MUNICIPAL ORDINANCE NO. 01-2024

AN ORDINANCE DECLARING JUNE OF EVERY YEAR AS MEN’S MONTH IN THE


MUNICIPALITY OF BAKUN, INSTITUTIONALIZING THE MEN’S OFFICIAL FOR-
A-DAY, AND APPROPRIATING FUNDS THEREOF

WHEREAS, The UN Commission on the Status of Women (UNCSW), the principal


global intergovernmental body exclusively dedicated to the promotion o f gender equality and the
empowerment o f women, urges governments, at all levels, to address structural and underlying
causes and risk factors to prevent violence against women and girls and to encourage men and
boys to take part and become strategic partners and allies in the prevention and elimination of all
forms o f discrimination and violence against women and girls.

WHEREAS, one of the key strategies under prevention of the ASEAN Regional Plan of
Action on the elimination of Violence against women is to encourage men and boys as
collaborative partners and allies for preventing VAW, including the development and
implementation of programs that challenge male sexual entitlement and dominance over women
and to promote the concept o f non-violence and positive masculinities.

WHEREAS, the Philippine Commission on Women (PCW) as Secretariat o f IAC-VAWC
and as the Oversight agency to Monitor the implementation o f the Magna Carta of Women (MCM),
recognized the need to involve men in addressing gender-based violence and achieving equality.
Likewise, initiated the creation of Men Opposed to Violence against Women Everywhere (MOVE)
in 2006. An organization of men who committed themselves to be involved in combating violence
against women.

WHEREAS, Resolution N o.l series of 2023 o f the Regional Committee Against


Trafficking-Violence Against Women & their Children ( RCAT-VAWC) CAR, Entitled “ A
resolution enjoining all Regional Line Agencies, State Universities and Colleges (SUCs) and Local
Government Units (LGUs) to Organize Men Opposed to Violence Against Women Everywhere
(MOVE) “ as partners in eliminating violence against Women and Children in the Locality.

WHEREAS, The Municipal Committee against Trafficking and Violence against Women
(MCAT VAWC) recognizes the vital role and participation of men and boys in the elimination of
any form of Gender-based violence in the Municipality.

NOW THEREFORE, be it enacted by the Sangguniang Bayan in Session duly assembled


that;

SECTION 1. Title. This Ordinance shall be known as “AN ORDINANCE DECLARING


JUNE OF EVERY YEAR AS MEN’S MONTH IN THE MUNICIPALITY OF BAKUN,
INSTITUTIONALIZING THE MEN’S OFFICIAL FOR A DAY, AND APPROPRIATING
FUNDS THEREOF.”

SECTION 2. Objectives. To celebrate men’s (ages 25 - 59 years old) lives,


achievements and contributions, in particular for their contributions to nation, union, society,
community, family, marriage and childcare. The broader and ultimate aim of the event is to
promote basic awareness towards men’s issues.

SECTION 3. Men’s Month Celebration. The celebration o f Men’s Month in the


Municipality o f Bakun shall be in June o f every year to coincide with the celebration of Father’s
Day on the 3rd Friday o f June.

SECTION 4. Activities. Programs and activities shall include but not be limited to
programs on the importance of having men as partners in promoting gender legality and in the
implementation o f gender-sensitive programs, projects and activities.

a. M u n ic ip a l M e n ’s C o n g re s s - shall be convened every 3rd Friday of June to serve as an


avenue where updates, issues and concerns on the advancement o f the involvement and
participation of men in the promotion o f Family and children’s welfare, elimination o f all forms
of discrimination against women, community development, and other programs will be advocated.
In said congress, the assembly may elect among themselves who shall sit as Men official for a day
in accordance with the requirements in the succeeding paragraph hereof.

b. M e n O ffic ia l F o r -A -D a y (M O F A D ) - Men elected to sit as Men Official For-A-Day shall


occupy the following positions:

1. Municipal Mayor
2. Municipal Vice Mayor
3. Sangguniang Bay an Members
4. Liga ng mga Barangay President
5. Sangguniang Kabataan Federation President
6. Indigenous Peoples Mandatory Representative

SECTION 5. As MOFAD, they shall be entitled to honoraria of Three Thousand Pesos


(P3,000.00) except the MOFAD Municipal Mayor and Municipal Vice-Mayor who shall be
entitled to honoraria o f Four Thousand Pesos (P4,000.00) and Three thousand Five Hundred Pesos
(P3,500.00), respectively. No man shall serve more than once as MOFAD.

SECTION 6. Responsible Office. Activities shall be spearheaded by the Municipal Social


Welfare and Development Office but in coordination with the Sangguniang Bayan Office in the
conduct of the MOFAD.

SECTION 7. Budgetary Requirements. The amount o f One Hundred Fifty Thousand


Pesos (PI 50,000.00) shall be included in the 2025 Annual Performance Budget o f the municipality
and every year thereafter under the Municipal Social Welfare and Development Office for the
effective implementation of this ordinance.

Section 8. Separability Clause. If any section or provision o f this Ordinance is declared


illegal or unconstitutional, other section/s and/or provisions hereof which are not affected by such
declaration shall continue to be in full force and effect.

Section 9. Repealing Clause. All ordinances, rules and regulations or part thereof where
provisions are inconsistent with the provisions of this Ordinance are hereby repealed, amended
and/or modified accordingly.

SECTION 10. Effectivity. This ordinance shall take effect in accordance with RA 7160
and the Implementing rules and regulations issued pursuant thereto.
