INTRODUCTION
Stanley Consultants, Inc. was retained on behalf of the Florida Department of Transportation
(FDOT) to conduct a Speed Zone Study on State Road (SR) 434 from US 17/92 to SR 419 in
Seminole County, Florida. A location map of the study area is shown below in Figure 1.
Florida Statutes 316.187 and 316.189 require that an engineering study be conducted before
speed limits are altered. FDOT has developed a manual, Speed Zoning for Highways, Roads
and Streets in Florida, 2018 (Speed Zoning), which sets forth the procedures of this engineering
study. This speed study has been conducted in accordance with this manual.

EXISTING CONDITIONS
SR 434 is an east-west roadway that extends east from SR 424 in Orange County, through
Seminole County and the study segment, to SR 50 in Orange County. Within the study area,
SR 434 is a four-lane divided roadway with a raised median from US 17/92 to Sheoah Boulevard
and from Moss Road to SR 419. From Sheoah Boulevard to Moss Road, SR 434 exists as a
five-lane roadway with a center two-way left-turn lane. Existing conditions for SR 434 are shown
below in Table 1. A Straight-Line Diagram (SLD) of the study segment is provided in the
Appendix.

SPEED ZONE STUDY
Based on a field review, the posted speed limit signs along the study section of SR 434 were
identified and the locations graphically depicted on the Straight-Line Diagram provided in the
Appendix.
Speed data was obtained at five locations along the study corridor as depicted on the Straight-
Line Diagram. Many factors affect driver behavior on the roadway, such as the proximity of
roadside hazards, the frequency of driveways or side streets, roadway geometry and/or the
presence of pedestrians, etc. Therefore, the locations for the speed analysis were chosen where
vehicles were traveling at unrestricted free flow speeds.
Two of the common descriptive statistical measures utilized in determining the prevailing speed
are the 85th percentile speed and the 10-mph pace. The 85th percentile speed is the speed at or
below which 85 percent of the free-flowing vehicles are traveling. The 10-mph pace is the 10-
mph range containing the highest number of vehicles from the study data. The 85th percentile
speed and 10 mph pace were calculated for each of the spot speed locations as shown in Table
2 with details included in the Appendix.

Per the FDOT Speed Zoning manual, “with rounding, the posted speed limit should not differ
from the 85th percentile speed or upper limit of the 10-mph pace (whichever is less) by more
than 3 mph. Speed limits of more than 8 mph below the 85th percentile speed are not authorized.
A speed limit of 4 to 8 mph less than the 85th percentile speed shall be authorized if supported
by a supplemental investigation.” The posted speed should not exceed the design speed of the
facility; however, this is not all-conclusive (per the Speed Zoning for Highways, Roads, and
Streets in Florida).
Based on the data in Table 2, the combined 85th percentile speed ranged between zero and 6
mph above the posted speed limit. In addition to the information shown in Table 2, a summary
of speed-related data collected at each of the five locations is provided in Tables 3 through 7
and documented in the Appendix. These tables identify a variety of information, such as the
total vehicles observed, number of vehicles within the 10-mph pace, and 50th percentile speed.

COLLISION ANALYSIS
Crash data for SR 434 from January 1, 2021, to December 31, 2023, was obtained from the
University of Florida’s Signal Four Analytics. 272 crashes were reported in the SR 434 speed
zone study limits during this 3-year period consisting of the following crash types:
o 132 rear-end; o Eight bicycle;
o 39 side-swipe; o Two pedestrian;
o 26 left-turn; o One animal;
o 23 angle; o One backed-into; and
o 20 off-road; o One head-on;
o 19 right-turn;
• Speed was noted to be higher than the posted speed limit in six crashes. Two fatalities were
suffered within these crashes. The crashes as they occurred are described below:
o A left-turn crash at Hayes Road when a westbound left-turning driver failed to yield to
an eastbound motorcyclist. The crash occurred during the day and under dry
pavement conditions in which the motorcyclist was travelling at approximately 55 mph
in the 45-mph zone. The motorcyclist was ejected from the vehicle and sustained fatal
injuries as a result of the collision.
o A left-turn crash at Fountaintree Drive/Sunshadow Drive when an eastbound
motorcyclist ran a solid red traffic signal striking a westbound left-turning vehicle. The
crash occurred during the day and under dry pavement conditions in which the
motorcyclist was travelling at approximately 64 mph in the 45-mph zone. The
motorcyclist was ejected from the vehicle and sustained fatal injuries as a result of the
collision.
o An angle crash, at a convenience driveway located approximately 450 feet west of
Hayes Road, when an eastbound driver struck a semi-truck that was blocking the road
during an attempt maneuver into the driveway. The crash occurred at night and under
dry pavement conditions in which the eastbound driver was travelling at approximately
60 mph in the 45-mph zone. Possible injuries were sustained by the eastbound driver
as a result of the collision.
o An off-road crash at Sunshadow Drive when a southbound left-turning driver, fleeing
police, went off-road in the southeast quadrant of the intersection. The crash occurred
during the day and under dry pavement conditions in which the at-fault driver was
travelling at approximately 60 mph at the time of the collision. The driver sustained
possible injuries as a result of the crash and was charged with reckless driving.
o A rear-end crash at N. Winter Park Drive when an eastbound driver failed to slow/stop
for a queued driver in the outside lane for the intersection’s red signal. The crash
occurred at night under dry pavement conditions in which the at-fault driver was
travelling at approximately 60 mph in the 45-mph zone. No injuries were reported
within this collision.
o An off-road crash at Lake Irene Drive when a westbound driver lost control and struck
the median curb prior to the left-turn lane. The crash occurred at night and under dry
pavement conditions in which the at-fault driver was travelling at approximately 70
mph in the 45-mph zone at the time of the collision. Incapacitating injuries were
sustained by the at-fault driver in which they were also charged with reckless driving.

OTHER CONSIDERATIONS
The SR 434 corridor has a four-lane typical section with 11-foot-wide travel lanes with curb and
gutter (no shoulders) and sidewalks (along both sides of the roadway) throughout the study
corridor. Winter Springs Elementary is also within this section in which students walk the
sidewalks along both sides of SR 434 to access the school. School-related pedestrians west of
the school cross SR 434 at the signalized intersection at Sheoah Boulevard (with the assistance
of a crossing guard). Crossing guards also assist school related pedestrians crossing the
northbound sidestreet approach at Belle Avenue. School related pedestrians to the east access
the school via a sidestreet and are not crossing SR 434. Students east of the school and north
of SR 434 are bussed to the school.
In reviewing information from FDOT’s Context Classification Guide and the Florida Design
Manual, Table 201.5.1, it is shown that the allowable target design speed should be in the range
of 35 to 55 mph for a C3C Suburban Commercial roadway and 25-45 mph for a C4 Urban
General roadway. The current posted speed limit of 45 mph falls within this range.
Per FDM Table 210.2.1, for a context class C3C and C4 roadway, the minimum lane width is:
• 11 feet with design speeds of 40-45 mph
• 10 feet with design speeds of 25-35 mph
Per FDM Table 210.3.1, the median width is:
• 22 feet with design speeds of 40-45 mph
• 22 feet (C3C) or 15.5 feet (C4) with design speeds of 25-35 mph
• When right-of-way constraints exist, minimum median widths can be reduced to 19.5 feet
for a 45-mph design speed and to 15.5 for design speeds at 40 mph or below.
A 16-foot raised median exists within the C3C segments of SR 434 from US 17/92 to Sheoah
Boulevard and from Moss Road to SR 419. This typical section does not meet the requirements
of the FDM for median width. Spot Speed Site 1 and Site 4 indicate an 85th percentile speed of
45 mph and 47 mph, respectively. The 50th percentile speed is lower, at 41 mph and 43 mph.
The C4 section of SR 434 from Sheoah Boulevard to Moss Road exists with a center two-way
left-turn lane, dense development along the corridor, sidewalks along both sides of the roadway,
short blocks, and a grid system connecting to dense residential land uses surrounding the
corridor. The typical section does not meet the requirements of the FDM for median width. Spot
Speed Site 2 and Site 3 indicate an 85th percentile speed of 49 mph. The 50th percentile speed
is lower, at 35 mph.
Based on the typical section (lane and median width), the 50th percentile spot speed data and
the need to transition the posted speed limit on the approach to the urban section of the corridor,
it is recommended the 45 mph speed limit be reduced to 40 mph from east of US 17/92 to
west of Belle Avenue and from East of Moss Road to west of SR 419.
Based on the data collected, crash history, engineering judgment, existing roadway conditions,
adjacent land uses, field observations, and the current context classification of the corridor, it is
recommended the current 45 mph speed limit be reduced to 35 mph from west of Belle
Avenue to East of Moss Road. To support this speed reduction, speed feedback signs are
recommended.

RECOMMENDATIONS
Based on the data collected, crash history, engineering judgment, existing roadway conditions,
adjacent land uses (and increase in development), field observations, the current context
classifications of the corridor, and other factors as prescribed in the Speed Zoning for Highways,
Roads and Streets in Florida and the FDM, it is recommended the current speed limits be
reduced from 45 mph to 40 mph from US 17/92 to west of Belle Avenue and from east of Moss
Road to west of SR 419 and from 45 mph to 35 mph from west of Belle Avenue to East of Moss
Road.
The recommended speed reduction results in the need to replace all existing speed limit signs,
which are noted in the modified Straight-Line Diagram in the Appendix. Additional speed limit
signs are also recommended, along with speed feedback signs within the proposed 35 mph
segment (west of Belle Avenue (eastbound travel) and east of Moss Road (westbound travel)).
A summary of the recommended speed limits and regulation changes is provided in Table 8.
