Fire Emergency Action Plan 2019

The following terms, abbreviations and definitions are used in this plan.
TERMS EXPLANATION
SP School Principal

Assembly Area A safe pre-designated space where persons must assemble after evacuation
Command Post A place positioned out of harm’s way where key members of the FEAP
organization convene, issue directions to ERTs and the organization and make
plan of action re an emergency situation.
Emergency Any unplanned and unwanted event generated internally or externally, which
has caused or has potential to caused significant damage to the school
building/s, students, faculty and staff, utilities and equipment, the
environment that requires an immediate response
Emergency Response A structured organization of staff and officers that organizes and supervises
Team (ERT) the response and safe movement of students, faculty, staff and visitors in an
emergency
Emergency Response The person in charge and heads the Emergency Response Management

Main Evacuation A place of safety outside or inside the school premises where persons
Point evacuating the building or the part are expected to assemble as part of the
School’s Fire Emergency Action Plan. This area is established to check that
persons are accounted for, to brief persons evacuated for future action, and
to prevent re-entry.

DISTRIBUTION
Upon approval by Bureau of Fire Protection, each building or cluster of building heads will be
furnished with one (1) copy, and Admin Office (Principal and SDRRMO) will have two copies –
one(1) copy for the training and education of personnel and employees and one (1) copy for
record and documentation, respectively.
All faculty and staff must be informed and trained in the contents of the FEAP and will be also
incorporated as part of the orientation program of the new faculty members, staff and
students, and at least four times annually thereafter as required by Fire Code of the Philippines
of 2008 (RA 9514).
In coordination with the BFP, PNP, RC, MRMMC and other relevant government agencies and
NGOs, all employees must be trained in Fire Prevention, Evacuation and Fire Safety, First Aid
Training, Security Awareness, etc. This shall be documented in a training logbook.
The initial issue of this FEAP has been reviewed by the Bureau of Fire Protection, Kalibo Fire
Station, SDRRMO and School Principal to ensure it meets the requirements of the current Fire
Safety Requirements, DepEd policy and DRRM operational standards. The plan was approved
by BFP for use of Kalibo Pilot Elementary School premises. Evidence of initial review and
approval is by the signature on the cover sheet.
In conjunction with the submission of the FEAP, the SDRRMO and School principal will
coordinate and facilitate an initial FEAP Workshop with faculty members and staff to discuss the
contents and application of the FEAP to facilitate the approval of the FEAP and agree the
proposed management measures and controls.
Revisions of this FEAP may be required annually and after all emergency situations to reflect
changing circumstances or identified opportunities for improvement. Revisions may result
from:

Revisions shall be reviewed and approved by the BFP and School administration prior to issue.
Updates to this FEAP are numbered consecutively and transmitted to holders of controlled
copies.
SCOPE
The provisions of this FEAP are applicable to all departments, divisions and personnel who
work, reside or that may be a visitor within the Caticlan Elementary School, Caticlan, Malay,
Aklan, Philippines during the time of an emergency.
INTRODUCTION
The objective of this FEAP is to create a coordinated and effective approach to an emergency
situation, utilizing maximum resources and trained personnel, allowing the normal business of
Caticlan Elementary School premises to continue with minimal interruption.
The FEAP has been created to deal with fire emergency to Caticlan Elementary School premises
and/or community.
PURPOSE
The purpose of this FEAP is to familiarize the faculty, staff, and students with policies and
procedures related to building operations and emergency operations, assign responsibilities
and prescribed procedures to protect and safeguard the faculty, staff, and students of Caticlan
Elementary School premises in the event of emergency that may occur.
1. Educate all Kalibo Pilot Elementary School faculty, staff, and students in all levels, in the
standard operating procedures in terms of proactive response in cases of fire of
emergency;
2. Standardize and established a uniform Fire Emergency Operating Procedures and
Emergency Response Team (ERT) in Kalibo Pilot Elementary School, Kalibo, Aklan;
PLANNING PRINCIPLES
FEAP is based on the following key principles:
1. Timely and accurate emergency situation assessment to assist in a balanced judgement
by the Emergency Response Team (ERT).
2. Clearly defined roles and responsibilities.
3. Reliable communications and reporting procedures.
4. Pre-planned administrative support.
5. Maintenance of the security of operations during an atmosphere of speculation and
rumour.

Signal codes below are the widely used emergency signal codes in commonly occurring
emergencies.

All students, faculty and staff are required to follow the safest route to the designated Main
Evacuation Points. FERT will be deployed to strategic routes to direct traffic and control
evacuation.
All changes to evacuation routes are to be recorded and shall be immediately informed to
school heads and the BFP.
COMMAND POST
Command post will be determining out of harm’s way for the FERT to convene, issue directives
to FERT members and make plan of action for the fire emergency.
The Command Post will be situated in safe and strategic location identified by the FERTL.
EMERGENCY EQUIPMENT
CES must have correct and readily available equipment that can effectively respond to fire
emergency.
Inspection of fire emergency equipment shall be conducted on a monthly basis to ensure that
equipment is available and functioning properly.
In order to control the risk of a fire, several measures must be taken. These include: The
enforcement of hot works permits. No hot work is to take place outside of a controlled hot
works zone without first seeking Fire Safety Clearance from BFP, completing a hot work permit
and following the correct procedure. Necessary procedures must be taken into consideration
that a fire spotter must be present with suppression devices in the event of a fire breaking out.
Scheduled electrical inspections of all machinery and wiring throughout the school. This is

The provision of portable firefighting equipment in line with the relevant codes (BFP Fire Safety
Code), laws and regulations of the Philippines.
All emergency equipment including portable fire extinguisher, hose reels, hydrants are
maintained and inspected by the Engineering/Maintenance Department personnel in
accordance with the relevant legislation and Philippine standards.
Current evacuation signs and diagrams for the building or site that are compliant to relevant to
the country’s legislation and appropriately located, in a conspicuous position, on each
evacuation route.
TRAINING
All CES faculty and staff must be trained on fire emergency procedures.
This training should be done as part of CES safety training and shall include the following:
Fire Emergency Response Team members must receive specific training for the duties they are
to undertake. Training for emergency response team personnel will include relevant topics
related to their role including:
● First aid and CPR for those identified as first aiders in this plan.
Emergency Evacuation and Response exercises are to be held as training activities to a schedule
prepared by DRRRMO Coordinator.
Evacuation Training
An initial evacuation drill will be conducted within three months at the initial issuance of FEAP,
and at intervals not exceeding 6 months.
