“Do not forget that the armed
forces are the servants of the
people, you do not make
national policy, it is we the
civilians who decide these issues
and it is your duty to carry out
these tasks with which you are
entrusted.
 The civil military relation form an essential
strand of national security strategy. In developed
countries military is busy in formulation of
national security policy. However, in developing
countries military have long maintained a
substantive role in domestic politics. That is,
military have either overthrown the legally
constituted government and also influenced
decision making at national level. Same is the
case in Pakistan. Our military which stands out
as most trusted institution, with more than 80
percent public approval compared to 36 percent
approval for government.
 The first president of Pakistan Iskandar Mirza
relied on military to ensure state’s integrity.
When the PML’s president Qayyum threatened
the government and Khan of Kalat declared his
secession from Pakistan .
 In order to deal with the disturb situation, Mirza
took extreme steps. He abrogated the
constitution ,dissolved the assemblies and
banned all political parties and postponed
general elections.
 Indefinitely he also declared martial law and
appointed General Ayyub khan as a chief martial
law administrator. Who in turn remove president
and he himself became president. Thus began
era of military dominated governance.
Since independence Pakistan has experienced
about 33 years of military rule comprising
three Martial laws;
 1st in 1958 to 1971 declared by
General Ayyub Khan
 2nd in 1977 to 1988 declared by
General Zia-ul-Haq.
 3rd in 1999 to 2008 by
General Pervaiz Mushraf.
 Even when military was not in govt, it had
constantly intervened to civil govt.
 Incompetent leadership
 Weak political parties
 Weak institution
 Rising power of civil military bureaucracy
 Serious security threats to country
 It is always claimed by the incumbent
government that we and establishment are on
the same page . Last government of PML N also
asserted that we and established are on the
same page but after sometime screaming out
and said

 “ ‫مجھے کیوں‬
‫”نکاال‬
This incumbent government is also claiming that
we are on same page . Let’s hope for the good.
