Introduction
Sustainable development has constituted a core axis and a main goal for most state policies
worldwide in recent years, including the Sultanate of Oman, which often strives to achieve
sustainable development through mechanisms it deems suitable for its unique characteris-
tics and capabilities. However, the achievement of this goal confronts numerous challeng-
es in the face of politico-economic, environmental, and other transformations occurring
globally. Addressing these challenges necessitates further contemplation and exchange of
expertise and knowledge.
In this context, social welfare policies and programs are recognized as effective tools for
achieving this goal by providing support, and care for the needy and most vulnerable
groups in the society. These programs also enhance social cohesion, achieve justice and
equality, and promote human development and prosperity opportunities for individuals,
families, and groups within the local communities.
In furtherance of the aforementioned endeavor, Sultan Qaboos University utilizes all its
educational, research, and artistic resources to serve the different local communities. En-
gagement with the community constitutes a fundamental pillar of Sultan Qaboos Univer-
sity’s mission. To achieve this mission, the University has set a strategic goal to expand its
role in the socio-economic and cultural development of the local communities through
the effective cooperation and partnerships with educational and other national institu-
tions, as well as the expansion of communication programs and services aimed at enhanc-
ing interaction and exchange between the University and the local communities to achieve
sustainable development in accordance with Oman Vision 2040.
Based on the above, the Department of Sociology and Social Work at the College of Arts
and Social Sciences, Sultan Qaboos University, in partnership with the Ministry of Social
Development in the Sultanate of Oman, intends to organize its third international confer-
ence, entitled:
“Social Welfare Policies and Programs and their Role in Achieving
Sustainable Development Goals.”
Vision
The conference sheds light on the role of social welfare policies and programs in achiev-
ing sustainable development goals at the local, regional, and global levels, by reviewing
the latest research, studies, and practical experiences in the field. It also includes dis-
cussing the challenges facing these social welfare policies and programs and proposing
realistic solutions to enhance their effectiveness.
Objectives
1. Enhance collaboration among relevant executive, academic, and institutional entities
in exchanging knowledge, experiences and practices (in the field of social welfare) and
improve and activate policies and programs.
2. Encourage researchers from different countries to discuss key issues related to social
welfare policies and programs and their role in achieving sustainable development goals.
3. Support scientific research on the development of social welfare policies and pro-
grams in the Sultanate of Oman, in alignment with Oman Vision 2040.
4. Place emphasis on international, regional, and Arab experiences in the field of social
welfare policies and programs and their role in achieving sustainable development goals.
5. Promote research and academic interest in inter-disciplinary studies related to the
environment and climate justice to ensure the achievement of sustainable development
goals.
6. Boost a sense of responsibility and awareness regarding the importance and necessity
of social work in achieving sustainable development.

Themes
Theme 1 : Social Welfare Policies and Programs: Achieving Social
Welfare Goals in Alignment with Oman Vision 2040.
This theme focuses on the status quo of the social welfare policies and programs in the
Sultanate of Oman, the key challenges they face, the proposed measures for their im-
provement. In addition, to the efforts made to achieve the social welfare goals that are
included in Oman Vision 2040.
Theme 2 : Arab and International Experiences in Social Welfare
Policies and Programs: Achieving Sustainable Development Goals.
This theme focuses on studies and research that examine and evaluate practical experi-
ences in social welfare policies and programs at the regional and international levels. It
explores their role in addressing social issues in various social, educational, and health-
care sectors, such as: poverty, provision of decent standard of living, inclusivity and
equity in distribution of services to all members of society (to guarantee an acceptable
quality of life), generation of appropriate employment opportunities, improvement of
income levels, and enhancement of the efficiency of beneficiaries through experiences,
skills, training, and education. Furthermore, this theme covers studies and research on
the contribution of these policies and programs to achieving sustainable development
goals and identifying factors that could affect their success.
Theme 3 : Studies on Social Justice and Achievement of Sustainable
Development Goals
This theme focuses on studies and research examining topics and issues, which are
relevant to social justice and, consequently, sustainable development. Such topics may
include poverty, hunger, health, education, and gender equality. It also focuses on re-
ducing inequality and social exclusion, as well as the role of social justice in achieving
sustainable development goals in different societies.
Theme 4: Environmental Studies and the Achievement of
Sustainable Development Goals
This theme concentrates on studies and research on the social responsibility of individ-
uals, institutions, and companies in protecting and preserving the environment. It also
concentrates on the assessment of environmental impacts of human activities and de-
fining effective mechanisms for achieving sustainable development. In addition, it eval-
uates the impacts of government policies and regulatory measures and climate change
on the environment and society, analyzes the environmental impacts of traditional and
modern investment projects , assesses the available environmental policy analyses, im-
proves natural resource management, reduces environmental pollution, examines natu-
ral environmental disasters and their socioeconomic and psychological effects on pop-
ulations and explores the role of social welfare programs and policies in dealing with
them.
Theme 5 : Envisioning the Future of Social Welfare Policies and
Programs in Light of the Current and Future Global Changes
This theme sheds light on studies related to future perspectives of international social
work studies and proposals for developing social welfare policies and programs that
align with current and future global changes. It also involves the analysis and evaluation
of current social policies, identification of best practices and successful experiences in
the field of social welfare at all levels, as well as the needs of social groups that are most
affected by contemporary global changes. It sheds light on the forward-looking studies
in order to ensure the inclusion of all affected groups, such as women, children, the el-
derly, refugees, internally displaced people, homeless, and others, who are affected by
natural disasters, epidemics, international conflicts, and wars.
 Targeted groups
Faculty members at universities and relevant research centers at local, regional,
and international levels.
Officials in charge of developing social welfare policies, as well as executive offi-
cials of social welfare programs in ministries and relevant agencies.
Representatives of civil society organizations, professional associations, non-gov-
ernmental organizations, and voluntary organizations.
Postgraduate students (Master’s and PhD students) of sociology and social work,
as well as postgraduate students from relevant fields.
Journalists and media professionals interested in the conference themes.
Terms of Academic
Participation
The abstract should be related to one of the conference themes.
The research should demonstrate originality, soundness, and objectivity and
comply with the recognized methodological requirements in scientific research.
The research title should be clear, precise, and coherent with the content of the
study (written in bold font size 18, using Simplified Arabic font).
Joint scientific papers are permitted, with a maximum of three researchers.
Under the research title, the name or names of the participants should be list-
ed according to their contribution to the research (main researcher followed by co-re-
searchers), including their affiliation, country, and email address (written in Simplified
Arabic font size 12).
The researcher should not mention their own name or any of the researchers’
names within the research.
The research should include an abstract in Arabic and another in English. For
non-Arabic speakers, only English abstract is required.
The research should not have been previously published or presented in full or in
part at any scientific symposium or conference, and it should not be extracted from a the-
sis, dissertation, book, or any other document.
The research should follow the proper steps and procedures of scientific research.
The research paper should be limited to a maximum of 20 pages, with an average of
25 to 28 lines per page. The text should have single-line spacing and utilize the Simplified
Arabic font, with a font size 14 for the main body. Main headings should be in bold with a
font size of 15, while subheadings should be in bold with a font size 14. Research written
in English should follow the formatting guidelines, using Times New Roman font.
The research should follow the APA Style for documentation, and the presentation
of tables and graphs.
A thorough language review and adherence to punctuation marks should be en-
sured.
All research papers submitted are subject to double-blind peer review.
Research Paper
Abstracts
Abstracts, and full papers, should be submitted to the conference website (http://
www.squ.edu.om/sswdc), taking into account the following:
The abstract should not exceed 250 words.
The abstract should be accompanied by the basic keywords.
Researchers should attach the conference registration form along with a resume
that includes their name, title, scientific specialization, academic rank, and institution
of work.
Within two weeks of abstracts’ submission, the scientific committee of the confer-
ence will review abstracts and will inform researchers of the accepted papers.
 Key Notes

Participation is accepted in both Arabic and English languages.

Acceptance of the abstract does not guarantee acceptance of the final research
paper.
There are no participation fees for researchers and participants with papers.
The Organizing University does not cover the Travelling costs of participants from
outside the country.
The organizing committee of the conference shall help researchers obtain entry
visas to the Sultanate of Oman, as well as hotel accommodation at preferential prices.
