Subject: Paired Early Career Fellowship in Applied Research (PECFAR) Call 2023: Dr. Harish Pothukuchi,
Indian Institute of Technology Jammu & Dr. Khaled Yassin, Forschungszentrum Juelich - Release of grants.

Approval of the Director, Indo-German Science & Technology Centre (IGSTC) is hereby accorded for the award of
“Paired Early Career Fellowship in Applied Research (PECFAR) – Call 2023” to Dr. Harish Pothukuchi, Indian
Institute of Technology Jammu & Dr. Khaled Yassin, Forschungszentrum Juelich to undertake networking and
research visits in their respective host institutions.

The financial support under the PECFAR – Call 2023 Award is limited to:
a) Fellowship amount: € 2300 per month (pro rata basis).
b) Single round trip (shortest route) economy class airfare including visa fees and medical/travel insurance up to
₹ 1 lakh (for Indian Awardee) and € 1500 (for German Awardee) at actuals.

Fund release:
The detailed disbursement schedule of the approved Fellowship is given in Annexure I. IGSTC shall release the grant
subsequently (only after the fulfillment of the required compliances) by means of electronic transfer to the following

Release of the Fellowship grant is subject to the following conditions:
• Fellowship grant will be disbursed as per the schedule given in Annexure I;
• All terms & conditions as per the Annexure II must be adhered up to the completion of the Fellowship by
the Awardees;
• For Indian Awardee, an Undertaking as attached separately needs to be signed by the Institution on a Rs 100/-
stamp paper and submit to IGSTC;

Annexure I
The financial support for the period of Fellowship by IGSTC will be as follows:
• Fellowship amount: € 2300 per month (pro rata basis).
• Single round trip (shortest route) economy class airfare including visa fees and medical/travel
insurance approximately ₹ 1 lakh (for Indian Awardee) and € 1500 (for German Awardee) at actuals.

* The travel cost for the Awardees will be reimbursed after the completion of both Awardees’ visits and submission

Annexure II
IGSTC TERMS & CONDITIONS OF THE AWARD

1. The Awardees must complete their visits within 12 months from the intimation of the PECFAR Award. The
time gap between the visits of two Awardees should be less than 6 months.

2. IGSTC grant is only for supporting monthly Fellowship, a single round-trip airfare including visa fees and
medical/travel insurance.

3. Air ticketing and obtaining of the travel/medical insurance for the Fellowship duration is the sole
responsibility of the Awardees within the sanctioned grant. The Awardee must ensure that ticket booking is
done minimum one month before the visit.

4. No other financial assistance in any circumstances or any form will be paid towards the Award.

5. The Awardees will seek the concurrence of IGSTC (on receipt of visit invitation from the Host Institution)
well in advance prior to undertaking the visit to the Host Institution

6. After the Award of Fellowship, the Awardees should not deviate from:
a) the approved planned activities.
b) the identified member of the Pair & Host Institution.

7. The Awardees are bound to utilize the complete duration of the approved Fellowship without any break in a
single visit to the Host country. In case the Awardee stays beyond the approved Fellowship period, IGSTC
will not be liable for any financial commitments for the extended period of stay.

8. It is the sole responsibility of the Host Institutions to obtain all the requisite Sensitivity/Security clearance
from the government/concerned authorities, wherever applicable under the IGSTC PECFAR Award.

9. It is the sole responsibility of the Institution/Awardee to maintain strict confidentiality of all or any part of
the information and data exchanged/generated/shared in any form during the Award.

10. The Awardees must intimate IGSTC if they discontinue the Fellowship before completion of the tenure.

11. Extension in the duration of Fellowship shall not be entertained and IGSTC decisions will be considered final
and binding in any respect.

12. Each of the Awardees of the Pair must submit UC/SE along with the Fellowship visit report in the prescribed
format at the end of their visits.

13. Within 4 weeks of completion of the Fellowship, the Awardees must submit a detailed consolidated
Fellowship completion report endorsed by the host institutions in the prescribed format along with
representative photos to IGSTC. The travel support for both the Awardees will be reimbursed after the
Awardees complete both their visits.

14. The Awardees must duly recognize and acknowledge IGSTC-PECFAR Fellowship in all online/print
documents, communications, reports, publications, presentations, PhD thesis, etc. on work resulting from the
Fellowship.

15. In case of short closure of the Fellowship, the Institutions will refund the Fellowship amount on a pro-rata
basis from the date of short closure.

16. Any unspent amount of grants will have to be refunded to IGSTC by a cheque/Demand draft/NEFT/Wire
transfer.
17. The Awardees will abide by the rules & regulations of the host institution and the country. IGSTC will not
be responsible for violation of any rules & regulations by the Awardees.

18. IGSTC will not be liable towards any statutory payments concerning rules governing the payment of salary,
leave, medical, gratuity, GPF, pension etc., of the Awardees in the affiliated Parent
Organization/Institution/University.

19. In case of exigency, the Awardees shall be permitted to return to India/Germany for the specific purpose,
after having due intimation in writing to IGSTC. The Awardees, however, will bear the cost of his/her visit
and IGSTC shall not provide any additional financial support for the same.
