CHEDULE – A

(See Clause 10.1)

SITE OF THE PROJECT

1. The Site
1.1 Site for construction of Four/Six lane Project Highway shall include the land,
buildings, structures and road works as described in Annex-I of this Schedule-A.
1.2 An inventory of the Site including the land, buildings, structures, road works trees and
any other immovable property on, or attached to, the Site shall be inspected and
prepared jointly by the Authority Representative and the Concessionaire, and such
inventory shall form part of the memorandum referred to in Clause 10.3.1 of the
Agreement.
1.3 Additional land required for construction of works specified in the Change of Scope
Order issued under Clause 16.2.3 of this Agreement shall be acquired in accordance
with the provisions of Clause 10.3.6 of this Agreement. Upon acquisition, such land
shall form part of the Site and vest in the Authority. The existing chainage wise detail
of highway is as detailed below:

Total Existing Length = 66.570 km

There is Existing Bypass of 7m wide 2-Lane road with Earthen Shoulder on either
side for Chalisgaon Town for a length of 11.670 km which takes off at existing
National Highway at km 396+300 and takes into the existing National Highway at km
404+200. This bypass is being tolled and maintained by MSRDC Ltd. for which the
concessionaire period is up to year 2022.

1.4 The key Alignment plan of the project highway is as specified in Annex-II

SITE FOR FOUR/SIX LANING

1. Site
The site for construction of Four/Six Lane of the Project Highway comprises the
section of National Highway 211 commencing from km 390+000 to km 452+800 in
the state of Maharashtra. The land, carriageway and structures comprising the Site are
described below.
2. Land
The detail of the existing Right of Way (ROW) are as below:

3. Carriageway
Bodhre – Dhule section of NH-211 is having 2-Lane road standards with generally 7
m carriageway predominately without paved shoulder, except from km 390+000 to
km 396+000, where 1.5 m paved shoulder is also exists on either sides of the road.

4. Project Road Description


The section wise details of the project road are as below:

4.1 Cross Sections
4.1.1 The Project Highway (Design Length =67.231 km, from Bodhre at Design Ch 390.000 to
Dhule at Design Ch 457.231 including Existing Chalisgaon bypass shall be widened to
Four lane divided configuration with paved shoulder with or without Service Roads
including the provision of six lane approaches to six lane structures. A typical cross section
along with different types of cross section required to be developed in different segments
of the project highway are indicated in Appendix BI.

4.2 Bypasses & Realignment


There are 2 (Two) proposed sections of bypasses in the project highway. The details of
bypasses to be provided are given at Appendix BII.
4.3 Alignment Plan and Longitudinal Section
An alignment plan and vertical profile of project highway is given at Appendix BIII in
soft copy. However, the geometric design (Horizontal and vertical) shall be as per
Schedule D.
4.4 Pavement Crust Composition
Pavement design shall be carried out in accordance with the applicable Manual & relevant
IRC:SP:84-2019. Minimum requirement are given below.
Type of Pavement
Pavement for Main Carriageway and service road shall be flexible pavement and rigid
pavement shall be provided in Toll plaza.
Design Requirements
Design Period and strategy
Flexible pavement for new pavement or for widening and strengthening of the existing
pavement shall be designed for a minimum design period of 20 years. Stage construction
shall not be permitted. Flexible pavement design shall be carried out in accordance with
IRC:37-2018 and Rigid Pavement design shall be carried out in accordance with
IRC:58-2015. Overlay design shall be carried out in accordance with IRC:115-2014.
Design Traffic
The Concessionaire shall design the Flexible pavement & Overlay for Main carriageway
with minimum design traffic as below:-

minimum flexible overlay of 40 mm BC & 50 mm DBM, including necessary Profile
Corrective Coarse (PCC).

Rigid Pavement
At toll plaza location, rigid pavement with minimum 280 mm PQC, 150 mm DLC with
150 mm GSB shall be provided.

As per NHAI Circular No. NHAI/TIC/Plastic-Waste/2018/235 dated: 09.07.2020, use of


Waste Plastic in the Construction of Service Road by the concessionaire as per approval
by the Independent Engineer.
Pond Ash shall be used in the construction on embankment by the concessionaire as per
the availability of the same and as per approval by the Independent Engineer.
4.5 Flyovers /Vehicular Underpasses
The Flyovers /Vehicular Underpasses shall be as provided given in Appendix - B IV.
4.6 Pedestrian Underpasses
Pedestrian underpass shall be provided at location given in Appendix –B V.
4.7 Service/Slip Road
Service/Slip Roads shall be provided are indicated in Appendix –B VI.
4.8 Culverts
Culverts shall be provided, widened, reconstructed, or extended as listed in Appendix –
B VII.
4.9 Minor Bridges
Minor bridges as listed in Appendix- B VIII shall be provided, widened, reconstructed,
or extended.
4.10 Major Bridges
Major bridges as listed in Appendix – B IX shall be provided, widened, reconstructed, or
extended.
4.11 Rail Over Bridges
Details of ROBs to be provided are given in Appendix – B X. Following points shall be
taken care of:
i). The proposed span arrangements of the ROBs are tentative and subject to change
as per availability of railway boundaries/ requirement of the railways. Any change
in the proposed span arrangement shall not be treated as change of scope of work.
ii). ROB shall be designed, constructed and maintained as per the requirements of
Railway authorities. The construction plans shall be prepared in consultation with
the concerned railway authority.
iii). The ROB’s shall be constructed and maintained by the concessionaire under
supervision of the Railways.
iv). All expenditure related to construction, maintenance and supervision of ROB &
RUB including its approaches shall be borne by the Concessionaire.

4.12 Proposed Right of Way


The details of the Proposed ROW are given in Appendix - B XI. Additional land has been
proposed for toll plazas and rest areas.
4.13 At Grade Intersections
At grade intersections shall be provided at the intersection of project highway, service/slip
roads at locations specified in Appendix - B XII for major intersections and in Appendix
– B XIII for minor intersections.
4.14 Section of Existing Road to be Reconstruction
Details are given in Appendix – B XIV
4.15 Longitudinal & Median Drains
Details are given in Appendix – B XV
4.16 Protection Works
The side slopes shall be protected by using suitable slope protection measures; drainage
Chutes; energy dissipation basin at toe of chutes; wherever required along the Project
Highway confirming to IRC guidelines and standard specifications as per Schedule “D”.
4.17 Retaining Wall / RE wall / Breast Wall
Retaining wall / RE wall / breast wall shall be provided as per site requirements to contain
the four/six Lane facilities within the available right of way as per the cross section
provisions.
4.18 Kerb
“I” type of Kerb shall be provided for straight stretches. Kerb with channel shall be
provided for super-elevated areas and service roads locations as per cross section
schedule, site requirement and as decided by the IE confirming to Schedule “D”.
4.19 Utilities
Provision of accommodating utilities shall be made both over as well as underground
wherever required. Utilities crossings across highway and service road consisting of
1x600 diameter pipe two for each kilometer shall be provided.
4.20 Cross Road Improvements
Cross roads shall be required to be connected to Project Highway by providing Proper
Junction Improvement and 2.5% slope to side roads. The improvement of cross roads shall
be up-to ROW of NH-211 (New NH 52).

Appendix BI
1. Cross Section Schedules
1.1 The Project Highway (design length=67.231 km) from Bodhre at Design Ch 390.000 to
Dhule at Design Ch 457.231 including existing Chalisgaon bypass shall be widened to
Four lane divided configuration with paved shoulder with or without Service Roads
excluding the provision of six lane approaches to six lane structures. Typical cross-
sections for widening and new construction of highway have been developed based on
site requirements and to meet design standards stated in the Manual of Specifications &
Standard for Four Laning of Highways through Public Private Partnership’ (IRC: SP: 84-
2019) subject to the specific provisions in Schedule D. Cross section schedule and the
details of typical cross section are presented below.
For Existing Chalisgaon Bypass of length of 11.670 km, which takes off at existing
National Highway at km 396+300 and takes into the existing National Highway at km
404+200. This bypass is being tolled and maintained by MSRDC Ltd. for which the
concessionaire period is up to 28th May 2022. After the completion of concession period
it will be handed over to the present concessionaires.
Till completion of concession period of concessionaire with MSRDC Ltd., appointed
concessionaire by NHAI may work eccentrically on the bypass stretch.

5. Utility Shifting
Shifting of obstructing utilities to an appropriate location in accordance with the
standards and specifications of concern utility department is a part of scope of work for
the concessionaire. The Bidder may visit the site and assess the quantum of shifting of
utilities for the project before submission of their bid. Copy of Utility relocation plan is
enclosed. The specifications are to be as per the specification of concerned utility
owning department.

Notes:
(a) The type/spacing /size /specification of poles /towers/lines/cables to be used in shifting
work are as per the guidelines of utility owning department and it is solely between the
concessionaire and utility owning department. No change of scope shall be eligible or
no cost shall be paid for using different type/spacing/size /specification in shifted work
in comparison to those in the existing or for making any overhead crossing to
underground as per the requirement of utility owning department /construction of the
project highway. The concessionaire shall carry out joint site inspection with utility

of MoRTH and utility owning department shall be paid directly by the Authority to the
Utility Owning Entity as and when concessionaire furnishing a demand of Utility

Owning Department along with a copy of sanctioned estimate.


(c) The credit of dismantled material has been accounted for in the estimated cost. The
dismantled material/scrap of existing utility to be shifted / dismantled shall belong to
the concessionaire who would be free to dispose-off the dismantled material as deemed
fit by them. If the concessionaire is forced to deposit the dismantled material to utility
owning department then the amount of credit for dismantled material indicated in the
sanctioned estimate of utility owning department will be reimbursed to the
concessionaire after submitting the duly authenticated receipt of the dismantled
material from utility owning department to the Authority.
(d) The utilities shall be handed over after shifting work is completed to utility Owning
Department up to their entire satisfaction. The maintenance liability shall rest with the
Utility Owning Department after handing over process is completed as far as utility
shifting works are concerned.

2.1 Toll plaza
Toll plaza has been provided at location given below: Specifications and other
requirements of the toll plazas shall be strictly as per schedule “D”.

Specifications and other requirements of the toll plazas shall be strictly as per
schedule “D”
In addition to above toll plazas, there is one Toll Plaza (2+2 lane, Design Ch.
403.950) operated by MSRDC. As per MSRDC records, the Toll start date is
15.05.2010 and concession period is 12 Years 04 Months 25 Days up to 28/05/2022.
This toll plaza shall be operated by present concessionaire of MSRDC for 11.670 km
till the expiry of its Concession period. This section will be handed over after the
completion of concession period of present concessionaires.
2.2 Pedestrian facilities
The pedestrian facilities shall be as per the Schedule “B” and Schedule “D” and
include the provision of
i. Pedestrian Guardrail: Provide pedestrian guardrail at each bus bay locations,
Truck Lay byes, near School/Hospital and at Major Junctions.
ii. Pedestrian Crossings: Provide pedestrian crossing facilities at At Grade
Junctions.
2.3 Lighting:
The lighting facilities shall be provided as per the Schedule “B” and Schedule “D”,
but not limited to the following:
a) High-Mast Lighting
Provide High mast lighting at locations specified below and at all major junctions as
mention in schedules B.

2.11 Operation and Maintenance Centre


Operation and Maintenance Centre shall be established as per IRC:SP 84-2019, Four
Lane Manual guidelines and Schedule “D”
2.12 Roadside furniture
The roadside furniture shall be provided the IRC: SP 84-2019, Four Lane Manual
guidelines, Schedule “B” and Schedule “D”, which include, but not limited to, the
provision of
i. Traffic Signs: Traffic signs include roadside signs, overhead signs and curb
mounted signs along the entire Project Highway as per Latest code of IRC 67.
ii. Overhead signs: Minimum 8 Nos gantry and 4 no cantilever gantry.
iii. Pavement Markings: Pavement markings shall cover road marking for the
entire Project Highway.
iv. LED Traffic Beacons: shall be provided for the entire Project Highway at all
junctions.
v. Crash barrier: Provide the w metal beam crash barrier along the project
highway as per Schedule D:
vi. MS Railing: MS Railing shall be provided at all major junctions, bus bays &
Truck lay-byes.
vii. Delineators and studs: shall be provided for the entire Project Highway.
viii. Hectometre/Kilometre stones: shall be provided for the entire Project
Highway.
2.13 Landscaping and Tree Plantation
The landscaping and tree plantation shall be done as per IRC- SP: 21 and IRC-SP:
84:2019 include the provision of the;
i. Median Plantation: at locations where the median width is 2.5m and more
ii. Landscaping: at Service area, Interchanges, Entry/Exit ramps.
iii. Avenue tree plantation to the extent of number and species as decided by
Environmental/ Forest authorities for the entire Project Highway.
2.14 Highway patrol
Provide the facility of highway patrolling covering the entire Project Highway. These
shall confirm to the specifications mentioned in Schedule D.

2.15 Ambulance
Provide the facility of Ambulance covering the entire Project Highway. These shall
confirm to the specifications mentioned in Schedule D.
2.16 Crane
Provide the facility of Crane covering the entire Project Highway. These shall confirm
to the specifications mentioned in Schedule D.
2.17 Rain Water Harvesting Structures
Minimum 02 (Two) Nos. of Rainwater harvesting units per km length of the project
stretch shall be provided as part of the scope of the project. Locations shall be
finalized by the Authority Engineer, in consultation with the Authority.
(a) The locations and design of stretch (i.e.) diameter/length of recharge shaft etc.
shall be based on the rain fall intensity and geo-technical strata. The guidelines
and norms issued by the Central Ground Board may also be adopted while
finalizing the location and design of rainwater harvesting units.
(b) Rainwater Harvesting and Artificial recharging shall be provided on all the
buildings and structures such as Toll Plaza building, Way-side amenities, Grade
separated structures etc. which are to be developed as a part of project corridor.
2.18 Boundary Wall
Boundary wall shall be provided throughout the project length.
2.19 Highway Nest (Mini)
Highway Nest (Mini) shall be constructed on each side of the toll plaza within the
distance of 500m from toll plaza.

Specifications and Standards for construction
1. Manual of Specifications and Standards to apply
1.1 Subject to the provisions of Paragraph 2 of this Annex-I, Four/Six-Lanning of the
Project Highway shall conform to the “Manual of Specifications and Standards for
Four Laning of Highways (IRC:SP:84-2019)”, published by the Indian Road
Congress, referred to as the Manual and MORTH Specifications for Road and Bridge
Works. Where the specification for a work is not given, Good Industry Practice shall
be adopted to the satisfaction of the Independent Engineer
1.2 As regards, the work of utility shifting, the relevant specifications, relevant rules,
regulations and acts of Utility Owning Department/Agencies shall be applicable
2. Deviations from the Manual
The terms "Concessionaire", "Independent Engineer" and "Concession Agreement"
used in the Manual shall be deemed to be substituted by the terms "Concessionaire",
"Independent Engineer" and "Agreement" respectively.
Notwithstanding anything to the contrary contained in Paragraph 1 above, the
following Specifications and Standards shall apply to the Project Highway, and for
purposes of this Agreement, the aforesaid Specifications and Standards shall be
deemed to be amended to the extent set forth below:

here. Such deviations shall be specified only if they are considered essential in view of
project-specific requirements.
