RFP Purpose
The purpose of this Request for Proposal (RFP) is to engage qualified electrical contractors to provide comprehensive electrical
services for SAREM project. The project aims to Supply and install MCCB and Transformer including required wiring and
accessories for both sides with all safety standards.

2. Scope of Work
ELECTRICAL BREAKER:
- Supply and install MCCB, 160A, 480V, 60 Hz to be installed inside DB-480V including required wiring and accessories
for both sides, the breaker type shall be the same existing EXECUTION EFFICIENCY.
AUTO DRY TYPE TRANSFORMER:
- Supply and install dry Air Cooled, Auto type transformer, low noise as per IEC 60076
LOW VOLTAGE CABLE
- Supply and install power low voltage multi core cable with terminal lugs and necessary accessories

Proposal Submission
Proposals must be submitted by email to the procurement department no later than Four working days on 13 June 2024. Late
proposals will not be accepted. Time extensions are granted in exceptional circumstances

Records and Regulatory Licenses

bidders must submit the following documents along with their proposal, these documents must be valid:

A. Recognized Certificate by AUTODESK.


B. Chamber of Commerce membership certificate when the competitor is legally obligated to be a member of the Chamber.

C. Classification certificate in the field of advanced businesses if such businesses require classification.
D. Membership certificate in the “Saudi Council of Engineers” if the advanced businesses are engineering-related.
E. Certificate of Local small and medium enterprise if it falls within the category, as determined by the General Authority for
Small and Medium Enterprises.
F. Commercial Registration.

9. Questions and Clarifications


Questions or clarifications regarding this RFP should be submitted in writing to Procurement representative no later than 12 June
2024. Responses to questions will be provided to all vendors who have expressed interest in submitting a proposal.

11. General Conditions


Confidentiality and non-disclosure
Bidders are required not to disclose any data, drawings, documents, or information related to this bid, whether it is in written or
verbal form. Bidders are also not allowed to publish any information about this bid and everything related to it through all media
channels.

Conflict of Interest
The bidders, their employees, affiliated companies, and subcontractors, as well as anyone who has a direct or indirect
relationship with the execution and procurement of the works and purchases included within the scope of this bid, are committed
to informing AEC and providing a written disclosure of any conflict of interest or any personal interest that has arisen or may arise
from any transaction related to the activities of this bid.

Health and safety requirements


The supplier shall, throughout all stages of implementation, adhere to all the regulations and rules applied in the Kingdom
regarding safety, health, and the environment, as well as any regulations and rules specified by AEC within the project's scope of
work. The supplier shall ensure the adoption of all necessary measures and precautions to comply with these regulations and
rules.

Conditions Acceptance
The bidder is deemed to have accepted all the conditions, specifications, and provisions of the bid by participating in the bidding
process. Any offer that deviates from this is excluded except in cases where the deviation is formal and non-impactful.

Sanctions
By responding to the RFP the Bidder hereby represents, warrants and undertakes that the bidder is not, nor it is directly or
indirectly owned or controlled by or acting on behalf of any natural or legal person who/which falls under or is a target of any form
of specially designated or blacklisted individuals or entities, financial and economic sanctions, diplomatic and political sanctions,
trade embargoes or other restrictive measures imposed by the UN, KSA, US, EU, UK or any other applicable laws and
regulations of a national government authority (together hereinafter referred to as “Sanctions”).

AEC shall not be liable or under no obligations to continue or to fulfil its legal and contractual obligations arises from awarding
bidder against RFP/RFQ whether fully or partially to the extent that such provision would breach or expose the AEC to any
enforcement or other adverse effect/action under Sanctions, prohibitions or any other restrictive measures under UN resolutions
or the trade or economic sanctions, laws or regulations of the KSA, US, EU, or UK. AEC may deem/treat any
PO/Agreement/Contract awarded as result of this RFP/RFQ as suspended or rescinded if the bidder found to be in violation of the
Sanctions before and after the execution work related to awarding this RFP/RFQ.

12. Responsibilities
Procurement Responsibilities:
- Developing and issuing the RFP
- Receiving and reviewing vendor proposals
- Evaluating vendor proposals based on the criteria outlined in the RFP
- Selecting a vendor based on the evaluation process
- Negotiating and executing a contract with the selected vendor

Project Team Responsibilities:


- Defining the scope of work and deliverables for the project or services
- Developing the evaluation criteria for the RFP
- Providing input on the selection of a vendor based on their expertise and experience
- Managing the project or services once the vendor has been selected

Shared Responsibilities:
- Developing a realistic timeline for the project or services
- Ensuring that the budget is sufficient to cover the project or services
- Clarifying any questions or concerns that vendors may have about the RFP
- Ensuring that the terms and conditions of the contract are met by both the organization and the vendor
- Communicating regularly with the vendor to ensure that the project or services are on track and meeting expectations.
