16 vaccinated unless there has been a proper medical examination by a medical doctor, not some
17 politician, to assess if the vaccination is beneficially to that child/person and signs for that.

19 assessment, etc.

21 Perhaps, Banyule City Council so to say likes to have another bite of the cherry and pursue me
22 about my “covid scam” claims or the “childhood” vaccine claims? I understand from records
23 that since 1990 there was a huge blowout of injecting children with the “childhood” vaccines and
24 since then there was a dramatically increase in AUTISM. In fact 3 of my grandchildren, I
25 understand have AUTISM.
26 Where is the reliable evidence that vaccines are “safe and effective” and do not cause AUTISM
27 where now the litigation is before the USA courts that in 1990 lawyers had deceived the courts
28 and concealed what an expert witness had in fact states regarding vaccinations and “AUTISM”.
29 This then places in question that as officials (including councillors and council staff) turned out
30 to have been ignorant to the harm of vaccinating children and by this may have caused untold
31 harm upon children what will be their responsibility? After all, it is made clear that a soldier
32 must not follow any order which he reasonably can view to be unlawful. As such, let councillors
33 prove that when a child was injected as a council health centre the staff provided all and any
34 relevant information for a parent/carer to be able to give “”informed consent” regarding any or
35 all vaccinations?
36 While my children were all vaccinated I never, when attending, was ever informed about any
37 dangers for any of my children, and this then supports my view that there is a massive failure for
38 proper information to be given to parents/carers and by this there never was any “informed
39 consent”. And then the question is why should rate payers be held accountable for any financial
40 cost when it were the councillors and other council staff who miserably failed in their duties and
41 obligations?
42 And yet we have who I consider grossly incompetent braindead people to be given powers to
43 conduct some form of government when they cannot even manage themselves to conduct matters
44 within the rule of law. After all, “informed consent” is a legal basis that those injecting children
45 and others must obtain and cannot do so if they fail to provide the relevant needed information
46 and details.

22 Scottish health officials in March 2020 told paramedics they would be fully supported if
23 they did not “try too hard” to resuscitate patients over the age of 70, according to a
24 paramedic’s testimony before the Scottish COVID-19 Inquiry.
25 Medical commentator John Campbell, Ph.D., who analyzed the testimony on his
26 YouTube show, said, “We’re talking about people not being resuscitated after a particular
27 age, which of course is patent ageism.”
28 Robert Pollock, a clinical adviser paramedic who worked as a frontline paramedic during
29 the COVID-19 pandemic, delivered the testimony and a written statement to the Scottish
30 COVID-19 Inquiry.
31 The inquiry heard testimony from government officials and ordinary citizens over a span
32 of more than 50 days. It investigated failures in Scotland’s pandemic response —

1 including how hospitals administered dangerous end-of-life protocols,

2 including pressuring patients to sign DNR (do not resuscitate) orders.

10 According to Pollock’s written statement:
11 “Scottish Ambulance Service employees received a letter by email on Thursday 26 March
12 2020 from the Health and Care Professions Council which stipulated to every registrant
13 that they realised there would be difficult decisions to be made by healthcare professionals,
14 but they would be given full support to make decisions [without] normal protocols.”
15 According to Pollock, this practice is known as the “toe tagging” of patients based on their
16 age, which he said is “wording for ‘do not try too hard to resuscitate them’ over a certain
17 age.”
18 Pollock expanded on these claims in his testimony before the inquiry.
19 “My recollection is absolutely clear,” he said. “There was discussions around the age
20 grouping for toe-tagging, for want of a better word. People … over a certain age now, your
21 normal attempts at resuscitation would be minimized.”
22 According to Pollock, these instructions came even though “there is no age limit in
23 Scotland for resuscitation of a patient.”
24 “This was very frightening for workers who have family members in that age group and it
25 caused a lot of concern and anxiety for people who were used to doing their best to
26 preserve life,” Pollock wrote. “The process of resuscitation has evolved, and we have a
27 high success rate. This did not go down well with members.”
28 He added:
29 “Staff morale was severely affected, as they were trained to preserve life, they were paid
30 lifesavers but at the time, they were told to do the complete opposite. This terrified staff
31 that they might have to do this against their normal training and their normal desire to help.
32 This was not a process that anyone welcomed.”
33 Pollock said there were “rumours” within the Scottish Ambulance Services “that the
34 government had a plan to reduce the age group to those over 50s if Covid levels reached
35 their expected peak and the plan for over 70s did not result in a significant enough drop in
36 medical demand.”
37 Pollock said such a plan had been “absolutely in discussion.”
38 Campbell, who holds a Ph.D. in nursing, analyzed Pollock’s statement and testimony.
39 “This was not a process that anyone welcomed,” Campbell repeated. “The people that sent
40 out these emails, what was their thinking? What was their thinking based on, and what was
41 the rationale for what they were doing?”

1 In his testimony, Pollock also implied that these instructions came from above the Scottish
2 Ambulance Service.
3 “They weren’t decision-making on their own,” he said.
4 “It sounds to me like some decisions were made far too quickly, almost,” Campbell said,
5 adding that Pollock’s testimony raises questions that require further investigation.

10 “We need more information,” Campbell said. “We need to do qualitative research on this
11 and then get quantitative figures out of it because Mr. Pollock said he didn’t know how
12 many people that’s affected. But that information could well be derived.”
13 Campbell suggested similar policies were likely implemented in other countries, but the
14 lack of a similar public inquiry in most countries means the information might never be
15 revealed publicly.
16 “This is an excellent inquiry and the counselors on it, the lawyers on it, are asking sensitive
17 questions and getting information from ordinary people,” Campbell said. “People’s
18 ordinary experience, not high-powered politicians, just people that experienced things and
19 often suffered during the pandemic time.”
20 “It’s a pity other countries aren’t doing the same,” he added.
21 In an August 2023 interview with The Defender, Scott Schara, the father of Grace
22 Schara, a 19-year-old girl who died after she tested positive for COVID-19 and a
23 Wisconsin hospital administered a series of drugs and treatments without parental
24 permission, said the hospital entered an “illegal” DNR order for his daughter.
25 And in a July 2023 interview with The Defender, Gail Seiler described 13 days of “cruel
26 and inhuman” treatment at a Texas hospital, including an unauthorized DNR order, which
27 she says were part of the COVID-19 hospital protocols. She left the hospital following a
28 “standoff” in her hospital room.
29 Campbell’s program came just days before Monday’s launch of the People’s Vaccine
30 Inquiry in the United Kingdom, for which witnesses invited to provide statements in its
31 official UK Covid-19 Inquiry — where testimony is on hold until next year — sought “to
32 give immediate access to their expert testimony.”
33 “Let’s hope there’s less rapid decision-making,” Campbell said. “Let’s hope there’s no
34 panic in any future threat, and let’s hope that rational cool heads can prevail in any future

13 court. Judge R. Nelson and Judge Collins concurred that the LA County School District’s
14 COVID-19 vaccine mandate violated individual human rights of employees because the
15 COVID-19 ‘vaccines’ do not prevent against infection, nor transmission, and therefore, are
16 not ‘vaccines.’

18 Per Judge R. Nelson’s Opinion:
19 “Plaintiffs claim that the Policy interferes with their fundamental right to refuse medical
20 treatment. Their complaint’s crux is that the COVID-19 “vaccine” is not a
21 vaccine. “Traditional” vaccines, Plaintiffs claim, should prevent transmission or provide
22 immunity to those who get them. But the COVID-19 vaccine does neither.
23 Plaintiffs’ complaint supports these assertions with data and statements from the Centers
24 for Disease Control and Prevention (CDC).
25 For example, Plaintiffs claim that the CDC changed the definition of “vaccine” in
26 September 2021, striking the word “immunity.” Thus, they argue, the CDC conceded
27 that the COVID-19 vaccine is not a “traditional vaccine.”
28 The Key Word Here is ‘Immunity’
29 As Judge Nelson points out, by striking the word ‘immunity’ from the definition of vaccine
30 (as well as the lack of the evidence that the COVID-19 mRNA injections provide
31 immunity - or any clinical benefit) the CDC inadvertently dissolved the legal merits of the
32 ‘COVID-9 mRNA vaccine’ mandates.

34 Jacobson vs. Massachusetts is the 1905 Supreme Court case setting the precedent that
35 vaccine mandates may be considered constitutional if they provide immunity against an
36 infectious disease, thereby preventing transmission and protecting the public.
37 In a September 22, 2021, Stew Peters and I addressed the fact that the CDC removed the
38 term ‘immunity’ from the definition of a vaccine. We also discuss the post-hoc analysis
39 data from Pfizer’s September 17, 2021, FDA briefing doc that demonstrated that the
40 COVID-19 mRNA injections not only do not prevent infection, but actually increase your
41 risk for developing COVID-19 disease (not decrease).

28 allegations are wrong. Nor can LAUSD do so by providing facts that do not contradict

36 In simple terms, the court stated that the LA County School District can’t claim that the
37 COVID-19 vaccines are “safe and effective” simply because “the US government said so”
38 (in this case, the CDC). The defendants are required to submit factual evidence to
39 substantiate their claims and not screenshots of government-approved social media ‘catch
40 phrases.’
41 The court concurred that at best, the COVID-19 injection may be considered a
42 ‘medical treatment’ and that forcing a medical treatment upon a competent person
43 (i.e. employee) is a battery.

40 And for rule-breakers, NSW Premier Gladys Berejiklian is encouraging citizens to turn

43 compliance because we know the recurring incidents where the disease is transferring —
44 it’s in workplaces and it’s within households,” she said on July 27, after the lockdown was

23 Last year when covid skeptics were saying “there’s no such thing as a covid virus,” I
24 strongly disagreed. As a published food scientist, laboratory owner and inventor of
25 two published patents based on mass spectrometry analysis, I was aware that SARS-
26 CoV-2 had been genomically sequenced. Surely, I mistakenly thought, it had been
27 isolated, purified and determined to be the cause of covid-19 sickness.
28 A year later, it turns out the skeptics were right. And the warnings of people like Dr.
29 Thomas Cowan, Sally Fallon, Dr. Andrew Kaufman, Jon Rappoport, David Icke and others
30 were right on the mark. (I have since apologized to them all in a public podcast.)
31 How did I come to realize the medical and scientific establishment has fabricated all this?
32 And what’s the explanation for the very real sickness that people are experiencing?
33 I’ll share that story here, but in short, common cold viruses and monkey virus fragments
34 found in flu shots are being mislabeled “covid,” and there is a weaponized spike
35 protein bioweapon that’s being distributed via vaccine injections. That’s all real. But
36 there’s no such thing as a real, physical, isolated covid-19 virus that has been harvested
37 from sick people and shown to infect other people and make them sick. What we’re really
38 witnessing here, it now seems, is three distinct things:
39 1) A cocktail of common cold viruses labeled “covid” which are circulating and causing
40 sickness in some people, most likely because of the lack of immune system exposure to
41 wild type viruses during all the global lockdowns.
42 2) A weaponized spike protein toxic nanoparticle that’s being injected into people as a
43 “clot shot” … and it’s likely shedding, causing harmful side effects in other, unvaccinated

45 3) A wholly fraudulent PCR “casedemic” scheme that’s designed to flag almost anyone as
46 “positive” based almost entirely on how many cycles the PCR sample prep instruments are
47 instructed to carry out, thereby amplifying instrument noise to the point of a “positive” hit.

1 These three things — combined with the media’s mass hysteria programming — have
2 achieved a level of global fear and psychological terrorism that the world has never seen
3 before. But it’s all based on lies, it turns out. And here’s how we know.
4 No certified reference materials for isolated SARS-CoV-2
5 “covid-19” virus
6 As a lab owner, published scientist and mass spec analyst myself, I am extremely familiar
7 with the process of using certified reference materials (CRMs) to validate analysis methods
8 and instrument calibration sequences. (I’ve spent far too many evenings creating serial
9 dilutions of standards using a Gilson pipette, trust me…)
10 Here’s how the process normally works in a legitimate science lab:
11 Step 1) Acquire the CRM of the thing you want to test (“analyte”). This means acquiring
12 a purified, isolated standard with a known concentration, usually in a carrier such as water,
13 or as a dry powder. For example, when I’m testing for mercury in food, I have a certified
14 mercury standard with a known concentration of mercury, dissolved in water, nitric acid
15 and hydrochloric acid.
16 Step 2) Run the CRM as a sample, at different concentrations, to build a “curve” that
17 effectively teaches the instrument what the analyte looks like and how the instrument
18 detector responds to different concentrations of the analyte. The end result is a “quant
19 curve” that will be used in step 3.
20 NOTE: Instruments will “match” the thing you’re looking for by a variety of methods,
21 filtering out all other things that don’t match. In mass spec work, molecules are identified
22 by their molecular mass, ion fragmentation patterns, and elution time on chromatography
23 columns. For a substance to match, it has to hit all these parameters. In PCR testing, a
24 “match” is a genomic sequence made of base pairs, defined in a digital library that may or
25 may not have ever been run against a real, physical standard in the real world.
26 Step 3) Run unknown samples through the instrument (of blood serum, urine, saliva,
27 water, food sample extracts, etc.) and see if the unknown sample contains any of the thing
28 you were looking for (the analyte). Because you built a quant curve, you can also then
29 determine the concentration of the analyte in the original sample. This is typically
30 described as mass over volume, such as ng / ml (nanograms per milliliter). A nanogram is a
31 billionth of a gram. When we test foods for glyphosate, we can detect as little as 1
32 nanogram per milliliter, which tells you something about the extreme sensitivity of high-
33 end instruments.
34 This is the process to test something and identify how much of something is found in
35 something else. For example, if you were going to determine if someone was sick with
36 “covid,” you would need to determine the concentration of covid-19 viruses in their blood
37 (i.e. the “viral load”). This is science / biology 101.
38 So what’s the problem, then?
39 You’d be stunned to realize how deep the science fraud really goes. Consider these critical
40 points:
41 Point #1: There appear to be no isolated, purified Certified Reference
42 Materials available for SARS-CoV-2 “covid”. I’ve seen companies that claim to be
43 selling “isolates” containing covid viruses, but in their own description, they explain that
44 their vials contain genetic material from “host cells” (human cells) as well as bovine serum
45 cells, which means it’s a cocktail stew of who-knows-what. Yet it’s called an “isolate.”
46 Case in point: BEI Resources, which offers something they call an “isolate” of covid-
47 19, that you can find at this link. As the description states for this covid-19 “isolate:”
48 …[T]his product is not suitable as a whole cell antigen preparation because the
49 protein content is largely contributed by the host cell and the fetal bovine serum
50 used during virus propagation.

1 In other words, most of the genetic material in the “isolate” is actually from
2 human cells. So it’s not an isolate at all. The covid virus isn’t isolated. In fact, this
3 “isolate” contains viral genetic material, human genetic material and bovine genetic
4 material, plus whatever other viruses were present in the blood of the people and the cows.
5 This could be millions of different nanoparticles present, each containing their own
6 sequences of genetic material.
7 Point #2: If you have no isolated, certified reference materials, you can’t
8 develop a legitimate analysis test. And this is exactly what the FDA admits in its
9 own documents, which state that since covid-19 viruses weren’t available for the
10 development of the PCR test, they “simulated” it by using human cells and gene bank
11 coronavirus fragments. From the FDA’s own document:
12 Since no quantified virus isolates of the 2019-nCoV were available for CDC use at
13 the time the test was developed and this study conducted, assays designed for
14 detection of the 2019-nCoV RNA were tested with characterized stocks of in vitro
15 transcribed full length RNA … spiked into a diluent consisting of a suspension of
16 human A549 cells and viral transport medium (VTM) to mimic clinical specimen.
17 In other words, they faked the covid virus by using gene bank cells which were
18 deliberately and falsely labeled “covid.” This is how the PCR test was developed. The
19 FDA admits it all. The PCR test is a fraud.
20 Point #3: If you don’t have a CRM isolate, you can’t calibrate instruments
21 against a known sample. And this means the PCR tests aren’t being calibrated against
22 anything real and physical. Instead, they’re relying on downloaded digital libraries
23 provided by none of than the CDC, the very same Big Pharma front group that’s
24 spearheading this covid scam.
25 Point #4: PCR instruments are incapable of quantitative analysis. The
26 “positive” hits are nothing but amplified background noise. No PCR instrument
27 can tell you how much of some genetic material was found in an original sample. It can
28 merely detect the presence of material on a yes / no basis. In lab science, this is called a
29 “qualitative” analysis, not a quantitative analysis.
30 In qualitative analysis, the key factor is the “Limit of Detection” (LOD) of the instrument.
31 How little of the sample will still create a “hit” for the instrument? In all instruments,
32 for the LOD to be scientifically valid, it must be something that rises above
33 background noise, or it’s scientifically meaningless. All instruments produce
34 background noise, which are “peaks” or “hits” that represent detector static, you might say.
35 These exist at a background level even when you’re running nothing in the instrument.
36 To show you what this looks like, consider the following graphic. It shows some mass spec
37 results across a spectrum of masses. The horizontal axis here is m/z (mass over charge),
38 which is simplified to just “mass” for general discussion. It’s the mass of the molecules or
39 particles being detected.
40 Notice the red and orange lines across the bottom of each chart. That’s largely
41 “background” noise across all the masses. Then notice the very tall orange peak which
42 rises above the background. This is the mass of the molecule they’re looking for. It might
43 be a pesticide, or a contaminant, or a nutrient, etc.

1 Importantly, if I were to turn up the amplification of the detector, the “background noise”
2 at the bottom of the screen would vertically expand to fill the screen. The entire screen
3 would be a “hit” on every mass, because the amplification is turned way up. That’s the
4 equivalent to what PCR instruments are doing when they run 30+ cycles. They
5 are amplifying noise, and then pretending they got a “hit” on covid.
6 But because they’ve amplified it so many times, they’ve obliterated any ability to say with
7 certainty what they have, or even how much they have. Because the LOD (Limit of
8 Detection) is scientifically invalid if it can’t pick a peak out of the background
9 noise.
10 Typically in method validation, your LOD needs to be at least three times higher
11 than background noise, which means a “peak” must be three times higher than the
12 background. Anything less than that is considered bogus background noise. And when
13 you’re doing quantitative work, you typically need a signal that’s at least 10 times higher
14 than background.
15 Yet PCR instruments are taking background noise and amplifying it until they get a
16 “positive” hit. This “positive” is then absurdly called a “covid case,” even though it means
17 literally nothing from a legitimate science point of view.
18 The entire process being used today via PCR is complete junk science that wouldn’t
19 pass even the most basic science lab audit. That’s why most of these PCR outfits aren’t
20 ISO accredited, by the way. They couldn’t pass a single audit. (My lab is ISO accredited
21 with an annual audit, including blind quantitation accuracy tests via mass spec instruments
22 to make sure we are hitting our accuracy targets.)

3 Finally, new FOIA documents have surfaced, revealing the CDC has never isolated any
4 covid-19 virus. A Canadian named Christine Massey has reportedly filed multiple FOIA
5 requests with the CDC, requesting the following via the Freedom of Information Act:
6 All studies and/or reports in the possession, custody or control of the CDC and/or
7 the Agency for Toxic Substances and Disease Registry (ATSDR) describing the
8 purification of any “COVID-19″ virus (including B.1.1.7”, “B.1.351”, “P.1” and any
9 other “variant”) (via maceration, filtration and use of an ultracentrifuge; also
10 referred to at times by some people as “isolation”), directly from a sample taken
11 from a diseased human, where the patient sample was not first combined with any
12 other source of genetic material (i.e. monkey kidney cells aka Vero cells; fetal
13 bovine serum).
14 In a response letter dated June 7th, 2021, the CDC responded:
15 A search of our records failed to reveal any documents pertaining to your request.
16 Specifically, the National Center for Immunization and Respiratory Disease
17 apprises that CDC does not purify or isolate any COVID-19 virus in the manner the
18 requestor describes.
19 The FOIA request is identified as #21-01075-FOIA.
20 In other words, the CDC has never isolated and purified any covid-19 virus,
21 period.
22 The website of Dr. Robert O. Young reveals additional documents showing that the
23 CDC has never isolated and purified the HPV virus, the Measles virus, the MERS virus,
24 the Zika virus or the Polio virus, among others.

27 On July 21st of this year, the CDC announced it is withdrawing its authorization of
28 the current PCR test for covid-19, saying the PCR test would no longer be considered
29 valid science after December 31st of this year. It then states that a new PCR test will,
30 “facilitate detection and differentiation of SARS-CoV-2 and influenza viruses,” meaning
31 the new test will reportedly be able to tell the difference between covid and the common
32 cold. This implies that the current test — the one used to push global covid pandemic
33 hysteria — does not achieve such a differentiation.
34 In effect, it appears the CDC has been fabricating the science behind global
35 “pandemics” for decades, using the media to spread mass hysteria where no pandemic
36 existed. One of the best and most recent cases is the recent Zika virus, where mainstream
37 media outlets were screaming that babies born to new mothers in Florida would be born
38 with shrunken heads (microcephaly) because of the Zika virus. Just as with the covid
39 scheme, billions of dollars were funneled into pharmaceutical companies to
40 research a vaccine for Zika, which turned out to be nothing more than fictional hype.

44 Rochelle Walensky, just admitted something astonishing on CNN: Covid-19 vaccines
45 do NOT prevent covid-19 infections. They also do not stop people from transmitting

8 the use of railways and means of transport through South Australia? Looking at the postal
9 and telegraphic business of the continent of Australia from a purely business aspect,
10 from the practical side of affairs, it appears to me that we are more likely to have
11 satisfactory and complete communication if it be regarded as one whole and worked
12 from the most convenient centres, without regard to State limitations. I say in answer
13 to Mr. Holder that his illustration in regard to Western Australia proves nothing if
14 we may rely upon American experience. If there has been one great federal success it
15 has been the American post office, and if there is one regret in their politics it is that
16 the American telegraphic service is not also in the hands of the Government. The
17 telegraphic service is in private hands, and the regret is widespread. I can say, from a
18 short experience of some of the least settled and most distant territories of the West of the
19 United States, that the postal communication there is much more complete than I have
20 been accustomed to find in outlying districts of these colonies under their present State
21 management. The National Government at Washington, 3,000 miles away, separated by a
22 whole continent, has proved itself more liberal in its treatment of the people of the Far
23 West than have the Governments of Australia proved themselves in regard to our back
24 block settlements. In America the post office has been a great administrative, financial, and
25 popular success; and any man who would propose to-day to hand that service over to other
26 than to State administration would find that his proposition was short-lived. We may have
27 greater difficulties to surmount than they have, but there is no reason why the
28 Commonwealth of Australia should not also achieve a conspicuous success in this
29 direction. The arguments used by my hon. friend Mr. Barton with regard to the difficulties
30 arising from a divided control of the telegraph wires appear to be conclusive. It would be
31 almost impossible to make arrangements as perfect and as economical for either postal or
32 telegraphic services [start page 771] within Australia if you retain State boundaries, and it
33 will certainly be more difficult to make arrangements for the extra-Australian services if
34 you are called upon to consider State claims and demands, instead of only considering the
35 real practical wants of the localities immediately concerned. It appears to me a desirable
36 thing as a matter of practical business to transfer both of the services to which I have
37 alluded to the Federal Government. We shall not place too great a burden on the federal
38 authority, and the whole population will be better served than they now are or than
39 remote districts can be by State authority. Placing the means of communication in the
40 hands of the Federal Government will probably permit of that universal reduction of
41 postage and cable rates which is one of the first demands of the commercial interest
42 throughout Australia. The experience of our own colony is that the present cable
43 rates are almost prohibitive. but by a satisfactory combination of the cable and postal
44 services, with unity of administration, we shall be able to secure an immediate
45 reduction in those charges, as well as in postal rates, and give the people of Australia
46 better services than those they now possess.
47 Sir PHILIP FYSH: Every postal conference that has been held for years past has
48 tendered a report suggesting that the postal and telegraphic services should be
49 federated. Year by year conferences are necessary in order to keep ourselves in touch with
50 what is going on and to keep pace with development. The clause of the 1891 Bill,
51 transferring the control of post and telegraph offices, was largely for the reason that the
52 losses amounting to £200,000 per annum, incurred by some States were for the benefit of

1 the whole, and therefore should be of federal concern. That state of accounts has since
2 altered, and South Australia, in 1891 the chief loser, and Tasmania, also an important loser,
3 have both since secured profit in these departments, but much services as posts and
4 telegraphs have by means of the postal conferences of postmasters annually, and by their
5 reports, sought to establish uniformity, and tended strongly to support this federal purpose.
6 The cost of cable subsidies has already been divided intercolonially, and the
7 completion of federal services will tend to support the "United Australia" purpose of
8 the people. Nothing has a greater tendency to perfect your union than one postage
9 stamp for Australasia. Uniform postal rate is also desirable; whereas in Tasmania, in a
10 given radius from the General Post Office, the rate is one penny, in South Australia and
11 Victoria twopence is uniform, whether across the street or to the end of their territorial
12 limit. Mr. Deakin's reference to extra-colonial or over-sea services will remind
13 representatives of the fact that the federal authority will, if only oversea services are of
14 federal concern, as Mr. Holder suggests, pay the contractors, and that the revenue will be
15 collected by the local or State authorities. The details of departmental works, such as the
16 pay of postmasters and opening new offices in outlying districts, will by federal authority
17 be settled upon the recommendations of the Local or State Secretary of the department in
18 the Federation. To be compelled at the present moment to supply ourselves with Adelaide
19 stamps, or if you are travelling in Tasmania with Tasmanian stamps, if; always
20 inconvenient to that section of the public which is of a migratory character. We have also
21 to consider that as far as our revenues are concerned they come in unequal
22 proportions from the various contributors. In Tasmania we give in the city and
23 suburbs the advantage of a penny service; but here, and I think in Victoria also, they
24 have the same rate in the city and suburbs as throughout their territory, and I think
25 if the federal spirit is to be generated by a Constitution of this kind, and if we wish to
26 continue the belief that we are one people, we will do much in, this direction by

28 circumstances our various conferences have invariably tended in this direction, and hence
29 during the last few years we have pooled all our cable subsidies. It was only natural that we
30 should so pool them, as we in Tasmania were bearing more than our share, and we
31 recognise that South Australia was giving to the people of Australia a large amount of
32 work for which she was inadequately recompensed. We have reversed the position, and we
33 are no longer losing by the postal service as we were in 1891. South Australia and
34 Tasmania have altered their positions, but that is no reason that the remainder, now that our
35 total loss has been reduced to about £80,000, should not pool the service which brings in
36 contact every home throughout Australia. Then you have the money order system also,
37 under which commission is charged in each colony, but if it were pooled, we would be able
38 to distribute the money of a majority of our people at a lower rate than we do at the present
39 time, which is within the scope of some future Treasurer or postmaster to propose. This
40 advantage can be better secured to the people generally by Federation than it otherwise can
41 be, and therefore I hope that we will respect the opinion of 1891.

7 I understand there was only twice briefly an Inter-State commission, and the second time the
8 High Court of Australia rightfully rejected it to have judicial powers, as the Framers of the
9 Constitution made it very clear an Appeal against the Inter-State Commission only lies upon an
10 “error of law”.
11 Meaning, that the wisdom of the Inter-State Commission could not be questioned but where it
12 made an “error in law” say it omitted a stakeholder to be involved and so denied perhaps
13 submitting relevant details, then that would be for the High Court of Australia to deal with.
14 However, the politicians instead of the 4th branch in the constitution, being the Inter-State
15 Commission, it rather created the ACCC so the Minister then could control it.
