DEVELOPMENT PLANS

:LOCAL PLAN
Introduction

Local plan was provided under section 12 -16 in Town and Country Planning act
1976 (Act 172).

Section 12(1) - The local planning authority, in the course of preparing a draft
structure plan for its area or before the Committee approves or rejects a draft
structure plan that the local planning authority has prepared, may, if it thinks it
desirable, prepare a draft local plan for any part of the area.

Section 12(2) – Where a structure plan for its area has come into effect, the local
planning authority shall as soon as practicable consider, and thereafter keep under
review, the desirability of preparing and if it considers it desirable and it has not
already done so, shall prepare a draft local plan for any part or for the whole of the
area.

• It contains maps and written statements


• Local plan describes precisely the development and usage of land under the
Local Authority Administrative area.
• Local plans translated and analysed the policies and strategies of structure
plans
• It includes supplementary documents which expand policies set out in the
Structure Plans; and a statement of community involvement.

Section12 (3) – A draft local plan shall consist of a map and a written statement and
shall formulate in such details as the local planning authority thinks appropriate its
proposal for:-

1) The development
2) The use of land
3) The protection and improvement of the physical environment
4) The preservation of the natural topography
5) The improvement of the landscape
6) The preservation and planting of trees
7) The making up of open spaces
8) The preservation and enhancement of character and appearance of buildings
9) The improvement of communications
10) The management of traffic
11) Contain such matters as may be prescribed or as the Committee may in any
particular case specify.

Local plans serve as a guide for 3. Residential Zone

Why local plan is needed?

• Local plan implement the Structure Plan policies and strategies.


• Local plan provide the development control that relates with the
development proposal.
• Local plan explain to public about the current planning issues and
how their land might involved in the government projects.

Local Plan Function

• Interpret SP strategies that contains PBPT policies and general


suggestions with local authorities.

• Prepare guidelines for development control. Local plans will be


guidelines for arranging and controlling development in areas
that are covered by the plan.

• Local Plan policies and suggestions are used as a base for


administration of decisions, development plans, public and
private for the areas covered by the Plan.

• Bring forth detailed issues and suggestions to the public.

PUBLIC PARTICIPATION IN LOCAL PLAN PROCESS

Public participation is the involvement of people in planning and decision making processes to
improve plans and overall quality of the built environment.

Section 13 (2) - …local plan available for inspection under subsection (1), the local planning shall
publish, in three issues of at least two local newspapers, one of which being in the national
language, a notice stating the date on which copies of the draft local plan will begin to be
available for inspection, the places where they will be available for inspection, and the time which
shall not be less than four weeks from the date on which copies of the draft local plan begin to be
available for inspection, within which objections to or representations in respect of the draft local
plan may be made to the local planning authority.

The main purposes of public participation are:


1/ To involve local community in planning and decision making process
2/ To hear from local community about their idea or comment in order o improve local plans
3/ To promote sense of community by binging together people who share common goals
4/The planning system is meant to reflect the general wishes of the local community and there is
a need on the local authority to consult widely during the formulation of a local plan and in the
operation of the development
5/ To minimize failure in implementation process by giving time and space for local community to
discuss issues or ideas with local authority
