensure the necessary compliances. As per the
MoEF&CC guideline, Environment monitoring report and compliance of conditions
mentioned in the environment clearance will be submitted to the Integrated
Regional Office of MoEF&CC, SPCB, MoEF&CC through online portal i.e.,
Parivesh and shall be uploaded on company’s website also in the form of half
yearly compliances. Third party laboratory (approved by MoEF&CC and NABL
accredited laboratory) shall be engaged for carrying out the monitoring activities.
Also, self-environmental audit, Health & safety audit and Energy audit shall be
conducted annually.

7. ADDITIONAL STUDIES

(i) Risk assessment:

High Speed Diesel (HSD) will be used as fuel for emergency diesel generators
(6x5000 kVA). Each diesel engine will be provided with 1000 ltrs. day tank. The
worst case scenario is considered i.e., if at all six tanks catches fire at a time.
The pool fire is expected that the 4 kw/m2 heat radiation radius will be occurring
at 20m from the dyke. Hence, it will not affect the nearby habitation. Disaster
management plan was studied for both natural and manmade disasters. Onsite
plant related disasters and offsite emergency preparedness for the natural
disasters and response manuals had been prepared and will be operated by
disaster control cell of the plant.

The occupational health and safety standards will be followed for the proposed
plant facilities. The capital budget for occupational health monitoring and
remedial measures for workers is estimated at about Rs. 2 Crore. The proposed
capital budget for personal safety is about Rs. 5 Crore.

(ii) Public consultation and action plan:

This report is submitted for public consultation. Action plan to address the issues
raised during consultation will be covered at the time of submission of final
EIA/EMP report to MoEF&CC.

8. PROJECT BENEFITS

➢ Setting up of 7 MTPA Integrated Steel Plant will contribute in achieving


National steel production target of 300 Million Tonnes (MT) by the year 2030
➢ This will also improve the revenue generation for the Central and State
exchequer, besides reducing the Nation’s dependence on imports.
➢ The total direct employment likely to be generated due to the proposed
project is about 2550 personnel and contractual employment is 4450 nos. of
different grades/categories during operation.
➢ About 600 direct and 20400 indirect employments would be generated during
construction stage
➢ Implementation of CSR and CER activities due to the proposed project will
further strengthen the socioeconomic development in the Paradeep area

9. ENVIRONMENTAL MANAGEMENT PLAN

(i) Air quality management plan:

In addition to air pollution control measures, measures against reduction of CO 2


emissions, compliance to CEPI guidelines the following measures have been
envisaged to reduce the air pollution impact to environment:

➢ All stacks will be provided with port hole and working platform so that stack
monitoring can be done as per norms of statutory authority. Stack emission
will be maintained <30 mg/Nm3
➢ Covered storage sheds are planned for both coking coal and non-coking coal
to reduce fugitive dust emission from the yard
➢ Transportation of raw material by rail is planned instead of roads which will
reduce emissions
➢ Natural gas is proposed in the proposed Pellet plant instead of furnace oil to
minimize the generation of SO2 emission
➢ Minimum 50m width of green belt is provided all around the project boundary
to reduce the fugitive dust emission to the nearby areas
➢ Effective fugitive control measures are planned like dry fog type dust
suppression, dust extraction system along with bag filters, ESP in the process
➢ Wetting/regular water sprinkling of internal roads and provision of wind
curtains are planned all along the boundary to avoid fugitive dust
➢ Tree plantation outside the plant boundary in and around with predicted
higher concentrations of AAQ pollutants in future. Being a severely polluted
area, 40% green belt is planned.

as preventive measures by contractors and will be strictly adhered to
eliminate/minimize any adverse impact
➢ It will be ensured that all the construction equipment and vehicles used are in
good working condition, properly lubricated and maintained to keep noise
within the permissible limits and engines turned off when not in use to reduce
noise
➢ Provision of noise attenuation screens, wherever it is appropriate
➢ Scheduling of deliveries to the site so that disruption to local amenity and
traffic are minimized
➢ If an activity is likely to cause a noise nuisance to nearby residents, restrict
operating hours between 7 am and 6 pm, except where, for practical reasons,
the activity is unavoidable
➢ Provision of rotation of workers to minimize exposure time will be adopted
➢ Noise absorbent padding will be provided in false roof ceiling panels, walls
and doors. The control rooms would be properly designed to avoid any sound

(iii) Solid and hazardous waste management plan:

(iv) Effluent management plan:

➢ Effluent Treatment Plant is planned to treat the effluents generated from the
ISP and the treated water will be reused in the process
➢ The plant would operate on Zero Liquid Discharge (ZLD) concept. The solid
waste generated from the treatment process will be disposed of to Common
Hazardous Waste Treatment Storage and Disposal Facility (CHWTSDF)
➢ STP is planned to treat the sewage generated from the plant and treated
water will be used for greenbelt development. The treated water quality will
meet the state pollution control board norms

(v) Storm water management plan:

➢ The run-off water generated from the project site is 71000 m 3/day will be
stored in four nos. of RCC rainwater harvesting ponds (capacity 20000m 3
each) to avoid groundwater contamination
➢ The storm water drainage system will be properly designed to guide the
water to harvest storage ponds. Thus, the surface run-offs are collected and
reused in the process to reduce the fresh water consumption
➢ Groundwater recharge is not planned at our proposal due to shallow
groundwater levels in the project site

(vi) Occupational health and safety management plan:

➢ AM/NS India has dedicated safety department at the corporate level which,
monitors and guides the safety promotional, fire and Occupational Health
Services activities undertaken at different steel Plants/Units/ Stockyards
➢ To accomplish the above mentioned functions, safety department formulates
and prepares appropriate safety policies, procedures, systems, action plans,
guidelines etc. and follows up for their implementation and thereby helps in
providing accident-free work environment
➢ The annual budget for procurement of PPE, conducting safety trainings,
safety audits and safety promotional activities will be around Rs. 5 Crores.

(vii) Greenbelt development plan:

➢ Greenbelt, is an important sink for air pollutants and it also help in reduction
of noise
➢ Enhancing green cover not only mitigates pollutants but also improves the
ecological conditions/aesthetics and reduces the adversities of extreme
weather conditions
➢ Out of 651.27 ha of land, about 216.25 ha is planned for green belt
development i.e., 33.20% of the total land within the plant boundary
➢ Further, additional green belt of 43.74 ha (6.72%) will be developed in Govt.
land adjacent to plant boundary on north & south side by AM/NS India under
CSR foundation as part of their CSR activity towards development of social
forestry in Paradeep which is declared as Severely Polluted Area (SPA).
Considering the above, the total greenbelt of 39.92% (≈ 40%) is envisaged

(viii) Socio-economic management plan:

Dedicated Corporate Social Responsibility (CSR) team of AM/NS India will take
care of the socio-economic developmental activities under different CSR & CER
scheme around the project site. The social developmental activities which include
major activities such as education, health & sanitation, Infrastructure
development, Sustainable livelihood, and Plantation activities. Being a severely
polluted area, a good fraction of the amount will be spent towards social
development in the study area. CER funds will be finalized after public hearing
and will be spent on social and economic development for nearby villages during
the 60-month construction period. Apart from this, 2% of the total amount will be
invested for the development of the local area.

(ix) Project cost and EMP implementation budget

The estimated total capital cost of the project is Rs. 38000 Crore as per Q4 2022.
The time schedule to complete the project is 60 months after obtaining EC from
MoEF&CC. An amount of Rs. 3800 Crore is earmarked for environmental
management/environmental mitigation measures. The break-up of the cost for
various control measures given in the below table.
