ORGANIZATION OF THE BARANGAY HEALTH EMERGENCY RESPONSE TEAM (BHERT) OF
BARANGAY SAPANG, MANGATAREM, PANGASINAN.
Whereas, the 1987 Constitution mandates of the state to protect and promote the general welfare and the
right to help of the people and instill health consciousness among them.

Whereas, Section 16 of Republic Act 7160 otherwise known as the Local Government Code of 1991
provides for every local government unit to exercise the powers expressly granted, those necessarily
implied therefrom, as well as powers necessary, appropriate or incidental for its efficient and effective
governance, and those which are essential for the general welfare;

Whereas, DILG Memorandum Circular 2020-018 dated January 31, 2020 provides for the Guides to Action
Against Corona Virus detailing roles to be performed by Chief Executives as well as Barangay Health
Response Teams;

Now therefore I EFREN M. UNAY, Punong Barangay of Barangay Sapang, Mangatarem, Pangasinan by
virtue of the powers and authority vested in me by law, do hereby order the creation of the Barangay
Health Emergency Response Team and detailing their roles and functions, to wit:

Section 1 Composition. The Barangay Health Emergency Response Team (BHERT) of the Barangay Sapang,
Mangatarem, Pangasinan shall be composed of the following:

Section 2. Effectivity. This Executive Order shall take effect immediately. Any other prior issuances
inconsistent herewith are hereby repealed, modified or amended accordingly.
