CHAPTER I. BACKGROUND

A. Introduction

Kimolong Elementary School is a beautiful promising school for quality and equitable
education. The school is 5.7 kilometer from Kitaotao I District and is about five kilometres
from the town proper. It is situated in the eastern part of Kitaotao . Kimolong is situated at
approximately 7.6327, 125.0335, in the island of Mindanao. Elevation at these coordinates is
estimated at 330.9 meters or 1,085.6 feet above mean sea level. It is one of the best School
of the Kitaotao 1 District, Department of Education, Division of Bukidnon, Comprising
composed of seventeen schools namely: Balangigay Es, Bershiba ES, Bobong ES,
Digongan Es, Digongan Annex-NHS, Kauyonan ES, Kimolong ES, Kitaotao Ces, Kitaotao
NHS, Kiulom, Panganan ES, San Isidro ES, San Lorenzo ES, Sto. Rosario Es and Tandong
ES.

It has approximately 152 learners from kindergarten up to grade six. Kimolong


Elementary School enrollment is recently recorded at 152 students for school year 2023-
2024. Composed of 7 teachers from kindergarten to grade 6 with one non-teaching staff
headed by Jocelyn D. Reteracion.

Of the 15 school for Elementary and 2 school for Junior Highschool (JHS) and
Senior Highschood, Kimolong Es is described being an outstanding WINS Implementer.
Kimolong Elementary School is awarded as 2nd placer for the Search for OUTSTANDING
SCHOOL BASED-MANAGEMENT WASH IN SCHOOL IMPLEMENTER (Elementary
Small School Category) for the School year 2022-2023.

The Philippines is prone to typhoons due to its geographic location and physical
characteristics, being situated in the "Pacific Ring of Fire" and exposed to the Pacific Ocean.
The Philippines is prone to typhoons due to its location on the Pacific Ring of Fire and its
vulnerability to climatological hazards. In these matter, Kimolong ES aims for resiliency on
every situation natural and human-induced hazards, evidenced by structured LDRRM
through the full support of the Local Chief Executive in terms of disaster preparedness for
typhoon.
The school site is located near the lake, when heavy rainfall occur the water on the
lake increases that may result to flooding on the school and roadside. The safety of students
and teachers together with the non-teaching staff is at risk. The call for increasing concerns
on risk reduction, mitigation, and management in the event of both natural and human-
induced disasters

On the other hand, DepEd Kimolong Es aims to provide quality Basic Education to
all learners even amidst disaster through the application of alternative mode of delivery.

This contingency Plan may somehow serve as the avenue for all schools regarding
preparedness, mitigation, response and management the moment disaster may occur.

Roles and Responsibilities:
1. Track and report health and safety status of DepEd, and private schools’ personnel and
learners;
2. Ensure deployment of safety education during health disasters by providing teachers,
personnel and learners appropriate PPEs;
3. Provide basic first aid and health services to learners and personnel through mobilization
of health personnel in schools, DRRM coordinators, and other health allied professionals;
4. Provide MHPSS including Psychological First Aid (PFA) through prompt coordination
with DOH and PFA providers from other agencies and partners;
5. Continue and reinforce feeding programs and as well as home gardening;
6. Augment teacher-support services from other schools’ offices not yet or not
really affected by the epidemic/natural calamity;
7. Provide real-time information dissemination through provision of situation reports and
text or use of social media platforms;
8. Coordinate with the other clusters for the resource needs of the education sector;
9. Consolidate all the activities made by the response teams and personnel of education
sector (both public and private) into one cluster report.

CHAPTER II. GOALS AND OBJECTIVES

A. Goal

The goal of this Contingency Plan is to establish a comprehensive, efficient, and


coordinated mechanism in response to the unprecedented occurrence of disasters and calamities
both natural and man-made, like typhoon and earthquakes and specific subsequent effects such
as landslides in areas covered by the Kimolong Elementary School. Kimolong ES location, near
the lake poses greater threats of soil erosion in hilly parts and flooding in lowlands, which are all
possible risks during typhoons and earthquakes. These established mechanisms, therefore, are
expected to save lives, properties and the environment and provide resilient response to the
immediate needs of affected people, places, and structures.

B. General Objective(s)

1. To ensure the protection of lives and proprieties in the event of Typhoon and floods in
Kimolong Elementary School;
2. To determine the immediate needs and the resources that will meet the needs in the
event of Typhoon;
3. To establish coordination and linkages that will meet the stakeholders in Kimolong
Elementary in the event of the Typhoon and floods.

Specific Objectives

1. To ensure continuity and accessibility of quality education across all levels and sectors
of education through different learning modalities;
2. To ensure provision of temporary learning spaces and teaching-learning materials;
3. To safeguard and ensure the general safety and health of all learners and personnel in
all schools;
4. To facilitate assistance on the use of school facilities as temporary isolation or
containment facilities;
5. To ensure timely provision of mental health and psycho-social support services (MHPSS)
to affected learners and personnel;
6. To facilitate provision of health and nutrition support and education to learners and
personnel;
7. To reinforce provision of relevant assistance to affected individuals in the learning
communities.

Protocols:

1. Upon activation of the contingency plan, all key representatives of the SRR cluster headed
by the MDRRMO-ERT will have to convene at the EOC to undertake coordination work.

2. The SRR cluster shall organize 10-man teams composed of a leader, 5 rescue specialists
and a logistics officer:

3. Each response team shall:


a. Check in to the established ICP and receive instructions under the supervision of the
IMT
b. Observe 12 hours shift to prevent premature exhaustion.
c. Ensure proper wearing of Personal Protective Equipment/Cloth.
d. Utilize the principle of triage to determine the order of priority to respond to
casualties.
e. Shall work in pairs. There shall always be a second rescuer to stand behind to
provide physical support and monitor safety. Working in pairs also provides the
opportunity for rotations and rest
f. Account all treated/responded victims by recording important details such as name,
age, gender, and address.
g. Transport victims who do not need hospitalization to the nearest evacuation area as
instructed by the IMT.
h. Retrieve and endorse human remains to Municipal Health Office for proper
documentation and disposal (burial). Only a doctor can officially declare a victim
dead.
i. Report all actions taken to the IMT for subsequent reporting to the EOC.

4. The SRR cluster shall provide additional SRR resource augmentation to the IMT upon
request of the IC. The principle of efficiency and effectiveness shall always be observed.

5. Priority shall be given to the very young (0-7 y/o), old (60 y/o above), pregnant and PWDs.
The severely injured with life threatening condition but with a high chance of survival are to
be responded first, followed by the less severely injured. Next will be the walking wounded
and the last will be those with remote survival.

Scenario:

Cluster Scenario:
The Local Disaster Risk Reduction and Management Council of Kimolong ES will prepare
for the worst-case scenario as described in the above table. In this case, around 0300HRS a Super
Typhoon has stricken Barangay Kimolong Kitaotao Bukidnon. A total of 141 students/10 teachers
and 1 non-teaching staff were affected.

Of the 150 individuals, 130 individuals have been identified as affected. 140 are school
children from Elementary level and 10 are teachers and non-teaching staff on the said school.

Municipal Incident Management Team (IMT) will have to be activated with few response
groups from local and private clusters. However, more response capabilities will be needed due
to the fallen wood and pole on the roadside. Most students are trapped in the school site due to
floods. The DepEd as a govt. agency will coordinate with the IMT for any possible contribution that
we can share to the victims.

All affected individuals and families are advised to be transported at the designated
evacuation centers assigned by the Local Government Unit. Schools and their classes as well as
employees at work are then deliberately advised per local chief executive order for suspension.
All learners affected by the natural disaster (Typhoon) should be given an Alternative Delivery
Mode (ADM) or through the use of learning modules.

CHAPTER IV. ACTIVATION

<Use flow chart to describe CP activation and deactivation>

The LDRRMO of Kimolong ES right after the Super Typhoon that result to flashfloods
conducted the Pre-Disaster Risk Assessment, activated the Contingency Plan, Emergency
Operation is on Red status. The responsible official, the Local Chief Executive convened the
Cluster at the EOC, the latter mobilizes and deploys Incident Management Team, Cluster and IMT
operated based on the Contingency Plan.

The education cluster on the other hand, operates on the basis of the Contingency Plan.
JOCELYN D. RETERACION, the Incident Commander activated the ICP. The School Incident
Commander convenes with he Command Staff and the general staff for a very meticulous
instruction.

In order to continually give the quality basic education, the IC instructs them to of then safety
protocols.
