Today, it is with immense pleasure that I have the honor of introducing

our distinguished guest speaker for this year’s Graduation Day. Born on
October 21, 1976, in the picturesque Barangay San Antonio, Biri,
Northern Samar, Rosalia's journey is a testament to resilience,
dedication, and unwavering commitment to education.
Raised by her esteemed parents, Retired Chief of Police Rolito Toyco
Sixta and Corazon Flores Sixta, she learned the values of discipline,
perseverance, and compassion from an early age. She carries these
values forward in her own journey as a devoted mother to her children,
Rodel Ian and Rex Ivan.
Her educational journey is marked by remarkable achievements. She
completed her elementary education at San Antonio Elementary
School, Biri, Northern Samar in 1989 and her secondary education at
San Jose Technical High School, San Jose, Northern Samar in 1993. She
continued her college studies at the University of Eastern Philippines,
where she graduated with a Bachelor of Secondary Education Major in
Physical Education Health & Music in 1997. Continuing her pursuit of
academic excellence, she earned her Master's Degree in Education
Major in Educational Management from Samar College in 2009,
followed by a Doctorate in Education Major in Educational
Management from the Philippine Christian University in 2011.
With a passion for shaping young minds and a dedication to academic
excellence, she embarked on a fulfilling career in education. Her
journey as an educator began at St. Michael Academy in Catarman,
Northern Samar, where she served with distinction from June 1997 to
November 2003. She then transitioned to Catarman National High
School, where she continued to inspire and mold young hearts and
minds until August 2005. Her leadership capabilities were soon
recognized, leading her to serve as Department Head at San Jose
Technical High School from July 2005 to June 2019. Presently, she holds
the esteemed position of School Head at San Antonio National High
School, where her leadership continues to uplift and transform the
educational landscape of Biri, Northern Samar.
Her dedication to professional growth is evident in her participation in
various training programs, including the National Accreditation Course
for Officiating Officials in 2018, Strategic Leadership in Action Congress
in 2019, and the 8th National Association of Public Secondary Schools of
the Philippines in 2022. Her commitment to excellence has been
further recognized through numerous awards and accomplishments,
including being named the 2023 Most Outstanding Secondary School
Head of Biri District and a Division Finalist for the 2023 Most
Outstanding School Head and the recipient of multiple accolades for
her exemplary leadership and management skills.
Beyond her professional achievements, she remains deeply committed
to the holistic development of her students, instilling in them the values
of integrity, compassion, and lifelong learning. She is, a true luminary in
the field of education, whose dedication and passion continue to
inspire us all.
