Item Description for design criteria

1) Wall, ceiling, floor and roof


i. Construction using reinforced concrete (RC) structures for wall (150mm thick), ceiling, floors and roof.
ii. Good stability, durability and insulation characteristics such as:
a. Not easy to crack or collapse.
b. Does not absorb heat into the room.
c. Will not be affected if the loading.
d. Does not lose its strength when exposed to water and moisture.
iii. Any openings to the walls and floors not allowed except for doors, air openings, and plumbing systems. Air
openings shall fit with grilled according to the specified specifications.
iv. Internal wall shall be skim coat type and to be painted. External wall finishes by others.
v. Void or exposed part of the ceiling needs to be fitted 8mm thick safety grille.
vi. The floor shall be hardener and Ashford floor treatment.
vii. Wall at wet area shall in epoxy paint finish.
viii. Double roofing construction shall apply at prison proper ‐ roof slab come with roof covering.

2) Cell door and grille


i. Cell door opening leads into the cell for security purposes.
ii. Cell door shall the iron grille type.
iii. Door lockset shall use a mechanical lockset (electronic or manual). For the electronic lockset, it is control by
an integrated electronic security system (SKEB), while the manual shall a lockset system.
iv. Gap between the grille door and the door frame should not exceed 3mm.
v. Cell door and grille shall use the solid iron (not hollow) with a diameter of 20mm, installed vertically without
welding joints.
vi. Part of the door surface and grille (600mm radius), shall put intermediate grille for security purposes.
vii. To provide cell door with space (250mm x 90mm clear) for utility purposes.
viii. MS flat security bar size 50mm (w) X 12mm (t).

3) Bath area and toilet


i. All piping systems shall conceal in RC wall and shall not exposed for security purposes.
ii. Accessories such as bib tap and stopcock are from PVC type.
iii. Height of the shower rose is 1200mm from the bath’s floor level.
iv. Toilet walls shall finish with epoxy paint to avoid mossy.
v. Height of the barrier wall between the toilet and the cell is 600mm from toilet floor level.
vi. Floor level difference of the bath area/toilet with the cell is 25mm drop.
vii. Cistern system shall be push button type and located outside cell (service room/service corridor).
viii. Toilet bowl shall be stainless steel type and without footrest.

4) RC Pigeon Hole
i. Size of the pigeon hole is 300mm (width) x 300mm (height) x 300mm (depth).
ii. Thickness for RC pigeon hole shall be 50mm thick.
iii. Corner edges of the pigeon hole shall curve and chamfered.
iv. Avoid blind spot for the location of the pigeon hole for the officer on duty monitoring.

5) Corridor and passage


i. To provide 1200mm high railing at 1st floor corridor and passage.
ii. To provide anti‐suicide grille up to floor level at 2nd floor corridor and passage.
iii. Upper floor staircases can be seen from the corridor to avoid blind spots.

6) Wiring requirement
i. All conduits shall conceal in RC wall and shall not exposed for security purposes.
ii. Electrical fittings shall be anti‐vandalism resistant and at strategic locations for security purposes.
iii. Light switches shall be centered in the Block Control Room (BCR). Building’s control system shall be
connected to Main Control Room (MCR) for security monitoring.
iv. To provide integrated electronic security system (SKEB), and monitored from BCR.

7) Officers Room (Prison Block)


i. To provide necessary work station.
ii. The provide grille door with metal frame and anti‐blast glass for monitoring.
iii. To equipped with an air‐conditioned system.
iv. To equipped with a toilet and changing room.

8) Exercise Yard
i. Exercise yard shall be open space for exercise / parade / escaped for emergency or fire.
ii. The floor shall be reinforced concrete (RC) floor hardener.
iii. Parameter fence shall anti‐climb fence 4.8m height come with barb wire on top of anti‐climb fence.

9) Block Control Room (BCR)


i. Construction using reinforced concrete (RC) structures for wall (150mm thick).
ii. To provide at prison proper’s blocks each including kitchen’s block and workshop’s block.
iii. To equipped with integrated electronic security system (SKEB), for monitoring purposes.
iv. The provide grille door with metal frame and anti‐blast glass for monitoring.
v. To provide work station and equipment’s, to user approval.
vi. To equipped with an air‐conditioned system.
vii. To equipped with a toilet, pantry and rest room for patrolling officers.
viii. Shall be connected to Main Control Room (MCR) for security monitoring.
ix. To provide room for rehabilitation officer.

10) Nursery (Women’s Prison Proper)


i. Construction using reinforced concrete (RC) structures for wall (150mm thick).
ii. To provide a place for babies of women’s inmates.
iii. The floor shall be non‐slip tiles finishes.
iv. Wall finishes shall be in cheerful mode.
v. To provide facilities for indoor playground.
vi. WC shall be stainless steel seating type.
vii. To provide 1 no. cell for pregnant inmates.

11) Dining hall


i. Reinforced concrete (RC) structures for wall (150mm thick).
ii. To equipped CCTV and SKEB and monitor from BCR.
iii. To provide RC table and seat in dining hall.
iv. Wash basin from RC type and bib tap shall be PVC.

Intervention/rehabitation class:
i. Reinforced concrete (RC) structures for wall (150mm thick).
ii. To be locate at inmate’s block.
iii. To provide facilities for loose items for lecture/class.
iv. To provide separate toilet.
v. Intervention / rehabilitation officer’s room at BCR.

Library
i. Reinforced concrete (RC) structures for wall (150mm thick).
ii. To provide 36.0 msq. special room for magazines and newspapers.
iii. To equipped loose items such as racking and cabinets.

Workshop
i. Reinforced concrete (RC) structures for wall (150mm thick).
ii. To provide roller shutter at loading/unloading area.
iii. The floor shall be in cement render/hardener (heavy duty).
iv. Ramp for loading/unloading activities.
v. To equipped metal detector scanner at entrance.
vi. Room for patrolling officers is higher than workshop area for monitoring purposes.
vii. Separate toilets between officers and inmates in the workshop.

1) Sewing workshop
i. To provide sewing’s equipment.
ii. To equipped loose items i.e chair & table.
iii. Power supply for sewing equipment.
iv. To equipped built‐in cabinet (display) and loose cabinet for storage (sewing’s equipment & mannequin).

2) Laundry workshop
i. To provide laundry’s equipment.
ii. To equipped loose items i.e chair & table.
iii. To provide open clothes hanger with fencing.
iv. RC platform for carpets laundry with scupper drain.

Kitchen
i. Reinforced concrete (RC) structures for wall (150mm thick).
ii. Centralized kitchen location (standalone building).
iii. Shall consists of serving, cooking and washing area.
iv. To provide detention room with toilet.
v. Maximum 450mm height of ‘kolah’ at the washing area.
vi. RC table‐top with tile finishes and to minimize numbers stainless steel racks in the kitchen.
vii. Scupper drain and waste trap at kitchen and wet area.
viii. To provide loose item equipment i.e frying pan, freezer, knife, trolley, refuse bin and storage.
ix. All sink in the kitchen shall be in stainless steel type.
x. Equipped with kitchen hood at cooking area.
xi. Liquefied Petroleum Gas (LPG) equipped with firefighting system.
xii. All piping systems shall conceal in RC wall and shall not exposed for security purposes.
xiii. Accessories such as bib tap and stopcock are from PVC type.
xiv. To equipped CCTV and SKEB and monitor from BCR.
xv. Building’s control system shall be connected to Main Control Room (MCR) for security monitoring.

Clinic
i. Reinforced concrete (RC) structures for wall (150mm thick).
ii. Centralized clinic location (standalone building).
iii. To provide padded cell, isolated cell for mental health treatment and sick bay (treatment bed).
iv. Doctor and dentist room with air‐conditioned system, loose items and dentistry equipment.
v. Medical assistant’s working area come with loose items such as chair, working table, stand‐by bed, and
necessary equipment.
vi. Wards shall categorize according to disease and toilet facilities are provided.
vii. Medicine storage shall be air‐conditioned and equipped with appropriate cabinets.
viii. To equipped with portable oxygen gas.
ix. To provide necessary room such as pray room, officer’s rest room.

Surau
i. Centralized surau location (standalone building).
ii. To provide room for patrolling officers.
iii. Separate toilets for officers and inmates.
iv. To provide ablution area.
v. Equipped with the PA System and loose items such as sejadah, Quran and rehal.
vi. To equipped with SKEB and monitor from MCR.
vii. To provide padded cell, isolated cell for mental health treatment and sick bay (treatment bed).

Main Control Room (MCR)


i. Reinforced concrete (RC) structures for wall (150mm thick).
ii. To locate at the top level of administrative block.
iii. To equipped with 24 hours air‐conditioned system.
iv. To equipped with complete SKEB system.
v. Position of the room facing into the prison compound.
vi. Windows (for monitoring) from anti‐blast type.
vii. To equipped with complete fire prevention and protection system with a direct line to the nearby fire
station.
viii. Direct line to the nearby police station.
ix. To provide monitor/screen at the appropriate rack/console.
x. Shall be connected to Block Control Room (BCR) for security monitoring.
xi. To equipped with Uninterruptible Power Supply (UPS).
xii. Appropriate scale of rest area and pantry for patrolling officers.
xiii. To provide rack/console for each equipment.

Whipping Room (Refer Prison Category)


i. To be located at clinic.
ii. To equipped with scupper drain, floor trap, bib tap (PVC) and good ventilation.
iii. Cannot be seen from outside (private zone activities).
iv. The ceiling height is 5.0 meters from the floor level.
v. To provide equipment’s storage for flogging activities.
vi. Wall shall in epoxy paint finish and no BRC mesh ceiling installed.
vii. To equipped toilet and air‐conditioned in observation’s officers room.
viii. Equipped with loose items i.e. chair, table, tripod, fan and holding cell at outside of the whipping room.

ix. To provide for treatment platform after flogging activities.
