GUIDELINES FOR LOCAL GOVERNMENT UNITS AND OTHER CONCERNED ON THE
IMPLEMENTATION OF RA f 1861 OTHER WISE KNOWN AS THE EXPANDED SOLO
PARENTS WELFARE ACT

1. SOLO PARENT |DENTIF|CAT|ON CARD (SptC)


The new SPIC lD disregarded the DSWD logo and gave way for the LSWDOs to use their
insigniailogo and that of their city or rnunicipality. An editable version of the SPIC can be
downloaded at : lt is in a .psd file hence. willonly be opened using
*ny appli*ati*n that ean read * Fhotosh*p file. The i-$W*S may ccntinue t"rsing their
remaining SPIC as long as the information stated in the guidelines can be seen, specifically
the Benefit Code. The SPIC shall include the following particulars.

ON ITS FRONTAL SIDE


1 The full name (first, middle, and last name) of the solo parent
2 Date and place of birth of the solo parent
3 Residence address of the solo parent
4 Solo Parent Category Code
5 Benefit Qualification Code
6 Photograph of the solo parent taken at the C/MSWDO at the time of application
or renewal of the SPIC
7 .
Signature or thumb print of the solo parent
8. The yqlidily period of the SPIC
ON ITS DORSAL SIDE
1. Name/s, birth date/s, and relation to the solo parent of the qualified children and
dependents
2. Signature, names, and designations of the City/Municipal Mayor and of the
Head SocialWorker of the C/MSWDO
3. At the option of the solo parent, his/her contact details may be indicated

As stated in the first guidance note issued last January 23, 2023, in case of renewel; the
,, previously assigned lD number must be retained, so that there will only be one control number
for the particular solo parent. Likewise, the SPIC control number must be preceded with the
year when the lD was initially issued to the solo parent.

For example:

Maria was issued with SPIC in 2023 so her lD Ntrrnber i€ 2023- xxo< {LGU ass{trned
number) or 2023-001. For her renewal in 2024 th'e same SPIC No. 2023-001 will be
reflected in her new lD.
O* the other hand, effective Ja*uary 2024, solo pare*t afficants either new or for renersal wi}}
be assigned with their unique case number as required in the Application Form for Solo Parent
(Annex B of DILG MC No. 23-140). The assigned case humber will be permanent and willfollow
the Pf!+ipftine $tandard Geographie Code (PSC-C) of the Phillppine Statistics Au*horFty. The
format will be:10-digit PSGC Code of the LGU followed by year and month YYMM and the six-
digit number assigned by the LGU or: A123456789-2401-000001.

For example:

Maria applied for $PlC on January 2A24 and she is a resident of Miag-ao, lloilo, her case
number will be: 0603030000-2401 -000001.

2. SOLO PARENT CATEGORIES

Below are the new solo parent categories based on the guidelines:

a3. Detention of spouse for at least three months
a4. Physical or mental incapacity of the spouse
a5. Legal separation or de facto separation for at least six months
a6. Declaratlon of nullity or annulment of marriage
aI. Abandonment by the spouse for at least six months
b, Spouse/Relative of the OFW
c. Unmarried mother or father who keeps and rears his/her child or children
d Legal guardian, adoptive or foster parent who solely provides parental care
and suppqrt to a child or children
e. Any relative within the fourth (4th) civil degree of consanguinity or affinity
f. A pregnant woman who provides sole parental care and support to her
unborn child or children

A Benefit Qualification Code will be used to identify solo parents qualified to avail certain
benefits. Below are the Benefit Qualification Codes that shall be included in the SPIC:

3. SOLO PARENTS DATABASE

Under Section 5.8 of DILG's guidelines, a Solo Parent Database shall be established and
maintained by the DSWD in coordination with the DILG. The LGUs shall submit their list of
solo parents issued with SPIC and booklet to the DSWD quarterly.

Pending the creation of the centralized database, the Bureau is providing a manual
database using Excel format that can be downloaded in a zip file at

4. STANDARD FORMS

The Guidelines also provided for the standard Application Form to be used by all LGUs. The
e-copy nf the Application Form can be downlcaded at https:l/bitllv/SPAForm2023. LGUs
will utitrize this template fcr unif*rmity as this will also be used for the crafting of the online
database for solo parents.
