REGULATION STATEMENT

The African Leadership College (ALC) is dedicated to creating a residential experience that propagates
the spirit of personal growth and academic excellence for all students in the pursuit of our shared vision
of empowering current and future African leaders.

By choosing to join the ALC residential community, you are agreeing to comply with ALC’s residential
service procedures and regulations. As part of the community, you are required to adhere to ALC’s
Student Housing and Residential Regulations, with the aim to:

a. Promote a residential environment that supports ALC’s mission.


b. Protect the members of our community and our resources from disruption and harm.
c. Provide a guide to appropriate individual and group behavior.
d. Foster ethical standards and civic virtues, all in keeping with ALC's other establishments of
protocols and guidelines.

Reason for residential service guide and regulation:


This guide is built to introduce all students to ALC’s student housing and its complementary residential
service procedures. The guide further seeks to clarify the rights and responsibilities of an ALC residential
student. This document is a progressive step in ensuring that current and prospective students are well
informed regarding their expectations when considering ALC residential options.

Jurisdiction and student responsibility:


As an ALC student, it is your responsibility to become familiar with ALC's Student Housing and Residential
Regulations. It is your duty to report any violation to RAs/any member of Reslife staff if you are aware of
or have witnessed a violation occur on the support website. By accepting an offer of ALC
accommodation, you are obligated to align your behavior with the values of ALC, Student Housing &
Residential Regulations, and any other College rules or procedures and ALC policies.

Amendments:
Amendments to this guidebook and complementary procedures shall only be introduced at the
beginning of a new academic year every September, if necessary.

REGULATIONS AND GUIDELINES

1 . Housing While Studying


ALC Mauritius is a residential college meaning we encourage all our students to live on campus in our
residential buildings. The university allows students to live off-campus if they meet certain criteria (refer
to the off campus housing policy). Students should note, however, that they are not entitled to, and
should not expect, university support in making their own housing arrangements. Kindly find the
off-campus housing policy attached here.

I. Procedure of housing allocation

Once ALC has made an offer of accommodation to the student, a housing preference form will be made
available to the student via the Campus Life section of the post-admissions portal. For returning
students, housing preferences should be filled out during the registration process at the end of the
academic year. Each student’s preferences as indicated on the form will be given personal attention in
order to make the best possible match in terms of the designated room and roommate. However there is
no guarantee that any student will get a unit that fully meets their preferences. ALC only offers double
rooms (unless you are placed in a special needs single room as needed). Should a student wish to live
off-campus for the following term, they must apply and send all required documents to
reslife@comms.alueducation.com (see policy attached above).

It is important to note that housing arrangements will be made to reflect the values, objectives, vision
and mission of the university, which can be found on the ALC website and other university publication
outlets.

II. Access to the staff block of ALC residences

All students are informed that buildings Steve Biko and Nana Asma’u are accessed and used byALC staff
and can be accessible to students upon request, should they need to meet a staff member. Staff are not
permitted into the student residential buildings, except with approval from the Residential Manager in
unique circumstances. This is done as an effort to honor the ALC staff/student fraternization policy.

III. Roommate agreements

All students sharing a room in the ALC residences are highly advised at the very minimum to draft and
sign a Roommate agreement form (sample in Appendix 3) that will be used as a platform for students to
understand each other and manage living together as two different individuals. It is very crucial to note
that whatever the terms of agreement the roommates reach, must be in compliance with the policies
and other rules and regulations of ALC.

The roommate agreement can foster good conversations between roommates regarding a wide array of
situations and expectations. The agreement can help with topics about use of belongings, use of the
room spaces, visitors, security, and care of the room, etc. If the agreement is not respected, the

respective RA must be informed so that appropriate actions can be taken. Usually, two strikes are given
by the RAs if the roommates do not comply with their agreements, after which the Reslife associate will
take the necessary measures.

IV. Occupancy, Use, and Residential room changes

ALC makes provision for room changes under the supervision of the Residential Advisors and Residential
Associate. The RAs and Res Life team will handle such requests on a case-by-case basis and under
extreme circumstances. To initiate the process, the requesting student must send a written request to
their RA (following an in-person conversation) outlining their intentions and reasons behind the request.
The RA will then evaluate the matter and where necessary will refer the matter to the Student Life team
who would make the final decision.

At all times, only the student shall occupy the assigned space. Under no circumstances may a student
swap allocations without prior approval; nor may students exchange keys with other students, sublet
their room, or provide regular housing to any other person(s). (Refer to Appendix 2 for the Guest and
Visitation procedure).

ALC reserves the right to assign any vacant space at any time, and is not obligated to inform roommates
of changes, although they will attempt to do so. Any student with a vacancy in their room must keep the
space open and ready for assignment at any time.ALChas the right to move any such possessions that
may be blocking a new student’s assigned space.

Residents who fail to keep a vacant space free of their possessions will be charged for any costs involved
in having these items moved. If the roommates discourage or fail to accept the occupancy by an assigned
student, they will be subject to conduct action that may include fines, and/or termination of their
contract if they are employed as an intern at ALC.

Both first-year and returning students should follow the same process when seeking a room change:

a. Prior to seeking a room change every student should meet with his/her Residential Advisor or
Reslife associate who may be able to provide assistance with a difficult room/roommate
situation.
b. Students who meet with an RA may be referred to the Res Life Associate or Manager for further
assistance. The Res Life Associate may be able to recommend a swap between two students in
the same area or know of available vacancies in the same area, if a room change is deemed
necessary.
c. Room changes shall only be granted upon a collective agreement between the students, their
floor RA, and the Residential Life Manager on a case by case basis. This shall only be granted if a
student’s health is affected and the room condition is affecting one's academic performance and
personal routine.

d. Moving personal property in/out of the room is the responsibility of the affected students after a
room change is granted. This process must follow the normal check-in/out procedures, thus
students are responsible to notify RAs ahead of time.
e. Student Life reserves the right to assign any vacancy based upon the needs of the residential
community and may therefore decline a request for a room change.
f. If a student has a different gender identity than they were sex assigned with at birth, the student
is able to request a room change so they feel comfortable and safe in their environment.

g. All room changes must happen within 48 hrs of official notification from an RA.

V. Withdrawal from ALC residences

In the event that the student decides to move out of ALC residences for off campus accommodation
(after approval from the Residential Life Associate) during the course of the year - they will (1) still be
held liable for any outstanding residence fees after they move out, and (2) will not be reimbursed for
any residence fees paid in advance.

The institution provides a refund depending on when the withdrawal request occurs. The table below
sets out how the institution calculates refund:

Note that except for very specific reasons outlined in the off campus housing policy, students are not
allowed to move off campus in the middle of the academic year.

Should students opt out of the residence in extreme cases*, they must officially communicate this to the
reslife associate and their RAs by email beforehand or within 24h after leaving the premises.
Studentsmust officially check out of the residence and leave their key with their respective RA or leave
their key at the security post while informing the Residential Associate by email. Should students fail to
return their keys, the reslife team will assume that students still occupy residences and will be billed
accordingly for the days they stayed on campus. This will also incur a penalty fee for not returning the
keys as expected. ALC reserves the right to remove all belongings in the unoccupied rooms and does not
take responsibility for any items getting lost.

*this includes any emergency or event that students need to move out for a school program for more
than 30 days.

2 . Room Management Guidelines

While ALC students are largely responsible for their own rooms in many aspects including hygiene and
right of reception, all students living in the ALC dormitories are bound by the following:

I. Room Decor Regulations


a. Students cannot repaint or permanently change standard arrangement of the room.
b. Decorations or belongings (e.g. clothing/laundry racks) may not obstruct doorways, corridors,
stairways or any other means of exit.
c. Fixing things that will scratch or drill into the walls of the building is prohibited.
d. Lighting fixtures or fire fighting equipment including sprinkler piping should not be decorated.
e. Candles (lit or unlit) or other open flames are prohibited.

II. Keys: Lost/ Not Returned/Locked out


a. All students are advised to always lock their rooms and keep their keys safely on them.
b. If a student is locked out or has lost their key, they should inform their RA and report lost keys.
The RA is responsible for requesting the spare key from Security to temporarily unlock their
room (students are not allowed to hold on to the spare key). If the key has not been returned to
the security, then the student needs to submit a ticket reporting a lost key on the

c. Unauthorized possession, duplication, or use of keys that permit access to ALC
facilities, including residences, is prohibited.
d. Students who fail to report lost or stolen keys even for a new room, will be billed.
Students will be fined 60$ for losing or not returning their keys. This fee covers changing the locks
entirely along with three new sets of keys.

3 . Inventory
ALC, as part of its on-campus accommodation provision, has made a reasonable effort to equip each
dorm room and common room area with sufficient furnishings to make them habitable.

I. Check-in/out Protocol

A housing contract will be issued at the beginning of the school term when students check into their
dorm rooms. Students have the responsibility to sign the inventory form within 24 hours of entry into
ALC dorm rooms to avoid undue damage, fault or discrepancy charges at the end of semester dorm

room check out report. The charges will be deducted from the student’s housing deposit. A completed
and signed Room Condition Form must be submitted to Res Life.

When students check out, they must sign the check-out slip and officially return their keys to their RA or
at the security post while informing the Residential associate by email.

II. Room Entry, Searches, and Inspections

The campus administration will have access to student dorm rooms for various reasons including but not
limited to :

a. Safety inspections, facility repairs and general housekeeping


b. Strong Suspicion of Emergency - Flood, Fire, Self-harm/Suicide
c. Strong Suspicion of conduct in violation of school’s policies
d. ALC common room furniture/inventory inspections
e. Health and Safety Inspections

III. Common Room Furniture

Under no condition are students allowed to take furniture found in the common rooms into their rooms.
This will attract a fine if found during inspections or if caught by a Residential Advisor

IV. Property Damage Guidelines

For all property damages resulting from the following, the student will be liable for a fee equivalent to
the property of maintenance cost:

a. Misuse
b. Deliberate damage
c. Loss or theft
d. Vandalism and abuse; accidental use and/or modifications necessitating repair, replacement, or
other expense

V. Housing deposit fee

ALC will upon admission into ALC residences, charge all tenants a housing deposit which will be reserved
to account for residential property damages. In an event where the damages exceed the housing
deposit fee, the student will be liable to pay the balance.

4 . Usage of appliances
I. Appliances in ALC residences

In an effort to promote safety, security, as well as energy efficiency in the ALC residences, the following
guidelines apply to any form of usage and/or ownership of electric appliances:

a. Large electronic appliances

Any use of large electronic appliances is strictly prohibited in the ALC dorm rooms and residential
common spaces. In an event of academic necessity, students must obtain approval from both their
academic lead and the Director of Student Life. Large devices here range from washing machines,
dishwashers, electric stove tops and other appliances that causes a detectable effect/overuse of the ALC
power system. Students are however allowed to have a small bar fridge (maximum of 2 cubic feet) in
their dorm rooms (one per room) but only upon informing their respective RAs. These fridges should be
able to fit underneath their desks. Anything bigger would be considered a large appliance.

b. Cooking appliances

1. Cooking appliances are strictly prohibited in individual rooms in the residences including
but not limited to cooking stoves, microwaves, sandwich makers, rice cookers, grillers,
and toasters.

2. ALC’s cooking appliances may only be used within the designated common
kitchens/kitchenettes and not in rooms, balconies, or the cafeteria.

3. Student Food Ventures who wish to use such cooking appliances should reach out to
ResLife to discuss the need and it shall be resolved on a case-by-case basis.

c. Cooling and Heating

ALC residences are equipped with fans, and are naturally ventilated and therefore no student is allowed
to self-install any form of large electric heating or cooling system. (This includes prohibition of electric
blankets). Students are however allowed to buy and use portable fans if needed.

d. Certification

All used electronic devices and extension cords must all be in good working condition and have credible
body of product safety tests and standards. Students must reach out to theirResidential Advisor to verify
their electronic devices not purchased in Mauritius. Pictures of approved adaptors are displayed below:

5 . Laundry Services

All ALC residences have high efficiency token-operated washing machines and dryers. Follow this FAQ
document for more information on laundry machines and how to properly use them. Tokens are put in
place to hold students responsible to proper use and care for the laundry equipment. The fee of Rs 25
per token has been determined as a minimum reasonable amount to be applicable starting from January
2019. The proceeds are mainly for the purpose of machine maintenance and soap refills.

Students can opt to purchase tokens on an ad hoc basis when they arrive on campus. Students can also
choose to opt out of laundry services at ALC.

Drying lines are NOT allowed to be attached by individuals on campus balconies and windows. Students
should choose to use the ALC laundry dryers or the provided drying lines.

Clothing left unattended in the machines or in the laundry room for more than 48 hours will be disposed
of or donated to charity. ALC will not be liable for missing or stolen clothing. Shoes should NOT be put in
the dryer.

6 . Unclaimed Luggage and/or property

ALC absolves itself of all responsibility for luggage and personal belongings which are left behind in dorm
rooms without going through the appropriate check out procedures. Students must move out all their
personal belongings out of ALC dorm rooms during the checkout process. All items left behind will be
treated as lost items by ALC/Masterkey and there is no guarantee thatstudents will receive any such
items upon their return or through another channel of formal request.

Property insurance:

Students should insure their own belongings. While residing in ALC residences, students are advised to
ask their family (or local insurers) to extend their home coverage policy to cover student belongings,

such as personal electronics and highly valuable items, while they are away from home. Otherwise
students are responsible for arranging means and ways of insuring against potential theft or destruction
of personal property (eg: laptop chargers). ALC is not responsible for any loss or damage. Under
exceptional circumstances, ALCmay assist students to recover their personal property if there has been
proven negligence on ALC residence administration.

7 . Events and Parties


ALC is an institution dedicated to both active and passive promotion of a holistic student College
experience. To this point, ALC understands that students will often organize social events as part of
extracurricular activities or recreation.

I. Behavioural terms of events/parties

Events, whether public or private, will run under the statutes and guidelines of ALC as well as the laws of
Mauritius as a sovereign state. This includes but is not limited to a noise/loud music curfew of 23h00
during weekdays and midnight on weekends on the ALC Campus. ALC noise requirements: As a
minimum standard, quiet hours will begin at 23h00 on weekdays (Sunday-Thursday) and 01h00 on
weekends (Friday and Saturday). Noise and activity must be confined to student rooms during quiet
hours. Students who frequently disrupt others may face disciplinary action or be removed from campus
housing.

Following the event, hosting students are responsible for cleaning the used space and returning it to its
normal state 2 hours after the event. In an event of failure of compliance, the RA and members of staff
respectively have the administrative right to shut down the event/party, and if necessary further refer
the matter to the Disciplinary Committee.

II. Hosting in-residence events/parties

Students can host parties and gatherings in residential common spaces (kitchens and common rooms
but not the balconies), the cafeteria, as well as outdoor spaces such as the piazza. For parties and
gatherings planned to happen in the residences, please refer to the Residential common space usage
procedure (Appendix 1) for further guidelines. Organisers of any events in the residences need to fill out
the event booking form found on the ALU support site and need to get approval from their RAs and
Student Life associate

For a private event such as one that happens in a student dorm room, it is mandated that the hosting
student seeks permission and reaches an agreement with their roommate and neighbours. There should
be a written agreement (either via email or a written/printed document) that neighbors should sign to
show that they have permitted the party to happen. Students hosting private parties shall conduct
themselves in compliance with the residential regulations and all other ALC policies and the
Non-Academic Student Code of Conduct.

8 . ALC Code on Smoking, Alcohol and Drug use
Please refer to the ALC Student Handbook for more details on our policy on smoking, alcohol, and drug
use on campus. In accordance with the Mauritian Government laws and ALC policies, this Code outlines
terms of usage, possession and distribution of alcohol and other drugs in the context of ALC residences.
Each member of the residences and the extensive stakeholders of the community are encouraged to get
familiar with the below terms as compliance is expected from anyone living in or visiting the ALC
residences.

I. Alcoholic Beverages:

Alcohol can only be consumed in alcohol-permitted areas of the ALC residences. These areas are:

a. Student rooms with consent from their roommate. If this happens to be a point of conflict
between roommates, priority shall be given for NO consumption of alcohol in the room
b. A common room in the residences and cafeteria, If and only if students have booked the space
for this purpose and have gone through the event booking process and received approval from
Student Life once the form has been submitted. Refer to the ALC Policies for Campus Events for a
complete checklist and process on how to run an event on campus.
c. In an event that students are unsure regarding these spaces, they ought to consult with their RAs
before taking any action that might lead to a violation of the residential space usage guidelines.

No person under the age of 18 shall drink, possess, purchase or attempt to purchase an alcoholic
beverage. Likewise, no person, regardless of age, shall serve, offer, give, purchase, provide or in any way
make available alcoholic beverages to any persons who are under 18. Persons who are 18 or older may
possess, serve and consume alcohol only in ALCfacilities where alcohol is permitted.

The selling (or advertisement) of alcohol and drugs on campus is prohibited. A person willing to sell
alcohol as a business should possess a valid license as per Act No. 14 of 1994 of the Mauritius Authorities
Revenue.

II. Smoking:

Smoking (including but not limited to tobacco, e-cigs, and vaping) in the ALC campus buildings is
prohibited. Smoking accessories are also prohibited, including, but not limited to, pipes, bongs, hookahs,
and blunts. Those that are found in violation of this regulation are to be reported to the Residential
Advisors who will then follow up with a written warning and the matter is to be escalated to the Honour
Council or if necessary the Disciplinary Committee on second offence. A smoking area has been specified
on the campus. Reach out to a Residential Advisor if you are unaware of the location.

III. Other Drugs:

The possession, use, manufacture and/or distribution of illegal drugs, as defined under the Mauritian
laws are prohibited at all times on ALCresidences, or in connection with any residential activity or
business. If a student is evidently found to be using illegal drugs, the matter will be referred to the
Disciplinary Committee.

9 . Residential Communication

I. Maintenance and other housing services.

All maintenance and other housing service issues will be raised and addressed through the ALC support
page: support.alueducation.com. Students should note that the operations and maintenance team will
only solve issues reported to this platform. Therefore, students are advised to avoid sending emails to
individual RAs or Ops members for maintenance issues and use the support form only.

II. Message to the residences and student body

Official ALC housing communications to all students and residence groups shall only be made through an
official Reslife email. All students are advised to pass their residence-wide messages through their RAs
who will then advise on whether a personal or official Reslife email is the right channel to communicate
the issue at hand.

III. Avoid spamming and inappropriate content

All residential students are kindly asked to refrain from sending unnecessary emails to the residence
halls. In an event of such form of communication, no language of profanity or threats will be allowed.
Failure to comply may lead to a disciplinary hearing.

10 . Property misuse and vandalism


I. Posting of flyers and advertisements
ALC residential students may advertise on-campus and off-campus events on various designated notice
boards and posting areas. Postings cannot be made on doors, wood, brick, concrete and painted surfaces
in the ALC campus. Also, NO posters are allowed to be posted in the classroom block and academic unit.
Therefore, posters can only be posted on notice boards in the ALC residence.

The event promoters must remove advertising postings within two days following the event and are
responsible for any damages incurred in the process.

Any posting made in areas prohibited from posters without the vetting of an authorised Student Life and
Operations representative for special cases like protests may lead to disciplinary action against the
perpetrating students for vandalism.

11 . SVPs in ALC Residences
Organisations that are run within the ALC residences must have a formal allowance before initiating their
operations. Students must reach out to Student venture program at
entrepreneurship@alueducation.com if they want to start their own business on campus.

Depending on the nature of the organisation/venture, the procedures below are to be followed:

a. For a venture initiated and/or run out of the dorm-room, the owner has the responsibility of
discussing the matter and getting permission from the roommate. This must be recorded in a
way that can be used as evidence. The venture must thereafter be registered and get approval
from Student Ventures Program (SVP).
b. For a venture to be run from the residence common space, a formal application must be made
to SVP for registration and approval of common space usage.
c. In the event that there are complaints about the venture, the owner’s approval might be
revoked depending on the outcome of the matter evaluation.

12 . Residential Hygiene
ALC is fully committed to promoting living conditions and hygiene standards that are conducive to
maintaining good health of all residential students and preventing diseases. To this end, all students are
responsible for cleaning their own dorm rooms and making reasonable effort to also ensure cleanliness
of common spaces. During the roommate agreement discussions, students are expected to establish
their own documented dorm room cleaning schedule. RAs and Res Life team will often make dorm room
spot checks to inspect whether the room is being well maintained whilst also checking for general
cleanliness (smell, tidiness, marks on the wall etc.).

In an event that students are consecutively found to have neglected the hygiene of the dorm room, they
will be issued a warning letter and ultimately can be expelled from the residences following a disciplinary
hearing. In such an event, the student will forfeit their housing deposit for miscellaneous damages.

13 . Emergency Room or Infirmary


ALC currently does not make provision for a designated emergency room/infirmary, however students
are assured that in the event of emergency situations they will receive appropriate help. A room
reserved for disabled students in the residential block may be used to manage emergencies. An
immediate follow-up action is mandated such that the casualty is delivered to the most relevant
designation e.g. psychologist’s office, hospital, etc.

I. Emergency room accomodation

In the event that an ALC student seeks immediate refuge due to a crisis in their home country such as
civil war, unbearable famine, plague, etc., the College will upon the evaluation of housing availability
and issue review by a Reslife staff member make a provision for housing and catering at a discounted
empathy cost.

14 . Pregnancy while living in ALC Residences


ALC promotes a culture and environment which is inclusive for all segments of the society. Students
residing in ALC residences have the unparalleled right to be treated with dignity and respect, irrespective
of their physical circumstances. ALC is therefore committed to ensuring that students going through
pregnancy and maternity leave receive appropriate support.

I. Allowance period in ALC residences

A student who is pregnant will be allowed to stay in ALC residences for at most 6 months of her
pregnancy, after which she will be asked to make private arrangements most appropriate for her
situation. A 3 month-period of maternity leave is mandatory before returning to residence. Students are
not allowed to live with and raise their children from ALC residences.

II. Getting the necessary assistance

As soon as a pregnancy is confirmed a student should immediately reach out to Student Life who will
offer confidential counselling support and make appropriate health care referrals. The same support will
further be extended during the post-three months maternity period. Students are advised to further look
into the larger ALC policies, as well as the Mauritian laws regarding pregnancy while on study visa. It is
the students responsibility to arrange travel plans back home during this period.

Pregnant students may stay on ALC campus up to 6 months into the pregnancy, and thereafter will have
to find alternative housing off campus. It is the students responsibility to organise off campus housing for
themselves during this period.

15 . Pets in ALC residences

All pets are strictly prohibited in ALC residences. Students who feel very strongly about living with their
pets are advised to consider the off-campus housing option.

16 . Residential parking protocol


All students wishing to park their cars at ALC residences must obtain a permit from the ALC Transport
lead. The parking permit will be the only credible form of authorization granted by ALC transport for a
licensed driver to park a motor vehicle on ALC's surface parking lot or designated on-street parking space
in accordance with these regulations. The issuance of permits is restricted to one per applicant and only
one permit will be issued for each fee paid. Each permit will bear a number for identification purposes.

Note that issuing of parking permits will depend on availability of parking spots and a monthly fee paid in
advance.

I. Requirements to obtain a parking permit:

a. Driver’s licence (International or accepted foreign driver’s licence)


b. Proof of motor vehicle ownership/lease
c. Permit fee (MUR 1680 per semester)

A parking permit guarantees the holder the space to park his/her motor vehicle in an appropriate space
but does not guarantee parking in any designated spot or location.

Students using bicycles, scooters and motorbikes are also advised to register their bicycles with ALC
Transport to obtain an official status of ownership. No charges will be incurred for registering a bicycle
with ALC Transport. ALC will further make provision for bicycles racks, however students will have the
responsibility of buying their own lock systems.

ALC absolves itself of any damage to the vehicle or theft resulting from usage of its parking spots for
both cars and bicycles. All individuals using ALC parking spots do so at their own risk.

17 . Disciplinary Removal From Housing


All students expelled or suspended from ALC by the Disciplinary Committee are affected by the terms
pertaining to the housing removal regulation.

I. Violation of guidelines, rules and regulations

In the event that a residential student is found to have violated the residential guidelines, policies and
College bylaws, the Disciplinary Committee may decide to remove a student entirely from the residence.

When found in violation of the residential policies, the student will be given at least 2 written warnings
before the matter is wholly referred to the Disciplinary Committee. The Disciplinary Committee may
issue sanctions in line with the Non-Academic Student Code of Conduct. In addition to the application of
the ALC Disciplinary Hearing Process, the Appeals Procedure will also be available. The instances with
moderate gravity as per the RAs judgment will be handled by the RA team with the advice of the Student
Life Leads. In the event that the gravity of a misconduct poses threat and unrest to the residence, the
matter will immediately be referred to the Campus life Director and the Disciplinary Committee for
intervention.

The student can also be removed from ALC residences for failure to pay the due housing fees. Students
will be given a notice of maximum 2 months to settle their debt to ALC. ALC’s Credit Control Policy
applies here. Failure to do so will result in immediate eviction.

II. Vacating housing premises

Students no longer enrolled or those dismissed from the residence are expected to vacate the residence
within 10 days of official communication from the Campus Director. Students are expected to adhere to
the appropriate move out procedures. Students with questions regarding move out procedures should
visit their Residential Advisors for consultation. Students will continue to be charged for housing and
dining contracts until they have checked out of the residential hall. Charges/credits will be prorated and
a contract cancellation fee will be charged to the student account. Students who fail to exit the student
residence within the eligible period will be evacuated by security according to ALC’s process for student
exits. ALC reserves the right of admission and if necessary will call the local authorities to assist with
student eviction.

18. ALC Student Life and Operations (SLOPS) Statement of limitation & liability
ALC is not responsible for the following:

a) ALC will not be liable for losses to persons or property (including but not limited to) caused by
other persons, theft, burglary, assault, vandalism, or other crimes, fire, flood, water, or any other
acts of nature, or by the interruptions of utilities, unless due to the gross negligence of ALC.
b) Personal property left in rooms/apartments over vacation periods is done so at the owner's own
risk.
c) Storage of personal property On-Campus over the summer or prolonged absence is prohibited.
Personal belongings left within the Residential Community after a student’s departure will be
either donated to local charities or discarded. Students will have a period of 2 weeks to remove
their items. ALC will not be liable for the loss of these items. Students are advised to maintain
their own insurance to cover any such losses.
d) Students agree to indemnify and hold ALC harmless from any claims or damages payable as a
result of negligence or acts or omissions to act by the student or any other persons in violation of
this agreement.

APPENDIX 1: RESIDENTIAL COMMON SPACE USAGE PROTOCOL

Purpose
The Space Usage Procedure outlines regulations, norms and procedures that are in place in order to
ensure streamlined and efficient ways of using common spaces in residences at the ALC campus.
Scope
ALC campus space usage procedure complementary to the Residential Guide Book.

Definitions

Residential common spaces: Are the common rooms in the residences including creative rooms, quiet
spaces, hangout rooms.
Restricted spaces: Spaces that are not accessible to students unless access is granted by ResLife. This is
mainly applicable to opt out kitchens.
Bookable rooms: Rooms that are bookable for special events and are allowed to be exclusively used by a
group of students for this purpose. Please note that all the common rooms in the residences are not
bookable.
Non - bookable rooms: Rooms that are not bookable through the booking system.
Responsible student: A student booking a common space as a representative for a gathering, meeting or
working sessions.
Responsible group: A club, peer group etc … using a common space.
Exam period: Exam period is defined as two weeks time ahead of the exam and the weeks during the
exam.

Procedures
a. Students are expected to treat the ALC property with proper care with the goal of maintaining it
for future users. They are thus expected to maintain cleanliness at all times on campus.
b. Students and staff (who have been granted access to the residences by the Residential Manager)
are expected to take ownership of the space available to them while holding each other
accountable for its usage.
c. Any damage resulted by students in the residential common spaces shall be reported on Zendesk
at support.alueducation.com as soon as possible.
d. In cases of any damage to property, the responsible individual/group shall be subject to space
misuse or vandalism procedures stated in the Residential Guide book; which may extend to
prohibition of space usage there after.
e. No student shall personalise a common space, be it bookable or non-bookable. As such, no
individual student or group should indicate that they have the right to use it all the time and
drive other students away from usage.
f. No student shall take out items in the common spaces and keep it in their room or leave it
outside. If such activity is uncovered during room checks, the student shall face space misuse
procedure and related consequences.

Residential Common spaces


a. The residential common spaces include Hangout spaces, Creative rooms, Quiet spaces and
multipurpose rooms are available to students. These rooms are designed to enhance students
academic and non - academic experience.
b. Aksum, Mapungubwe and Songhai each have eight (8) common spaces, in which three (3) of
these rooms are bookable. Kongo residence has six (6) common spaces, in which (2) of these are
bookable.
c. All indoors common spaces are non - smoking areas. Students found smoking in these areas
will face disciplinary actions for violating the residential life regulation.
1. Hangout spaces:

The hangout space is the spot for students to get together for some quality down time, whether it is to
warm up a meal to eat, to play games or gather as a community. This place is fitted with a kitchenette
counter with a double sink, a fridge and a microwave.
a. All hangout rooms are substance free with the exception of booked hangout rooms. Therefore,
no student shall consume alcohol in the hangout spaces unless they have booked it for such
purpose.
b. Parties can only be held in the common spaces during weekends and public holidays.
c. Parties in the hangout spaces during exam periods are strictly prohibited.
d. For gatherings during weekdays, students are encouraged to balance noise levels throughout the
event.
e. If the noise level is disturbing residents, be it on weekdays or weekends, RAs have the authority
to call off the party as per the noise curfew policy.
2. Multipurpose spaces:
The multipurpose room is designed for students’ every day need of evasion through music, dancing,
yoga or meditation. The place is equipped with a heavy duty plastic vinyl floor, full height mirrors on the
wall as well as a wall picture of forest landscape to create depth in the room and accentuate this feeling
of liberty.
a. All multipurpose rooms are substance free. Therefore, no student can consume alcohol in these
spaces.
3. Quiet spaces:
The quiet room will receive individuals that seek calm and comfort to study. It has individual furniture
and tables to which students can sit comfortably to study.
a. All quiet spaces are substance free. Therefore, no student can consume alcohol in these spaces.
b. A quiet space shall be kept quiet at all times, unless it is booked for a gathering. Students should
hold themselves accountable to uphold these for everyone's good.
c. Students shall not permanently change the arrangement of the quiet space. Therefore, all
students should maintain the current arrangement and put couches back to where they are
when leaving.

4. Creative spaces:
The creative room is the space for team building and group projects. The wall allows more than one
student to work on concepts. The modular furniture gives the flexibility to create the different types of
seating arrangements. The creative room is also suited with a whiteboard for students to draw and paint
on throughout the year to generate their creativity and freedom.
a. All Creative spaces are substance free. Therefore, no student can consume alcohol in these
spaces.

Booking of common spaces in Residences


a. Bookable common spaces should be booked through google calendar. Instructions on how to
book can be found in the next section.

b. Rooms shall be booked 12 hrs ahead of an event to be legitimate. If not, the booking shall be
cancelled by ResLife to avoid any inconvenience on the langer student body. Students are also
advised to check if any event is happening on support.alueducation.com before planning a
lengthy stay in a common space to avoid inconvenience and conflict.
c. Bookable common rooms in the residence can only be booked for three hours of duration.
Students who would like to use the space more than two hours should contact an RA through
reslife_comms@alueducation.com before booking a space. If a room is booked for longer than
three hours this is not communicated, an RA shall cancel the booking and reach out to the
responsible student to notify such.
d. If students have recurring events for more than 1 day in a week and would like to book a space
for it, they should send an email to reslife_comms@alueducation.com before booking a space. If
a room is booked for longer than three hours this is not communicated, an RA shall cancel the
booking and reach out to the responsible student to notify such.
e. Students need to be at least in a group of three (3) in number to book a room. Therefore, an
individual student or two can not book and use a common space in the residences.
f. Recurring events can only be booked once for one term: i.e three months duration.
g. Room booking can also be cancelled by Reslife if calendar does not show the following:

Spaces outside residence areas and common rooms


Balcony spaces in residences
a. Smoking IS NOT allowed in the balconies: this is applicable to room balconies as well as common
balconies on 2nd floor of residences.

b. Students are not allowed to put cloth hanging lines, a drying rack, shoes as well as any other
object that will take up space and affect the aesthetics of the building in their balconies, be it a
room balcony or a common balcony.
c. Students may use these spaces for individual activities ( Yoga, meditating, workouts etc..).
However, the space should be left as clean and empty as possible after usage.
d. Students shall use this space for small group gatherings upon notifying an RA on the floor/wing
via email for safety reasons. The space should be left as clean and empty as possible after usage.
e. If any activity, be it a group gathering or individual activity, in the balcony is disturbing students
with noise (especially after noise curfew hours) and smell, an RA can call off the activity and
order the place to be evacuated.

APPENDIX 2: GUEST AND VISITATION PROCEDURE


Purpose:

The Guest and Visitation Procedure allows for residents and visitors to interact in the African Leadership
College (ALC) residential community, while providing parameters to help promote a safe living
environment that is conducive to student learning. The Guest and Visitation Procedure applies to all ALU
campus residents and their guests.
Scope:
College guest and visitation procedure complementary to residential guide book

Definitions:
Valid ID: A government-issued photo ID featuring birthdate and expiration date such as a valid passport,
driver’s license with a photo and military ID. College Photo ID Cards are acceptable provided they are
valid for the current term. Expired IDs, birth certificates, green cards, and social security cards are not
accepted. ALU students may only present their ALU ID cards.
Resident (Host): Any ALU student who has a current housing assignment.
Guest: Any person who is not a resident of their host’s residence hall (Kongo, Songhai, Mapungubwe or
Aksum) who is registered to a specific host.
Daytime: 8:01 a.m. until 11:59 p.m.
One-week period: Time between Sunday 12:01 a.m. to Saturday 11:59 p.m.
Overnight: 12:01 a.m. and beyond to 8 a.m.

Procedure
a. A resident (host) student is responsible for his/her guest and their actions throughout the
duration of their stay.
b. The Guest and Visitation policy is in effect from the first day moving in and ends on the last day
to move out (year-long January to December). During holidays, finals, campus emergencies, and
other special events on campus, the policies may be subject to change. Please refer to the
residential manager for further details.
c. All off-campus ALC students will be required to submit their student IDs at the security post and
collect it as they leave the premises.
d. No guests are permitted when the College’s residence halls are closed for operational reasons.
e. Overnight guests are not permitted during the study and exam period.

Daytime guests:
a. A resident (host) is allowed a maximum of three daytime guests (8am-11:59pm) at a time.
b. Visitors are issued day passes, which are valid 8 am to 11:59 pm only, after registering at the
security desk upon providing and depositing valid ID at the security post. In the absence of a
valid government-issued ID, the host is expected to deposit their valid student ID at the security
post, to be recovered on the departure of the guest.
c. Parents/guardians/grandparents should be met at the main gate security station and registered
in the parents/guardians/grandparents log each time they enter the compound. They will be
required to show ID and do not count towards daytime guests total. Any other family member
wishing to visit must obtain a guest pass.

d. Visitors under the age of 18 are not permitted in the residence halls at any time unless they are
accompanied by a legal guardian. They are, however, not allowed overnight stays.

Overnight guests:
a. A resident (host), with the consent of their roommate and permission from their RA, is allowed
one overnight guest at a time, with a maximum of two times per week in any one week period.
The resident (host) will have to fill in the overnight guest visitation form and send it to the reslife
communications email together with the guest’s picture 24 hours before the expected arrival
time of the guest.
b. An overnight guest must be the same gender as the resident (host) student.
c. Only guests with valid overnight passes are allowed through the front gate of campus after
midnight.
d. An overnight guest pass is valid from the time of issuance to noon of the following day.
e. No overnight guest or off-campus student is permitted to stay more than 10 nights in a semester,
regardless of host.

Guest Passes:
a. To obtain a guest pass, visitors to the residence halls must present one of the following:
○ Non-ALU Guests (including parents and family) – a valid government-issued photo ID
(see above.)
○ ALU Commuter students – a valid ALU ID
○ Guest passes are issued between 8am and midnight. No guest passes are issued after
midnight.

Visiting Students and Faculty:


a. Visiting students can be housed in the same residence as ALU students provided that they are
not required to live with their accompanying faculty/warden.
b. Visiting faculty who wish to live in ALC residences should be housed separately from students in
accordance with the ALC student - staff fraternization policy.
c. ALC students are barred from accessing the residence that houses visiting faculty.
d. Visiting faculty are barred from accessing the residences that house ALC students.

Off-campus apartments Guest Procedure Addendums:


e. In compliance with African Leadership College Guest and Visitation Policy/Procedure, off-campus
residents are required to also register their guests using our Overnight Visitation Form.
f. All overnight guests of residents in all off-campus ALC vicinities must adhere to the same policy
as on-campus guests.
g. Guests who are found to be staying overnight without being registered will be asked to leave and
their host will receive an informal warning for violation of the guest procedure.

Your room is a place to sleep and study, and a whole lot more. It is a place for you to live and experience
college as fully as you can. Your room could be the gathering place for squad, it could be the haven for
intellectual thought, or it could be simply a place or relax. The quality of life that you choose to have in
your room will depend on you, your roommate, and your relationship with each other.

You and your roommate are individuals with particular interests, goals, likes, and dislikes. You may not
find it necessary to share every aspect of college life with your roommate. Learning to accept each
other’s differences without infringing upon one another’s freedom is a valuable part of your total
education. Learning how to be part of a community is an essential life skill.

If conflicts arise, speak with your roommate first. Talk the problem through before it becomes a major
issue. Communication is the key‐before, during, and after conflicts or situations come up. If this step is
not successful, then contact your Resident Assistant, RA. Your hall staff or RA’s is experienced in dealing
with problems that arise and should be able to assist you in conflict resolution.

Remember that you owe your roommate the courtesy of speaking to them first before seeking help from
the Residence Life Staff. Spending the time now to thoroughly discuss these and other issues will prevent
problems from occurring throughout the year.

This roommate agreement contract is prepared to make your Residential Life experience as enjoyable as

1. The right to free access to one’s room and facilities without pressure from roommates.
2. The right to personal privacy
3. The right to expect that the roommate will not violate College and Residence Life policies in the
room.
4. The right to expect that any and all disagreements will be discussed in an atmosphere of
openness and mutual respect, and that it is acceptable to confront the roommate when she/he
is not fulfilling mutual agreements.(Residence Life Staff members are available for assistance in
settling conflicts, but roommates should attempt to work out issues among themselves fist.)
5. The right to be free from harassment and discrimination.
6. The right to any additional agreements made by mutual consent.
7. Other agreements are as follows

NOTE: If my roommate or I have any concerns with the rights and agreements stated above or regarding
our roommate relationship, we will:
1. First, talk with each other and try to work the problems out between us, or
2. Second, consult our RA to work with us on a resolution of our problems.
3. Third, and if necessary, consult our AC to work with us on a resolution of our problems.

We, the undersigned, agree to the above stated rights and to uphold behavior decisions that we came to.
Additionally, we acknowledge that specific stipulations may be adjusted by the mutual agreement of all
roommates.
