1 INTRODUCTION

The haul road will be built on UAS 9-3 islands to facilitate construction materials,
manpower, and equipment movements.Including 2 kinds of haul road, Primary
Construction Haul Road 8M Wide (2 Ways) and Secondary Construction Haul Road
7M Wide (1 Way ).The haul road map is shown in the Fig1-1.

2 PURPOSE

The purpose of this method statement is to explain haul road layout, section form
and construction method of UAS 9-3 islands.

3 SCOPE OF WORK

As per TRSDC’s requirement, there are 2 types of haul roads. One is primary haul
road with 8m wide, the other is secondary haul road with 7m wide.

The road section will only compose compacted sand as per TRSDC’s requirement.

The sidewalk will be included in the 8m wide road and 7m wide road, which means
that 8m wide primary haul road , 7m wide secondary haul road . This scope of
works comprises the following activity:

 Compacting and levelling the existing soil, the compaction degree should
meet design requirement.

 Construct barricades.

6 ORGANISATION RESPONSIBILITY AND SUPERVISION

Organization Chart

7 WORK FORCE OR KEY PERSONNEL

7.1 Project Director has overall responsibility for the implementation of this project
procedure. Specific responsibilities have been assigned to members of the project
management team as described below.
7.2 Construction Director through his civil execution team is responsible for
executing the work as per the approved drawings, safe work excursion on site,
promoting the ridership towards HSE commitments and within the approved quality
procedure as per contract. He shall plan and resource site construction facilities and
ensure safety programs. Construction director will act as a construction manager.
7.3 Site Manager the core duties that must be executed by a site manager is to
oversee and direct the activities of a range of contractors and subcontractors which

may begin with site preparation work to the final stages of the particular construction
project. Preparing, coordinating, and updating site reports, drawings, and other
necessary documents.
7.4 Site Engineer shall report to the CM and are responsible for the day to day
planning and supervision as well as implementing the technical requirements,
dimensions, and measurements related to the execution of work and equipment
preparation.
7.5 QA/QC Manager shall monitor all QA/QC activities for all disciplines needed in the
project. Set up the Quality Systems onsite and ensure Quality Assurance Plans and
Procedures are implemented as per TRSDC Standard Specification and
International Standard requirements. Supervises multidiscipline team of QC
Engineers or inspectors onsite and perform quality audits. He reports directly to the
Quality Director and Project Manager.
7.6 QC Inspector shall monitor all the ongoing activities and will make sure that work
is being done as per the approved Method Statement, IFC and approved shop
drawings, He will make sure that material being used in the site is approved and
received by ARCADIS.
7.7 Surveyor shall report to the CM and Site Engineers, also responsible in
determining the precise location, distances, directions and elevation of points, lines
and contours of important features in the survey area. Records the results of
surveys and verify the accuracy of data, prepares plots for documentation.
7.8 HSE Manager shall report to the Project manager, shall have the following
responsibilities as a minimum.

 Be responsible for heading the site HSE organization and effective


implementation of the safety programs.
 Shall acquaint him with the Saudi Arabian legislative requirements of HSE
management and all TRSDC SEA HSE requirements and require all

personnel strictly follow them.


 Administrate and participate in safety audit and inspection of the site, and
carry out regular or random inspections of work areas to ensure work
activities are in compliance with various HSE requirements.
 Be responsible for the organization of safety management, supervision, and
inspection, urging the professional teams & Subcontractor to take active
measures to eliminate potential hazards and correct misconduct or dereliction
activities, and have the right to stop the construction when emergency or
serious activities that may breach the safety regulations.
 Carry out hazard identification prior to work in order to identify and remove
hazards which may be encountered during construction.
 Provides safety guidance and advice from the beginning of activities until
completion and conduct safety inductions and tool box talks to newly coming
staff and any site visitor.
 Assign HSE personnel that are suitably qualified by education, training,
competence and experience to the project for giving HSE instructions to all
employees.
 Be responsible for conducting HSE regular meetings. Review monthly HSE
work plan and safety reports of all teams and Subcontractor, coordinate and
solve the problems existing in HSE scope.
 Take the lead role in HSE communications pertaining to the works with
government agencies and local authorities.
 Investigate, assess and give advice to HSE management and employees
working conditions.
 Organize and participate in the project HSE incident investigations of this
project and ensure that remedial actions are agreed and carried out.
 Prepare emergency plan in accordance with TRSDC SEA’s requirements and
ensure that emergency drills are to be carried out periodically.

7.9 Safety Supervisor shall report to the Project HSE manager, shall visibly
demonstrate the priority of safety in all activities, including setting a good personal
example and as follows.
 To be conversant with the Client contractual requirements, HSE
Specifications/Standards and applicable laws.
 Report directly to client HSE Lead on all matters relating to Health / Safety /
Environment.
 To conduct training and counselling sessions on group and individual basis
and lead the process of passing on safety information to the work force
through HSE Officers / safety supervisors or site Supervisors.
 To participate/ conduct emergency response drills, provide scenarios for the
monthly emergency drills, exercises.
 To attend, participate in the supervisors HSE meeting, keep records of the
meeting and monitor implementations of action points.
 To suspend immediately any work in progress which he considers being
proceeding in a dangerous or unsafe manner.
 To monitor and report on the any ignorance of the rules and regulations set
out in CHEAEC and RED SEA safety reference documents.
 To ensure that the HSE training given to staff is of sufficient with efficient
quality material for regular tool box talks.
 Conduct HSE Inspections and Audits to ensure that adequate controls are in
place to prevent injury to personnel, damage to plant equipment, and
minimum damage to environment.
 Participate in Client’s HSE Contractor meetings, when required.
 Ensure that unsafe acts and unsafe conditions are reported and corrected.
 To prepare inspection & statistics reports of all incidents/injuries and damage
at the site as per contractual requirements by proper investigation and

promote action to prevent recurrence. Besides, maintain and keep all records
relevant to HSE matters.
 Act as Focal Point for HSE management of Contract.
7.10 HSE Officer

 The HSE Officer shall report to the HSE Engineer.


 To be familiar with CSM and other contractual HSE requirements.
 Coordinate with HSE Engineer and Site Engineers/Supervisor for any HSE
matter.
 To conduct the toolbox talks & pass on the safe execution information to
workforce.
 To participate/ conduct emergency response drills, provide scenarios for the
monthly emergency drills, exercises.
 To ensure compliance of job execution activities in designated areas as per
HSE requirements.
 To suspend immediately any work in progress which he considers being
proceeding in a dangerous or unsafe manner.
 To ensure all work permit requirements are being adhered.
 To conduct Site HSE tours and Inspections to ensure that adequate controls
are in place to prevent injury to personnel, damage to plant equipment, and
minimum damage to environment.
 To identify the maintenance or replacement requirement for any
tools/equipment being used on site improperly.
 To feed HSE Engineer to prepare statistics reports at the site as per
contractual requirements by proper investigation and promote action to
prevent recurrence. Besides, maintain and keep all records relevant to HSE
matters on site.

7.11 Environmental Manager

 Familiar With the requirements set out in the project ESIA and the CEMP.
 Fully responsible to implement Project CESMP.
 Accountable to the Project Manager and is responsible for the implementation
of the Project “Environment Management Plan”.
 To ensure that the Environmental Compliance supervisors have adequate
resources to carry out their duties and responsibilities to implement the Project
“Environment Management Plan”.
 To establish and maintain a direct line of communication with the CHEC HSE
Representative, Engineer/Supervisor.
 To chair the Environmental compliance meetings.
 To monitor the site operation to ensure they are conducted in accordance with
the Project “Environment Management Plan”. Take urgent and appropriate
action to prevent unsafe working practices or other infringements of statutory
requirements.
 To make himself available to participate in some of the Environment
inspections.
 To ensure that CHEAEC and all subcontractors comply with the requirements
of the Project “Environment Management Plan”.
 To ensure that all necessary Written Safe Work Procedures, Risk Assessment
sand Method Statements are prepared and issued for safe operation of the
works on the Project.
 To ensure that the CESMP and their EMS is established, implemented and
maintained in accordance with the requirements of the CESMP and other legal
requirements.
 The EMS shall identify.
 Risks associated with their activities.

 Mitigation measures; and• Appropriate monitoring to ascertain compliance with


relevant legislation, standards, guidelines and guidelines.
 To ensure that financial and human resources are provided to implement
theses and management System.
 To take action to prevent environmentally/socially unsound and/or
unsustainable working practices, infringement of the CESMP and/or
Management System or breach of any applicable laws.
 To undertake daily and weekly environmental inspections.
 To act as the main point of contact for all environmental and social issues.
 Responsible for incident investigation and closure of non conformity.
 To report to the Project Management Company, issues and incidents on a
regular basis- with major incidents being reported within an appropriate
timeline (to be outlined within the emergency preparedness and Response
Plan).
 To record all environmental incidents and social issues, including complaints
and grievances from local communities or other interested parties.
 Inspection of Sub contractor environmental performance and reports
infractions.
 To attend the weekly environmental performance meeting.
 Completes a compliance / non-compliance checklist during each inspection.
 Advises the Project HSE Engineer In-Charge and Environmental Engineer
about the performance compliance in the environmental terms of the contract,
notify him of fails to provide the prescribed environmental mitigation, or fails to
comply with regulatory requirements.
 Has the authority to stop construction works if conditions of the CESMP are
not being met.
 Will be responsible for conducting Environmental Awareness programs and

Training Programs for the construction staff.


 Will be responsible for Maintenance, and implementation of CESMP and
update of the CESMP.
 Will be responsible for preparation of Daily Environmental Monitoring Reports,
Weekly and Monthly Reports, Checklists, Site visit records, Environmental
documentation etc.
 Will be responsible for close out the environmental issues identified during the
Inspection.
7.12 Environmental Engineer

 Familiar With the requirements set out in the project ESIA and the CESMP.
 Fully responsible to implement Project CESMP.
 Responsible for the implementation of the Project “Environment Management

 Lead Environmental compliance at project site.
 To monitor the site operation to ensure they are conducted in accordance with

subcontractors comply with the requirements of the Project “Environment

standards, guidelines and guidelines.
 To record all environmental incidents and social issues, including complaints
and grievances from local communities or other interested parties; and
 To attend the weekly environmental performance meeting.
 Will lead Environmental Awareness programs and Training Programs for the

construction staff.
 Will be responsible for preparation of Daily Environmental Monitoring Reports.
7.13 Site Supervisor / Foreman

 Shall ensure the safety of his subordinate during the activity.


 To ensure that work is carried out properly and according to instructions
received from the site engineer.
 To ensure that tools, labour and materials are available.
 To control the disposal of waste materials according to the instruction of site
engineer to the approved disposal location.
 Coordinate fully with the safety officer in order to maintain safe working
conditions and proper housekeeping of the site.

8 METHODOLOGY
8.1 Materials Taking

In the areas designated by the employer, excavator are used for loading and dump
trucks are used to transport backfilling materials to designated locations during
temporary road construction.

8.2 Site leveling and sand paving

Before paving sand, grader will be used to level the original ground without reducing
the elevation. After ground leveling, the material will be one time backfilled (after
compaction thickness is 25cm), and grader or loader will be used for placement .

8.3 Sand compaction

A water truck will be used to spray water until it is completely wet , then the roller
will come to do compaction . The compaction should meet the design requirements.

8.4 Pedestrian Segregation

The sidewalk only be included in the 7m wide road , which means that 7m wide
secondary haul road (5.5m wide + 1.5m wide sidewalk).

8.5 Monitoring and maintenance of road

CHEAC will monitor and maintenance the access roads till R10-H11 project
completed.

8.7 GBC Testing

9 SAFETY AND ENVIRONMENT

(1) Pay attention to Oil spillage from equipment, check the equipment every day
before work starts, ensuring the equipment can work properly.

(2) All works associated with construction shall occur within the defined works area.
(3) AII personnel involved should wear complete personal protective equipment
(PPE) in accordance with safe work requirements.
(4) All the work shall comply with the approved safety management plan. Risk
assessment will be submitted for approval before work commence.
(5) If the weather condition turns bad, (sand storms, wind storms, rains, flooding
and hailstorms), there should be immediate coordination with CHEAC Safety
Department and Construction Management in cases where the works will be
stopped. If in case night observation or monitoring is necessary to be carried out,
adequate lighting must be prepared by the Construction Manager.
(6)Pedestrians isolation during construction: During temporary road construction, all
construction areas need to be safely enclosed with tapered buckets and warning
tape, accompanied by safety personnel. Flashing lights are used as a warning
during night construction.

10 QUALITY ASSURANCE

Before the commencement of the work, QC Inspector will check the site condition.
Site clearance and preparation will depend on the site conditions. All the materials to
be inspected before the installation.
