MARIA AIDA S. MAQUINTA

Head Teacher I
Fructuso Rife Integrated School

Mrs. Maquinta:

Subject: Inquiry Regarding the Functionality of the School Governance Council

I hope this letter finds you well. I am writing to express my concern regarding the
current status of the School Governance Council (SGC) of Fructuso Rife Integrated
School. The Office understands the critical role that the SGC plays in promoting
participatory governance, enhancing the quality of education, and ensuring
accountability within your school.

According to the Department of Education's guidelines and regulations on school

governance, particularly under DepEd Order No. 026, s. 2002 re Implementing
Guidelines on the Establishment of School Governance Council, the establishment
and functionality of School Governance Councils are mandated to ensure that
stakeholders, including parents, teachers, students, and the community, are
actively involved in the decision-making processes of the school. This legislation
underscores the importance of participatory governance in achieving educational
goals and improving school performance.

It has come to our attention that the SGC of your school has not yet become
functional. This delay is concerning as it directly impacts the school's ability to
adhere to the principles of transparency, accountability, and community
involvement as stipulated by the law.

In light of this, I kindly request an explanation for the delay in the functionality of
the School Governance Council. Specifically, I would like to understand:

1. The reasons for the current status of the SGC.

2. Any challenges or obstacles that are impeding the functionality of the SGC.
3. The steps being taken to address these challenges and the expected timeline
for the SGC to become fully functional.

Additionally, I would appreciate any information on how the we can assist in

overcoming these challenges to expedite the functionality of the SGC. It is crucial
for all stakeholders to collaborate effectively to ensure that the council serves its
intended purpose.
I am confident that under your leadership, we can address these issues and work
together to ensure that the School Governance Council becomes an active and
effective body that contributes positively to the governance and development of our
school.

Thank you for your attention to this matter. I look forward to your prompt
response.

Sincerely,

ROSELLE O. BACASNOT, PhD
