GENERAL INSTRUCTIONS
01 काय परिमट सावधानीपूवक भरगे और कोई भी थान खाली नह छोड़ा जाएगा। य द आव यकता हो तो के च संल कर।
Work Permit shall be filled up carefully and no column shall be left blank. Provide sketches, if required.
02 उपयु सुर ा के उपाय एवं पी॰पी॰ई॰ क ज़ रत काय शु करने से पहले िनिहत ख़तर और संभािवत ख़तर के आधार पर िव ेषण
कर सुिनि त क जाएगी।
Appropriate safe guards and PPEs shall be determined by analysis of the potential hazards prior to starting the work.
03 फ़ायर अलाम बजने क ि थित म सभी काय तुरंत बंद कर देना है। आपातकालीन सायरन क अव था म सभी काय तुरंत बंद करना है
एवं सभी ग़ैर ज़ री ि य का काय े तुरंत छोड़ कर एक ण थल क ओर अ सर होना है।
In case of fire alarm all work must immediately be stopped. In case of Emergency Sirens, all work must be stopped and
all non-essential persons must leave work site and proceed to designated areas.
04 सभी उ पादन े म के वल अिधकृ त गाड़ी / इं जन एवं वीकृ त िव ुतीय उपकरण एवं औज़ार ही ले जाएं।
Only certified vehicle / engines and permitted type of electrical equipment and tools are allowed in operating areas.
05 वै डंग मशीन को ख़तरा रिहत खुली जगह म रखना चािहए।
Welding machines should be located in non-hazardous and ventilated areas.
06 गैस जाँच आव यक है। कोई भी हॉट वक ए स लोिसव मीटर म शू य री डंग के बग़ैर वीकृ त नह कया जाएगा।
Gas test is mandatory. No hot work shall be permitted unless the explosive meter reading is Zero.
07 वेसल वेश, जहाँ कोई हॉट जॉब नह कया जाना है, वलनशील गैस के 5% एल॰ई॰एल॰ तक वीकृ त कया जा सकता है। यह वेश
शन यं (स लाईड एयर) के मा क के साथ 20% एल॰ई॰एल॰ तक क जा सकती है। ऑि सजन लेवेल 19.5% (आयतन) होना
चािहए एवं िवषैली गैस क मा ा ेसहो ड िलिमटस म हो।
Vessel entry, where no hot work is to be carried out, may be permitted if combustible gases are up to 5 % of lower
explosive limit (LEL). Entry with an air-supplied mask may be permitted with LEL of up to 20%. The Oxygen level
should be at least 19.5% volume and the concentration of toxic gases below the threshold limits (TLV of H2S – 10 PPM)
& (CO-50 PPM).

When a person is entering confined space, the receiver must keep minimum two trained attendants-designated persons at
the manhole or entry point.

09 काय ि लयरस के नवीकरण ( र यूवल) के िलए परिमट जारीकता सभी शत को संतोषजनक पाने पर ही काय को जारी रखने क
अनुमित देग। अगर शत बदल गयी है तो नया परिमट आव यक प से जारी करना चािहए या मौजूदा परिमट को सुधार कर ही देना
चािहए।
For renewal of work clearance, the issuer shall ensure that the conditions are satisfactory for the work to continue. If the
conditions have changed, it should be necessary to issue a new permit or amend the existing permit.
10 ि लयरस नवीनीकरण पर ह ता र कए जाने के बाद काय के िलए परिमट जारी कया जाएगा। परिमट अिधकतम सात कलडर दन
तक नवीनीकृ त / िव ता रत कया जा सकता है। लांट श डाउन म परिमट अिधकतम 15 दन तक जारी कया जा सकता है। लैनके ट
परिमट अिधकतम 30 दन तक जारी कया जा साकता है।
Permit shall be considered issued for job after “Clearance renewal” is signed. The permit can be renewed / extended up to
a maximum of seven calendar days, except in case of plant shutdown, where permit can be issued for a maximum period
of 15 days. Blanket permit may be issued for a maximum period of 30 days.
11 परिमट रिज ेशन अविध के दौरान अगर एक दन या अिधक (छु ी के दन / रिववार को छोड कर) दन तक काम बंद रहने क ि थित
म , परिमट ाथ ( रसीवर) फ़ायर टेशन म रखे संबि धत रिज टर म काय के कावट क सूचना पहले से दज करे ग।
During the registration period of permit, if job is not done for a day or more (except holidays/Sundays), receiver shall
enter in prescribed register at Fire Station in advance about the discontinuity of job.
12 यह परिमट हर व त काय थल पर मौजूद होना चािहए।
This permit must be available at work site at all times.
13 काय समाि पर परिमट ज़ र लोज़ कर देना चािहए और अि एवं सुर ा िवभाग म परिमट ाथ ( रसीवर) ारा अव य
जमा कर।
On completion of the work, the permit must be closed and submitted to F&S as record by receiver.
14 हॉट वक म वै डंग, ाइन डंग, गैस क टंग, जलाना, मु लौ, सो ड रं ग, शॉट ला टंग, ची पंग, रवे टंग, ि लंग, कै मरा लैश,
िव ुतीय उपकरण, आई॰सी॰ इं जन, िम सर मशीन, कु छ िबना िव फोट रोधक यं का योग शािमल है।
Hot work shall include welding, grinding, gas cutting, burning, open flame, soldering, shot blasting, chipping, riveting,
drilling, camera flashing, power tools, IC engines, Mixer machines, use of certain non explosion proof
15 तीन ितय म परिमट दया जाएगा। परिमट ाथ के पास गुलाबी ित होगी, पहली ित अि एवं सुर ा िवभाग के ारा रख
िलया जाएगा और दूसरी ित जारीकता के पास रहेगा, सभी ितयां काय ख़ म होने बाद लोज़ कर परिमट ाथ के ारा फ़ायर
टेशन
The permit shall be issued in triplicate. Permittee shall retain pink copy, first copy shall be retained with F&S and second
copy shall be remained with issuing authority, all these copies shall however bear the Fire Station
16 परिमट जारी करता अिधकारी, आर॰एस॰एम॰, अि एवं सुर ा अिधकारी या अ य अिधकृ त अिधकारी परिमट क जाँच कर सकत ह,
कसी भी समय सुर ा िनयम का उ लंघन होने पर काय रोक सकत है और परिमट र कर सकते ह।
Permit issuing authority, RSM & F&S personnel or any authorized officer can check the permit/stop the job and even
cancel the permit on safety norms violation any time.

Enclose important Dos and Donts duly signed with each permit.
18 परिमट म दये गए सभी सावधािनय का पूण प से परिमटधारी ारा अनुपालन कया जाएगा।
All precautions given in permit must be clearly adhered by the permittee.
19 िन य काय शु करने से पहले परिमट ाथ ारा “टू ल बॉ स टॉक” / सुर ा िववरण का देना सुिनि त कया जाएगा। साइट पर
टूल बॉ स टॉक रिज टर रकॉड के प म रखा जाएगा और जो क काय से संबि धत सभी ि य ारा ह ता रत होगा।
Daily Toolbox talk / safety briefing to be ensured by the permittee before start of job. A register on toolbox talk shall be
kept at site as record and signed by personnel associated with work.
20 काय े म गैस टे ट करने से पहले जी॰एस॰आई॰ के ारा पोटबल गैस मीटर सही होने क जाँच सुिनि त क जाएगी।
Pre-use check of portable gas testers must be done to ensure its operability by GSI before the gas test at work site.

02 सुिनि त कर क वक परिमट क शत का पूरी तरह से पालन कया जा रहा है।
Ensure that work permit conditions are fully complied at site.
03 सभी काय े वलनशील और दहनशील दाथ से मु पाया गया और ओ॰ड यू॰एस॰ मैनहोल, नह पाया गया। ेन आ द,
जहां काम के दौरान हाइ ोकाबन क उपि थित क संभावना हो, उसको कवर और सील िनि त प से कया जाएगा।

Area shall be free from all flammables & combustibles and the OWS man-ways, drains etc., where there is likelihood of
presence of hydrocarbon during the course of work shall be covered and sealed.
04 गैस वे डंग / क टंग करते समय, िस लंडर (एिस टलीन िसलडर) को िब कु ल सीधा खड़ा रखा जाना चािहए और इनका रं ग आसानी से
पहचाना जाना चािहए।
In case of gas welding/ cutting, cylinders (acetylene cylinder must) should be kept in upright position and these should be
easily identifiable by its colour.
05 हॉट वक शु करने से पहले गैस िसलडर के होज़ कने शन क जाँच क जानी चािहए। होज़ िबना काटा एवं मुड़ा नही होना चािहए और रं ग
म अलग होना चािहए (एिस टलीन के िलए मै न और ऑ सीजन के िलए काला)।
Hose connections of gas cylinders should be checked before starting of hot job. The hoses must be free from all cuts &
kinks and distinct in color (Maroon for acetylene and black for oxygen).
06 ए ज़ी यूटर को हॉट वक के दौरान उिचत पी॰पी॰ई॰ का उपयोग सुिनि त करना होगा।
Executor must ensure use of proper PPEs during hot work.
07 वे डंग / क टंग / गा जंग आ द के दौरान म, यह सुिनि त कया जाना चािहए क चंगारी काय थल पर ही अव द हो, िवशेष प से
ऊंचाई पर हॉट वक करते समय।
In case of welding/ cutting/ gauging etc., it should be ensured that spark is arrested at site only, especially while carrying
out hot work at height.
08 ऑ सी-एिस टलीन सेट का उपयोग करते समय ए ज़ी यूटर गैस िसलडर म लैशबैक अरे टर का योग सुिनि त करगे। वे डंग
टॉच को जलाने के िलए के वल वे डंग लाइटर का उपयोग कर।
Executer shall ensure use of flashback arrestor in gas cylinders while using oxy-acetylene sets. Use welding lighters only
to light the welding torch.
09 संक ण (क फ़ाइ ड) े के अंदर हॉट वक करते समय, उिचत व टलेशन और रोशनी को जॉब शु करने से पहले सुिनि त कया
जाना चािहए।
While carrying out hot work inside confined space, proper ventilation and illumination should be ensured before start of
job.
10 िबना जोड़ के एवम अ छे इ सुलेशन वाले िव ुत के बल का ही उपयोग कया जाएगा। पोटबल िबजली के उपकरण म कोई ढीला
कने शन नह होना चािहए।
Electric cable shall be free from joints with sound insulation. Portable electrical equipment should have no loose
connections.
11 सभी पोटबल / मोबाइल िव ुत उपकरण ई॰एल॰सी॰बी॰ से जुड़े ह गे।
All portable/ mobile electrical equipment shall be connected with ELCB.
12 ए ज़ी यूटर यह सुिनि त करगे क सामान उठाने क मशीन ( े न), औज़ार (टू स एवं टैक स) का ठीक से परी ण कया गया हो
और एस॰ड यू॰एल॰ और परी ण क तारीख को उपकरण पर द शत कया गया हो।
Executor shall ensure that the lifting machine (Crane), tools & tackles are properly tested and SWL and date of testing is
displayed on equipment.
13 काय करने से पहले िल टंग मशीन ( े न) के नीचे के े क बै रके डंग सुिनि त क जानी चािहए।
Barricading of the area below lifting machine (Crane) should be ensured before carrying out the job.
14 हॉट वक परिमट जारी करने से पहले गैस परी ण कया जाएगा और काय े हाइ ोकाबन से मु होना चािहए।
Gas test shall be carried out before issuing hot work permit and the work area must be free from hydrocarbon.
15 ए ज़ी यूटर यह सुिनि त करे गा क बैटरी े के अंदर वेश करने वाले सभी वाहन के धुआँ िनकाशी पाइप म सी॰सी॰ई॰
अनुमो दत पाक अरे टर लगा आ हो। वाहन के वल िनधा रत माग पर ही आगे बढ़ेगा।
Executor shall ensure that all vehicles entering inside battery area have a CCE approved spark arrestor on exhaust.
Vehicle shall move on designated route only.
16 ए ज़ी यूटर को काम शु करने से पहले िनकटतम फायर अलाम पॉइं ट , फायर ऑडर, फायर टेशन फोन नंबर, फ ट एड सटर फोन
नंबर, िनकटतम सुर ा शॉवर, िनकास माग एवं अिधकृ त एक ण थल और सायरन कोड पता होना चािहए।
Executor must know the nearest Fire Alarm point, Fire Order, Fire Station phone number , First-Aid center phone no. ,
nearest safety shower, Escape Route & location of designated assembly points and siren code before start of work.
17 ए ज़ी यूटर हाथ से काम करने के औज़ार और उनके अव था क गुणव ा सुिनि त करे गा।
Executor shall ensure the quality of hand tools and their health.
18 अगर वा व घेराबंदी िसलडर पर नह दया गया हो तो रखने और ले जाने के दौरान िसलडर पर वा व कै प लगा सुिनि त कर।
Ensure valve cap on cylinders during storage and transportation, if shrouds are not provided.
