SUBJECT : GO LIVE IMPLEMENTATION OF LIFT SYSTEM VERSION 4

In the interest of the service and in view of the scheduled go live on LGU Integrated Financial Tool (LIFT)
System v4 on 19 June 2023 (Monday), 12 noon, all concerned of herein Memorandum shall access the
links to the LGU System Installer and the Central System:

The procedures enumerated below shall be followed, especially on the creation of database from the
LIFT v3 backup.

1. Download the installation key from the Central System URL: http://lift.blgf.gov.ph.
2. Uninstall LGU System v4 roll-out system and installer.
3. Install the LGU System v4 and create a database from the backup LGU database v3.
4. Start encoding and submitting the QI FY2023 reports.

Together with the system developer, the BLGF Central Office will provide online support via Zoom, from
9AM to 4PM, during the first three (3) days of the LIFT System v4 Go Live, to assist in all queries and
clarifications.

Likewise, all FY2023 LIFT Reports must be submitted as scheduled, per Department of Finance (DOF)
Department Order (DO) Nos. 053.2022, 078.2017, and 059.2015, except for the QI FY2023, which has
been extended to 15 July 2023, per DOF DO No. 005.2023.

For reference, attached herein are the Installation Frequently Asked Questions (FAQs) (Annex A) and the
list of addressed issues encountered during the roll-out (Annex B).

All Provincial Treasurers are hereby requested to disseminate this memorandum to all Municipal
Treasurers and others concerned under their respective jurisdiction.
