RESOLUTION EMBODYING PROVINCIAL ORDINANCE NO. 2024-319, AN


ORDINANCE ESTABLISHING THE SEARCH FOR THE OUTSTANDING BARANGAY
TANODS IN THE PROVINCE OF ILOILO, GIVING AWARDS TO THE WINNERS AND
FINALISTS AND PROVIDING FUNDS THEREOF

WHEREAS, as enunciated in Section 391(a)(16) of the Local Government Code of


1991, the barangay may provide for the organization of a community brigade, barangay tanod, or
community service units as may be necessary to assist in the peace and order efforts of the local
government unit;

WHEREAS, the Department of the Interior and Local Government (DILG) Regional
Office VI issued Regional Memorandum Circular No. 2023-05 on July 11, 2023 addressed to the
local government units, among others, outlining the Guidelines on the Search for Outstanding
Barangay Tanod;

WHEREAS, the DILG Iloilo Province has requested the Sangguniang Panlalawigan
through this representation for the enactment of a Provincial Ordinance giving awards and
incentives to the Provincial Winners and Finalists of the Search for the Outstanding Barangay
Tanods;

WHEREAS, the challenges in the area of peace and order that society confronts today
highlight the need to strengthen community-based mechanisms and citizens' involvement in the
government’s initiatives to ensure public safety and order;

WHEREAS, the Search for the Outstanding Barangay Tanod in the Province of Iloilo
recognizes the best performing Barangay Tanods in the pursuit of implementation and
management of peace and order, public safety, and disaster risk and management programs;

NOW THEREFORE, on motion of the author and sponsor, the Honorable June S.
Mondejar, and upon the co-sponsorship of the Honorable Christine “Tingting” S. Garin, together
with the Honorable Domingo B. Oso, Jr., Floor Leader, which was unanimously seconded,

BE IT RESOLVED, as it is hereby Resolved, by the 14 th Sangguniang Panlalawigan ng


Iloilo to enact the following Provincial Ordinance:

PROVINCIAL ORDINANCE NO. 2024-319

AN ORDINANCE ESTABLISHING THE SEARCH FOR THE OUTSTANDING


BARANGAY TANODS IN THE PROVINCE OF ILOILO, GIVING AWARDS TO THE
WINNERS AND FINALISTS AND PROVIDING FUNDS THEREOF

SECTION 1. Short Title. This Ordinance shall be known as the “Search for
Outstanding Tanods Ordinance.”

SECTION 2. Coverage. This Ordinance shall cover all the members of Barangay Tanod
within the territorial jurisdiction of the Province of Iloilo.

SECTION 3. Purpose. This Ordinance aims to:

a) Determine, recognize and award the finalists and winners for their
commitment and dedication in the performance of their duties and functions;

b) Motivate the winners to sustain their worth-awarding accomplishments and


inspire other nominees to further improve their performances;

c) Capacitate the members of barangay tanod for more effective voluntary


services;

d) Effectively maintain peace and order, safety and security in the barangays of
the component units of the Province of Iloilo; and,

e) Select the nominees of the Province of Iloilo in the regional-level search for
outstanding barangay tanods.

SECTION 4. Definitions of Terms. For the purpose of this Ordinance, the following
terms or phrases shall be construed as follows:

a) Barangay Tanod – refers to a community brigade composed of civilian


volunteers duly appointed by the Punong Barangay to assist the barangay
officials in maintaining peace and order and in promoting public safety in the
barangay, among others.

b) Champion – refers to the nominee with the highest rating either for group or
individual category based on the ranking of the Provincial Search and Awards
Committee (PSAC).

c) Finalists – refer to the Top 10 among the nominees in every category based
on the ranking of the PSAC.

d) Runners-up – refer to the 1st runner-up and the 2nd runner-up nominees with
the 2nd highest rating and the 3rd highest rating, respectively, based on the
ranking of the PSAC.

e) Search – refers to the provincial-level selection of outstanding barangay


tanods conducted by the Department of the Interior and Local Government
(DILG) Iloilo Province in partnership with the Iloilo Provincial Government.

f) Winners – refer to the champion and the runners-up, who are all not entitled
to receive the herein awards set aside for the finalists.

SECTION 5. Search Categorization. For the purpose of this Ordinance, the component
units of the Province of Iloilo shall be classified according to the Search Categories, as follows:

a) Outstanding Group Tanod in the 1st to 3rd Class Municipalities


b) Outstanding Group Tanod in the 4th to 5th Class Municipalities
c) Outstanding Individual Tanod in the 1st to 5th Class Municipalities and
Component City

SECTION 6. Search Nominees. This Search shall be participated by groups of Barangay


Tanods for the group category and Barangay Tanods for the individual category nominated by
the Mayors and Local Government Operation Officers of the component units of the Province of
Iloilo.

SECTION 7. Eligibility Requirements. All Barangay Tanods in all barangays within the
Province of Iloilo are eligible to join the Search provided that they meet the following
requirements, to wit:

a) All Tanods must be between the ages of 18-60 years old.


b) In the case of group tanod, its members shall consist of not less than ten (10).

SECTION 8. Coverage of the Search. The Search shall cover the accomplishments
during the preceding year. Means of validation (MOVs) covering January 1 – December 31 of
the preceding year shall be considered.

SECTION 9. Search Criteria. Evaluation may be based on the following criteria:

a) For Outstanding Group Tanod Category


1. Personal Attributes
2. Organizational and Functional Structure
3. Logistics and Financial Support
4. Trainings/Skills Enhancement
5. Support Facilities and Equipment
6. Accomplishments

b) For Outstanding Individual Tanod Category


1. Personal Record/Attributes
2. Recognition/Appreciation/Commendation
3. Records/Accomplishments
4. Work Attitude/Work Ethics
5. Skills Enhancement Proficiency
6. Community Involvement

SECTION 10. Awards. The winners and the finalists of this Search shall receive the
following awards, to wit:

I. Outstanding Group Tanod

A. Category A (1st, 2nd and 3rd Class Municipalities)

Champion - Php 30,000 and Plaque of Recognition


First runner-up - Php 20,000 and Plaque of Recognition
Second runner-up - Php 15,000 and Plaque of Recognition
Finalists - Php 5,000 and Certificate of Recognition

B. Category B (4th and 5th Class Municipalities)

Champion - Php 30,000 and Plaque of Recognition


First runner-up - Php 20,000 and Plaque of Recognition
Second runner-up - Php 15,000 and Plaque of Recognition
Finalists - Php 5,000 and Certificate of Recognition

II. Outstanding Individual Tanod (all municipalities and component city)

Champion - Php 10,000 and Plaque of Recognition


First runner-up - Php 7,000 and Plaque of Recognition
Second runner-up - Php 5,000 and Plaque of Recognition
Finalists - Php 3,000 and Certificate of Recognition

SECTION 11. Special Awards. The winners and the finalists from the Province of Iloilo
in the Search for Outstanding Tanod at the regional-level shall receive special awards, as
follows:

I. Outstanding Group Tanod

A. Category A (1st, 2nd and 3rd Class Municipalities)


Champion - Php 30,000 and Plaque of Recognition
First runner-up - Php 20,000 and Plaque of Recognition
Second runner-up - Php 15,000 and Plaque of Recognition
Finalists - Php 5,000 and Certificate of Recognition

B. Category B (4th and 5th Class Municipalities)


Champion - Php 30,000 and Plaque of Recognition
First runner-up - Php 20,000 and Plaque of Recognition
Second runner-up - Php 15,000 and Plaque of Recognition
Finalists - Php 5,000 and Certificate of Recognition

C. Category C (Component City)


Champion - Php 30,000 and Plaque of Recognition
First runner-up - Php 20,000 and Plaque of Recognition
Second runner-up - Php 15,000 and Plaque of Recognition
Finalist - Php 5,000 and Certificate of Recognition

II. Outstanding Individual Tanod


Champion - Php 10,000 and Plaque of Recognition
First runner-up - Php 7,000 and Plaque of Recognition
Second runner-up - Php 5,000 and Plaque of Recognition
Finalists - Php 3,000 and Certificate of Recognition

SECTION 12. The Provincial Search and Awards Committee (PSAC). The Provincial
Search and Awards Committee is hereby created with the following composition:

Members :
 President, Liga ng mga Barangay – Iloilo
Province
 Representative, Provincial Planning and
Development Office
 Representative, Iloilo Police Provincial Office
 Representative, Bureau of Jail Management and
Penology – Iloilo Province
 Representative, Bureau of Fire Protection –
Iloilo Province
 Representative, Sangguniang Panlalawigan-
accredited Civil Society Organization

SECTION 13. Functions of the Provincial Search and Awards Committee. The
Provincial Search and Awards Committee shall:

1. Prepare the guidelines and documentary requirements, and finalize the criteria;
2. Communicate to the component city and municipalities the necessary information
pertaining to the conduct of the Search;
3. Schedule and conduct the Search and determine the winners and the finalists;
4. Facilitate the release of the budget;
5. Prepare the cash prizes, plaques and certificates of recognition;
6. Schedule and facilitate the conduct of the awarding ceremony; and,
7. Perform other functions necessary for the effective conduct of the Search and the
awarding of the winners.

SECTION 14. Criteria, Guidelines and Documentary Requirements. The PSAC shall
complete the finalization of the criteria and preparation of the guidelines and documentary
requirements within thirty (30) days after the approval of this Ordinance.

SECTION 15. Commendation. The Sangguniang Panlalawigan, upon recommendation


of the herein Search and Awards Committee, shall pass Resolutions of Commendation for the
champions for their worth-commending commitment and dedication in the performance of their
duties and responsibilities.

SECTION 16. Search Frequency. The Search shall be conducted every year and the
schedule of evaluation shall be set by the PSAC within a strategic period prior to the date of
awarding ceremony.

SECTION 17. Budgetary Requirement. An amount of not less than One Million (Php
1,000,000.00) Pesos under the Peace and Order Program of the Office of the Governor shall be
allocated in the supplemental budget scheduled after the approval of this Ordinance and
thereafter shall be included in the annual budget for the sustainable implementation of this
Ordinance.

SECTION 18. Separability Clause. Should any section or provision of this Ordinance be
declared void and ineffective by final judgment of a competent judicial authority, the other
provisions hereof shall continue to be in full force and effect.

SECTION 19. Repealing Clause. Any ordinance, resolution, executive order or


issuances inconsistent herewith shall be deemed repealed, amended or modified accordingly.

SECTION 20. Effectivity Clause. This Ordinance shall take effect after compliance with
the posting requirement.

RESOLVED FURTHER, to furnish copies of this Resolution, the Honorable Governor


Arthur R. Defensor, Jr., the Honorable Vice Governor Christine “Tingting” S. Garin and all SP
Members, the Local Chief Executives of component Local Government Units (LGUs), the
Department of the Interior and Local Government Iloilo Provincial Director, the Iloilo Police
Provincial Office, the Bureau of Jail Management and Penology-Iloilo Province, the Bureau of
Fire Protection-Iloilo Province, all Barangays through the Honorable Amalia Victoria F.
Debuque, Liga ng mga Barangay President, and the Offices of the Provincial Legal Officer, the
Provincial Planning and Development Officer, the Provincial Treasurer, the Provincial Budget
Officer, the Provincial Accountant and the Provincial Auditor, all of the Province of Iloilo, for
their information and reference.
