EXECUTIVE ORDER NO. 2021-

Series of 2020

AN EXECUTIVE ORDER INSTITUTIONALIZING THE IMPLEMENTATION OF

THE SAFETY SEAL CERTIFICATION PROGRAM IN BARANGAY RIZAL,
Malalag, Davao del Sur

WHEREAS, Section 15 Article II of the 1987 Philippine Constitution

mandates that the state shall protect the right to health of the people and instill
health consciousness among them;

WHEREAS, DOLE-DOH-DILG-DOT-DTI Joint Memorandum Circular No. 21 –

01 series of 2021, prescribing the implementing guidelines of the Safety Seal
Certification Program;

WHEREAS, DILG Memorandum Circular No. 2021 – 053, dated May 12,
2021: Implementing guideline of the Safety Seal Certification Program for this
Department and the Local Government Units as issuing authorities;

NOW THEREFORE, I, ROSITA A. ANGEL , Punong Barangay of Barangay

Rizal, by virtue of the powers vested in me by law, do hereby institutionalize the
implementation of the Safety Seal Certification Program, as follows:

SECTION 1. DESIGNATION OF SAFETY OFFICER

Safety Officer: Ms/Mr Richebel P. Angel

Functions:
a. Coordinate with appropriate bodies for support and referral to based
isolation facilities for confirmed cases with mild symptoms, and to health
facilities for severe and critical cases;
b. Undertake contact thereof;
c. Monitor status of employees quarantined or isolated; and
d. Implement return to work policies

SECTION 2. DESIGNATION OF PERSONNEL IN-CHARGE OF MONITORING

AND MAINTAINING SOCIAL

DISTANCING IN COMPLIANCE TO HEALTH PROTOCOLS

Personnel in-charge: Ms/Mr_Jet A. Ventura

Function:
a. Monitor and maintain social distancing of clients, visitors, and
employees to ensure compliance of health protocols within the
barangay premises.

SECTION 3. DESIGNATION OF BARANGAY ISOLATION UNIT (BIU)

The BHERT shall serve as the barangay isolation unit in case of identified
symptomatic employees.

SECTION 4. STRICT COMPLIANCE TO HEALTH PROTOCOL

All barangay officials, functionaries, clients, and visitors are mandated to always
wear facemask and face shield especially in enclosed places within the barangay
premises.

Adequate ventilation shall be implemented in enclosed (indoor) areas as cited in

DOLE Department Order No. 224-21 or the Guidelines on Ventilation for Workplaces
and Public Transport to Prevent and Control the Spread of COVID–19.

SECTION 5. CONDUCT OF REGULAR DISINFECTION

The barangay shall conduct regular cleaning and disinfection pursuant to DOH
Department Memorandum No. 2020 – 157 and 157-A or the “Guidelines on
Cleaning and Disinfection in Various Settings as an Infection Prevention and Control
Measure Against COVID-19.

SECTION 6. SEPARABILITY CLAUSE

If, for any reason, any part or provision of this Order shall be found unconstitutional
or invalid, other parts or provisions thereof which are not affected thereby, shall
continue to be in full force and effect.

SECTION 7. REPEALING CLAUSE

Previous issuances or parts thereof in conflict with or inconsistent to the provisions

of this Executive Order are hereby repealed or modified accordingly.

SECTION 8. EFFECTIVITY CLAUSE

This Executive Order shall take effect immediately
