Empowering Utility Personnel in the PUP

I. INTRODUCTION:
The role of utility personnel in the current uncertain reality is vital given that they ensure the
operation and functioning of various systems and services. These dedicated people worked
tirelessly behind the scenes, providing communities with essentials such as water and electricity
or sanitation needs. Nevertheless, despite the fact that they are welfare workers on many
occasions face problems in their daily lives such as poverty. The first Sustainable Development
Goal (SDG) of the United Nations is poverty eradication, in all its form. To reduce severe
poverty together with the PUP’s Pillar 5: Empowered Faculty Members and Employees, we at
BSTMOUMN 1-5 work hand in hand with the utility personnel within the PUP campus to
understand their critical role so that they can be empowered.

II. PURPOSE:
This concept paper will explore the importance of developing utility personnel at the Polytechnic
University of the Philippines (PUP). Through the process of empowering such individuals, we
can also provide recommendations to enhance their skills and knowledge but also, we can
tackle these challenges towards poverty elimination.

III. PROJECT DESCRIPTION:

In line with the pillars of the Polytechnic University of the Philippines, this project aims to raise
awareness about the importance of empowering utility personnel in poverty reduction efforts. It
will actively advocate for policy changes that support their rights, well-being, and economic
empowerment.

IV. OBJECTIVES:

1. Provide basic amenities and services that are essential for their well-being.
2. Propose recommendations for training programs to fully equip utility personnel with the
necessary skills and knowledge to excel in their roles, increasing their employability and
enabling them to access higher-paying jobs within the industry.
