BISCAST-SSC TO WITHDRAW THE INTENDED BUDGET FROM
THE EXECUTIVE’S CAPABILITY DEVELOPMENT AND
ENHANCEMENT TRAINING OF THE GENERAL INTERNAL
APPROPRIATION OF THE
BISCAST-SSC TO PURCHASE FOODS, MATERIALS AND
ACCOMMODATIONS FOR THE YUGTO: APEX LEADERS SUMMIT 2024 ON
JUNE 04-06,2024 THROUGH THEIR TREASURER CHRISTIAN JAY VALDEZ
AMOUNTING TO PHP 102,449.55 AT THE BANK OF THE PHILIPPINE
ISLANDS, CACERES BRANCH

WHEREAS, this resolution shall be known as A Resolution Authorizing the Executive

Branch of the BISCAST-SSC to Withdraw the Intended Budget from the Executive’s
Capability Development and Enhancement Training of the General Internal Appropriations
of the BISCAST-SSC to purchase Foods, Materials and Accommodations for the Yugto:
Apex Leaders Summit 2024 on June 04-06, 2024 through Their Treasurer Christian Jay
Valdez amounting to PHP 102,449.55 at the Bank of the Philippine Islands, Caceres Branch;

WHEREAS, the proponent of this resolution is Hon. John Alexis D. San Antonio, the
Finance Officer of the Legislative Branch;

WHEREAS, pursuant to Article VII, Section 2 of the 2022 Constitution and By-Laws of
the BISCAST Supreme Student Council, the power to formulate policies, programs, and/or
projects governing or instituted by the University Student Council, except to the extent
reserved to the student population by the provision on initiative and referendum, shall be
vested in the Legislative Branch without prejudice to Section 1 of Article VI of this Code;

WHEREAS, pursuant to Article VII, Section 10 of the 2022 Constitution and By-Laws of
the Supreme Student Council, “All appropriations, and bills authorizing utilization of
BISCAST-SSC funds more than five thousand (Php 5,000.00) pesos shall originate
exclusively in Congress, but the executive department may propose or concur with
amendments

WHEREAS, this resolution is for the purpose of purchasing Foods, Materials and
Accommodations for the YUGTO: Apex Leaders Summit 2024

WHEREAS, further, the intended budget shall be under the Capability Development and
Enhancement Training Funds from the General Appropriation Funds of the BISCAST-SSC;

WHEREAS, the Legislative Branch is allowing the Executive Branch of the BISCAST-SSC
to withdraw Php 102,449.55 at the Bank of the Philippine Island, Caceres Branch;

NOW, THEREFORE, on the collective motion of Hon. John Alexis D. San Antonio and
officers of the BISCAST-SSC;

BE IT RESOLVED, as it is hereby resolved, to wit;

RESOLVED FURTHER, that copy of this resolution be furnished to the SSC Executive
Branch, SSC-Legislative Council, SSC Treasurer and the SSC Adviser.
