1- QUANTITY AND SPECIFICATIONS

A- Line pipes (LSAW)

Pipes are intended to be used for Oil Product and shall be supplied in double random
length full compliance to API 5L PSL2 STD, 45th Edition and attached specifications beveled
ends protected with solid plastic end protector (suitable for secured handling of the pipe) and
of the following specifications and quantities indicated hereunder, coated with extruded
polyethylene coating in full compliance with DIN 30670 S-v STD.

C- Hot Induction Bends

Hot bend shall be manufactured from pipe with wall thickness suitable to match the required
thickness after forming (i.e the thinning shall be calculated to be avoided by selecting higher thickness
(line pipe).
The mother pipe for hot induction bend shall be (LSAW) type. The tangent line for hot induction
bend shall be 500 mm for both ends.

1- Bidder to consider that “ 10 “SCOP personnel for (7) days shall have a checking visit for the
proposed manufacturer to ensure the ability of manufacturer to supply required quantity within
timetable where the cost of the SCOP delegation trips, accommodation, transportation shall be
borne by the contractor.

Instructions for bidders to fill technical application form (TAF)


This tender documents has been issued as technical application form (TAF).the form consist of three columns.
First and second one is filling by SCOP representative and the Third one shall be filled by bidder, where the
bidder should indicate his technical reply regarding each point in the TAF as well as attachments which made in
the same matter. In case no enough space are available for bidder to submit his deviations or clarifications it
can be submit in the technical offer by writing the requirement of SCOP and the reply by bidder.
NOTES:
* The bidders are obliged to fill the TAF.
* All bidders data in TAF will considered as a basis in technical & contractual obligations.
* Any data not in compliance with TAF requirements will be ignored.
* If bidder does not fill the TAF as required, his offer will be rejected.
* TAF must be signed and stamped by the bidder in the TAF bidder revisions table.
*ticked inside squares in TAF meaning the information or specification is required by SCOP.
*For many fields in the TAF , sometime more than one square including symbols , this mean all ticked squares

ATTACHMENT TO THE CONTRACT
1 General
1.1 Certain inspection services are to be carried out for the purpose of ensuring adherence to the codes,
standards and specifications mentioned in the contract. One of the international Inspection Agencies shall be
employed by SCOP to work in conjunction with SCOP's Inspection Department to carry out certain inspection
and to witness tests at the manufacturer’s workshops and mills during fabrication, assembly of materials and
equipment and issuing the related certificates as set in the Contract. These Inspection Agencies are:

Contractor shall bear all the costs of the Inspection Agency and of SCOP's Inspection Department
while performing their inspection duties mentioned in the Contract. The Contractor shall bear the costs
of testing inspection.

1.2 SCOP’s Inspection Department and/or the Inspection Organization nominated as aforesaid shall
collectively fall under the heading of “ Inspection Authority “ or "Inspection Agency “ which shall (for
the purposes of the Contract) be deemed to act on behalf of the Engineer.

The procedure of notices and divisions of duties between the contractor, SCOP and nominated
inspection organization shall be decided by SCOP.

1.3 All inspection and tests carried out by the inspection authority shall be performed in accordance with
the standards mentioned in the contract to ensure complete adherence to the contract requirements.

1.4 The Contractor shall be responsible for supplying the Inspection Agency in good times all drawings,
specifications and design documents required for the performance of the inspection work.

1.5 The Quality Control Plan (QCP) and Inspection Test Plan (ITP) Procedures describing the inspection
criteria and methods of the manufacturer’s shop and field shall be established by the Contractor and be
submitted for SCOP approval prior to the commencement of the manufacturing and the inspections for
each equipment or material including in this contract.

The ITP documents shall include but not limited the following;

 The items that will be checked / inspected / tested (equipment, material…etc.).


 The document that requires this item to be checked (document’s specification).
 The applicable code/standard, tender specification, manufacturer’s procedure.
 The kind of inspection that needs to be performed (real / simulation / visual inspections, document
approval… etc.).
 The frequency that this inspection needs to be performed.
 The acceptance criteria for test according to the code/standard.
 The kind of document that will be prepared and saved as a record of test passing or failure (inspection
report, signed-off form, a testing machine print-out, a photo… etc.).
 If this record needs to be a deliverable (handed over) to the Client at the end of the Project as part of the
As-Built documents or manufacturing data book.
 The responsibilities of every party involved (Contractor, 3rd party, Client… etc.).
1.6 The Inspection Agency shall issue certificates and relevant reports (including Inspection Release Note
(IRN), PSI, Inspection reports including all inspection activities according to the approved inspection
test plans) as detailed in the contract. The said certificates and relevant reports shall be issued in (4)
four copies in English, of which (2) two copies shall be handed over to the Engineer and (1) one copy
shall be forwarded to the Contractor and after completion of the project, one set of all certificates and
reports shall be submitted to SCOP in a binder form. The Inspection Authority‘s certificates and

reports shall not relieve the contractor from any of his responsibilities and liabilities under the
Contract.

1.7 In case of conflict between the Contractor’s and the Contract Specifications and/or the code
requirement (referred to in the Contract) the most stringent requirement shall apply.

1.8 The Inspection Agency shall constantly keep record of their inspection activities. The records shall be
available for the Engineer at his request.

1.9 The Contractor’s inspectors shall be responsible for full dimensional checking of items and for seeing
that all points mentioned in these Inspection Requirements are observed.

1.10 When ordering materials, equipment or machinery from suppliers and sub–suppliers which are
subject to the Inspection Agency’s inspection, the contractor and suppliers must clearly show on
their order that the material and / or equipment is subject to inspection by the said Agency’s
inspector. Certificates and data folders etc. required must also be specified in the order.

1.11 The compliance with the specifications contained in the Contract Documents will be the responsibility
of the Contractor in accordance with the terms of the Contract.

1.12 Where material has been ordered and is not subject to inspection, it will be the responsibility of the
contractor to expedite the completion of data called for and to distribute that data.

1.13 The Inspection Authority shall delegate its specially trained inspection to the manufactures' mills and
works, where items related to the Contract are being processed manufactured, assembled and/or
fabricated to examine, inspect, check and witness tests during all phases of processing, manufacturer's
fabrication and / or assembly and on the completed item to ensure its complete conformity with the
requirements of the Contract.

1.14 The Inspection Authority shall delegate its specially trained inspectors to the places where items
included in the contract are being fabricated and /or assembled and erected to examine, inspect, check
and witness tests during all phases of fabrication and/or Assembly.

1.15 Inspection Certificates:

1.15.1 Inspection Certificates, shop tests certificates, fabrication certificates, performance test certificates and
all other certificates issued by the inspection Authority must be fully detailed containing all the
relevant data required and conforming that the item certified conforms to the Requirements of the
Contract.

1.15.2 All material inspection certificates and mill test certificates regarding inspection activities according to
approved inspection test plan should be submitted to SCOP for review.

1.15.3 Contractor is responsible to submit material certificate and mill test certificate for any equipment or
material not mentioned in the inspection test plan (if any) approved by third party inspection agency
and submit it to SCOP review.

1.16All certificates, reports etc. issued by the Inspection Authority shall be in English language.

1.17 The Inspection Authority, in addition to its certificate shall submit to SCOP monthly progress report on
its activities at the manufacturer’s workshop and mills. The Inspection Authority shall immediately
inform SCOP of any interruption, delay or difficulty. The Inspection Authority shall accordingly be
present at the exact date at the manufacturer’s mills and works to perform their required inspection
duties.

1.18 The Contractor shall send the Inspection Authority all information necessary to carry out
inspections of the equipment and materials such as purchase order number, supplier’s and /or
manufacturer’s name, excepted time of delivery and specification thereof. The Contractor shall be
responsible for all coordination work of the nominated Inspection Organization inspectors and
suppliers to ensure their presence at the places of inspection at the right time.

1.19 The working procedure with the Inspection Authority shall be established by the Contractor within one
month after the signature of the Contract and to be submitted for the Engineer for approval, which shall
be given back to Contractor within three (3) weeks after receipt thereof.

The Contractor shall give all the necessary documentation and information required by the nominated
Inspection Agency(s) so as to enable them to determine the scope of work.

1.20 SCOP reserves the right to witness tests and carry out inspection visits at any time during the
fabrication of materials and equipment included in the Contract at the cost of SCOP. (Except factory
visit if any mentioned in the contract to be at the cost of contractor).p

1.21 During the Inspection and whenever there is a conflict between codes, standards or specification the
most stringent requirement shall be followed.

1.22 Definitions:
The following definitions shall apply unless the context otherwise admits:

 "Test": Shall mean to perform physical examination to verify the soundness of any materials and / or
equipment as per approved inspection procedure and / or approved procedures and based on the
contractor's, or manufacturer’s practices.
 "Witness”: Shall mean to be present during the applicable tests. (the witness may done for percentage of
such test according to the approved inspection test plan)
 Hold (H): Same as witness point except that the supplier may not proceed the test without present
during the applicable tests.

 "Check or Random Witness”: Shall mean to be present only at certain or some instances of the erection
of tests or may review the results of certain test of analysis or take measurements of certain
dimensions. (To be discussed upon approval of inspection test plan).
 “Inspect“: Shall mean the Inspection of the Contractor’s or manufacturers own routine for quality
control, which can be proceeded on their own free independent schedules regardless of the presence of
the Inspection Authority, however, they are able to have always access to the work done at any time
provided the access does not disturb their established work schedule, and only if such disturbances
have direct effect on the quality of the work.
 “Review“: Shall mean examine records or reports concerning tests which are submitted to inspectors for
the final approval.
2 Specific
2.1 Reference codes and standards

Contractor shall take in consideration the following international standards (as minimum) latest
edition:-

- API 5L

- ISO 15590-1

-DIN 30670

- DIN 30672

2.2 The Contractor QC / QA System


The Contractor shall be responsible for the Inspection of all the work covered by this contract during
all phases of fabrication erection, testing. The contractor shall adopt separate QC/ QA system to be
approved by SCOP and the Inspection Authority.

3 Inspection at the Manufacturer's Work Shops and Mills


General

3.1 For the equipment which does not require to be inspected by the Inspection Agency, the Contractor
shall provide certificate of quality issued by the manufacturer's works and reviewed by Inspection
Agency.

3.2 The Inspection Agency may at its discretion or after the request of the Contractor accept certificates
of manufacturers or other Inspection Agency and has the right to waive certain inspection, or deviate
from the Contract Inspection Requirement subject to the Engineer approval thereof.

3.3 When inspection and tests of referred to in sub-clause (4) hereof are complete, the Inspection Agency
shall issue the relevant Inspection Certificate certifying that the said equipment had been inspected by

the Inspection Agency and its quality had met the requirements of the technical specifications
mentioned in the contract.

The form and the content of the Inspection Certificate to be issued by the Inspection Agency shall be
agreed upon with the Contractor and approved by the Engineer. For the reason for the release of
payment to the Contractor, the Inspection Agency shall issue release notes to the Contractor and to the
Engineer immediately after completion of the Inspection Agency's inspection for item or items stating
that it or they had been tested, inspected and accepted by the Inspection Agency.

3.4 All material, equipment and machinery inspected and certified by the Inspection Agency shall be
clearly identified to have been so inspected and certified. Material or equipment and machinery subject
to the Inspection Agency's survey which do not bear the Inspection Agency's identity shall be
considered as not having been inspected and the Engineer has the right to reject the said materials,
machinery and/or equipment, in case they have not been so identified through fault of the Inspection
Authority.

3.5 In addition to the Contractor's own inspection, the Inspection Authority shall inspect at mills and
fabricators shops materials and equipment to be used in parts under pressure above atmospheric
pressure, or subject to external pressure.

3.6 Certification of equipment may include approval of calculation and their suitability's for the purpose
required.

3.7 Inspection Working Procedures at Manufacturer's Works and Mills

3.7.1 As so as practical after the signature of the contract with Inspection agency and prior to
commencement of individual inspections, the Contractor shall provide to Inspection Authority and to
the Engineer the Inspection Schedule of the items subjected to inspection as per sub-clause (4) hereof
giving the names and addresses of manufacturers, suppliers etc. and the estimated dates of
commencement of inspection and times for fabrication etc. and the extent of inspection for each
individual item subject to inspection.

3.7.2 Dates of fabrication indicated in the list referred to in sub-clause (3.7.1) hereof will be informative only.
The Contractor shall be responsible for notifying the Inspection Agency within (30) days before an
approximate date of the beginning of the test of equipment or machinery and, to precise the time (5)
five working days before the actual starting of the testing.

3.7.3 If the Contractor fails to carry out his duties under this sub-clause (3.7) hereof the machinery and/or
equipment subsequently not certified will at the Engineer's option be rejected. The Contractor shall
ensure that the requirements of sub-clause (3.7.2) hereof are included in the respective contracts with
his sub-suppliers.

3.7.4 Neither failure on the part of (SCOP) to discover or reject defective design work or goods furnished by
contractor, nor payment, or partial or entire use of the goods shall be construed to be an acceptance of

any work or goods which is not in accordance with the SPECIFICATIONS or provisions of the
CONTRACT.

3.7.5 The cost of conducting any and all inspections and/or tests under this ARTICLE shall be solely borne
by the contractor.

4 Specific
The Inspection Agency shall inspect the quality and witness the tests of the material and equipment,
the list of which is given below. It is to be understood that this list is a general one and shall be detailed
in the inspection test plan and proceed by Supplier and the Inspection Authority prior to
commencement of work.

4.1 Line Pipe

4.3 Painting, Coating, including Heat Shrink Sleeves

Some Inspection Requirements mentioned in paragraph (4) may be modified as per agreement during
approval inspection test plan.

4.1 Line Pipe


Special Requirements of Inspection:

The following requirements are outlined as inspection requirements to be carried out by the Inspection
Authority and to highlight specific points requiring special attention, and are not intended to be
exhaustive.

4.1.1 Welded Line Pipe

4.1.1.1 Plate Material for the Welded Line Pipe


Those Activities shall be performed at the plate mill, some test may performed at the pipe mill if
applicable

A-Checking of Chemical Properties

 Checking of the mill analysis reports to ensure adherence to the specification mentioned in the contract.
 In addition samples shall be taken by the Inspection Authority Inspector in order to satisfy himself that
the chemical properties of the steel are within the range required.

B-Checking of Mechanical Properties

 Checking the mill test certificates issued by the material manufacturer's inspector(s). Witnessing of the
calibration of the testing equipment.(calibration certificates shall be valid)
 Witnessing the actual testing from time to time.
C-Ultrasonic Testing (full Scan for all plates surface to insure absent from lamination)

 Checking of calibration of testing devices at least twice per shift or whenever there is a change of
operator. .(calibration certificates shall be valid)
 Checking of the standard used for calibration, witnessing of actual testing.
D- Metallurgical Examination

 Both Macro and Micro examination of selected specimens of the finished product shall be conducted to
ensure uniformity of grain size and structure and absence of harmful defects.
 The micrographs and macrographs of the examined product are to be included in the Inspection
Authority’s certificate or reports. Test frequency shall be one per heat.
4.1.1.2 Welding Material
 The welding materials, unless already approved by the Inspection Authority, shall be tested and certified.
 The supplier shall inform the Inspection Authority of the type of the welding material that shall be used
for different phases of the supply for his approval prior to the commencement of any welding
operation.
 The Inspection Authority accordingly shall issue certificates confirming the suitability of welding
material for the duties required for.
4.1.1.3 Line Pipes
A- Inspection before Commencement of Fabrication

 Checking the presence of the Inspector’s stamps or initials on the plate material to ensure the pipes are
fabricated from certified material (where applicable).
 Checking the identification of heat number and plate number of the plate.
 Visual inspection before forming, checking plate mill certificate, reports and the Inspection Authority
Certificates.
 Witnessing the welding procedure qualification tests (previous qualification shall not be accepted).
B- Witnessing the Mechanical and chemical Tests required by the Codes and the Contract for pipe
production and Metallographic test for seam weld.

C- Hydrostatic Pressure Testing

 Checking of calibration of pressure gauges and checking of the functioning of the recording devices at
start of each shift.
 Witnessing of testing.
 Examination of recording charts.
 Issuing of Hydrostatic Testing Certificates.
D- Physical Properties of the Finished Pipe

 Mechanical and physical properties of the finished pipe shall be checked to ensure adherence to the
Contract Specification.
 Mechanical test shall include but not limited (as per API 5L) the following :
a- Tensile test for pipe body and seam weld.
b- CVN impact test for pipe body and seam weld.
c- DWT for pipe body.
d- Guided – bend test.
e- Hardness test.
E- Ultrasonic Inspection

 Checking of calibration of testing at least twice per shift or whenever there is a change in the operator.
 Checking of the standard used for calibration and witnessing of actual testing.
F- Radiographic Examination of Weld Seams

 Confirming of location to be examined by radiography.


 Checking the standardization of the radiographic techniques and films.
 Reading and interpreting of radiographs.
G- Welding Qualification Tests (not applicable to ERW pipes)

 Witnessing of welding procedure qualification testing. (Old qualification shall not be accepted).
 Welder / operator performance qualification testing. (Old qualification shall not be accepted).
 Repair of defective seams shall be performed manually and by qualified welders.
 Approval and qualification procedures for repairs of defective seams.
 Welders must have a valid certificate as defined in API 5L latest edition.
H- Inspection after Completion

 Visual inspection of inside and outside of pipe, for SAW pipes.


 Dye penetrant test when necessary.
 Dimensional inspection for thickness, inside and outside diameter, roundness, straightness, etc.
 Checking of edge preparation.
 Checking of weight of finished pipes.
 Stamping and checking of marking and bevel protectors.
4.2 Hot Bends
The activities of the Inspection Agency at the manufacturer’s workshop shall include but not limited to
the following:

A- Checking manufacturing procedure specifications (MPS) qualification test bend which includes:

1- Visual inspection for lamination, cracks, notches, gouges & other imperfections.
2- Dimensional inspection including radius & wall thickness.
3- Checking of chemical composition & mechanical properties.
4- Tensile test.

11- Dimensional check including minimum wall thickness, diameter of bend body, diameter at
ends, out-of-roundness ends, out-of-roundness body, linear dimensions, bend angle, bend radius,
end squareness, out of plane.

4.3 Painting, Coating including Heat Shrink Sleeves, etc.


The activities of the Inspection Agency at the manufacturer’s workshop shall include:

4.3.1 Inspection of the material of painting, coating including heat shrink sleeves, etc. at
manufacturer’s work:

 Checking the chemical, physical and mechanical properties of the material of painting, coating including
heat shrinks sleeve etc. and issue certificates regarding their conformity with the Contract
Requirements.
 Witness the qualification tests of the painting, coating systems including heat shrink sleeve, etc.

4.3.2 Inspection during and after application of the painting, coating including heat shrink sleeves, etc.
at manufacturer’s work:

 Checking of cleaning of surface to be coated, surface preparation, anchor profile and primer application.
 Witness the thickness measurement.
 Witnessing holiday, bonds and other tests.
 Checking on the calibration of holiday test device.
 Qualification of the application procedure and repair procedures.
 Checking of repairs.

5 Pre-Inspection Meeting
Contractor shall arrange Pre-Inspection Meeting to discuss Inspection Test Plan.
6 Factory Acceptance Test (FAT)
 Contractor shall submit the FAT procedure for SCOP's approval prior to the commencement of FAT.
 FAT shall be witnessed by third party inspection and SCOP representatives as per contract document.
 The FAT visit shall include audit third party inspection activities during the manufacturing of equipment

4-HSE Requirements for Procurement:


Supplier shall make available a Health, Safety, and Environmental Management
Systems (HSE MS) in compliance with applicable Iraqi local law, company
requirement, international O&G best practice and standards. The following list
is an outline of general HSE requirement for Contractors:
 Have HSE MS in place,
 Aligned with the requirements of ISO14001 and ISO 45001.
 Comply with all national, regional and Iraqi local laws, company
requirement, codes and international standards.
 Develop, implement and maintain all HSE procedures necessary to ensure
that the companies HSE requirement are met.
 Ensure that all potential hazards and related risks are identified, evaluated
and mitigated prior to the commencement of any contracted CIP activities.
 Contractor shall Submission of transfer plan for Materials to the site and
include the Materials in Lifting Operations and It shall include approved
third party inspection certificates for all lifting equipment
 Demonstrate adequate equipment to carry out the contracted activities and
plan all controls and inspections aimed at ensuring the respect of HSE
requirements.
 Be fully aware of company HSE practices and HSE policies which is
required to comply with. and achieve the HSE objective and target
 Demonstrate adequate competences and certifications of its personal and
its sub-contractor(s) (if any) personnel to carry out the contracted
activities.
 It is essential to appoint experienced and competent Supplier/Sub-
Suppliers who has a positive towards HSE management, and excellent past
record of HSE performance.
Selection of Suppliers/Sub-Contractors

Selection of Suppliers/Vendors will be based on compliance with the Supplier’s


HSE requirements.
As part of their answer to the call for bid, the following documents together with
the dedicated questionnaire shall be provided by the Bidders, as a minimum:
 HSE policy.
 Recent and similar works experience
 HSE Performance (KPI) for the Last 5 years.

Evaluation of Suppliers/Sub-Contractors

All Suppliers/Sub-Contractors/Bidders shall be evaluated for their ability to


conform to Owner and Supplier’s HSE requirements.
After contract award, a Meeting will be held in SCOP with Supplier/Bidder to
confirm their understanding of Supplier HSE policy and requirements and to
examine their proposed HSE policy, organization and management plan for the
contract.
During the execution of the contract, Company will monitor and periodically
evaluate Supplier HSE management and performance With regard to the work
of transporting materials to the site. Poor HSE management and performance
may cause the stopping of their work and/or removal from the future list of best
Supplier /Bidders.
HSE requirements for Suppliers/Sub-Contractors

A contract HSE Manager shall ensure that the HSE requirements of the contract with the
suitable information are incorporated into relevant requisitions for materials and
equipment.
The following key HSE requirements shall be addressed in the requisition:
• Design HSE issue to be addressed by Supplier
• Provision of Material Safety Data Sheets (MSDS) for all chemicals .
• Environmental approvals must be obtained for all chemicals before entering the
country.
• Restrictions on materials included in the supply.
• Ergonomics issue which shall be addressed by Supplier .
• Environmental issues which shall be addressed by supplier
• Provision of maintenance of HSE record file .
• Compliance with Supplier’s HSE management System requirements.

During the technical bid evaluation, the responsible discipline engineer shall check that
relevant HSE issues have been adequately addressed.
Review of Suppliers

After placement of the order, the contract HSE Manager shall review
appropriate Supplier documents to ensure the HSE requirements of the contract
have been adequately addressed. Any non-conformance should be raised with
Suppliers/ Vendors.
The responsible discipline engineer shall review appropriate Suppliers / Sub-
Contractors deliverables to ensure that HSE requirements of contract have been
adequately addressed.
Supplies of Equipment

All special equipment supplied must be accompanied with detailed operating


and maintenance manuals together with details of the codes and standards under
which the equipment has been designed and built. Any applicable certificate of
origin or test certificates must also be provided in addition to the Data sheet. this
type of equipment includes, but is not limited to:
 All pipe work, vessels, valves and any other equipment to be used under
pressure.
 All electrical and other equipment requiring certification for use in
hazardous areas (Classified Area).
 Radioactive sources and all associated equipment.
 All lifting devices and their components associated with mechanical
materials handling.

Supplies of Chemicals or other Dangerous Substances

All chemicals or other dangerous substances to be used in the contract are


required to be suitably packaged and which include clear identification of the
substance concerned and prominent hazard warning signs. Each delivery shall
contain the appropriate Materials Safety Data Sheets (MSDS) which shall be
permanently marked on all containers and shall also be attached to all invoices
or other documentation. The Materials Safety Data Sheets shall also be
provided to the HSE Departmentp. This is to ensure appropriate recording and

dissemination to all concerned. The information contained in the Materials

 Chemical identification and data.
 Fire and explosion (Flash point temperature, flammable limits range, auto
ignition temperature).
 Health aspects (Nature of hazards, TLV-STEL, TLV-TWA).
 Emergency procedures (Fire fighting agent, spillage, personnel exposure,
first aid).
 Environmental (Emissions to atmosphere, spillage, neutralising
procedure).
 Transportation and Handling procedures.
 Personal protective equipment to be worn.
 Storage requirements.
NOTE: Chemicals, pressurised gas cylinders or any dangerous substances will
not be accepted upon delivery unless these stipulations have been met.
