CHAPTER I. BACKGROUND
A. Introduction

Panganan ES is situated in the Southern part of the province and is approximately 120
kilometers from the town proper. It is the second farthest school in Kitaotao I District. It can be
reached by passing the municipality of Don Carlos, Maramag, Valencia City and San Fernando.
Barangay Panganan comprises of 7 puroks . These are situated in the interior part of the barangay.
The topographical description is hilly and sandy soil.

In addition, the populace of Panganan is 99% Matigsalog and 1% mixture of different ethnic
groups. It is also a mixture of religion but majority of them are born again Christian. The population
of the school is composed of different hinterlands sitios of Panganan.

Panganan E/S has a total land area of 3 hectares. Farming is the main source of income in
the community. Their primary products are corn, rice, abaca and peanuts. Panganan E/S is
surrounded by mountains where they use for planting crops that is why it is prone with landslide
specially when it rains.

CHAPTER II. GOALS AND OBJECTIVES

A. Goal

The goal of the contingency plan is to provide effective, efficient, timely and well -coordinated
response mechanisms in the event of the occurrence of landslides in Barangay Panganan. Such
mechanisms shall help to protect lives, properties and the environment, and restore the immediate
needs of the affected communities.

B. General Objective(s)

The general objectives of the contingency plan are as follows:

1. To ensure the protection of lives and properties in the event of landslide in Barangay
Panganan.

2. To determine the immediate needs and the resources that will meet the needs in the event
of landslide,

3. To establish coordination and linkages between and among the stakeholders of Barangay
Panganan in the event of the landslides.

Scenario:

Search, Rescue and Retrieval Cluster

Landslides have been a nuisance to our place for decades. The rapidity at which it occurs makes
prediction very difficult. As a result, an early warning system may not be the desired approach.
Since landslide of this nature may occur before it reaches the intended group of people who are
affected. Therefore, preparation for an unexpected landslide scenario is important.

Barangay Panganan experienced landslides causing severe damage to infrastructures, buildings,


houses, corn and rice fields. A large section of landslide uproots trees and topple down electric
posts and telecommunications facilities. Roads and bridges are rendered impassable for a certain
period. There are projected 356 injuries. Some are reported to have trapped in their respective
homes. Furthermore, a lot of families need to be transported to evacuation centers. While the
local responders are already deployed, majority of them and their families are victims themselves.
Furthermore, debris is all over the area making SRR operations difficult to undertake.

Objectives:

Objectives: Search, Rescue and Retrieval Cluster

1. To reduce the risk from landslides and channel migration hazards.


2. To avoid or minimize the environmental impacts of landslide hazard management.
3. To eliminate or minimize disruption of school operation caused by landslides hazard events.
4. Develop or improve early warning emergency response systems and evacuation
procedures for flood hazard events.

Roles and Responsibilities:

1. Organize and deploy self-sufficient and capable response teams to conduct SRR.
2. Provide resource augmentation, to include manpower and equipment, to other areas as
needed.
3. Coordinate with the other clusters for the resource needs of the SRR teams.
4. Consolidate all the activities made by the response teams into one cluster report.

CHAPTER IV. ACTIVATION

The LDRRMO of Panganan right after the landslide map scale conducted the Pre-Disaster Risk
Assessment, activated the Contingency Plan, Emergency Operation is on Red status. The
responsible official, the Local Chief Executive convened the Cluster at the EOC, the latter
mobilizes and deploys Incident Management Team, Cluster and IMT operated based on the
Contingency Plan.

The education cluster on the other hand, operates on the basis of the Contingency Plan.
Jeniecel D. Tuba, the Incident Commander activated the ICP. The School Incident Commander
convenes with the Command Staff and the general staff for a very meticulous instruction.

In order to continually give the quality basic education, the IC instructs them to of then safety
protocols.
