ADMISSION RULES TO POSTGRADUATE STUDIES

Ternopil Volodymyr Hnatiuk National Pedagogical University (TNPU) will conduct admission
to postgraduate studies for full-time, part-time, and evening forms of education in 2024 for
the following specialities:

Preparation for postgraduate studies at the university is carried out:
• at the expense of state budget allocations (state order);
• at the expense of physical or legal persons (on a contract basis) – beyond the state order.
A person who has previously studied in postgraduate studies under the state order and did not
defend their dissertation or was expelled from it loses the right to re-admission to postgraduate
studies under the state order only if they reimburse the costs spent on their training.
Procedure, List, and Deadlines for Submission of Documents
For the competitive selection, the results of entrance exams in speciality and foreign language, as
well as additional entrance exams (for those entering postgraduate studies from another field of
knowledge than that specified in their master's (specialist) diploma), are taken into account.
The condition for admission to the entrance exam in a foreign language is passing the SEE in 2023
or 2024 with a score of at least 130 points.
An applicant who confirms their level of English proficiency with a valid TOEFL certificate,
International English Language Testing System certificate, or Cambridge English Language
Assessment certificate (not lower than B2 level according to the Common European Framework of
Reference for Languages or an equivalent level in another foreign language), a valid TestDaF
certificate (not lower than B2 level according to the Common European Framework of Reference
for Languages or an equivalent level in another foreign language), a valid DELF or DALF
certificate (not lower than B2 level according to the Common European Framework of Reference
for Languages or an equivalent level in another foreign language) is exempted from taking the
entrance exam in a foreign language. During the determination of the competition results, the
certified proficiency is equated to the entrance exam results with the highest score.
Admission to postgraduate studies for the third educational-scientific level with preparation for
obtaining a doctorate in philosophy degree is carried out in accordance with the current legislation
of Ukraine.
The normative period of preparation for a doctorate in philosophy in postgraduate studies is four
years, regardless of the form of education. Postgraduate students in part-time education enjoy
privileges according to the current legislation of Ukraine.

Documents to be Submitted by PhD Applicants:


1.Application addressed to the university rector in paper form (with the visa of the appointed
academic supervisor).
2.Attached documents:
•Certificate of EVI results;
•Personal record sheet certified by the institution where the applicant studies or
works;
•4 photos (3x4 cm) (signed on the back);
•Copy of the document confirming identity, as required by the Law of Ukraine "On
the Unified State Demographic Register and Documents Confirming the Citizenship
of Ukraine, Identity, or Special Status";
•Copy of the registration number of the taxpayer's record card;
•Copy of military registration document (for military personnel - military ID or
temporary military ID, and for conscripts - conscription certificate or enlistment
registration document);
•Certified copy of the master's (specialist) diploma. A person with a foreign higher
education diploma is allowed to take entrance exams on an equal basis with other
applicants. When submitting documents, they must provide documents about the
foreign degree and the procedure for its recognition and equivalency:
•Copy of diploma supplement;
•Recommendation from the Academic Council of the higher education
institution (if available);
•Copies of published scientific works and inventions (if available) certified by
the institution or based on original documents OR a research proposal on the
chosen specialty (with a review from the academic supervisor);
•International language certificate (at least level B2 according to the Common
European Framework of Reference for Languages or an equivalent);
•Copy of work book (if available);
•Consent to the processing of personal data;
•Two envelopes with stamps;
•Two folders (one for files and one for fasteners).
3.Passport, diploma for obtaining higher education are submitted by applicants personally.
Copies of documents without presenting originals are not accepted.

Research Proposal Requirements:


•The research proposal is a scientific text of up to 15 pages prepared by the applicant,
justifying the research topic, its relevance, novelty, current state of research in domestic and
foreign science; methods and methodologies of understanding the problem, possible ways to
solve the set tasks.

Requirements for Research Proposals:


•They are formulated by faculties according to the specifics of the chosen specialty.

For Foreigners Entering the PhD Program of TNPU:


1.Submit an application in the prescribed format with written consent from the future
academic supervisor. Notarized copies of the documents required for remote submission
should be certified by a Ukrainian notary, Ukrainian consulate in the applicant's country, or
with the application of an Apostille.

2.A copy of the foreigner's passport document or a document proving the identity of a
stateless person, and a notarized translation of its first page into the appropriate order.
3.Legalized and notarized copies of documents confirming previous education, sent by
postal means (in case of remote submission) or original documents during direct entry (in
case of in-person entry).
4.A medical certificate of good health, certified by an official health authority of the country
from which the foreigner arrived, and issued no earlier than two months before entering
Ukraine.
5.Insurance policy for emergency medical care for foreigners and stateless persons studying
in Ukraine (except foreigners from countries with which agreements on free emergency
medical care have been signed).
6.Copy of the Ukrainian residence permit.
7.4 photographs sized 3x4 cm.
Documents must be certified in the country of issuance in a manner that officially applies in that
country for such certification and legalized by the relevant foreign institution if the certification is
provided by international treaties of Ukraine.
For a document on a foreign education degree and/or qualification level to be recognized, it must go
through the procedure of establishing equivalency.
The university's admissions committee allows applicants to take entrance exams based on submitted
(all, as listed in the list, and on time) documents and may deny an applicant permission to take
entrance exams due to late or incomplete submission of documents by the deadline set by the
Admission Rules.

Content, Form, and Timing of Entrance Exams for the Competitive Selection of PhD
Applicants
PhD applicants to the university take entrance exams:
•In a foreign language according to the program corresponding to level B2 of the Common
European Framework of Reference for Languages;
•In the specialty (within the higher education standard of the master's degree in the relevant
specialty);
•Additional entrance exams (if necessary) for individuals applying to the PhD program from
another field of knowledge or specialty than the one indicated in their master's (specialist's)
diploma.

Applicants entering the PhD program from another field of knowledge or specialty than the one
indicated in their master's (specialist's) diploma, by the decision of the Admissions Committee, may
be assigned an additional entrance exam.
The additional entrance exam precedes the entrance exams in a foreign language and specialty.
Evaluation of the additional entrance exam is on a pass/fail basis. If the applicant receives a "fail"
grade on the additional entrance exam, they are not allowed to the next entrance exam and lose the
right to participate in the competition.
Knowledge and skills demonstrated by applicants in entrance exams are assessed on a 200-point
scale. Applicants who score 159 points or less in a foreign language are not allowed to the
professional entrance exam and lose the right to participate in the competition.
The weight of each entrance exam in the competitive score is determined according to the following
scale:

The scores for the four exam questions are summarized (maximum possible score: 400).
If an applicant receives 159 points or less on the comprehensive entrance exam, or fails to appear
for the exam without a valid reason, they are considered as having failed the entrance exams and are
not allowed to participate in the competition.
Retaking the comprehensive entrance exam for the purpose of improving scores is not allowed.
Entrance exams for foreign citizens are conducted throughout the year.

Order of Enrollment to PhD Program


The competitive score (CS) of a person applying for enrollment to the PhD program is formulated
according to the formula:
CS=VES+VEM+ADD
where:
•VES is the result of the entrance exam in the specialty (out of 200 points),
•VEM is the result of the entrance exam in a foreign language (out of 200 points),
•ADD is the additional points for academic/research achievements.
Additional points for academic and research achievements of applicants are awarded by the
university's admissions committee.

Entrance exams are conducted from 23 August to 29 August 2024.
The entrance exams for foreign citizens applying to the PhD program at TNPU include a
comprehensive exam that involves a written response to two questions in a foreign language and
two questions in the specialty.
The evaluation, which the applicant receives for responses to two questions in the foreign language
and two questions in the specialty, is determined by the points system given below.
Decision on awarding additional points for scientific publications included in the relevant subject
category of the Scopus and Web of Science scientific databases (for the last three years before
admission).
Articles in scientific professional publications of Ukraine (category B) for the relevant specialty:

The decision on awarding the number of points for scientific publications that are written in co-
authorship is made by the subject commission of the specialty.
The maximum number of additional points for academic/scientific achievements is 50.
In case of an equal number of points, preference for enrollment is given to aspirants who:
•have a targeted direction from the relevant state or educational institution;
•have scientific publications, participated in olympiads, conferences;
•successfully completed a master's program, receiving a master's diploma with honors;
•are recommended for admission to the aspirantura by the Academic Council of the higher
education or scientific institution;
•have an international certificate of a foreign language (TOEFL, International English
Language Testing System, Cambridge English Language Assessment, TestDaF, DELF or
DALF (not lower than level B2 of the Common European Framework of Reference for
Languages) or a similar level).
The ranking list of aspirants recommended for enrollment is based on the competition points from
highest to lowest.
Foreigners are admitted to education based on the results of a comprehensive entrance exam or
based on a contract.
An academic advisor from among the scientific or academic staff with a scientific degree is
assigned to the aspirant simultaneously with their enrollment.
Aspirants of this form of education receive a state scholarship in case they are enrolled for
education under state orders in accordance with the current legislation of Ukraine.
