Purpose
The purpose of this procedure is to provide safe work instructions for the safe erection, dismantling,
and structure design of temporary works.

Definitions and Abbreviations


i. Temporary Works (TW): Any temporary structure needed to build a permanent
structure
ii. TWC: Temporary Works Coordinator
iii. TWD: Temporary Works Designer
iv. TWDC: Temporary Works Design Checker
v. TWS: Temporary Works Supervisor

Responsibilities
The following person has responsibilities for the implementation of this standard safety procedure:
– Project Director
– Project Manager
– Temporary Works Coordinator

Hazard Identification and Risk Assessment


The risks associated with Temporary Works are commonly the ones of fall apart and/or failure of the
system in vicinity. These failures occur specially due to:
1) Poor design.
2) Use of unsuitable or insufficient materials and equipment.
3) Lack of knowledge and inexperience of manpower/employees involved in TW.
4) In particular, the causes of failure fall into several wells defined areas:
5) Incorrect estimation of loads to be supported.
6) Design error or loading program changed after design completed.
7) Inadequate maintenance.
8) Appropriate detailing and/or execution of points of load transference.

Risk Checklist for Temporary Works
1) Risk to persons from collapsing structures (fall onto).
2) Risk to workforce/employees falling from collapsing structures (fall from height).
3) Risk to persons being hit by falling materials.
4) Risk of an excavation collapse.
5) Risk of persons falling into poorly guarded excavations.
6) Risk of plant/equipment, machinery deterioration arising from any of the above.
7) Risk to persons handling equipment (manual handling injuries).
Control Measures for Hazards in Temporary Works
The control measures required for the safe operation of all Temporary Works are listed here as
headings, and specific details about the controls are contained in the sections which follow.

Control of Temporary Works


1) The assignments of duties and responsibilities to experienced, skilled and competent staff
for all TWA.
2) The formal appointment, in writing of persons, to carry out individual duties.
3) The maintenance of a Temporary Works register.
4) The accurate and proper classification and assessment of all TWA.
5) The formal allocation of individual responsibilities to:
 Temporary Works Coordinator
 Temporary Works Designer
 Temporary Works Design Checker
 Temporary Works Supervisor
6) The checking of all materials for adequacy, before erection.
7) The formal checking of the TW design and inspection prior any works.

Duties & Responsibilities of Employees for Temporary Works


Contractor’s Responsibilities
1. The main contractor is accountabilities for all TW which are needed for any part of the
activity which are included in the project contract.
2. The contractor’s responsibility is total, i.e. from the initial concept, through the design stage,
to erection, use, and dismantling, and also includes the Temporary Works of Sub-contractors
which must be properly checked and approved at each phase by the main contractor/client.
3. Operatives involved with Temporary Works at any stage in the process must be fully aware
of their duties and responsibilities. These must be apparently explained by the Project
Manager (PM) when they appoint the individual PERSONS concerned.

The Main Items of Responsibility


Accountabilities, Responsibility must be assigned for the following key elements of the Temporary
Works:
1. The concept of the scheme
2. The design brief
3. The design – drawings and specifications, etc.
4. Checking of the design.
5. Adequacy of materials used.
6. Site control of erection, maintenance, and dismantling
7. Checking of site control
8. Authority to use or remove

Formal Appointment of Persons to Conduct and accomplish Individual Duties and


work
The Project Manager need to rent certainly experienced people to carry out all the key factors of the
Temporary Works. Appointments may be showed in writing to each character, giving clear
instructions on their duties, obligations, and authority. The following appointments should be made

for each transient paintings agreement, or separate elements of a Contract depending on the
character and extent of the Temporary Works:
A. Temporary Works Coordinator (TWC)
B. Temporary Works Designer (TWD)
C. Temporary Works Design Checker (TWDC)
D. Temporary Works Supervisor (TWS)
It will normally be the case on large projects in which the TWC and TWS are based on-website
online. However, on medium-sized and small initiatives the individuals can be appointed on a
traveling foundation. In such instances, the unique requirements for Temporary Works will be
assessed with the Project Manager before making the perfect appointments.
Temporary Works Register
The TWC will keep an up-to-date register of all the objects of Temporary Works on the site with

6. Ground support schemes greater than 3 meters deep, including proprietary support
systems
7. Ground support schemes less than 3 meters deep where poor ground conditions are
found

8. Open-cut excavations greater than 6 meters deep, but dependent on the nature of the
ground and site conditions
9. Formwork for concrete pours higher than 3 meters
10. Falsework higher than 3 meters
11. Façade retention schemes
12. Marine works
13. All tower crane bases

Class “B” Temporary Works


The same checking and registration procedures are to be followed for schemes in this class except
that the TWDC role may be allocated to any competent person appointed by Site Management,
examples are:

1. Trench excavations up to 3 meters deep


2. False work up to 3 meters high
3. Formwork for concrete pours up to 3 meters in height
4. Simple propping and shoring up to 3 meters high
5. Foundation underpinning not using piles
6. The list given above is by no means exhaustive and the categorization should not be taken as
a rigid interpretation. For example, a 3.1m deep excavation in the good ground could be
classed as “Class A”, when in fact, based on the risk principle should be “Class B”.
7. Alternatively, a 2.9m deep excavation in running could have a “B” classification, when in fact
it should be “Class A”.
8. If any doubt exists as to the classification of Temporary Works, advice should be obtained
from TWC.
Note: Where there is no competent site staff for allocation of Temporary Works duties, then TWC
must be consulted before works commence.

The Concept and Design Brief for Temporary Works


Temporary Work Concept
The Project Manager will establish the concept of the Temporary Works and carry out a Risk
Assessment in conjunction with the TWC and TWD following full consultation with the TWS as to the
preferred method of construction, the choice of materials or systems, plant and labor, and any
access problems which may exist.
The nature and scope of the Permanent Works will also be a major consideration in the choice of the
scheme – particularly any stated sequence of working of time-related restrictions called for in the
Contract. It is important therefore that the Client’s Engineer and the relevant Statutory Bodies are
consulted where appropriate during the formulation of the concept to prevent the adoption of
unacceptable methods and materials.

Design Brief for Temporary Work


TWC will prepare the design brief and carry out a Risk Assessment under the direction of the Project
Manager and confirm its sufficiency with the TWD. The full details of the Permanent Works, site

ground conditions, adjacent overhead or underground services, and any other relevant information,
should form a complete statement of the working performance required of the Temporary Works
and the circumstances affecting it. The Design brief should also include a controller program that will
define who provides what and when. Emphasis should also be placed on the fact that all
communication must be channeled through the Temporary Works Coordinator, who is authorized to
apply and progress the requirements of the brief and the program.

At all stages, from the design brief to the dismantling of the Temporary Works, it is necessary to
check that the information being used is correct and that the work is carried out as specified.
Changes in the requirements of the design brief should be recorded therein as well as incorporated
into the design and drawings. As specialist equipment suppliers accept virtually no responsibility for
to use of equipment on sites, particular attention should be given to the physical and functional
interfaces between these suppliers and any Temporary Works. The health and safety aspects of
design need to be communicated to, and where necessary discussed with, the Planning Supervisor
to:
1. Avoid or reduce risks arising from any interaction with the work of others involved in design
and planning.
2. Enable the information to be incorporated into the Health and Safety Plan.
3. The person responsible for communicating this information will be the Temporary Works
Coordinator.

Design Brief Checklist


1. Drawings of Permanent Works, including relevant specifications
2. Soil and groundwater conditions

The Temporary Works Designer


Who is suitable?
1. Main Contractor Engineering Manager (Class “B” Temporary Works Only)
2. An external consultant acceptable to the Contract Management
3. A supplier’s or Subcontractor’s design office is acceptable to Management, but ultimate
design responsibility remains with the main contractor.
4. Experienced contractor engineers with proven design competence
Responsibilities to produce
1. A conforming design – which satisfies all the requirements of the design brief
2. Detailed documents – comprehensive and easily understood by those using them
3. Resolutions to technical queries
4. Design changes – as requested by the TWC
5. An appreciation of the effects of the TW on the Permanent Works
6. Design notes to highlight all critical stages of construction and necessary checks

Duties
1. To conform to codes of practice and design standards appropriate to the temporary works
2. To produce a safe, economic design within the timescale of the program
3. To liaise fully with the TWC to resolve any queries
4. To consult recognized specialists when required to expedite the design, as agreed with the
TWC

The Temporary Works Design Checker


1. In all cases of Class “A” Temporary Works, the contractor’s engineering manager or an
external consultant is appointed in this capacity.

2. In cases where the engineering manager is appointed as TWD and TWDC, the Temporary
Works Co-coordinator must confirm the appointment in writing and ensure that the correct
independent checking regime is followed.
3. In the case of Class “B” Temporary Works, the TWDC role may be undertaken by any
competent person appointed by the Line Management.
4. The qualifications, duties, and authority of the TWDC are similar to that of the TWD. The
responsibility of the TWDC is to verify the design and confirm that with the TWC.

Temporary Works Supervisor TWS


Who is suitable?
1. A General or Trades Foreman who;
2. Is safety trained – able to spot potential hazards;
3. Has acknowledged relevant experience of the construction method;
4. Is technically able – can understand the drawings and design principles

Responsibilities
1. Safety at all times – especially during erection, use, and dismantling of temporary work.
2. To contribute to the design brief – method, skills, plant, and materials. Access, etc.
3. To ensure the standard of workmanship is good – careful attention to detail
4. To supervise erection, loading, and removal in the correct sequence
5. To activate the checking procedures called for by the design and the Contract
6. To organize the Works – to meet the program

Duties & Authorities of TWS


1. To understand the design details
2. To ask for more detail from the TWC if not completely sure of what is required
3. To recognize the authority of the TWC and carry out his/her instructions
4. Not to change any details or method unless with the written agreement of the TWC
5. To advise the TWC of unforeseen conditions, impractical details, etc. if they arise
6. Authorized to organize all construction activities relating to the Temporary Works and
enforce the checking regime required by the TW design and the contract

Inspection / Checking of Temporary Works


1. Checking is essential at every stage of Temporary Works, from the initial concept, through
the design stage, to erection, use, and dismantling.
2. The result of all inspections and checks will be recorded in writing and action were taken to
correct any faults.
3. Checking will be carried out systematically concerning checklists. Return inspections to verify
the correction of faults will follow the same systematic routine to check every feature that
could have been altered in the intervening period.
4. Particular care will be taken to ensure that above the obvious technical load-bearing
properties of the Temporary Works, the safety of the people involved with them is assured.

The adequacy of access ways and working platforms and their edge protection measures
must be paramount considerations.
5. Statutory requirements must be met at all stages of the process.
6. All Temporary Works designed or erected by Subcontractors must be checked by the TWC
for the site using the same regime of checks that would be employed if they were designed
and erected by the contractor.
7. The Engineering Manager and HSE Department will be consulted to ensure that all schemes
comply with all the Temporary requirements in this section of the procedure.

Temporary Works – Safety Checklist


Have the following individuals been appointed in writing:
1. Temporary Works Coordinator (Line Management of the site)
2. Temporary Works Supervisor (Line Management of the site)
3. Temporary Works Designer (not necessarily in line with Management of the site)

5. Is there safe access and egress across the Temporary Works?
6. Have the erectors been fully briefed on the method statement and risk assessment

Use of Temporary Works


1. Has the TW been inspected on completion of erection and have the results been
documented?
2. Has formal written permission to load been given?
3. Has all appropriate maintenance been carried out and recorded?
4. Has a “Toolbox” talk been given to operatives on the dangers of working on Temporary
Works?
5. Is safe access and egress being provided and maintained?
6. Is edge protection being provided and maintained?
7. After stages such as steel fixing and concreting are the guardrail still at a suitable height.
