CONSULTING SERVICES
Description of Services: MSA for Innovation and Transformation. Innovation methodologies and services.
The Inter-American Development Bank (IDB) is executing the above mentioned operation. For this
operation, the IDB intends to contract consulting services described in this Request for Expressions of Interest.
Expressions of interest must be delivered using the IDB Portal for Bank Executed Operations ( http://beo-
procurement.iadb.org/home) by: April 19th, 2024, 5:00 P.M. (Washington D.C. Time).
To access the IDB Portal, the firms must generate a registration account, including all the data requested by
the Portal. In the event that any of the information requested is not included, the firm will not be able to
participate in this or any other Bank-executed selection process for operational work. If the firm has been
previously registered, please validate that you have all the firm’s information updated and complete before
submitting an expression of interest.
The consulting services (“the Services”) include innovation, strategy, and transformation services to be
delivered starting the third quarter of 2024 and upon agreement with selected vendors on a project basis.
Eligible consulting firms will be selected in accordance with the procedures set out in the Inter-American
Development Bank: Policy for the Selection and Contracting of Consulting firms for Bank-executed
Operational Work - GN-2765-4. All eligible consulting firms, as defined in the Policy may express an interest.
If the Consulting Firm is presented in a Consortium, it will designate one of them as a representative, and
the latter will be responsible for the communications, the registration in the portal and for submitting the
corresponding documents.
The IDB now invites eligible consulting firms to indicate their interest in providing the services described
above in the draft summary of the intended Terms of Reference for the assignment. Interested consulting
firms must provide information establishing that they are qualified to perform the Services (brochures,
description of similar assignments, experience in similar conditions, availability of appropriate skills among
staff, etc.). Eligible consulting firms may associate in a form of a Joint Venture or a sub-consultancy
agreement to enhance their qualifications. Such association or Joint Venture shall appoint one of the
firms as the representative.

TERMS OF REFERENCE
The demand for innovation methodologies and services at the IDB is increasing as teams
acknowledge the need to incorporate strategy, digital transformation, and agile processes as
integral parts of their day to day. The push towards a holistic digital transformation that includes
changes to the way we work, how we design strategy, and introduce a business agility mindset is
demanding we build capacity and strengthen our ability to incorporate these approaches.
Internal capacity to support these processes is limited, and the assistance of outside vendors who
understand and have experience in design, transformation, strategy, and innovation processes is
required to successfully deliver. In addition, due to the nature of our development and corporate
challenges, different approaches, methods and deliveries might be necessary, making it
necessary to expand our possibilities on how to deliver innovation projects.
2. Objectives
The objective of this contract is to be able to obtain innovation, strategy, and transformation
services from outside vendors to increase capacity and support provided to internal teams across
the Bank. As a result of this contract, we aim to identify firms with experience in innovation,
strategy and design processes and services that could be considered and hired to support
identified projects.
We are looking for a variety of not only vendors, but of methods and approaches to have a
portfolio of possibilities for IDB teams to solve problems in the most effective and innovative
ways. The purpose of this contract is to identify and preapprove vendors and rates that can
support this increasing demand ensuring a high quality of services.
3. Scope of Services
The scope of this contract includes but is not limited to:

Tasks and activities needed to consider a successful completion of this contract will depend on
the projects and objectives the firms are hired for. These can include but are not limited to:
• Design and facilitate in person and/or virtual workshops required for the completion of projects or
processes.
• Design and deliver innovation coaching for teams and leaders.
• Conduct research methods such as but not limited to internal and external user and stakeholder
interviews for project research, in addition to other research prompts and methods.
• Design user flows, user interfaces.
• Craft solution requirements and technological roadmaps for product development and delivery.
• Create and test proof of concepts, low-fi and functional prototypes as required for project purposes.
• Conduct focus or discussion groups when required to either capture information or validate
assumptions and/or findings.
• Create compelling narratives that captivate different audiences for project purposes.
• Visualize complex information that conveys stories and supports decision-making.
• Deliver dynamic and engaging speeches that effectively communicate intricate concepts to diverse
internal audiences throughout the Bank.

Outcomes and deliverables will be defined depending on the nature of the engagement and
business needs identified for the successful completion of projects. These might include but are
not limited to:
Project schedules and milestones will be defined depending on specific engagements. Vendors will
be required to provide information on how the work will be accomplished, including project
scope, proposed action plan, schedules, timeframes, and milestones.
7. Reporting Requirements
Vendor will be required to report advances on projects as defined by each specific engagement
and business needs.
8. Acceptance Criteria
A specialist from the Bank will be assigned to act as principal liaison with the vendor for each specific
project contracted. The firm shall manage and oversee its personnel and ensure timely and effective
support for each project.
Payment terms will be based on project milestones or deliverables. The Bank does not expect to
make advance payments under consulting contracts unless a significant amount of travel is
required. The Bank wishes to receive the most competitive cost proposal for the services
described herein.
