JUSTIFICATION OF SUB PROF SAFEGUARD

With the presence of two existing Sub-Prof personnel, TMC-2 management believes that many
targets related to environmental monitoring have been successfully carried out by the two
personnel, including:
 the required Environmental Safeguards document (UKL-UPL Implementation Report) is prepared
by Contractor, in line with WB ESMF guidelines, and approved by the local government
 ensuring that ESMF will be applied in all field implementation and CSRRP construction activities
In order to achieve the targets mentioned above, both have also completed the following
activities:
 Monitor and supervise the implementation of such environmental and social management and
mitigation measures as set out in the AMDAL/UKL-UPL/SPPL, LARAP, IPP, and other
instruments/action plans;
 Instruments during construction and make every effort to ensure that the environmental
procedures and requirements are strictly followed, including mitigating measures as contained in
the ESCP
 Ensure that all prepared environmental management plans include health and safety measures
which are in line with World Bank Environmental and Social Framework; and Environmental,
Health, and Safety (EHS) guidelines;
 With PMC, other TMCs and civil work contractors, coordinate and monitor the dissemination and
socialization of Codes of Conduct for SEA/VAC, amongst all project workers.
 Manage and analyze data related to safeguard, and ensure data accuracy and timely submission
of reports to local government (DLH), PIU DGHP, PMC, and World Bank.

In general academic background for sub-prof safeguard is From social/environment/civil


engineering.
On the other hand, Management TMC-2 prefers personnel’s work experience and the nature or
project similarity with the works s/he has accomplished before. like the current personnel who have
been employed from different academic backgrounds, but s/he understanding and mastery in the
field Safeguard; the personnel are :
Ferra Rifni Nusa
 Works for 11 months for Rehabilitation and Reconstruction Project in Central Sulawesi - CSRRP as
a Junior Safeguard Specialist.
(Project Management Consultant - Sub Team CERC, 2021-2022).
 Worked for 1.8 years for Rehabilitation and Reconstruction Project in Central Sulawesi - NSUP
CERC, as a Sub Specialist of LARAP.
(National Management Consultant, 2019-2021).
 Worked for 7 months for Disaster response and recovery project on livelihood, education, WASH
and Health sector.
[CENTRE (Central Sulawesi Tsunami and Earthquake Response), 2018-2019]
 Worked for 6.10 years for advocacy program on rights of indigenous communities, Community
Based Forest Management Program, Alternative Education Program, Village School as field officer
(Red and White Foundation, 2012-2018).
