WHEREAS, Article II, Section 15 of the Constitution, it is the policy of the State to take a
proactive role in the preventive health care of infants and children and toward this end, the State
shall adopt a comprehensive, mandatory and sustainable immunization program for vaccine –
preventable diseases for infants and children;
WHEREAS, Republic Act No. 10152, an Act Providing for Mandatory Basic Immunization
Services for Infants and Children, repealing for the Purpose of Presidential Decree No. 996, as
amended, was enacted for the State to adopt a comprehensive mandatory and sustainable
immunization program for vaccine preventable diseases for all infants and children;
WHEREAS, Section 16 of the Local Government Code of 1991 states that local government
units are granted the power to exercise acts that will benefit their constituents and promote the
general welfare of the people and one such act included under this Section is the promotion of
health and safety;
WHEREAS, the Municipal Health Officer gave a background and overview of the RA 10152
and also discussed the importance of full immunization for all infants and children to protect
them against more diseases and keep other children safe by eliminating or greatly decreasing
dangerous disesases that used to spread from child to child;
WHEREAS, the Local Health Board – Municipal Nutrition Council finds that full immunization
for infants and children in this Municipality is a proven way to prevent and eliminate life-
threatening infectious diseases around the world and a person that has been vaccinated becomes
immune or resistant to an infectious disease because vaccines stimulate the body’s own immune
system to give optimal protection against infectious;
WHEREAS, in view of the above and as per agreements reached during the June 10, 2024 Joint
Local Health Board – Municipal Nutrition Council Meeting supports this resolution endorsing
the Sangguniang Bayan to enact an Ordinance requiring Full Immunization of Infants and
Children in the Municipality of Basco.
NOW THEREFORE, on motion of MS. LYNETTE CALAGUI duly seconded by all the
LHB-MNC Members present, it was RESOLVED AS IT HEREBY RESOLVED, to adopt this
resolution to endorse the Sangguniang Bayan the enactment of an Ordinance requiring Full
Immunization of Infants and Children in the Municipality of Basco.
RESOLVED FURTHER, that copies of this resolution be furnished to the Municipal Mayor for
endorsement to the Sangguniang Bayan of Basco for their appropriate action.
