RESERVIST AND RESERVE FORCE DEVELOPMENT LEGAL BASIS


A. CONSTITUTIONAL AND STATUTORY MANDATES

B. MISSION AND ORGANIZATION OF THE CITIZEN ARMED FORCE
• to provide the base expansion of the AFP in the event of war, invasion or rebellion.
• to assist in relief and rescue during disasters or calamities, socioeconomics development,
and in the operation and maintenance of essential government or private utilities in the
furtherance of overall mission.
C. CATEGORY OF CITIZEN SOLDIER
1. First Category - ages 18 to 35 yrs. old
2. Second Category - ages 36 to 51 yrs. old
3. Third Category - above 51 yrs. Old
D. CLASSIFICATION OF RESERVE FORCE UNITS
1. Ready Reserve - composed of Citizen Soldiers belonging mostly to the first category
reserve.
2. Standby Reserve - composed of Citizen Soldiers belonging mostly to the reserve and
third category reserve.
3. Retired Reserve - composed of Citizen soldiers who have qualified for retirement through
length of service, old age, or disability.
E. UTILIZATION OF RESERVE FORCE
• Mobilization - utilization of the reserve force in times of emergency to meet threats to
national security.
• Full Mobilization - shall be through the joint act of the Congress and the President. All
units of RR and SR will be activated. (CAD)
• Partial Mobilization - only the units of the RR as a necessary to meet the threat will be
activated.
• Selective Mobilization - shall be by the authority of the President, only selected units of
the RR of the localities involved are activated. (CAD)
• Status of Reservist Under Mobilization - when CAD shall receive all the pay and
allowances, medical care, hospitalization, privileges, and benefits prescribed by law.
• Mobilization Center - shall be established in each province as many mobilization centers
as needed.
• Demobilization - the President shall order the demobilization.
Art. XVI, Sec 4 1987 Constitution - provides that the AFP shall be composed of a Citizen Armed Force
will shall undergo military training and serve as may be provided by law.
National Defense Act of 1935 - Commonwealth Act No. 1 - Provides that during national emergencies,
the government has the right to mobilize its citizens and resources, either public/private as may deemed
necessary for national defense.
Art. II, Sec 2 RA 7077 - It is the policy of the State to maintain its adequate and actual needs for the
Security of the State but which can be rapidly expanded by the well-disciplined Citizen Armed Force in
the event of war, invasion or rebellion.
RA 9163 - An act establishing the NSTP for tertiary level students amending for the purpose, RA 7077
and Presidential Decree No. 1706 and for other purposes.
RA 7077 - An act providing for the Development, Administration, Organization, Maintenance, and
Utilization of the Citizen Armed Forces of the Philippines and for other Armed Force of the AFP and
other purposes.
RA 9163 - Establishing the NSTP for tertiary level.
CIR #30 -PROCUREMENT AND APPOINTMENT OF RESERVE OFFCERS

Affiliated Reserves
Certain private and government entities, corporations, establishments, and organizations at the national,
provincial and municipal levels which provide essential public services such as water, light,
transportations, and communications.

Recognizing the youth’s vital role in Nation building, promotes civic consciousness among the youth and
shall develop their physical, moral, spiritual, intellectual, and social well-being.

AFP REGULATIONS G 117-573 DTD 17 JULY 01- AFP ENLISTED RESERVIST SERIAL
NUMBER. RANK AND ASSIGNMENT TO RESERVE UNIT AND MOBILIZATION CENTER
This regulation aims to standardize the issuance of AFP serial numbers and the awarding of ranks to AFP
enlisted reservist and their assignments to reserve units and mobilization center.
AA - A 99-999999 PAF
AA- LOCATOR CODE-Group of letters to indicate home province of enlisted reservist by the time of his
enlistment to AFP reserve force
A - SOURCE OF ENLISMENT CODE-Training qualification of EP reservist
99 - ENLISTMENT YEAR CODE- Last two digits of the year to indicate original appointment of EP
reservist into the AFP reserve force
999999 - NUMERIC SEQUENCE- Composed of six-digit number starting from 000001
PAF - BRANCH OF SERVICE- Represented by PAF for Philippine Air Force, PA for Philippine Army,
and PN Philippine Navy

AIR DEFENSE OPERATIONS

CURRENT DEFENSE POLICIES


The defense of the country by the AFP is mandated by the Constitution. It specifically states that “The
AFP is the protector of the people and state”. The role of the defense establishment as stated in the
Revised Administrative Code of 1987 Subtitled Chapter 1, Sec 15 is “to guard the country against
external and internal threats to national peace and security, provide support for social and economic
development”.
PHILIPPINE AIR DEFENSE SYSTEM
The PAF is tasked with the responsibility of maintaining and operating the Philippine Air Defense System
(PADS). To carry out this responsibility Air Defense Command and its operating units were organized,
580th Air Base Group at San Fernando City, La Union and the 5th Fighter Wing at Basa Air Base,
Pampanga.

weapons platform.

AIR DEFENSE DEFINITION


Air Defense
All measures are designed to nullify and reduce the effectiveness of the attack by hostile aircraft, anti-
aircraft artillery, Electronic Counter Measures and surface to air weapons. Provide tactical early warning
of hostile air activity. In the Philippines, detection is done thru PAF’s two (2) operating radar stations,
one located at San Fernando, La Union and the other at Lubang, Occidental Mindoro and the joint use of
Air Transportation Office’s radar facilities covering 80% for the country.

PHASES OF AIR DEFENSE OPERATIONS


1. Detections
• The primary responsibility of the Air Defense
• Direction Center or radar sites.
2. Identification
• Is done by the Air Defense Control Center at Air
• Defense Command through flight plan correlations with Air Transportation Office
(ATO).
3. Interception
• If an unknown aircraft cannot be identified within two minutes, the air defense
commander will order the scramble of fighters interception.
4. Destruction
• If found hostile then the interceptor will initiate destruction or neutralization upon order
by the proper authority.
