MINUTES OF THE REVIEW MEETING ON AIZAWL SMART CITY LIMITED

Dated: 17.01.2023 at 11:00AM


Venue: Office Chamber of the Secretary, UD&PA
Members Present: Attendance List Enclosed
The meeting was held under the chairmanship of the Secretary, UD&PA
Department. The Chairman welcomed the members and informed them that the
meeting was called to review the status and progress of projects under Aizawl
Smart City Limited and to identify those projects which can be completed within
the stipulated timeframe i.e. by June 2023 and also chalk out the way forward for
those projects which would not be completed within the period of financing and
work out an estimate that could be withdrawn within June 2023. He further
stressed the need for a close and proactive initiative between Aizawl Smart City
Limited and the concerned stakeholders and also to proceed with a well defined
timeline for all the projects and that there is no room for laxity at this point in
time.

Chief Executive Officer, ASCL apprised the meeting on the status of the
projects and the following decisions were arrived at:

7 Steps & Stairs Out of the 28 locations, work has stated only
improvement, Major & in one location i.e. near Sikulpuikawn. The
Minor Monitoring team visited the ongoing work in
the said location and found that about 80%
of the work has been completed in this
particular location. PMC & contractors are
instructed to pursue the supply of flooring
materials for speedy delivery at the site.

8 Refurbishment of Mizoram It was reported that 28.90% of civil works


State Museum have been completed so far. The work is
expected to be completed by March 2023.
9 Digital Library, e-Library Conversion of books in digital format is in
progress. It was decided that ASCL may
convene a meeting with PMC & Contractor
and Librarians to chalk out the SOP for E-
Library. The draft SOP will be submitted to
Art & Culture Department for consideration
and approval of the Government. Further, it
was decided that permission for digitizing the
books need to be obtained from the book
authors/publishers in order to evade the risk
of facing litigation. Work is expected to be
completed by March 2023.
10 Road Side Drinking Water Ongoing. Work expected to be completed by
Kiosks January 2023.
11 Street Vending Zone – Ongoing. Work expected to be completed by

13 Integrated Command &  Commitment made by BEL to Go-Live
Control Centre by March 2023.
 Retrofitting is to be done for the
installation/mounting of Visual
Message Display (VMD) on the existing
Signage Boards on four prime locations
(i.e. Sikulpuikawn, Vanapa Hall,
Chanmari and Bawngkawn) subject to
verification on the structural
soundness.
 Realistic plan of work till March 2023
and onwards shall be chalked out by
BEL within 20.01.2023 (Friday) and
BEL will also give fortnightly report to
ASCL.
 Smart elements and garbage truck
demo is to be scheduled under the
leadership of the Secretary, UD&PA on
21.01.2023 (Saturday)
14 Common Bio-medical Ongoing.

15 Construction of Playground Earthwork for widening in progress. The
at Edenthar monitoring team reported that the retaining
wall is too small to give protection of slopes
due to which there exists landslide hazards
at the approad road and nearby areas. RCC
Counterfort retaining wall is therefore
proposed to be built during the working
season and geologist is also to be engaged.
Target date of completion – 15.12.2023.
16 Construction of Indoor A workable post-construction management
Stadium at Zuangtui plan is to be worked out in advance, such
that the stadium generates revenue for the
Government and its maintenance. Target
date of completion – 30.11.2023.
17 Construction of Playground Field widening and stone masonry works for
at Tuivamit retaining wall and gallery is under progress.
The proposed ground has been planned to be
constructed by cut and fill method. Box
culvert proposed in the design on the natural
nallah/storm drain extends across the length
of the field. The box culvert works must be
immediately commenced during the working
season since only after its completion, other
components of work like embankment etc
can be started. Parking area proposed is also
used by the nearby Church for which proper
agreement in writing with the Church may be
worked out.
18 Construction of Playground RCC structure work for gallery is under
at Hlimen progress and the progress of work is found to
be satisfactory. Target date of completion –
11.04.2023.
19 Construction of Futsal ASCL to ascertain that substandard quality
Ground at Zemabawk Mitla materials are not used in the construction.

The Chairman reiterated the need to expeditiously issue Tender


notices for approved DPRs and for the DPRs where approval is required, ASCL
may push for Government approval at the earliest. The meeting ended with a vote
of thanks by the Chair.
