1 SCOPE OF APPLICATION
This work instruction applies to the control of all slings, grommets and shackles used in lifting
operations executed by HMC. HMC requires that all slings, grommets and shackles shall be of good
construction, sound material, adequate strength, and be suitable for the purpose for which they are
intended. Only certified items shall be used. All items shall bear identification markings and these
shall correspond with their certificate.

In this document the following points are given due consideration:


• Responsibilities;
• Allocation;
• Procurement;
• Filing, registration and identification;
• Stock control;
• Inspection and examination;
• Certification;
• Transport and handling;
• Storage, preservation and disposal.

In attachment 1 a responsibility matrix is provided which summarizes the responsibilities and tasks as
detailed in this work instruction.

Any deviation from this work instruction must be asked/checked with Originator.

3 ALLOCATION
3.1 Selection of Rigging
The Project Engineer (As of now PE) identifies the required slings, grommets and shackles for a project.
For this purpose the PE shall use standard dimensions and information, such as WLL, length, diameter,
type.

The PE shall verify the availability of:


• Company rigging in Infor;
• Vessel/Yard stock rigging (attachment 5).

The PE shall initiate procurement of any Company rigging in accordance with chapter 5, in case the
rigging is not available for project use.

Rigging which requires to be pre-rigged or which is deemed to be sacrificial is always consumable


rigging. Vessel/yard rigging shall be used for lifts on the vessel/yard as much as possible.

3.2 Allocation Request for Company Rigging


The PE shall issue an allocation request to the (Specialist) Equipment Resource Coordinator (As of now
ERC) by making a “request for allocation” in the PRL in Infor. The following data shall be provided:
• Asset number (Not needed for shackles < WLL1000mT, than only part number is needed);
• Quantity;
• Final location. Store were the equipment will be used and end direct after the project. Most of the
times the Vessel;
• Preparation yard. Store were the project is going to use the equipment for the first time. This can
be either a yard were pre-rigging/first work takes place or directly on a vessel if first work takes
place there;
• Requesting from date;
• Requesting until date;
• Short lift description / purpose of equipment;
• Delivery address, incl. contact details;
• Special requirements, in addition to this document.

Allocation requests submitted in the PRL are considered to be ready for allocation (Status: “Allocated”).
Items that have status “Unfinished” are considered to be on hold. No action for the ERC.

3.3 Allocation of Company Rigging


The ERC shall verify the actual availability of the requested Company rigging and shall change the
status into “Allocated”.

The ERC shall inform the PE about potential clashes by rejecting the equipment by putting it on status
“Allocation rejected”. A/The reason for rejection shall be filled in in the “Log remarks”.

For items on status "allocation rejected" the PE needs to take action.

Note: If Company rigging was allocated but at a later stage it is rejected by the ERC, the ERC will not
only change the status to “Allocation rejected” but also send an e-mail to the PE stating his rigging is
rejected.

The PE to select replacements, in consultation with the ERC or use an alternative method.

Possible replacements can also be selected by choosing longer slings(To shorten them to the requested
length) or slings of an higher/lower WLL.

In case replacements or alternative methods are not available new Company rigging shall be procured
in accordance with chapter 5.

The PE shall inform the ERC of any changes in the required allocations; especially in case Company
rigging is no longer required for the execution of the project.

Note: At the moment of allocation of any piece of equipment in a PRL, preparation for equipment will
start and cost are being made by HMC or one of its subcontractors. To avoid unnecessary costs, it is
important that the PRL must always represent the current status of the project(!).

3.4 Allocation of Vessel/Yard Rigging


Vessel/Yard rigging available for project use can be found in attachment 5.

Allocation to a project in Infor for these items is not possible. Prior to execution of the project the
project team/ PE is responsible to check with Chief Store or Yard Manager if Vessel/Yard Rigging
intended to be used during the project is indeed available.

Part numbers listed in attachment 5 can be used to verify available quantities on board, however it is
advised to always check with Chief Store or Yard Manager.

4 PROCUREMENT
4.1 Company Rigging
In case insufficient or no suitable Company rigging is available for the intended scope the Requestor/PE
shall after consultation with the ERC issue a procurement proposal to the ERC. This proposal shall be
submitted by e-mail to the ERC via the “Rigging Logistics” e-mail address and shall contain as a
minimum the data as specified in section 3.2 (Asset number not needed) and the following.

Slings and Grommets:


• Quantity required;
• Working load limit;
• Working length measured between bearing points (e.g. crane hook, shackle bow);
• Diameter of bearing points (e.g. shackle bow diameter);
• Type of eye, socket or end termination to be fitted;
• Eye length (if applicable);
• Special requirements out with the scope of this document. (f.e. Keep in mind double use in relation
to relatively short lengths);
• Resource ID number (Will be used to create the requisition from the PRL).

The following types of steel wire rope lifting rigging are owned by and used within HMC:
• Superloops: Terminated with Flemish eyes and steel pressed sleeves;
• Offshoreloops: Terminated with Flemish eyes and steel pressed sleeves
Outfitted with hard thimble eyes;
• Cable laid slings: Terminated with spliced eyes;
• Cable laid Grommets: Endless round sling made out of 1 wire rope.

For definitions of these rigging types, refer to Attachment 4.

Other types of steel wire rope rigging (examples listed below) can occasionally be supplied by a client
for use on a particular project and therefore, these rigging types would not be procured by HMC.
• Turn back eyes slings secured by pressed metal ferrule (e.g. Talurit);
• Flemish eye resin filled sleeve (FERFS) sling;
• Braided slings.

See also SC-291 for more information on selection / suitability of these slings.

Shackles:
• Quantity required;
• Working load limit;
• Shackle type (e.g. (Elongated) Anchor type, Wide Body or Dee type);
• Manufacturer and make, in case specific is needed;
• Resource ID number (Will be used to create the requisition from the PRL);
• Special requirements out with the scope of this document.

The ERC shall review, update and finally approve or reject the submitted proposal and return it to
Requestor. In case a proposal is rejected the required rigging shall be treated as Consumable rigging.

Notes:
1. Rigging between WLL100mT up to and including WLL900mt are considered to be to the budget
responsibility of the ERC. In case the proposal is approved, the ERC shall create and submit a
requisition in the PRL in Infor to initiate the Procurement process. The requisition shall contain
the information as given in attachment 2. The ERC shall update any relevant information in the
required documents as given in chapter 6;
2. For rigging with a WLL > 900 mT, a requisition can be made on the budget of ERC and in later
stage this will be transferred to the project budget;
3. Requisitions shall contain the information as given in Attachment 2 (see also Attachment 3 for
example requisition texts for various ringing types).

Consumable Rigging:
In case insufficient or no suitable Consumable rigging or Vessel/Yard rigging is available the Requestor
shall create and submit a requisition in Infor/PRL containing the information as given in attachment 2.

Vessel / yard rigging shall be used for lifts on the vessel / yard as much as possible. For rigging available
on the vessels/yards for project use please refer to attachment 5.

Rigging which is deemed sacrificial or which require to be pre-rigged are always considered
consumable rigging. In case consumable rigging is ordered, standard dimensions should be ordered as
much as possible (see attachment 5) using the part number listed under the ‘project’ column.

4.2 Vessel/Yard Rigging


In case insufficient or no suitable Vessel/Yard Rigging is available the Requestor shall create and submit
a requisition in Infor/PRL containing the information as given in Attachment 2.

5 FILING, REGISTRATION AND IDENTIFICATION


5.1 Company rigging
Filing
The ERC shall keep a record of all relevant information per project which is not already in the PRL,
such as procurement quotes for new Company rigging.

The ERC shall maintain the necessary certificates for each item of Company rigging, which includes
the following:

• Digital: Update certification information in Infor.

Note: On SharePoint there is not only a search possible on slings and shackles asset numbers, but also
on transport number. This allows the PE to gather his certificates faster than searching them 1 by 1.
The transport number can be found in the “Log. Remarks” in the PRL and starts with: “HMC.yy-xxx”.

Registration
For each Company sling, grommet and shackle Infor automatically keeps a record/log, which shows all
past and future allocations of the item, with respect to (intended) purpose, delivery location and
allocation period.

Identification
Each Company sling and grommet shall be provided with a loose steel collar secured around the body
that is permanently marked in weld bead with an unique identification number, so that it can be
identified with its certificate. The collar MUST be secured to the sling or grommet in such a way that
the collar cannot slide down during operations. Make sure the sling or grommet does not get damaged
while securing the collar.

Note: Never put your hands on a sling or grommet when in vertical position. If for some reason the
collar does slide down this can be a reasonable risk.

Each Company shackle shall be hard stamped with the WLL and an unique identification number, so
that it can be identified with its certificate.

The ERC is responsible for providing the identification numbers for Company rigging.

5.2 Consumable Rigging & Vessel/Yard Rigging


Filing
The PE shall have records and certificates regarding all Consumable rigging procured for the project.
The certificates shall be filed in the Project archive. Certificates are available via Procurement, most of
the time behind the Po in SAP.

The Chief Store or Yard Manager shall have records and certificates of all Vessel/Yard rigging under
their control. The certificates of this equipment shall be stored in a local archive.

Registration
It is not required to keep an allocation (lift) record for Consumable rigging or Vessel/Yard Rigging.

Identification
Each Consumable sling and grommet shall be provided with a weather proof tag in the eye (for slings)
or around the body (for grommets), which shall be permanently marked with a unique identification
number, so that it can be identified with its certificate and/or where applicable, any clamped sleeves
shall also be hard stamped with the identification number.

Note: Consumable rigging listed within the Infor program will have a ‘SL’ number already given by
the ERC, which will be hard stamped on the sleeve.

Each Consumable or Vessel/Yard rigging shackle shall be hard stamped with the WLL and a unique
identification number, so that it can be identified with its certificate.
Consumable rigging for a project shall preferable be marked with an unique PO number, if needed
labeled with PRL number and/or project information, which is provided by the PE.

The Chief Store and Yard Manager shall provide the same information for identification of all
Vessel/Yard rigging under their control.

6 STOCK CONTROL (WI.05.02.05)


6.1 Company Rigging
The ERC shall manage the world-wide stock of Company rigging such that the Company requirements
can be fulfilled in an economic way. This shall involve renewal after disposal or extension of the
Company rigging stock.

The ERC shall keep records of the complete stock regarding Company rigging and maintain the
certificates for each separate sling, grommet or shackle. The Chief Store/Yard Manager shall provide
the ERC with an overview of all Company rigging at his location or alternatively confirm that the data
in Infor with respect to presence of Company rigging at his location is correct.

For Preservation Facilities the records shall include the status of each item as defined below.
• Present: Physical presence at Preservation Facility confirmed;
• Checked: Present, condition checked and found fit for duty;
• Stored: Checked, preserved and in storage;
• Rejected: Failed examination and marked for disposal.

6.2 Consumable Rigging


The PE shall manage all consumable rigging such that the Project’s requirements can be full filled in
an economic way. This shall involve making use of Company rigging and/or Vessel/Yard rigging where
possible and re-use of consumable rigging.

6.3 Vessel/Yard Rigging


The Chief Store or Yard Manager shall manage the stock of Vessel/Yard rigging such that the Vessel’s
and Yard’s requirements can be fulfilled in an economic way. This shall involve renewal after disposal
or extension of the Vessel/Yard rigging stock.

The Chief Store or Yard Manager shall keep records of the Vessel/Yard rigging under their control and
maintain the certificates for each separate sling, grommet or shackle.

The Chief Store or Yard Manager shall dispose of Consumable rigging procured for a project after
completion of that project in accordance with Section 10.4. When possible consumable rigging from a
project shall be transferred to the Vessel/Yard rigging . Certificates shall be obtained from the PE
responsible for the Project Consumable rigging.

7 INSPECTION AND EXAMINATION


7.1 Inspection
All rigging shall be visually inspected before and after use by an experienced user or competent person.

On board HMC vessels and at HMC yards an annual inspection of all lifting equipment shall be
performed. Color coding on lifting equipment is applied during this annual inspection.

For each new inspection a new color, contrasting to the previous year, is to be selected by the
responsible person of the yard or vessel . The selected color must be “a primary” color (i.e. no pastel
colors to be used, e.g.). ( Blue not light blue).

ERC to be advised which color has been applied during the inspection. ERC to keep a file of all colors
used on the different HMC locations.

After visual inspection if there is doubt with respect to the fitness for use, the item shall be:
• Examined by a competent person in accordance with this chapter; or
• Disposed of in accordance with section 10.4.

Rigging on personnel transfer equipment, Lifeboat- & Life raft stations are excluded for the application
of a color coding and are not part of this work instruction. This equipment is subject to maintenance
and inspection regimes as per original equipment manufacturer instructions and/or Class/IMO
regulations.

7.2 Examination of Slings and Grommets


A sling or grommet shall be visually examined by a competent person in case of:
• Doubt with respect to fitness for use after visual inspection;
• Repair or alterations which may have an effect on the WLL;
• Expiry of validity period for current certificate of examination.

A visual examination is carried out to identify damage or deterioration which can effect fitness for use,
such as:
• Broken or damaged wires;
• Distortion of the rope (crushing, kinking, etc.);
• Distortion of fittings or terminations;
• Corrosive attack;
• Damage due to weld arcing, etc.;

• Presence and condition of identification marking;


• Paint markings (e.g. grommets: butt and tug position);
• Tail ends of splices;
• Number of tucks.;
• Minimum required free length of body.

The length of cable laid slings and grommets shall be measured and recorded in accordance with the
requirements of IMCA M 179.
A grommet can have a “natural” twist. When a grommet has one or more natural twists, these must be
mentioned on the certificate (When possible, twists should be identified on delivery of new grommets,
however, some larger grommets twists may only become visible on first use).

A twist should be mentioned on the certificates in the following way:


• Number of natural twists: 0 twists is NONE, ½ twist is 180°, 1 or full twist is 360°, etc., etc.

Note: A natural twist has no effect on the fitness for use of the grommet, but always check within
engineering/project team. Grommets must be packed and unpacked in the most careful way, in
accordance with WI.05.14.06.

Reasons for rejection can be a single feature or a combination of features and shall be at judgment of
the competent person.

All slings and grommets that have passed examination shall be provided with a new Certificate of
examination, which shall comply with chapter 8.

Any sling or grommet that has failed to pass examination shall be disposed of in accordance with section
10.4.

7.3 Examination of shackles


A shackle shall be examined by a competent person in case of:
• Doubt with respect to fitness for use after visual inspection;
• Repair or alterations which may have an effect on the WLL of the shackle;
• Expiry of validity period for current Certificate of Examination;
• Expiry of validity period for current Certificate of Proof Load Test.

A visual examination is carried out to identify damage or deterioration which may have an effects fitness
for use; the following shall be checked.
• Legibility of markings to allow matching with certificates;
• Dimensional check;
• Surface visual check;
• Misalignment;
• Presence of cracks.

The examination shall include a proof load test and NDT in case of:
• Repair and alteration which may have an effect on the WLL of the shackle;
• Expiry of validity period for current Certificate of Proof Load Test.

A proof load test shall be conducted under witness of a competent person independent of the testing
company and proof load applied shall be as specified below.

WLL < 25T: PL = 2.00 x WLL


WLL > 25T: PL = 1.22 x WLL + 20mT

NDT shall be performed after proof loading and shall consist of 100% MPI of the shackle bow and pin.
In case of doubt this shall be complemented with 100% UT of the shackle and/or pin.

Note: NDT testing will only be done on shackles ≥WLL 120mt.

Reasons for rejection can be a single feature or a combination of features and shall be at judgment of
the competent person. All accordance LR TA paper no.7 – Shackles WLL 120-1850 Ton.

All shackles that have passed examination shall be provided with a new Certificate of examination (and
Certificate of Proof Load Test), which shall comply with chapter 9.

All shackles that have failed to pass examination shall be disposed of in accordance with section 10.4.

Note 1 : Shackles are most of the time secured with a nut and a cotter pin. Cotter pins can be used
without bending for transport purposes only, but MUST be bend before lifting operations(!) during pre-
rigging/installation of the shackle.

Note 2: Shackle bow and pin are tested/inspected as one. Always keep them together as a pair. Numbers
on certificate are leading.

7.4 Synthetic or soft slings


See WI.05.14.09 for the work instruction “Control of Synthetic Slings”.

8 CERTIFICATION
8.1 Slings and Grommets
For all slings and grommets the following (combined) certificates shall be available:
• Mill certificate for all single wire ropes
• Mother or original certificate;
• Rope break test certificate signed by certifying authority (for WLL 50mT and higher);
• Certificate of Examination.

In addition the following shall be available for cable-laid slings and cable laid grommets:
• Certificate of Dimensional conformity;
• Consolidation Test certificate.

The information on the certificates shall be in accordance with applicable standards and the combined
certificates shall show as a minimum:
• Manufacturer name and address;
• PO number;
• Date of manufacture;
• Sling or grommet identification number; (given by the ERC);
• Rope details: MBL, diameter, construction, tensile, lay, lubrication, galvanization;
• The amount of twists in a grommet (0 twists is NONE, 1/2 twist is 180°, full twist is 360°);
• As-built dimensions, such as lengths, weight, and diameter of measuring pins;
• Tension used during measurement;
• Details of end terminations, such as eye type, socket type, sleeve types;
• Last examination date; Note: NO validity date or period of the certificate to be mentioned.
• All dimensional and strength information according metric system;
• English language;
• Reference to this document.

The validity periods for the various certificates are given in section 9.3.

8.2 Shackles
For all shackles following (combined) certificates shall be available.
• Mother or original certificate (in case mother certificate is missing a new Load test certificate is
also applicable);
• Certificate of Proof load test;
• Certificate of Examination.

The information on the certificates shall be in accordance with applicable standards and the combined
certificates shall show as a minimum:
• Manufacturer name and address;
• PO number;
• Date of manufacture;
• Shackle identification number; (given by the ERC);
• Type, Working Load Limit and Proof Load;
• As-built dimensions; body/pin diameter, inside length/width, jaw width, weight;
• Details of performed examinations, including dates;
• All dimensional and strength information according metric system;
• English language;
• Reference to this document.

The validity periods for the various certificates are given in section 9.3.

9 TRANSPORT AND HANDLING


9.1 Transport
The ERC shall coordinate the transport of Company rigging to minimize the risk of damaging to the
Company rigging during transport .

The ERC shall verify the status of the Company rigging certificates prior to project mobilization; if
needed the ERC shall arrange for examination of the Company rigging prior to departure.

9.2 Handling
For handling procedures of large diameter Cable-laid slings and grommets, see HMC Work Instruction
WI.05.14.06.

bending for transport purposes only, but MUST be bend before lifting operations(!) during pre-
rigging/installation of the shackle. If cotter pin is not bend during transport a label must be added
that the cotter pin MUST be bend before lifting operations(!). Example of such a label is available
on request;
• Slings that are packed for transport with handling slings attached: Certificates of handling slings
MUST be present per transport at HMC and if needed made available to the receiving company of
the transport;
• Coiled and folded slings have “Stored Energy” in it. A label/Labels referring to this risk must be
clearly attached to these packages. Example of such a label is available on request;
• Handling procedure (WI.05.14.06) must be sent to receiving agents, yards and freight forwarders
involved with the transport arranged by ERC.

10 STORAGE, PRESERVATION AND DISPOSAL


10.1 Project Demobilization
After use on a project Company rigging shall be inspected and if required examined. Following the
inspection, Company rigging will be stored at a Yard or transported to a Preservation Facility or
disposed of, depending on:
• Condition of the item;
• Date of planned next use;
• Future project requirements;
• Availability of storage area on site;
• Availability of transports to the Preservation Facility;
• Transport and storage costs;
• Replacement cost of item.

Depending on the above factors, the ERC shall arrange transport of Company rigging which is not
planned to be used to a Preservation Facility.

All Vessel/Yard rigging under the control of the Chief Store or Yard Manager shall be inspected and
stored on site.

All Consumable rigging procured for a project (i.e. rigging without a ‘SL’ number) shall be scrapped
after project demobilization. If Consumable rigging procured for a project is planned to be re-used, the
PE shall inform the ERC, which Consumable rigging shall be stored for future project(s). The PE is
responsible for forwarding the relevant certificates to the PE who will re-use the rigging. It is the
responsibility of the PE re-using this Consumable rigging to check if the certificates remain valid for
their project and where necessary to initiate re-certification.

If Consumable Rigging is transferred to Vessel/Yard Rigging the Chief Store or Yard Manager shall
request the relevant certificates from the responsible PE.

The Chief Store or Yard Manager shall contact the ERC for instructions with regards to storage and/or
disposal of Consumable rigging procured for a project.

10.2 Storage
All rigging shall be cleaned and all foreign matter (grit, rubbish, etc.) shall be removed before storage.

All rigging shall be stored in such a manner that damage due to handling after storage or damage due
to activities performed in the vicinity of the rigging is minimized.

Slings and grommets shall preferably be stored elevated from the ground, in a cool dry place at a
reasonably constant temperature, and folded as a package or coiled up. At all times air circulation
through a folded/coiled sling or grommet shall be ensured. Elevated from the ground must be achieved
by putting the slings and grommets on wooden bars.

Slings and grommets shall never be stored where they are liable to corrosion from acid fumes, steam or
other corrosive substances.

For shackles; the pin shall be freed and cleaned such that easy installation and removal of the pin is
guaranteed. Shackles shall be stored with the pin installed in the corresponding bow. If applicable and
necessary the nut and pin thread shall be greased and a new cotter pin shall be installed before
mobilization to next project.

No welding or cutting shall be performed close to stored rigging. If this cannot be avoided it should be
protected with a fire proof blanket or similar protecting material.

In case of welding or cutting in the proximity of slings or grommets a number of fire extinguishers shall
be readily available due to the combustible nature of the oil and/or grease used during fabrication and
preservation of slings and grommets.
IN CASE OF (SUSPECTED) DAMAGE TO STORED RIGGING DUE TO WELDING, CUTTING, GRINDING OR ANY
OTHER INFLUENCE THE RESPONSIBLE PERSON SHALL BE NOTIFIED IN WRITING IMMEDIATELY.

The person that discovered the damage shall inform the following persons:
• For Consumable rigging the relevant PE and, Chief Store or Yard Manager;
• For Company rigging the ERC.

Note: When Company slings are put on deck after being submerged in salt water it is recommended to
wash them out with fresh water. Same as for removing any debris attached to the sling.

Consumable rigging to be automatically scrapped after being submerged in salt water.

10.3 Preservation of Company slings and grommets


Preservation is only performed on Company slings and grommets located at a Preservation Facility to
ensure that the condition of the item is guaranteed during long term storage. Preservation does not
improve the condition of an item; it only extends its lifetime.

Company slings or grommets shall be examined by a competent person prior to preservation.

This competent person must be someone with a proven track record of similar inspections. On request
the company that is doing the examination must show the track record of the competent person.
Preferable all on board Vessels, remote yards and all other locations are done by inspectors from our
main preservation company (UOS Moerdijk).

After acceptance of the sling or grommet, it shall be thoroughly cleaned, than coated with an oil/grease
mixture applied under high pressure, coiled or folded into a package and finally stored in accordance
with the previous section 10.2.

10.4 Disposal of Rigging Notification


All Company rigging which is to be disposed of shall be notified to the ERC. After confirmation by
ERC the Chief Store or Yard Manager shall dispose of the Company rigging as per below.

All Vessel/Yard rigging under the control of the Chief Store or Yard Manager which is to be disposed
of shall be disposed of by them without prior notification to other parties.

All Consumable rigging procured for a project which is to be disposed of before start or during the
project shall be notified to the PE by the Chief Store or Yard Manager and after which they shall dispose
of the rigging as per below. The PE shall procure replacement rigging in accordance with chapter 4.

All Consumable rigging procured for a project which is to be disposed of after project completion shall
be disposed of by the Chief Store or Yard Manager as per below. No notification to other parties is
required. Where possible Chief Store or Yard Manager shall transfer consumable rigging to Vessel/Yard
rigging for re-use on board the vessel/yard.

Marking
The following is applicable to all rigging which is intended to be disposed of:
• All identification numbers shall be removed or be made unreadable;
• All rigging which is intended to be disposed of shall be damaged such that any later use by any
other party is made impossible. Following options are suggested:
− Slings: Cut through a strand in eye or body of sling;
− Grommet: Cut through a strand in body of grommet;
− Shackle: Grind a deep cut in the shackle bow and pin.

Disposal
Any rigging which has been notified and marked as per the above shall be disposed of by the Chief
Store or Yard Manager.

Registration
The ERC shall update all relevant records and keep these records for two (2) years minimum after
disposal of Company rigging.

All company rigging being disposed at our main preservation company (UOS Moerdijk) will be
recorded by the ERC on an annual base.

Keeping records of disposed Consumable rigging is not required.

Consumable rigging shall be ordered as much as possible in standard lengths as per part numbers in the
“project” column in attachment 5.

Requisitions for Company and/or Consumable rigging shall contain as a minimum the following data:

• Information for shipment and tracking at the yard/vessel;

Notes on preparation of requisition text


1) The capacity of the required sling or grommet is defined in terms of the calculated breaking load,
i.e. CRBL, CSBL and CGBL. These values should be determined from the rigging design
calculations, prepared in accordance with HMC Standard Criteria SC-291 ‘Selection of Steel Wire
Rope Slings, Grommets and Shackles’. SC-291 also provides the requirements for the minimum
factor of safety that is applicable for each rigging type.
2) The length of sling eyes shall be in accordance with SC-291 (to ensure the eye can fit over the
largest hook prong). Project consumable slings can have shorter eye lengths if necessary for a
particular rigging arrangement / lift operation, provided that the minimum sling eye opening angle
requirement stated in SC-291 is still met.
3) The lengths of new ‘Consumable' slings / grommets are normally not measured whilst under
tension. If accurate lengths are required for a particular lift operation, then this should be specified
when the Consumable rigging is requisitioned by the project team.
4) For short slings, the minimum body length requirements shall be in accordance with SC-291.
5) For short grommet, the minimum length is dependent on the rope diameter / manufacturing facility
and should be confirmed with the ERC prior to placement of the requisition.
6) Where asset numbers are requested, the ERC will provide them and in most cases also make the
requisition.

Definitions

Cable-laid Grommet
A grommet constructed from a single continuous steel wire rope, formed into seven loops, where the
loop which contains the rope ends is the central core rope and the other six loops are spirally wound
around this core.

Cable-laid Sling
A sling constructed from six steel wire ropes spirally wound around one straight steel wire rope core,
with spliced eye terminations.

Certificate of Examination
Documented proof of examination, which guarantees that the item is suitable for its intended use for
the duration of the validity period, barring damages incurred after examination. A Certificate of
Examination is issued by a competent person.

Company Rigging
All slings, grommets and shackles with a WLL larger than (>) 100mT, which are deemed suitable for
(re-)use across various projects and for handling of HMC assets. Company rigging is controlled by the
ERC.

Competent Person
A designated person, who is suitably trained, qualified by knowledge and practical experience and in
possession of the necessary instructions to carry out the examination and Working Load Limit
verification of the item under consideration. The competent person can be HMC or 3rd party employed.
When hired as a third party, the person and his company must supply a proven track record of both
person and company.

Consumable Rigging
All slings, grommets and shackles which are not Company rigging or Vessel/Yard stock rigging.
Consumable rigging is controlled by the Requestor of the rigging. Control does not include handling,
logistics and storage of the Consumable rigging.

Control
The overall coordination of slings, grommets and shackles with respect to:
− Filing, registration and administration;
− Stock control and procurement;
− Examination and certification;
− Handling and logistics;
− Storage, preservation and disposal.

Examination
A thorough visual inspection, if applicable combined with a proof load and NDT, performed by a
competent person for the purpose of issuing a Certificate of Examination.

Experienced User
A person that can determine whether a sling, grommet or shackle is suitable for its intended purpose
based on his common sense, knowledge and practical experience. For the purpose of this procedure
these can be amongst others riggers, foremen, storekeepers, yard managers, etc.

Grommet
An endless steel wire or synthetic rope connected between the lifting appliance and the load (where
applicable, connected by means of shackles). The definition specifically includes, but is not limited to,
cable-laid and strand laid grommets.

Offshoreloop
A Superloop where the Flemish eyes are protected by steel ‘hard eyes’ (thimbles).

Preservation Facility
A site with preservation and examination facilities designated for (long term) storage and preservation
of Company rigging. For the purpose of this procedure this is at the premises of United Offshore
Services, Moerdijk in the Netherlands.

Project Resource List


An in-house document, which is used for identifying, requesting, allocating and tracking of equipment,
materials and services required for the execution of a specific project.

Proven track record


A proven track record contains as a minimum that the company is Lloyds (Or other such as DNV, ABS,
a.o.) certified. The inspector must show his competence by showing he has an history of similar
inspection jobs, has worked in a rigging shop and has a record of job related courses.

Requestor
A person requesting allocation or procurement of Company and/or Consumable rigging.
For the purpose of this procedure these are the PE, Chief Store, or Yard Manager or their delegates.

Shackle
A steel U-shaped load bearing connector designed to be used with a removable pin, where applicable
secured with a nut and a cotter pin. (Cotter pin can be used without bending for transport purposes only,
but MUST be bend before lifting operations(!) during pre-rigging/installation of the shackle.) The
definition specifically includes, but is not limited to, (Elongated) Anchor, Wide Body and Dee type bow
shackles.

Sling
A steel wire or synthetic rope with eyes and/or sockets at both ends connected between the lifting
appliance and the load (where applicable, connected by means of shackles). The definition specifically
includes, but is not limited to, cable-laid, single part and multi-part slings.

Superloop
A single steel wire rope sling with Flemish eyes and swaged steel sleeves over the tails.

Vessel
DCV Aegir, DCV Balder, SSCV Sleipnir or HLV Thialf including any assigned rigging works on
support vessels.

Vessel/Yard Rigging
All slings, grommets and shackles which are controlled by the Vessel Storekeeper or Yard Manager of
the rigging. Control does not include handling, logistics and storage of the Consumable rigging.

Visual Inspection
A visual check performed by an experienced user to determine the visual verifiable condition of a sling,
grommet or shackle. No records are kept of this inspection.

Yard
A site designated for temporary storage, receiving and forwarding of rigging to and from HMC Vessels
and/or third party sites. For the purpose of this procedure these are all yards, incl. Client owned yards,
however excluding Preservation Facilities.
